Included in this newsletter is a CSFPA Officer Nomination Form. There are several positions open for nominations. Please review the form and follow the instructions provided to make nomina-tions. All nominations are due by the next Quarterly Training meeting.
The next Quarterly Training Meeting will be held July 17th and 18th in Sac-ramento. It would be great to have all Chapter Presidents attend and bring someone from their Chapter or send a representative.
The CSFPA Quarterly Board of Direc-tors Training Meeting was held in Sac-ramento April 24-25, 2015. After gen-eral business items were addressed, Will Lightbourne, Director of the State of California Department of Health and Human Services spoke about his con-tinued desire to work with foster care-givers on implementing California’s Child Welfare Continuum of Care Re-form. Part of this effort includes col-laborating with foster parent associa-tions and supporting QPI (Quality Par-enting Initiative). Jennifer Rodriguez from the San Francisco Youth Law Center spoke about QPI and explained
how it works and is put into effect in each county. Karen Grace-Kaho, California State Foster Care Ombudsman, talked about forming a QPI Committee.
Packets containing information regarding nominations for awards and scholarships that will be awarded at the training confer-ence in October have been mailed to chap-ter presidents. The nomination forms are to be distributed for members to nominate people for the nine service awards and one scholarship award. The deadline for receipt of all nominations is July 1, 2015.

All the fun of summer time activities are now upon us….picnics, games, camp-ing, and much more. These activities for our CSFPA fos-ter, adopt and family care children will consume much time and responsibility for foster parents. It is critically important that these activities be fully insured in case of any unfortunate event. The CSFPA insurance cov-erage is with Philadelphia Insurance Company written through our agent, Pellett Insurance Services, Inc. of Paso Robles, Ca. Karen Daniels, Owner-Operator, is quick to provide endorse-ments to any chapter that requests one for their par-ticular event or need. She is very careful to distinguish between what our insurance policy allows and any addi-tional coverage a chapter may request. Sometimes there is an additional charge. If so, the chapter making the request must pay the pre-mium increase for their event. IMPORTANT: THERE ARE EXCLUSIONS
IN OUR CURRENT POL-ICY, such as, BOUNCE HOUSES, DUNK TANKS, AND INFLAT-ABLES (i.e. inflatable slides). Any chapter re-questing coverage for any excluded event, will be required to provide the CSFPA with a Certifi-cate of Insurance, nam-ing both the Chapter and the CSFPA as Additional Insured. The requesting chapter is solely respon-sible for any liabilities or claims arising from the excluded events named above. Please note: If you need an endorsement for your event or meeting place you must renew that en-dorsement each year. The endorsement does not carry over from year to year. California bill seeks 5 times more inspection of foster homes The Chronicle of Social Change
California legislators are consid-ering a bill that would mandate visits to foster homes on an an-nual basis in a state that currently ranks as one of the most lax on childcare facility inspections. As-sembly Bill 74, introduced in January, would require annual inspections of community care facilities, such as foster care homes, child care centers, family day care homes and others start-ing July 1, 2018, rather than in-spections once every five years as per current law.

California Bill Calls for Public Health Nurses to Oversee Psychotropic Medication of Foster Youth

A bill proposed in February would require the California De-partment of Social Services to
create a new system where public health nurses monitor the pre-scription of psychotropic medica-tions to foster youth.

Summary: Establishes a foster parent evaluation system. Spe-cifically, this bill:
A. Directs the Department of Social Service in consultation with stakeholders, as specified to develop and implement a foster parent evaluation process.
B. Requires the foster parent evaluation process to include a process for foster youth over the age of 12 and nonminor dependents to provide
feedback on the quality of care received as specified.
