History:

Since its inception in July 1996, CDSS implemented an automated statewide system that matches the CYA inmates/wards file with the MMEF. AB 2844 passed mid 1994 which required that whenever a minor is incarcerated in a juvenile hall or other county juvenile facility or by the CDCR for a period of at least 30 consecutive days, the facility or CDCR is required to inform the welfare department of the minor’s name, date of birth, and social security number. 2

• California Department of Corrections (CDCR)

• Medi-Cal Master Extract File (MMEF) from Department of Health Care Services (DHCS)

Criteria:

1. The CYA/WIM match process matches the recipients’ Social Security Number (SSN) is first to the MMEF against the Earned Income file at SSA.

2. Records where the SSN does not match will than be matched on date of birth, sex, first 5 characters of the last name and the first 3 characters of the first name.

Tolerance Level:

CYA/WIM does not provide tolerance levels for CalWORKs and CalFresh. Counties will receive CYA/WIM information for each case that has a match.

The match is sent monthly.

Secure File Transfer (SFT) electronic format OR

Golden State Overnight (GSO) courierA receipt of acknowledgement

(included in the package) for paper delivery is required to be faxed back to CDSS

This information can be up to one month old upon receipt by the County.
