CABRAL NEIGHBORHOOD REVITALIZATION AND SAFETY IMPROVEMENTS
SJRRC has been actively pursuing revitalization of the Cabral Station area for years. SJRRC efforts include two land-use/revitalization related plans
for Cabral Station Areao “The Robert J. Cabral Station Neighborhood: A Plan for
Revitalizing East Downtown Stockton” (2005, 2008)o “ACE Planning and Parking Strategy” (2011)
CABRAL NEIGHBORHOOD REVITALIZATION AND SAFETY IMPROVEMENTS
SJRRC staff pursuing parking expansion of approximately 200 spaces at the site of old Western Pacific Station (which will be demolished soon due to a major fire). Staff included this project in
the recent TIRCP grant application. Staff is exploring the
possibility of partnering with a developer to provide the public parking as part of mixed-use development.

CABRAL NEIGHBORHOOD REVITALIZATION AND SAFETY IMPROVEMENTS
Downtown Stockton recently approved the Open Window Project, a large development proposal by local developer Ten Space.
Ten Space is here today to present details on their urban infill project that will also encourage Transit-Oriented Development (TOD) and ACE ridership given the project’s proximity to the ACE station.
The Open Window Project is a major revitalization and redevelopment effort in the Cabral Station Neighborhood Area.
CABRAL NEIGHBORHOOD REVITALIZATION AND SAFETY IMPROVEMENTS
Currently many existing and potential riders perceive the area surrounding the Cabral Station as unsafe. Blighted and abandoned buildings present real safety
concerns. To date, there has been a lack of private sector investment in
Downtown Stockton in the area near Cabral Station. The SJRRC’s partnership in the Open Window Project is
proposed to help address these issues by providing funding support for site preparation (including removal of abandoned buildings, backfilling and grading), which will improve safety while also expediting revitalization and redevelopment efforts.

non-profit agencies, and private developers to encourage infill residential along Miner Avenue.” 2005, pg. 3-24
“Becoming directly involved in the development of the parcels around its station is in ACE’s interest. The underutilized parcels create indirect but major costs for ACE, by increasing both real and perceived personal security problems and thereby discouraging ridership.” 2008, pg. 26

ACE Planning and Parking Strategy (2011): “Another key role often associated with public agencies
is undertaking or facilitating infrastructure improvements that are needed to support TOD projects. Increasingly, public agencies recognize that making development sites “shovel ready” for their development partners enhances value.” pg. 2.48
The Open Window Project is a comprehensive, mixed-use Master Development Plan for nearly 12 acres controlled by Ten Space in Downtown Stockton which will allow for over 1,000 residential units, 400,000 square feet of commercial

ITEM 6Approve Letters Supporting Transportation-Related Sales Tax Measures in Santa Clara, Stanislaus, and Merced Counties and Authorize the Chair to Sign the Letters of Support
SALES TAX MEASURES LETTERS OF SUPPORT
The Santa Clara County Valley Transportation Authority (VTA), Stanislaus Council of Governments (StanCOG), and Merced County Association of Governments (Merced CAG) are each trying to pass transportation sales tax measures November 2016.
The VTA measure has capital funding for improvements on the Caltrain line used by ACE service between Santa Clara and San Jose that are needed for future ACE expansion.
The StanCOG and Merced CAG measures have a component for rail/transit which could be used to enhance ACE connectivity to local and regional transit and could be used to help fund ACE operations in these counties if ACE is extended.
SALES TAX MEASURES LETTERS OF SUPPORT
Fiscal Impact: There is no fiscal impact.
Recommendation: Approve letters supporting transportation-related sales tax
measures in Santa Clara, Stanislaus, and Merced Counties.
