Please state your reasons for intervening in this proceeding: We continue to act as counsel for BCOAPO et al. (“BCOAPO”), a group of community‐based organizations who collectively represent the interests of low and fixed income residential ratepayers in British Columbia. The CCF Pilot was

established in response to BCOAPO's request during BC Hydro's 2015 Rate Design Application. BCOAPO was an intervener in the BC Hydro 2017 Customer Emergency Fund Pilot Program proceeding.
Please state how you are directly or sufficiently affected by the Commission's decision in this matter; or describe your experience, information, or expertise relevant to this matter that would contribute to the Commission's decision making: The groups that comprise BCOAPO et al. are BC Hydro's low and fixed income residential ratepayers and, as such, are inevitably affected by this proceeding. BCOAPO initiated the establishment of the CCF Pilot, and we submit we bring an important perspective to this public process.
