– Analizamos el impacto de las nuevas líneas sobre la movilidad urbana adiferentes niveles.
• DISEÑO EXPERIMENTAL– Investigación formativa inicial para conocer nuestra demanda (en
concreto, las barreras).– 2 diseños iniciales: 1) intervención de las tarifas (esquemas
diferenciados, integración con otros sistemas). 2) incrementar el uso detarjetas electrónicas (conectividad, integración con el resto del SIT).

Intervention Summary● Objective: Measure the
impact of the extension of Metro Line 5 on the welfare and travel conditions of the target population.
● Components to be evaluated: travel conditions, access, gentrification and micro-entrepreneurs, SMEs.
Evaluation Questions
1. What is the impact of the expansion of Metro Line 5 on several outcomes:
a. Travel conditions (generalized cost of travel)
b. Diversification of destinations and reasons to travel
c. Job searching and matching
d. Access to public and urban equipaments (leisure options etc)
1. Interventions to affect the impact of the expansion:
a. What is the effect of improved access to the metro affect low-income
households' socio-economic condition?
b. How can we maximize benefits to current residents from an appreciation
in land value following construction of the metro?
c. How can provision of business development services improve the ability of
micro-enterprises and SMEs to benefit from improved access to the
metro?
Evaluation Design
1. Event Study on each station exactly before and after the inauguration
(focus on the opening of the station that will connect the poor areas to
the central ones).
2. RCT/Diff-in-diff of different projects to improve welfare of individuals
and firms affected by the metro. Some possibilities were discussed:
i. Test different encouragement methods to have a specific
population use the metro (eg: unemployed workers to look for
jobs; inform people about leisure options around the city).
ii. Information to firms on the transportation changes - prepare
and act before changes take place.
iii. Inform/help current residents get organized to benefit from the
Metro expansion.
Sample and Data
• Baseline and follow-up surveys (including a section to understand
possible interventions on encouragement to use the Metro):
– Interview 3000 households.
– Panel survey.
– Focus on Line 4 and 5 areas; specially the poor ones.
• High-frequency administrative data from transportation (MobiLab):
• Bilhete Único: metro, buses and trains - time and
stations/lines taken; user profile (reported income, age),
traffic data.
• Other surveys may be required to respond to specific questions of
interventions.
Timeline
1. The inauguration of new stations is expected for 2017.
2. A qualitative survey will happen before the quantitative to define
the questionnaire and collect data to sample calculations.
3. Baseline survey in March/2016.
4. Follow-up survey 1 year after the inauguration.
5. In between, the contact with other partners to design the
interventions should take place.
