1. PURPOSE

This Civil Aviation Advisory Publication (CAAP 2) provides guidance to those

operators or individuals, who propose to apply for approval to conduct commercial air transport operations. State regulations should require that the operations specifications and limitations applicable to an AOC be issued in conjunction with the issue of the certificate.

2. STATUS OF THIS CAAP

This is the second issue of CAAP 2, operations specifications and is dated

Jan 2008. It will remain current until withdrawn or suspended.

3. APPLICABILITY

This guidance material applies to individual or organizations requiring information about the SAR approval process to conduct commercial air transport operations. The information contained in this CAAP also provides operators of private category aircraft, especially turbo-jet aircraft and aircraft over 5700 kg.

5. POLICY

a) These operating specifications and limitation, herein other referred to as operations specifications, are utilized to supplement the general provisions of the basic certificate, lest authorizations and limitations not specifically covered by the SCAA regulations and facilitate the administrative procedures.

b) The combined issuance of the AOC and the Operations Specifications

constitutes the SCAA approval of the operation. c) All limitation mentioned in the AOC’s CAAP are applied to the issuance

and approval of the operations specifications. 6. REFERENCES

7. OVERVIEW AND CONTENTS OF OPS. SPECIFICATION

Operations Specifications will be printed and published on standard forms produced by the CAA. These are:

CAA Form l29…………. Operation Specifications (all-purpose)

CAA Form l29-l…………… Operations Specifications (Enroute flight procedures and geographic area authorization).

Samples of these forms are found in the appendix of this CAAP. In addition to the requirements referenced in the preceding topic, contents of air carrier and commercial operator operations specifications are set forth in SCAR PART 4 ,CH.1 SEC.2. Deviations from the SCAR's, as provided for in

individual regulations, will be placed in the Operations Specifications in the part that is appropriate to the subject for which the deviation has been granted (e.g. deviation from management personnel is placed under Part A-General).

Normally, exemptions from the CAR's will not be made a part of Operations Specifications. CAR Part 1 provides direction for exemptions to the regulations and states that such exemptions will be handled by a letter. In those cases where an exemption affects information which appears, or normally would appear, in the Operations Specifications, then the pertinent exemption information will also be placed in the Operations Specifications.

Operations Specification are issued in parts with contents as follows:

PART A - GENERAL

Kinds of operations authorized and types of airplanes authorized for use. Commercial Operators will include their flight following system and management personnel as required.

PART B - ENROUTE AUTHORIZATIONS AND LIMITATIONS

Enroute flight procedures between authorized airports listed in Part C and any special provisions including geographic areas of operation (CAA Form 129-1). Changes to authorized operating areas due to aircraft leased to others will be placed here.

PART C - AIRPORT AUTHORIZATIONS AND LIMITATIONS.

A listing of authorized airports (Regular, Alternates, or Refueling), Instrument approval procedures such as Radio/Nav., ILS Category II and III Approach and Landing provisions and other authorized minimums.

PART D - AIRCRAFT MAINTENANCE

Approved maintenance program, contractual arrangements, time limitations or standards for determining time limitations for overhauls, checks and inspections, special flight authority, parts pool managements, aircraft listing, reliability programs, short term escalation, etc.

PART E - WEIGHT AND BALANCE.

Procedures for maintaining an up-to-date basic weight and basic index for an aircraft plus load computation methodology.

PART F - SCHEDULED CARGO FLIGHTS, CHARTER FLIGHTS OR OTHER.

Primarily charter operation provisions for flag operators.

Part G - INTERCHANGE OF EQUIPMENT OPERATIONS.

Agreement between airlines for sharing use of an airplane.

Part H - WET LEASE OF AIRCRAFT OPERATIONS.

8. GENERAL PROVISION

Specify the make and model of aircraft authorized for use, the maximum passenger seating capacity authorized by the SCAA, authorized system of flight following and any other general authorization or limitations not covered by the other parts

9. EN-ROUTE AUTHORIZATIONS AND LIMITATIONS

Specify the routes or route Segments which may be used by the operator, the conditions under which deviations from such routes are authorized, minimum en-route altitudes, conditions under which operations are authorized under VFR and operations within Minimum Navigation performance Specifications (MNPS) airspace.

10. AERODROME (OR HELIPORT) AUTHORIZATIONS AND LIMI TATIONS.

Specify destination and alternate aerodrome authorized for user, instrument approach procedures, aerodrome (or heliport) operation minima authorized including take-off minima and any special operating limitations in respect of minima.

11. MAINTENANCE

Specify all special maintenance authorizations on inspections-overhauls and rework of components.

12. MASS AND BALANCE

Specify all authorizations of standard mass quantities and Mss and Balance control.

13. INTERCHANGE OF EQUIPMENT OPERATIONS

Specify the authorized interchange of aircraft between the operator and other operators, the type of equipment to be used, the crew to be utilized, the route and aerodromes to be used, the operations manual and aircraft operating manual to be utilized (i.e. which operator’s manual) and applicable aerodrome (or heliport) operating minima.

14. AIRCRAFT LEASING OPERATIONS

Specify the parties to the agreement and the duration thereof; the type of leas (i.e. wet or dry); in the case where two operators are involved, the operator responsible for operational control; the route, area of operation and aerodromes (or heliports) involved, the type and registration numbers of the

aircraft involved; the party responsible for maintenance; and reference to the SCAA approval letter/order of the lease.

15. ACCEPTANCE PROCESS

In must cases considerable time and effort will be saved if the SCAA inspectors work closely with the applicant and staff in preparing the various parts of the operations specifications prior to the time the recommendation is made to the SCAA. It must be recognized that the details of the operations specifications that the final version must be acceptable to the operator as well as the SCAA.

16. APPLICATION AND/OR AMENDMENT.

(a) The reverse side of the Operations Specification page (form 129/129-1) is the application form for obtaining approval of the text on that page.

(b) When applying for new or amended operations specifications, the upper portion of the reverse side is filled out as follows:

(i) Fill in the blank for "Operating Certificate No." (except when applying as an uncertificated applicant; in which case leave the space blank).

(ii) Fill in the applicant company's name in the space preceding the words "hereby makes applications”.

(iii) Fill in, after the words "as follows", a brief statement as to what is being requested. If the application is for an original issue of an Ops Spec's page, state what is being requested. If the application is for an amendment, state what has been changed or added in comparison with the operations specification page to be replaced.

Examples are: “Add Recto, Sierra Leone and Manchester, U.K to the list of authorized airports as a "REGULAR AIRPORT", "Add Central America and South America and the area of the Caribbean Sea under ROUTE OR ROUTE SEGMENT"; or " Change B707 maintenance program from condition-monitoring, to on-condition/hard time program" .

(iv) Fill in after "Reasons and supporting data" a brief but clear explanation and justification for the approval of the Operations Specifications/ amended Ops Spec's appearing on the front of the form.

Examples are: "Requested for newly obtained route authority (see attached documents)"; "Authority requested as a result of lease agreement pending with XYZ Airline"; or "Reduction in engineering staff available to perform the required

condition-monitoring function.

(c) The company must complete the original and two copies. Both the front and the application portion of the back must be filled out. The application must be signed by an authorized person.

(d) Since Operations Specifications are legal documents, strikeouts, strikeovers, erasures, or other irregularities are not acceptable.

(e) whether the Operations Specifications are being prepared by the company or by the SCAA, they should be clear and concise and the intent specific. Most important, the intent should be clearly and fully understood by the company and the approving official of the SCAA.

17. AUTHORIZED COMPANY SIGNATORIES .

The Certificate holder should determine the names of those persons that are authorized to sign Operations Specifications on behalf of the company. Authorized persons should be employed in an authoritative position in the company. They should be selected from both maintenance and flight operations personnel and be approved by the company chief executive. They should be familiar with the content of the certificate holder's Operations Specifications, understand Syrian Civil Aviation Regulations, and be aware of the content of and revisions to the certificate holder's manuals.

A certificate holder must provide the SCAA with a list of authorized persons, their signatures and which of the Operations Specifications they may sign. This will normally be by letter and must be resubmitted whenever a change in signature authority occurs.

The DGCAA, under the powers conferred by SCAR PART 4, CH.1 , SEC.2 may require a certificate holder to submit an Operations Specification item containing this information. This Operations Specifications, when approved by the SCAA, would form part of the Certificate holder's Operations Specifications.

18. AMENDMENT OF OPERATIONS SPECIFICATIONS.

Upon application by the certificate holder the DGCAA may amend any Operations Specification whether or not that Operations Specification form part of the certificate.

The applicant should file his application for an amendment of an Operations Specifications with the SCAA at least 30 days before the date that he proposes for the amendment to become effective unless a shorter period has been allowed.

19. Receipt acknowledgement

After review and approval by the SCAA, the signed original and two copies will be delivered to the applicant. The applicant must then acknowledge

receipt of the Operations Specification page by signing and dating it at the bottom of the form. He will retain the original and return the two copies to the CAA Flight Safety Directorate.

20. CERTIFICATION

Provided the SCAA is satisfied with the report of the SCAA inspector and has determined that there is no economic or legal bar to the proposed operations, the SCAA should approve the issuance of an AOC and the associated operations specifications
