Prevention & Early Intervention Projects (PEI)
Overview of Statewide PEI Programs and Contractors
The California Mental Health Services Authority (CalMHSA) has launched Phase II of Statewide
Prevention & Early Intervention (PEI) Projects on behalf of California’s counties, which will implement
statewide programs for fiscal year 2015-2016 and 2016-2017.
Based on CalMHSA Board approval, CalMHSA has entered into contract with the following organizations
to implement Phase II Statewide PEI activities:

In addition, Phase 2 funds support a contract with the RAND Corporation to evaluate outcomes of
Statewide PEI activities which cover the following areas:
Statewide population surveillance regarding mental health/ wellness including suicide
prevention and add where appropriate substance use surveillance
Cost benefit analysis
Program level evaluation
Targeted effectiveness studies to identify best practices
Statewide and local reach of activities by Contractor
As a statewide initiative, contractor activities are meant to have maximal impact across multiple
communities in California. The following outlines statewide activities as well as some projected activities
to occur throughout the state.
These local activities may be subject to change over the course of the Phase 2 period based on the
overall needs of the state.
Program 1: Effectively Reaching and Supporting California and Its Diverse Communities to

Overview:
o Pilot the implementation of a newly developed program - Mental Health 101 – which is
a training developed by various cultural communities across the state (African American,
Asian Pacific Islander, Latino, LGBTQ, and Native American) for the purpose of raising
awareness about mental health issues and help seeking in a cultural sensitive and
responsive way. The pilot sites will be vigorously studied to support future effective
statewide implementation. The pilot sites have not been selected at this time

high schools across the state depending upon available local capacity
