INTRODUCTION

Southeastern Pennsylvania TransportationAuthority (SEPTA) announces a juried publicart competition, open to all professional artistsliving or working within 150 miles ofPhiladelphia. Individual artists or creativeteams are invited to submit qualifications for apermanent commission to be either integratedinto subway platform walls or embedded intocolumn panels. Located in the center ofPhiladelphia, adjacent to City Hall, the 15thStreet Station serves workers traveling to andfrom their offices, shoppers headed for theretail district, tourists exploring the City’streasures and Center City residents.

ART IN TRANSITPROGRAMSEPTA’s Art in Transit Program is designedto incorporate art elements into renovationand reconstruction projects for selectedstations and public transportation facilities.The program allocates up to one percent ofthe construction budget of capitally fundedprojects for the design, fabrication andinstallation of permanent artwork. The purposeof the program is to create a more welcomingand dynamic transit environment for regularand new riders and to foster a sense of pridewithin the surrounding community.

PROJECT SITEThe 15th Street Station was built in 1905, withsome changes made in 1930 and additionalchanges made later in the 70’s. The stationplatforms will now be rebuilt with all new tilefinishes. The existing lighting will be retrofit withLED lighting and the columns will be coveredwith stainless steel panels. Plans also includethe replacement of the wall finish on both theeastbound and westbound platforms with newceramic wall tile.

ARTWORK

Options:Tiled wall surfaces or paneled columns have been identified as locations for commissioned artwork.A variety of approaches may be considered foreither the columns or walls…such as brightgeometric tile patterns, complex mosaic designs,photographic iconographic montage, abstract or representational imagery. Artists may explore avariety of themes, such as the unique character ofthe City’s cultural, historic and architecturalsignificance … or the proximity to SEPTA’stransportation hub may inspire symbolic design concepts of time and motion.

Walls: The tiled walls of the platforms may beapproached in various ways. Images may beclustered in toward the center of the station areaor recurring images may extend sparingly acrossthe entire width of the wall.

Columns: Artists may design panels for one ortwo sides of all the columns or all sides of aselected number of columns.

Appropriate artistic explorations are encouraged.

MATERIALSA range of materials includes ceramic mosaic, glass mosaic, cut granite, photo montage,porcelain enamel, stainless steel, aluminum, faceted or laminated glass or any other material that is durable, maintenance free, impervious to elements and vandalism, and is able to retain its form and color. These materials may be used individually or in combination with each other within a wider latitude of possibilities.

All materials and fabrication techniques mustmeet the challenges of a very active transit environment.

BUDGETThe Art in Transit Program has establisheda total art project budget of $200,000.

The budget includes the artist design fee,insurance coverage, costs of materials,fabrication, shipment, installation of thework, and other project related expenses.

ELIGIBILITY The competition is open to all professionalartists and creative teams living or workingwithin 150 miles of Philadelphia.

Experience in kindred projects is required and minority participation is encouraged.

No proposal shall be from, or contractawarded to, any SEPTA or City employee orofficial who submits a proposal or solicits anycontract in which he or she may have director indirect interest.

CONTRACT AWARD Once an Artist is selected, he/she will berequired to sign a contract with the A/EConsultant prior to commencing the work. Noselection shall be considered final until theArtist and the A/E Consultant have properlyexecuted that Agreement.Selected Artists areexpected to work with the SEPTA ProjectManager and the A/E Project Manager toprepare construction documents and, inconsideration of conceptual and technicalconcerns, to assure the full integration of theartwork into the specific requirements of thesite.

Compliance with applicable rules, codes,permits, methods and procedures of allgovernmental boards, bureaus, offices,commissions and other agencies includingSEPTA and the City of Philadelphia is required.

ARTIST SELECTIONPROCESSFirst PhaseAll entries will be reviewed by a five-memberSelection Panel that will include SEPTA’sManager of Art in Transit, a design teamrepresentative, a community representative,an artist, and an arts professional, whotogether will recommend a group of five (5)Finalists, based on written statements, digitalsubmissions and previous experience.

Second PhaseFinalists will be invited to an OrientationMeeting and a visit to the station. Drawings anddetailed information about the site, includingdimensions and architectural requirements, will beprovided at that time. (Information about SEPTAand the 15th Street Station may be accessed atwww.SEPTA.org and Philly.com) Finalists will berequested to develop a detailed proposal forreview by the Selection Panel. The SelectionPanel will then make its recommendation toSEPTA. (The panel reserves the right torecommend none of the submissions.) A designstipend of $1,500, which must cover all proposalexpenses incurred prior to signing the contract,will be awarded to each Finalist or Team.

A PROPOSAL SELECTIONCRITERIA Finalists’ proposals will be evaluated basedon aesthetic quality, visual vitality, innovative approach, sensitivity to the community andcompatibility with the station design. Otherselection criteria include adherence to specificdimension and weight requirements, technicalproficiency, durability of materials, resistance tovandalism, concern for public safety and minimummaintenance. Artwork cannot project onto theplatform, thus impeding the passage of ridersentering, exiting or maneuvering through thestation.

4. Submit eight copies of an “Approach”StatementPlease provide a printed statement describinga general approach to the 15th Street Stationproject. The statement should not exceed 150words. A specific or detailed proposal is notrequested at this time; however, we do expect thestatement to relate to the proposed artwork, ratherthan to past work.

5. Include a self-addressed stamped CDenvelope (SASE) only if you want your CDreturned.If an envelope is not provided, your CD will bekept in our files and notification of status will bee-mailed. Every effort will be made to ensurethe safe handling of your CD; however, wecannot be responsible for its loss or damage.

6. Additional Guidelines • Incomplete or ineligible submissions will notbe reviewed.• All pages submitted must be 8 l/2”x11”.• Without a SASE, your CD will be retained inour registry.• Use paper clips and not staples to secure anypart of your application.• Send no more than the maximum number ofmaterials specified.• Do not send folders, cover letters, printedreviews, brochures or catalogs. They will notbe reviewed in this initial phase of the process.• Additional information and site plans will bedistributed to the five selected Finalists at theOrientation Meeting.

HOW TO APPLY1. Submit digital images of your Artwork. Submit a maximum of eight digital images ofrecent artwork with no more than 2 images ofan individual work. A portion of the depictedwork should relate in material and/or generalapproach to the 15th Street Station project. Collaborative teams must include up to siximages per member. Images must be savedas PC compatible JPG files on a CD-ROM at72 dpi. The maximum Pixel dimensions are1000 in width and 1000 in height. The file sizemust not exceed 2MB. All images must beclearly labeled with the number (order to beviewed), Artist’s last name, and first name.Example: smith_jane_01. Do not label imageswith characters, commas, periods or spaces.The Image Identification Form mustcorrespond with digital images. Do not embedimages in a Power Point presentation.

2. Submit two copies of the ImageIdentification Form.The attached Image Identification Form mustbe used and all information should be typed orclearly written. Each item must correctlycorrespond to the numbered image. 3. Submit one copy of a current resume.If you are submitting a proposal as acollaborative team, each member must submitan individual resume.
