Advice Letter No. 2197
California Water Service Company (Cal Water) hereby transmits for filing the changes in its tariffschedules shown on Attachment 1 for several of its districts and two copies of each are attachedhereto.
UUSummary
This advice letter requests approval of Cal Water’s escalation increases and Sales ReconciliationMechanism (SRM) adjustments that were approved in Decision (D.) 14-08-011 dated August 14,2014, for Escalation Year 2016 in the following districts: Bakersfield, Bayshore, Bear Gulch, Chico,Dixon, King City, Marysville, Oroville, Redwood Valley (Lucerne and Unified), Selma, Stockton,Westlake, and Willows.
Cal Water has calculated the increased revenue requirement using inflation factors provided by theOffice of Ratepayer Advocates’ (ORA’s) energy cost of service branch and other provisions of D.14-08-011 in the table below. Any over or under collection from adopted revenue requirements relatedto commercial quantity rates will be tracked in the WRAM balancing account and are subject to theprovisions of D. 08-02-036. This filing is designated as Tier 1 with an effective date of January 1,2016.
Decision (D.) 14-08-011, also adopted a Sales Adjustment Mechanism (SRM) that provides for a rateadjustment if the actual sales volume for a district is lower or higher than five percent of the adoptedvalue for that district. Of the districts that qualify for escalation in 2016, the SRM has been triggeredin 14 districts and therefore have sales adjusted in accordance with the SRM guidelines.
Please note that the following advice letters collectively address Cal Water’s escalation increasesand the SRM adjustments for Escalation Year 2016, as follows:

Ordering Paragraph 8
California Water Service Company (CWS) shall file escalation advice letters for 2015 and2016, as provided for in the Rate Case Plan adopted in Decision 07‐05‐062, or its successor. The budgeted amounts for conservation expenses in the Settlement Agreement attached tothis decision as Exhibit A are set forth as follows:
• Office of Ratepayer Advocates and CWS agree to an average annualconservation budget of $6,999,757 for Test Year 2014, Escalation Year 2015,and Escalation Year 2016 for a total 3-year budget that shall not exceed$20,999,271;

• These budgets are excluded from escalation and instead use the averageannual budget in calculating the allowed revenue requirement for Test Year2014, Escalation Year 2015, and Escalation Year 2016; and
• Budgets may be used in a district at any time during the 3-year rate casecycle as long as the total amount spent over the three years does not exceedthe total 3-year budget.
• Funds are not transferrable across districts.
Ordering Paragraph 43
In light of the current drought, California Water Service Company (CWS) is authorized toimplement a drought Sales Reconciliation Mechanism (SRM) as a pilot program for thesecond and third years of the rate case period by calculating the recorded sales for theperiod of the previous October through September for each district, and comparing theamounts to the sales adopted in this decision. If recorded sales are more than 5% differentthan adopted sales, CWS is authorized to adjust its overall sales forecast by 50% of therecorded sales variation, flow that change through the revenue requirement (alsoproportionally changing production costs to match the proposed sales change), andcalculate rates based on the adjusted sales. If the drought SRM triggers a rate change inany area, CWS shall implement the adjusted rates with a notice to customers that the ratechange is the result of the drought SRM. CWS is authorized to open a drought SRMBalancing Account (SRM BA) to track any change in rates associated with the drought SRM.The SRM BA is subject to review in CWS’s next general rate case. The drought SRM is onlyauthorized for this rate case period, and may be considered in CWS’s next general rate case.
Discussion
The Commission staff has been furnished copies of the detailed workpapers showing the rate ofreturn on rate base for the current twelve-month period based upon recorded data. Pro-formarate of return for the twelve-month period through September 30, 2015 are shown below (dollarsin thousands).

These districts have pro-forma rate of return for the twelve-month period through September 30,2015 lower than the adopted 7.94% or the rate of return limit from D.14-08-011 and are thereforeeligible to receive the corresponding full or partial escalation increases granted in the decision andcalculated herein.
Sales Reconciliation Mechanism (SRM)
When actual sales vary from adopted sales by more than 5%, the SRM is triggered, and rates areto be recalculated incorporating a change in sales that is half of the total variation from adoptedsales.
For each of the 13 districts (14 ratemaking areas) in this advice letter, Cal Water calculated analternate revenue requirement that incorporates a change in production costs to reflect thechange in sales values. The alternate revenue requirement is used solely to calculate the ratesgoing into effect on January 1, 2016. Cal Water is not proposing to adopt the alternate revenuerequirement as its new “adopted” revenue requirement, or adopt the modified production costsas the new values, for the Preliminary Statement M.
The revenue requirements proposed for the modified Preliminary Statement M are calculatedbased on the Rate Case Plan guidelines.
SRM Balancing Account
Ordering Paragraph 43 authorizes Cal Water to open a drought SRM Balancing Account (SRM BA)to track any change in rates associated with the drought SRM. Cal Water proposes tracking theincremental difference between the revenue that should be collected in 2015 under the alternaterevenue requirement (calculated solely for the purposes of the SRM rate adjustments), and theincremental actual revenue collected in 2015.

D.14-08-011 states that the SRM BA is subject to review in Cal Water’s next general rate case. Toensure that the SRM is implemented in a manner that is consistent with the stated goal ofreducing the net WRAM/MCBA balance, however, Cal Water proposes to review and true-up the2015 SRM balances with Cal Water’s annual 2015 WRAM and MCBA true-up amortizations, whichwill be filed in early 2016.
Rate Design
Generally, when Cal Water files an advice letter to request a change in revenue, without a changein the number of customers or consumption, Cal Water is able to layer the incremental change ontop of the existing rates. For example, if the revenue change is 2%, it would be correct to changethe existing rates by 2%. In this advice letter, the consumption levels are changing by more than5% from the adopted consumption, the layering method would not generate accurate rates. CalWater is requesting to modify the rate design to recalculate rates by taking the entire revenuerequirement and redistributing to modified consumption and number of customers as wasrequested in Advice Letter 2150-B, filed on December 10, 2014.
While Cal Water is requesting to modify the rate design, which would change the proposed rates,Cal Water is not requesting a change to the Preliminary Statement M.
This filing involves two revenue requirements. The revenue requirement generated from theescalation filing, which is calculated in accordance with the rate case plan, is the revenue that CalWater is proposing to adopt. The alternate revenue requirement is generated to flow through theproduction cost change from changing the consumption levels for the SRM adjustment. Thealternate revenue requirement is used to calculate new rates only. Cal Water is not requesting toadopt the alternate revenue requirement as the new revenue requirement level.
Water Revenue Adjustment Mechanism and Modified Cost Balancing Account (WRAM/MCBA)
In addition, in order to properly implement the WRAM/MCBA mechanism adopted in D.08-02-036,Cal Water proposes changes to its preliminary statement M that reflect the quantities and ratedesign proposed in this filing.
Tariff Updates
In the interest of making terminology and language consistent across customer-facing material, CalWater has updated the description of the quantity rates on its tariff sheets to use the terminology“CCF” because that is the unit of water used for customer bills. Historically, references to cubicfeet, 100 cubic feet, Cu. ft., or Ccf have been used in tariff sheets, however. These disparatereferences create confusion for customers. To further clarify, the statement “1 CCF is 100 cubicfeet (748 gallons)” is now contained on the tariff sheets when quantity rates are listed. Similarly,Special Conditions with references to quantity rates now refer to CCF as well.
Also in the interest of standardization, the following Special Condition will replace the multiplespecial conditions with the same meaning that are currently on the tariff sheets for Oroville,Stockton, and Westlake:

“All bills are subject to the following tariff schedules: Schedule UF (CPUC reimbursementfee) and applicable surcharges and surcredits on Schedule RSF (Rate Support Fund),Schedule LIRA (Low-Income Ratepayer Assistance), and Schedule AS (Additional Surchargesand Surcredits).”
Although this is not a material change, the format of the tariff sheets has been updated andstandardized to facilitate more efficient future processing of tariff sheets and lay out theinformation more clearly for customers.
Requested Effective Date
Under General Order 96-B, Water Industry Rule 7.3.1, as modified by Resolution W-4664 this is aTier 1 advice letter with a requested effective date of January 1, 2016. The effectiveness is subjectto refund pending the Commission staff’s determination that the filing complies with the standardpractice and the proposed rate design is equitable and correctly calculated.
Notice
Customer Notice – Notices of the surcharges and credits in this advice letter will be provided as abill message on the first bill to impacted customers. Consistent with OP 43 in D.14-08-011, the billmessage will indicate that the rate change is a result, in part, from the drought Sales ReconciliationMechanism.
Service Lists – In accordance with General Order 96-B, General Rule 4.3 and 7.2 and Water IndustryRule 4.1, a copy of this advice letter will be mailed or electronically transmitted on November 13,2015, to competing and adjacent utilities and other utilities or interested parties having requestedsuch notification.
UUResponse or Protest
Anyone may respond to or protest this advice letter. A response supports the filing and maycontain information that proves useful to the Commission in evaluating the advice letter. Aprotest objects to the advice letter in whole or in part and must set forth the specific grounds onwhich it is based. These grounds are:
(1) The utility did not properly serve or give notice of the advice letter;(2) The relief requested in the advice letter would violate statute or Commission order, or
is not authorized by statute or Commission order on which the utility relies;(3) The analysis, calculations, or data in the advice letter contain material error or
omissions;(4) The relief requested in the advice letter is pending before the Commission in a formal
proceeding; or(5) The relief requested in the advice letter requires consideration in a formal hearing, or is
otherwise inappropriate for the advice letter process; or

The service charge is a readiness-to-serve charge which is applicable to all metered service and to which is added
the charge for water used computed at the quantity rates.
SPECIAL CONDITIONS
1. Qualifying low-income individually metered residential customers are eligible for credits as shown on
Schedule LIRA.
2. All bills are subject to the following tariff schedules: Schedule UF (CPUC reimbursement fee) and
applicable surcharges and surcredits on Schedule RSF (Rate Support Fund), Schedule LIRA
(Low-Income Ratepayer Assistance), and Schedule AS (Additional Surcharges and Surcredits).
3. Fire sprinkler rates: A single-family residence with a meter size that has a “fire sprinkler” rate
(listed above) is eligible for that rate if: (a) the customer is paying for service where a residential
fire sprinkler system is required/requested to be installed by local fire or building codes; (b) a smaller
meter would be large enough to provide adequate service in the absence of the additional demand
needed to supply water to the system; (c) the sprinkler system is served through the meter providing
residential water service; and (d) the customer requests the “fire sprinkler” rate. The Company may
seek verification that the above criteria are met. This service will be considered a general metered
service, and not a fire service, so the rules and conditions for general metered service shall apply.

meter would be large enough to provide adequate service in the absence of the additional demand
needed to supply water to the system; (c) the sprinkler system is served through the meter providing
residential water service; and (d) the customer requests the “fire sprinkler” rate. The Company may
seek verification that the above criteria are met. This service will be considered a general metered
service, and not a fire service, so the rules and conditions for general metered service shall apply.

* Reclaimed water customers that have signed a contract with the West Basin Municipal Water District
(West Basin) for repayment of the conversion costs from potable to reclaimed water service will be
charged the potable quantity rates while the contract is in effect. The Company will pay West Basin a
percentage of the quantity rate revenues collected from reclaimed water customers billed at potable water
rates. The percentage refunded represents the difference between the current West Basin wholesale
potable water rate and the wholesale reclaimed water rate.

SPECIAL CONDITIONS
1. Customers who receive water deliveries for agricultural purposes under this schedule, and who
present evidence to the utility that such deliveries qualify for the lower pump tax rates levied
by Santa Clara Valley Water District for agricultural water, shall receive a credit of 50.1 cents per
100 cu. ft. on each water bill for the quantities of water used during the period covered by that bill.
2. All bills are subject to the following tariff schedules: Schedule UF (CPUC reimbursement fee) and
applicable surcharges and surcredits on Schedule RSF (Rate Support Fund), Schedule LIRA
(Low-Income Ratepayer Assistance), and Schedule AS (Additional Surcharges and Surcredits).
3. Fire sprinkler rates: A single-family residence with a meter size that has a “fire sprinkler” rate
(listed above) is eligible for that rate if: (a) the customer is paying for service where a residential
fire sprinkler system is required/requested to be installed by local fire or building codes; (b) a smaller
meter would be large enough to provide adequate service in the absence of the additional demand
needed to supply water to the system; (c) the sprinkler system is served through the meter providing
residential water service; and (d) the customer requests the “fire sprinkler” rate. The Company may
seek verification that the above criteria are met. This service will be considered a general metered
service, and not a fire service, so the rules and conditions for general metered service shall apply.
4. Beginning July 1, 2015, as required by Section 792.5 of the Public Utilities Code, an increase in purchased (L)
water and pump tax costs of $0.4842/CCF for Tier 1 usage, $0.5151/CCF for Tier 2 usage, and $0.6181/CCF (T) (L)
for Tier 3 usage, relative to the costs adopted in D.14-08-011, and an associated revenue (L)
increase of 7.1%, are being tracked in a balancing account.

meter would be large enough to provide adequate service in the absence of the additional demand
needed to supply water to the system; (c) the sprinkler system is served through the meter providing
residential water service; and (d) the customer requests the “fire sprinkler” rate. The Company may
seek verification that the above criteria are met. This service will be considered a general metered
service, and not a fire service, so the rules and conditions for general metered service shall apply.
