The following items are offered for your consideration at the regular meeting of the Board of Education of
the County of Cabell scheduled for Tuesday evening, May 1, 2018, at 5:30 p.m., in the Administrative
Office of the Board of Education, 2850 Fifth Avenue, Huntington, West Virginia.
This meeting is a meeting of the Board of Education in public for the purpose of conducting the County
School System’s business and is not to be considered a public community meeting. There is a time for
public participation during the meeting as indicated in agenda item, Delegations to be Heard.

SPECIAL CELEBRATIONS

1) BARBOURSVILLE MIDDLE SCHOOL STUDENTS RECEIVE STATEWIDE
‘UNSTOPPABLE AWARD’
Jillian Freeman and Olivia Turman, students at Barboursville Middle School, received the WV Healthy
Kids Healthy Families ‘Unstoppable Award’ for their advocacy work on education policy in December.
Turman and Freeman both addressed the West Virginia Board of Education during its meeting in August
2017 on their stand to keep West Virginia school nutrition standards strong as the new WVDE Policy 4321.1
was online for 30-day public comment. The two Cabell County students made public comments on the
policy and also encouraged others prior to the need of the comment period to make comments on the policy
so the board would not take steps backwards on the state policy.
Turman and Freeman also received a Try This WV mini grant in 2016 to build a healthy concessions cart
which features a people-powered smoothie bike and small physical activity equipment.

Minutes of April 3, 2018 (Regular Meeting), April 12, 2018 (Expulsion Hearings), April 16, 2018 (Special

2198. APPROVAL TO SUBMIT NON-TRADITIONAL INSTRUCTIONAL DAY APPLICATION
The Superintendent requests approval to submit the Non-Traditional Instructional Day application along
with the 2018-2019 Calendar for approval to the West Virginia Department of Education.
2199. APPROVAL OF FINANCIAL ALGEBRA AS MATH ELECTIVE
The Superintendent requests approval of Financial Algebra as a 12th grade math elective meeting graduation
requirements.
2200. APPROVAL OF TECHNICAL TRANSITIONAL MATH AS MATH ELECTIVE
The Superintendent requests approval of Technical Transitional Math as a 12th grade math elective meeting
graduation requirements. This course is targeting students who do not score proficient on the 11th grade
State Assessment and are enrolled in CTE courses.
2201. APPROVAL TO SUBMIT WAIVER REQUEST FOR INSTRUCTIONAL MATERIALS
The Superintendent requests approval to submit a waiver request to the West Virginia Department of
Education seeking approval of Ready Math by Curriculum Associates for our Elementary Math adoption.
It is not on the current official state adoption list.
2202. TEXTBOOK ADOPTION – ELEMENTARY SCHOOL MATHEMATICS
The Superintendent recommends approval of the Elementary School Mathematics Textbook Adoption.
The Adoption Committee proposes that each student receives a textbook that comes with yearly consumable
materials and access to online support. The textbooks support the West Virginia College and Career
Readiness Standards for Math throughout grades K-5.

2207. SCHOOL TRIP REQUEST – CABELL MIDLAND HIGH SCHOOL
The Superintendent recommends approval of Cabell Midland High School’s trip request for students in the
Collegium musicum to travel to Cincinnati, OH, on May 5, 2018, to perform in a competition at Loveland
High School and go to Kings Island before returning home. No days of school will be missed and forty
students along with their teacher, Ed Harkless and approved parent chaperones, will be on this trip.
Transportation will be provided by Charter Bus. Expenses will be paid from school funds.
2208. MEMORANDUM OF AGREEMENT BETWEEN THE WEST VIRGINIA UNIVERSITY
COOPERATIVE EXTENSION SERVICE, COUNTY EXTENSION SERVICE COMMITTEE, AND
CABELL COUNTY BOARD OF EDUCATION
The Superintendent recommends that the Board of Education continue this Memorandum of Agreement for
a new appropriation amount of $15,000 for the fiscal year beginning July 1, 2018.

High School Counselors – Additional 30 days per high school counseling department to be divided between
staff and used flexibly during the summer months so a counselor will be available to respond to students,
parents and the community throughout the summer. There should be no overlapping of the counselors being
