• Purpose is to work on issues and specifications associated with pavement preservation

Current Tasks for Flexible Pavements
• Fog Seal Specifications (on Hold)• Cold in Place Recycling with emulsion and
foamed asphalt (In rewrite)• Full Depth Reclamation (In development)• Asphalt Rubber Warm Mix (Test sections in
place)• Modified Binder (Terminal Blend – Test sections
in place)• Re-Write of Section 37 (more to follow later)
Recently Completed Task• Scrub Seal Specification Using PMRE
– Industry and Caltrans agreement on specification – (7 years in the making)
– Hard copies being passed around– Electronic copy available from Caltrans– Generic scrub seal specification using
rejuvenating emulsion– Emulsion can also be used for chip seal
without the scrub broom
Highlights of Scrub Seal Spec• 37-2.06A(1)(c) Submittals
• At least 10 days before starting seal coat application, submit the name of the authorized laboratory that will be performing quality control testing.
• Submit MSDS for each polymer modified rejuvenating asphaltic emulsion ingredient and the polymer modified rejuvenating asphaltic emulsion.
• At least 15 days before starting seal coat application, submit the following initial samples and test results:– 1. Two- ½ gallon samples of polymer modified rejuvenating asphaltic emulsion
in a plastic container from the emulsion supplier.– 2. Polymer modified rejuvenating asphaltic emulsion test results for quality
characteristics specified in 37-2.06B(2) from supplier of polymer modified rejuvenating asphaltic emulsion.
– 3. Rejuvenating agent test results for quality characteristics specified in 37-2.06B(2) from the supplier of the polymer modified rejuvenating asphaltic emulsion.
• 37-2.06A(1)(d) Quality Control and Assurance• 37-2.06A(1)(d)(i) General
• Authorized Testing Laboratory for polymer modified rejuvenating asphaltic emulsion quality control testing must participate in the AASHTO Proficiency Sample Program.
• Authorized Testing Laboratory for aggregate quality control testing must be accredited under Department's Independent Assurance Program.
• 37-2.06A(1)(d)(ii) Quality Control• 37-2.06A(1)(D)(ii)(A) Polymer Modified Rejuvenating Asphaltic Emulsion
• For polymer modified asphaltic emulsion samples:– Circulate polymer modified asphaltic emulsion in the distributor truck before sampling.– Take samples from the distributor truck at mid load or from a sampling tap or thief.– Before taking samples, draw and dispose of 1 gallon.– Take two 1/2-gallon samples in the presence of the Engineer.

• For polymer modified rejuvenating asphaltic emulsion, the Authorized Testing Laboratory must perform quality control sampling and testing at the specified frequency and location for the following quality characteristics:

Section 37 rewrite• New arrangement• Everything that is common to all
is in “General”• Once you get to a section, “chip
seal” for example all things common to all chip seals is in another “general” section
Example• 37-1.01C Submittals• At least 10 days before preconstruction meeting
submit a list of participants in the preconstruction meeting. Provide each participant's name, employer, title, and role in the production and placement of the seal coats.
• At least 10 days before starting seal coat activities, submit the names of the authorized laboratories for quality control testing.
• For each delivery of asphalt binder or asphaltic emulsion to the job site, submit a certificate of compliance and a copy of the specified test results.
Example• 37-2.01A(3) Submittals• At least 15 days before use, submit:• Samples for:
– Asphaltic emulsion chip seal; 1 gallon plastic jug of asphaltic emulsion
– Polymer asphaltic emulsion chip seal; 2 quart metal cylindrical shaped cans with open top and friction lids of polymer asphaltic emulsion
– Base asphalt binder for asphalt rubber binder chip seal; 2 quart cans of asphalt binder
– Asphalt rubber binder chip seal; 5 quart cans of asphalt rubber binder
However, if there are specifics…• At least 15 days before use, submit:• 1. Samples of each asphalt rubber
binder ingredient• 1.1. 2 lbs. of scrap tire crumb rubber• 1.2. 2 lbs. of high natural scrap tire
crumb rubber• 1.3. 2 quart cans of base asphalt binder• 1.4. 2 quarts cans of asphalt modifier
Many technical changes • Still being reviewed by Industry
and Caltrans
New Specifications for CCSA• CCSA has decided to undertake
an easier version following the Caltrans technical specs but easier format.
