Cyberspace is defined as ”a domain characterized by the use of electronics and the electromagnetic spectrum to store,modify, and exchange data via networked systems andassociated physical infrastructures.”

Cyberspace is the dynamic, globally interconnected informationinfrastructure, critical and essential to our nation’s security andeconomy, and the interaction of modern society.

Cyberspace is also the global communications infrastructureunderlying modern technological society. It is a critically elementalframework that directly impacts our businesses, essentialservices, national and economic security, and personal lives.

Cybersecurity embraces both the public and private sectors, and spans a broad range of issues related to national security,whether through terrorism, crime, or industrial espionage.

One form of cybercrime, or e-crime, is industrial cyber-espionage in which one company actively attacks another, throughcyberspace, to acquire high-value information.

Cyber-terrorism, or e-terrorism, presents challenges for thefuture. We must be prepared for terrorists, seeking to takeadvantage of our increasing internet dependency, to attack ordisable control of our critical infrastructures and key systems.

Cybersecurity is defined as “the protection and control ofdata, physical systems, networks, and network infrastructures.”

Information Intelligence is defined as “knowledgeresulting from discovery, collection, processing,integration, analysis, evaluation, interpretation, and/or understanding of available information.”

The C3i Group provides leadership on issues relating to privacy and the free flow of information in a secure and reliable manner. The C3i Group will: n Engage the international community to build consensus on thebroad principles that will sustain and enhance the prosperity,security, and openness of our cyber-world

n Advocate for strengthening of the rule of law in cyberspacethrough the promotion of the Convention on Cybercrime of theCouncil of Europe (also known as the Budapest Convention onCybercrime), the leading treaty to combat cybercrimeinternationally.

The Convention on Cybercrime of the Council of Europe isthe only binding international instrument on the issue ofcybercrime. The Convention serves as a guideline for anycountry developing comprehensive national legislationagainst cybercrime and as a framework for internationalcooperation between state parties to this treaty.

n Work closely with public-private sector and academic partners on cyberspace initiatives by promoting relationships,cooperation, and collaboration for Information andCommunications Technology (ICT) development betweeninternational counterpart agencies engaged in cyber capacity-building

n Develop our (common) ability to adequately and proactivelyprevent, detect, and defend against and recover from the fullrange of national and domestic security threats we face incyberspace

n Organize and coordinate efforts focusing research anddevelopment programs to improve cybersecurity through jointventure – research and development proposals providing jointand coordinated funding and project collaboration to ensuretransition to use of cyber-technologies

Cyberspace (and cybersecurity) provide the essential foundationfor prospects, opportunities, and development within anymodern global economy. Many of the economic advantages andtechnological advancements and benefits we have today wouldnot be possible without the internet and cyberspace.

The C3i Group focuses primarily on the concerns at hand relatingto cybercrime, which is a systemic issue when dealing incyberspace, while empowering cybersecurity, cyber-innovation,and prosperity.

Lack of International Policy to Deal with CybercrimeOnly major industrialized countries have established,and routinely enforce, policies and laws regardinghacking, cybercrime, and cyber-attacks. The absence of international policy makesinvestigation of cybercrimes difficult if not, in some cases, next to impossible.
