A reference document for all stakeholders:

Describing why, how, and with what resources the NSDS will be designed and approved

It is used for:– The preparation of requests for funding– The terms of reference for the various interventions – Mission letters for the intervenors– Contact information of all involved

It is recommended that it be drafted in collaboration with ALL national stakeholders and development partners.

It should be approved by national authorities.

• Reminder of all official decisions that have led to the design of an NSDS

• Definition of the scope of the national statistical system• General overview of the current situation in the national

statistical system• Conclusions from recent studies on statistics• Terms of statistical development agreements (including

GDDS participation) passed with partners• List of documents relating to the development of the

national statistical system


B. Overview of the Process, Goals, and Expected Outputs

• Overall goal and principles of the approach– Goal: official approval of an NSDS

• Approach:• Covering the whole statistical system• Inclusive and transparent• Integrated into national decision-making processes• Conducted with the support of partners• Each stage validated by national authorities

• Expected outputs


D. Activities

• Adapted to the national context and proceeding according to the phases proposed in more detail in the guide– Launching– Assessment– Vision and definition of strategies– Action plans


E. Breakdown of the Roles of all Actors, including External Partners

• National authorities, Contracting authority– Take decisions as a last resort

• Project manager– executes the directives and conducts

technical activities, formulates proposals, gathers advice

• Advisors– External technical assistance– National specialists


• Beneficiaries and stakeholders– Policymakers, partners, media, NGOs, users,

consular assemblies, unions, statistical staff– Consulted for advice on draft reports and

proposals prepared by the project manager before presentation to the contracting authority
