Chapter 1. Introduction

1.1 PrefaceThis handbook contains the criteria for the awards and competitions for Alpha Phi Alpha Fraternity, Incorporated. The first section outlines the awards that must be presented at the respective conventions. The second section outlines the rules and regulations for the competitions held at the respective conventions, and the third section provides information on the Education Foundation Scholarship. The final section of the handbook is the Appendix section. The awards committee for each respective convention is responsible for the proper implementation of all awards and competition rules and regulations. This handbook allows the criteria to be consistent throughout the entire Fraternity at all levels of competition at the respective conventions. The levels of competition are as follows:

1.2 Level I - District Convention The District Director is responsible for selecting an Awards Chairman to facilitate all awards and competitions at the District Convention. The Awards Chairman is responsible for selecting fair and adequate representation, one College Brother and one Alumni Brother who are not in a competing Chapter nor are themselves in competition for any of the awards, from the Areas within the District to serve on the Awards Committee. The committee is responsible for judging, interviewing, and selecting recipients for all awards presented at the convention. Depending on the number of Areas within the District, the District Director will have the final authority in determining the number of members on the committee. The Awards Chairman shall have no vote except in the case of a tie. The District Director or the Awards Chairman is also responsible for selecting someone to oversee and facilitate the competitions at the convention as well. Chapters and Brothers must notify the District in order to participate in awards and competitions at the District Convention. Information on who to contact should be provided prior to the convention by a District representative.

1.3 Level II - Regional ConventionThe Regional Vice President is responsible for selecting an Awards Chairman to facilitate all awards and competitions at the Regional Convention. The Awards Chairman is responsible for selecting fair and adequate representation from the Districts within the Region to serve on the Awards Committee for judging, interviewing, and selecting recipients for all awards presented at the convention. One College Brother and one Alumni Brother who are not in a competing Chapter nor are themselves in competition for any of the awards from a District should serve as members of the Awards Committee at the Regional Convention. The Awards Chairman shall have no vote except in the case of a tie. The Regional Vice President or the Awards Chairman is also responsible for selecting someone to oversee and facilitate the competitions at the convention as well. Participation for awards and competitions at the Regional Convention is limited to those Brothers and Chapters having been certified by their District Director as the winner in that category for that District. The Regional Awards Chairman is responsible for obtaining and sending all completed participant information forms to the Corporate Office within ten (10) days following the completion of his respective convention. 1.4 Level III - National ConventionThe committee on Awards and Achievements is composed of one College Brother and one Alumni Brother from each region, appointed by the General President, who are not in a competing Chapter nor are themselves in competition for any of the awards. This is an eleven-member committee and the Chairman shall have no vote except in the case of a tie. Participation in awards and competitions at the National Convention is limited to those Brothers and Chapters having been certified by their Regional Vice President as the winner in that category for that Region.

The first section outlines the awards that must be presented at the respective conventions. Those awards are as follows:

� Outstanding College Brother of the Year� Outstanding Alumni Brother of the Year� Outstanding College Chapter of the Year� Outstanding Alumni Chapter of the Year� The Charles H. Wesley Brotherhood Award� Alpha Spirit Awards (Alpha Spirit Awards are optional at the District and Regional Conventions):

– Chapters Traveling the Longest Distance – Chapters with the Most Registered Brothers– College Brother with the Highest Grade Point Average– College Chapter with the Highest Grade Point Average– Oldest (Age) Registered Brother– Brother with the Longest Membership in Alpha

The second section outlines the competitions that must take place at the respective conventions. The competitions are as follows:

The third section provides information about the Education Foundation Scholarship and the last section of the handbook is the Appendix section that contains applications, scoring sheets, etc. for the specific awards and competitions.


Chapter 2. Convention Awards

The Fraternity established the Convention Awards in order to boost Alpha activity and involvement, to promote outreach and service to the community, to promote cooperation and collaboration, as well as to increase and continually encourage academic excellence. These awards are bestowed upon brothers and chapters who exemplify Alpha manhood and whose work on behalf of the Fraternity far and truly exceeds the guidelines set by the General Organization.

2.1 EligibilityAny member applying for a convention award must be registered for the respective convention and be an active member of the Fraternity. Any Chapter applying for a convention award must be an active chapter in good standing with the Fraternity and have its full delegate strength registered at the respective convention. Participation for awards, excluding the spirit awards, at the Regional and National Convention is limited to those Brothers and Chapters having been certified by their District Director or Regional Vice President as the winner in that category for that District or Region.

2.2 Award categories

2.2.1 Outstanding College Brother of the YearThe brother will be judged on the following criteria:

1. Contributions to Alpha at all levels (participation and involvement in chapter, state/district, regional and national activities - delegate to conventions, offices held, committee service as a member or chairman, etc.)

2. Contributions to the university/college community (Pan-Hell/IFC involvement, personal/social services, campus activities, etc.)

3. Contributions to the community outside the university (civic associations, city, county, or state boards/commissions, social services to schools, nurseries, nursing homes, church, political involvement)

4. Academic Standing5. Awards and Achievements (Listing of Awards and Achievements with documentation)6. Personal progress among and service to Alpha brothers, chapters, and years of active

service in Alpha.7. National Display and Interview (Presentation neat, logical, relevant, and attractive)

2.2.2 Outstanding Alumni Brother of the YearThe brother will be judged on the following criteria:

1. Contributions to Alpha Phi Alpha Fraternity, Inc. at all levels (participation and involvement in chapter, state/district, regional and national activities- delegate to conventions, offices held, committee service as a member or chairman, etc.)

2. Contributions to community (list and show documentation for church, businesses, civic associations, political, personal, social services)

3. Awards and achievements (listing of awards and achievements with documentation)4. Years of active participation in Alpha at all levels (list with documentation)5. Personal progress among and service to Alpha brothers, chapters, and years of active

service in Alpha.)6. National Display and Interview (Presentation neat, logical, relevant, and attractive)

2.2.3 Outstanding College Chapter of the YearThe chapter will be judged on the following criteria:

1. Academic standings of the entire chapter brotherhood (proper documentation required)2. Awards and achievements (listing of awards and achievements with documentation)3. Contribution to growth of personal service to chapter members (risk management,

scholastic/leadership activities, training programs, etc.)4. Contributions to both college and community (voter registration drives, lobbying groups,

campaign work, civic organizations, job assistance, office holders, and campus leadership)

5. Degree of participation in Alpha National Programs (Big Brothers/Big Sisters, Project Alpha, Boy Scouts), active participation on all levels. Years of active and continuous participation with Alpha Phi Alpha Fraternity, Inc.

6. National display and interview (presentation neat, logical, relevant, and attractive)


2.2.4 Outstanding Alumni Chapter of the YearThe chapter will be judged on the following criteria:

1. Contribution to the growth of personal service to the chapter members (risk management, scholastic/leadership activities, training programs, etc.)

2. Contribution to the community's economic development (civic leadership/development, job assistance, campaign worker, civic organizations, service foundations, etc.)

3. Awards and achievements (listing of awards and achievements with documentation)4. Years of active participation in Alpha at all levels (list with documentation)5. Degree of participation in Alpha National Programs (Big Brothers/Big Sisters, Project

Alpha, Boy Scouts), active participation on all levels. Years of active and continuous participation with Alpha Phi Alpha Fraternity, Inc.

6. National display and interview (presentation neat, logical, relevant, and attractive)

2.2.5 The Charles H. Wesley Brotherhood Award(Awarded for joint initiatives between an Alumni Chapter and College Chapter(s))

1. Participation in Alpha National Programs and special projects (from convention to convention.)

2. Collaboration in the planning and implementation of Alpha functions (Founder's Day events, Black and Gold Balls, MLK Breakfast and church services, etc. with documentation)

3. Recognition of progress and service to and from chapters (plaques, certificates, sponsorship of events, scholarships, etc.)

4. Chapter registration at last year's conferences and conventions for chapters involved (provide documentation)

5. National display and interviews with members of chapters involved.

2.2.6 Rules and regulationsThe awards information and materials presented for evaluation must be dated from the close of the last convention to the opening of the current convention; however, consideration is given to ongoing projects that show continuity. Projects concerning community activities that are designed to improve the quality of life for the general citizenry that are financed by chapters or individual brothers must be authenticated by documentation such as: cancelled checks, newspaper clippings, magazine articles, etc. Service projects to which brothers and chapters contribute their time and talents are verified in the same manner.

No materials should be mailed to the Awards Committee Chairman prior to the convention. Each display must be accompanied by a narrative which must be typed on 8 1/2” x 11” paper, fastened in a folder, signed on the front cover sheet by the respective District Director or Regional Vice President and presented to the Awards Chairman on the first day of the convention. The typed and signed folder will become the property of the Awards Committee and will not be returned to the brother or chapter. Each display must have a representative, who will present a five (5) minute maximum overview to judges. Displays must be as self-explanatory as possible.

Since space is limited, each display consists of one 30” x 60/72” table. Please condense elaborate displays. It is strongly recommended that displays consist of bound books, unique scrapbooks, plaques, limited electronics, etc. Pictures of upright trophies will be sufficient. Adherence to the house rules of the host hotel will be strictly followed. This means that at no time should any part of your display be attached to the ceiling or wall which violates the hotel's policies and guidelines. Displays must be able to stand alone. Backboards and/or sideboards, not exceeding the length of the table, may be used.

2.3 Alpha Spirit AwardsAlpha Spirit Awards were created to highlight excellence within the Fraternity or to give recognition to certain members in the Fraternity during the Convention. Awards are presented to Members or Chapters who apply for the award during the convention. The awards also encourage members to attend the respective convention.

2.3.1 EligibilityAny member applying for the award must be registered for the respective convention and shall be a duly initiated member of Alpha Phi Alpha Fraternity, Inc. and shall have met all financial obligations and risk management requirements both locally and with the General Organization. Any chapter applying for the award shall have met all financial and administrative requirements locally and with the General Organization. Furthermore, the Chapter must have its full delegate strength registered at the respective convention. An application and supplemental information must be submitted at the convention for members or chapters applying for the awards.

2.3.2 Award categories

Chapter traveling t he greatest distanceTwo awards will be given in this category for the College and Alumni Chapter that traveled the greatest distance to attend the respective convention.

Chapter with the most registered Brothers Four awards will be given in this category: One award each to the College and Alumni Chapter within the host District/Region with the highest number of registered Brothers and one award each to the College and Alumni Chapter outside of the host District/Region with the highest number of registered Brothers.

College Brother with the highest grade point average One award will be given to the College Brother attending the convention with the highest cumulative grade point average. Applicants for this award should bring official certified records (transcript or signed letter from registrar's office, etc.) verifying grade point average.

College chapter with the highest grade poi nt average One award will be given to the College Chapter attending the convention with the highest cumulative grade point average. Verification such as transcripts, an official computation of Chapter Average by a university official, or comparable documentation is required for this award.

Oldest (age) regi stered BrotherOne award is given to the registered Brother attending the convention that is the oldest member by date of birth. Verification such as a driver's license or birth certificate is required for this category.

Note: The Awards Committee does not assume responsibility for the security of any of the items on display.


Brother with the longest membership in Alpha One award is given to the registered Brother attending the convention that is the oldest initiated member in the Fraternity. Verification for this award should be done by the Corporate Headquarters or other official means of proof (shingle, passcard, etc.).

Chapter 3. Competitions

3.1 Miss Black and Gold Pageant The Miss Black and Gold Pageant is an event whose primary purpose is to highlight and foster the inextricable connection between success and etiquette amongst young women. This pageant spotlights the young women's poise, self-confidence, communication skills, intelligence, and beauty. In all, the Miss Black and Gold Pageant encompasses true womanhood, success, and confidence. Academic excellence and scholarship are greatly stressed in the competition with the Fraternity providing the contestants with scholarships to assist with the financial obligations associated with post secondary studies.

3.1.1 Official rules and regulationsIn this section, we list the rules and regulations for the Miss Black and Gold competition:

1. To enter an Official Miss Black and Gold Pageant, you must meet certain basic requirements and agree to abide by all rules of the Local, District, Regional, and National Miss Black and Gold Pageants now in effect or as announced hereafter.

2. Entrant agrees that the time, manner and method of judging will be solely left up to the discretion of the Miss Black and Gold Pageant Committee and that the decision of the judges will be final.

3. Entrant agrees that if she is selected as the winner of this pageant, she will not sign a management contract with any individual or corporation, and that she will not give any written or verbal endorsement of any mercantile commodity or commercial organization, nor will she permit any photographs to be used in connection with any advertised commodity or service not associated with this contest, without the permission of the Miss Black and Gold Pageant coordinator and his committee.

4. A contestant must be single, never married and have no children.

5. A contestant must be a high school graduate.

6. A contestant must be a female whose age shall not be less than seventeen (17), nor more than twenty-five (25) years.

7. A contestant must be of good moral character and shall not be convicted of any crimes.

8. A contestant must possess talent, poise, personality, intelligence, charm and beauty.

9. A contestant must possess and display talent in not more than a three-minute talent routine; the routine must be presented live and not by way of motion picture or film. This requirement does not apply to vocal or instrumental recording used in conjunction with her live presentation. This talent may be singing, dancing, etc. or she may give a maximum three-minute monologue.

10.A contestant may be either amateur or professional.

3.1.2 Judging and scoring criteria The maximum score attainable by a contestant is 135 per judge. Competition and scoring for all pageants (for example, College, District, Regional and National) shall take place as indicated in the following categories.

1. Judges Interview (25 points maximum)

In a 10-minute interview with each contestant, a panel of judges will look for perception, a sense of values, clarity of expression and concern, ability in human relations and dress (attire and appearance).

2. Achievements and Projection (10 points maximum)

Before an audience, contestants will give their name, age, College/University, highest level of Alpha Phi Alpha they are representing (Chapter, District, and Region), outlines of their achievements in school, social, civic, or community activities, plans for the future, and philosophy of life while projecting good public speaking ability. The time limit for this section is one and one-half minutes (90 seconds).

3. Creative and Performing Arts (30 points maximum)

Scoring is based on originality, technical ability, appropriateness of selection and costume, and stage presence during vocal, instrumental, dramatic, acrobatic or gymnastic, or dance performance and cannot exceed three (3) minutes in length. Instrumentalists, other than a pianist, must provide their own instruments and any labor charges associated with transporting such instruments. Contestants are responsible for providing talent props and any other equipment necessary for their performance. Performing talent attire should be the attire the most comfortable for the contestant and it must be in good taste.

4. Swim Wear (10 points maximum)

Form, figure, posture, and carriage are considered in an overall evaluation of physical well-being. Contestant's attire should be a one piece swim suit in good taste. If a contestant chooses to cover her swim suit in any way, the cover must be removed at some point before she exits the stage.

5. Poise and Appearance (Evening Gown Competition) (15 points maximum)

Scoring in this category is based on the contestant's grooming/appearance. Grace, poise, posture, and carriage along with coordination and composure are strongly considered. Evening gown is to be worn with no gloves of any kind, and no heels to exceed three inches.


6. Oral Expression (15 points maximum)

This area of the competition usually involves having the contestant respond to a question on current events, issues of national concern, etc. Each contestant is asked the same question because this is the only way that this segment of the competition can be totally objective. Also considered, is the contestant's ability to articulate, her wit, intelligence, imagination, and her ability to think on her feet. Further, her ability to speak with eloquence and magnetism when answering the question is strongly considered. (There is a (30) thirty second time limit for each contestant's response.) The attire is the same as that for Poise and Appearance.

7. Scholarship (30 points maximum)

The contestant's academic achievements will also be scored. The contestant should provide a College/University certified declaration of:

a. Her GPA for the current semester.

b. Her overall GPA to-date.

3.1.3 Recommendations an d information for JudgesWe are proud to welcome you among the most notable and distinguished men of Alpha Phi Alpha Fraternity, Incorporated who have offered their services to the Miss Black and Gold Pageant. In order that you might make the most unbiased and impartial decision, we have included some guidelines that should be beneficial in your judgment of the contestants. We are confident that you will help to ensure that the ultimate degree of excellence is achieved in the judging of the Pageant.

Communication with other JudgesDuring the competition and scoring, it is recommended that the Judges refrain from talking to, or otherwise communicating with other Judges on the Panel. There should be no discussion of the contestants with anyone prior to the final selection of the winner.

Secrecy during competit ions and in between segments of the pageantJudges should not discuss or reveal how they have judged or scored any contestant in the competition.

Reaction to audienceJudges should maintain an objective attitude toward the Audience's reaction to the contestant's performance. Many contestants bring a contingence of support with them to the Pageant and it is hoped that this reaction will not influence a judge's decision.

Emotional react ion to contest ant’s performanceIt is required that Judges refrain from using meaningful or physical expression in reacting to a contestant's performance. Judges should not applaud louder for one contestant than for another. Judges should refrain from any emotional response to a contestant so as not to influence the decision of other judges.

Familiarity with contestantA Judge shall not be a friend, acquaintance, relative/family member, associate or in any way be familiar with any contestant. In the event the aforementioned should happen to be true, it is expressly required that said Judge disqualifies himself/herself from the panel of judges.

Chapter 3. Competitions 11

3.1.4 National Organization’s responsibility

Accommodations: The reigning Miss Black and Gold will receive reimbursement for the most economical and practical travel to the General Convention per our standard reimbursement policy and a double room for two (2) nights (Thursday and Friday). Since the contest is on Friday night, the National Organization will be relieved of any responsibility to the contestants following the check-out time on Saturday.

Expense Allowance: There will be a $50.00 expense allowance for meal and miscellaneous expenses during the competition. This allowance will be added to the scholarship check the candidate may win. The region provides any additional expenses for its candidate.

Gifts: Any gift that is provided such as the tiara, sash, and scepter belongs to the recipient and is hers to keep.

Pageant Rules: Separate enclosure

Release Statement: To be completed by each contestant.

Scholarship: Awards will be presented to each contestant prior to departure from the convention site. The checks are not prepared until after the pageant. The amounts are as follows:

Reserved Seating: Seats are reserved for members of the Board of Directors, Fraternity Officials and parents of contestants.

Transportation: Travel to the General Convention for the national pageant is a Regional responsibility. Contestants should arrive the evening before the pageant

3.2 Collegiate Scholars BowlThe Alpha Phi Alpha Collegiate Scholars' Bowl provides a public forum through which undergraduate collegiate scholars demonstrate academic and intellectual knowledge and skills, implemented to highlight scholastic excellence among college members of Alpha Phi Alpha Fraternity, Incorporated. The Collegiate Scholars' Bowl promotes individual and team competitive spirit while reinforcing mutual cooperation among participants.

Note: This is an outline of the National Organization's responsibilities for the Miss Black and Gold Pageant. Please note that the District's or Region's responsibilities can vary. This segment is provided as an outline only.

3.2.1 EligibilityEach member of the team shall be a duly initiated member of Alpha Phi Alpha Fraternity, Inc. pursuing studies toward a baccalaureate degree at an accredited college or university. Each member shall have met all financial obligations and risk management requirements both locally and with the General Organization. Each chapter shall have met all financial and administrative requirements locally and with the General Organization. Furthermore, each Chapter must have its full delegate strength registered at the respective convention. Participation in the contest at the Regional and National Convention is limited to those Brothers having been certified by their District Director or Regional Vice President as the winner in that category for that District or Region.

3.2.2 Areas of competitionThe questions used in the Alpha Phi Alpha Collegiate Scholars' Bowl are drawn from a wide range of areas of knowledge and intellectual endeavor. They include but are not limited to the following broad areas:

1. Alpha Phi Alpha History

2. World History

3. World Literature

4. African Diaspora

5. Visual/Performing Arts

6. Science/Medicine

7. Sports

8. Spirituality/Religion

9. Current Events

3.2.3 Tournament officials1. The collegiate scholars bowl chairman will govern the tournament and will be responsible

for selecting all officials needed to assist the moderator. All decisions of the Collegiate Scholars Bowl Chairman are final.

2. Each tournament will have a moderator. The moderator will read the questions, enforce time limits, determine the correctness of answers, award and deduct points, and otherwise enforce the rules of the competition. He will also be responsible for introducing the members of the competing teams, the official timekeeper, and scorekeeper.

3. An official timekeeper will be designated at the beginning of the game. His assessment of time will be final and subject only to the approval of the Collegiate Scholars' Bowl Chairman.

4. An official scorekeeper will be designated at the beginning of the game. He will be responsible for keeping a running score for both teams.

3.2.4 Equipment1. Matches should be played with a “buzzer,” an electronic lock-out system which determines

which player signals first. Should no working lock-out system be available, tournament officials may require players to signal by physical means.


2. In the absence of a completely functional lock-out system, a designated official (who might be the moderator) will be the final judge of which player signaled first. These determinations are not protestable.

3. Each player is responsible for monitoring whether his own buzzer is operating properly throughout the match. If a buzzer malfunctions, only the current toss-up or the just completed toss-up can be replayed, subject to moderator's ruling that the malfunction affected play of that question.

3.2.5 Composition of teams1. Each team shall be composed of seven (7) members who meet all eligibility requirements:

Four (4) active participants and three (3) alternates. Please refer to Appendix C, “Collegiate Scholars Bowl” on page 47 for the Player Biographical Form.

2. A team may substitute two or three alternates at halftime or before the first overtime question. Players replaced may reenter the game at a later opportunity.

3. One (1) team member must be designated as team captain at the beginning of each round. Only the team captain or his designee may answer team bonus questions.

4. Each team can have a coach to direct the team. A coach is a Brother who acts in a recognized advisory role to the team. A team can have an unlimited number of coaches or no coach, but only one may be designated the official coach prior to each game.

3.2.6 Questions1. Each round uses toss-up questions worth 5 points each and bonus questions whose point

value may range between 10 and 25 points.

2. A team receives a bonus question for each toss-up question correctly answered by one of its players (except in overtime).

3.2.7 Time1. Lateness of a team more than 10 minutes will result in a forfeit, unless the lateness is the

fault of the Scholars Bowl officials, other event taking place at the convention, or Chairman is satisfied with other good cause.

2. Each game shall consist of two equal, 20-minute rounds or until all the toss-up questions provided for the game have been read, whichever comes first.

3. Each round will begin and the clock will start when the moderator begins reading the first toss-up question.


4. When the clock sounds or the timekeeper signals the end of time, the round or game shall end, except:

– A player who has signaled on a toss-up question is allowed to answer that toss-up and, if correct, earns a bonus question. If incorrect, the round or game ends without the other team having a chance to answer the toss-up question.

– A team will be read its entire bonus question, even if time expires during the bonus or before the bonus is read.

5. Following the first 20-minute round, an official tally of the scores will be announced and then followed by a 10-minute break.

6. Following the second 20-minute round, the final official point tally will be made.

7. The team with more points at the end of the game wins. If the score is tied:

– An overtime period consisting of additional toss-up questions will continue until a correct response is given. These toss-up questions should be read from the original set and no bonus questions are used in overtime.

8. The official time piece used by the timekeeper is the official time and is not protestable. The clock or timepiece should not be stopped, except:

– When stopped by a game official to resolve a serious problem or to replace a question.

– At the end of the round.

– When the moderator needs extra questions because of the replacement of questions or overtime.

3.2.8 Toss-ups1. A player may signal to answer a toss-up question at any point after the moderator has

begun reading the question.

2. When a player has signaled, the moderator will recognize the player by name, Chapter, or pointing toward the player. The moderator will accept only the first answer given by the player, except for multiple answer questions.

3. If a player signals before the moderator has finished reading, the moderator will stop at that point. If the answer is incorrect, the moderator will finish the question for the other team only. The moderator need not reread the entire question, but should resume at a natural point in the question.

4. An answer to a toss-up question must be given by a player within the 30 second time limit after the player has been recognized. An answer begun after the moderator has said “Time” will be treated as no answer. Ties between the player and moderator are decided in favor of the player.

5. Player has 30 seconds to signal after the moderator has finished reading the toss-up question. If the player answers incorrectly, the other team will then have 30 seconds to signal.

6. If a player who was not the first to signal gives an answer, the moderator will ignore the answer, and will recognize the player on the other team who had actually signaled. Only that player will have a chance to answer, as the non-signaler has disqualified his team on that toss-up by illegal conferral.


7. Players may engage in non-verbal, non-written conferral with teammates (not alternates, coaches, or spectators) on toss-up questions, provided that the conferring does not convey any substantive information about the answer. In other words, players may hold their buzzers forward, gesticulate, or otherwise indicate that they know the answer, but cannot indicate in any manner what they believe the answer to be, nor can they communicate with teammates verbally or in writing. Illegal conferring on a toss-up question will be treated as an incorrect answer.

8. Decisions as to whether players have exceeded the allotted time to signal or to answer may be rendered by the game officials and are not protestable.

3.2.9 Bonuses1. Teams may confer on bonuses and the captain gives the answer for the team. The

moderator, however, will take the first answer unambiguously directed at him. If conflicting answers are directed at the moderator, the captain will be asked to choose the team's answer.

2. A captain may begin its answer before the end of a bonus question. In such cases, the moderator stops reading when the captain begins its answer. If the bonus contains another part, the moderator then asks the next part. This happens even if the part asks for more than one piece of information and the captain gives only one; a risk of answering the bonus while it is being read is that a team might miss the fact that it is asking for multiple pieces of information.

3. If the bonus question calls for multiple answers, a team must answer all parts correctly in order to receive points for that question. Partial credit will not be given for bonus questions requiring multiple points. Points will be awarded all or nothing.

3.2.10 Protests1. Protests can be made by any active player or by the official coach at the end of a round or

the end of the game. All protests about events in the first round must be made before the second round begins. All protest about events in the second round must be made within 5-minutes of the end of the game and before the protesting team leaves the room. The Chairman has the final say so in deciding a protest.

2. The person making the protest should briefly explain the nature of the protest to the Chairman, moderator, a representative from the other team and other game officials if applicable. Protestable matters could include, but are not limited to, time discrepancies, the phrasing of a question, the accuracy of a response, scoring errors, the execution of game procedures, etc.

3.3 Belford V. Lawson Oratorical ContestThe purpose of the Belford V. Lawson Oratorical Contest is to identify problems or special topics of interest within society and determine how the problem or topic relates to the goals and objectives of Alpha Phi Alpha Fraternity, Incorporated. The Oratorical Contest provides College members the opportunity to enhance and display their communication skills through oration. The contest fosters the development of leadership qualities as well as the ability to think intelligently and speak clearly. It also prepares the collegiate members for the acceptance of duties and responsibilities of entering the real world. Solid public speaking and written communication skills will be an integral part of an individual's chosen career field.


3.3.1 EligibilityEach contestant must be an active undergraduate member of the fraternity and financial at the Chapter and National level. Each contestant must be registered at the respective convention prior to the competition. Participation in the contest at the Regional and National Convention is limited to those Brothers having been certified by their District Director or Regional Vice President as the winner in that category for that District or Region.

3.3.2 ThemeThe theme of the Oratorical Contest will be given annually and shall be the general theme of the Fraternity (unless otherwise instructed by the Oratorical Contest Committee). The Theme shall be the subject of each orator .

3.3.3 Organization of the speech1. The contestant must develop a speech of not more than seven (7) minutes and thirty (30)

seconds, or less than four (4) minutes and thirty (30) seconds.

2. The speech prepared by the contestant must be original.

3. The speech must be typewritten, double-spaced using standard college English.

4. The speech must be logical, correct in form and content and must address the theme established by the Fraternity.

5. The speech must show a command of vocabulary.

6. The speech must be submitted in writing to the Oratorical Chairman prior to the respective Convention.

3.3.4 Timing of speeches1. A speaker will be disqualified from the contest if he speaks less than four (4) minutes and

thirty (30) seconds or more than seven (7) minutes and thirty (30) seconds.

2. The timekeepers shall be seated in such a position that warning signals will be clearly visible to the speakers, but not obvious to the audience. The green and amber warning signals will remain on for ten (10) seconds.

3. Speakers should not start their speech until completion of introductory applause. Timing shall begin with the first word the contestant utters.

4. Timekeepers shall warn the speaker with a green sign or light after he has spoken for five (5) minutes. An amber sign or light will be turned on after six (6) minutes, and the red sign or light will be turned on after seven (7) minutes and will remain on until the conclusion of the speech.


3.3.5 Presentation/Judging of speech

Evaluation of Speech1. Content (50%)

a. Speech Development is the way the speaker puts ideas together so the audience can understand them. The speech is structured around a purpose, and this structure must include an opening, body, and conclusion. This development of speech structure is supported by relevant examples and illustrations, facts and figures, delivered with such smoothness that they blend into the framework of the speech to present the audience with a unified whole.

b. Effectiveness is measured in part by the audience's reception of the speech, but a large portion is the contestant's subjective judgment of how the speech came across. The contestant should ask himself such questions as: “Was I able to determine the speech's purpose? Did the speech relate to that purpose?” and “Was the subject of this speech understood by the audience?”

c. Speech Value justifies that act of speaking. The speaker has the responsibility to say something meaningful and original to the audience. The listeners should feel the speaker has made a contribution to their thinking. The ideas should be important ones although this does not preclude a humorous presentation.

2. Delivery (30%)

a. Physical Presentation of a speech carries part of the responsibility for effective communication. The speaker's appearance should reinforce the speech, whether profound, sad, humorous, or instructional. Body language should support points through gestures, expressions, and body positioning.

b. Voice is the sound that carries the message. It should be flexible, moving from one pitch level to another for emphasis, and should have a variety of rate and volume. A good voice can be clearly heard and the words easily understood.

c. Manner is the indirect revelation of the speaker's self as the speech is delivered. The speaker should speak with enthusiasm and assurance, showing interest in the audience and confidence in its reactions.

3. Language (20%)

a. Appropriateness of language refers to the choice of words that relate to the speech's purpose and to the particular audience hearing the speech. Language should promote clear understanding of thoughts and should fit the occasion precisely.

b. Correctness of language ensures that attention will be directed toward what the speaker says, not how it is said. Proper use of grammar and correct pronunciation will show that the speaker is the master of the words being used.

3.3.6 Preparation and how to conduct the contest1. Applicability

These rules, unless otherwise noted, shall govern all oratorical contests conducted in Alpha Phi Alpha Fraternity, Inc. For this reason, these rules shall not be modified or changed in the fraternal year of the contest.

2. Selection

a. A college chapter in good standing may select its chapter representative for the District contest. The Brother selected must be an active member of the chapter. An alternate should also be selected.

b. The successful contestant at each District shall present a detailed outline of his District winning speech to the Chief Judge of the Regional contest.

c. Protests regarding originality and speech timing will be limited to judges and contestants. A protest must be lodged with the Contest Chairman, who in turn, confers with the Chief Judge, prior to the announcement of the winner and alternate(s). The Contest Chairman shall notify the contestant of a disqualification prior to the announcement.

d. Before a contestant can be disqualified, a majority of the judges must concur in the decision. Any quoted material must be so identified during the speech presentation.

e. The decision of the judges with regards to the matter of speech originality is final, as in all decisions regarding winners.

3. Duties of contest officials

a. Timekeepers

i. The Timekeeper will submit the completed Time Record Sheet to the Chief Judge immediately following the last speech. (Please refer to Appendix D for Time Record Sheet)

ii. There shall be at least two (2) timekeepers, one of whom shall be provided with a stopwatch by the Oratorical Chairman. The Timekeepers will provide the official time to the Chief Judge of each contestant's speech by submitting the Time Record Sheet.

iii. The Timekeepers shall be seated in such a position that warning signals will be clearly visible to speakers, but not obvious to the audience.

iv. Speakers will not start their speeches until the completion of the introductory applause. Timing shall begin with the first word that the contestant utters.

b. Scorers

i. There shall be two scorers appointed by the Chairman of the Oratorical Competition.

ii. At the end of each speech, the scorers will collect the ballots from the judges. The scorers will tabulate the judge's scores and post each speaker's points on the Scorer's Tally Sheet.

iii. The ballots are then given to the Chief Judge.

iv. Scorers shall be members in good standing locally, regionally, and nationally.

c. Judges


i. There shall be five (5) judges, of which one will be Chief Judge to be appointed by the Oratorical Chairman.

ii. The Oratorical Chairman will make known the contest results in writing to the Awards Chairman for presentation of awards at the appropriate time.

iii. The Oratorical Chairman will supply the judges with copies of the completed speaker's Certificate of Speech Originality, and the contestant's speech outline and/or speech.

iv. Qualifications for a brother to serve as a judge are as follows:

- Judges shall be members in good standing locally, regionally, and nationally.

- Judges shall be knowledgeable of public speaking and debate.

- Judges shall not be from the same chapter as the contestant in the contest.

- Judges should come from across the Areas, Districts and Regions.

v. Judges have the authority to disqualify contestants if:

- The speech lacks originality

- He speaks less than four (4) minutes and thirty (30) seconds.

- He speaks more than seven (7) minutes and thirty (30) seconds.

- He receives three (3) or more disqualifying votes.

vi. In the event of a tie, the Chief Judge will select a judge to break the tie. The judge will be known only to himself and the Chairman of the Oratorical Contest Committee.

4. Time and light procedure

a. Time will begin with the first word uttered by the contestant.

b. The green light or indicator will be turned on at five (5) minutes and remain on for 10 seconds. The green light indicates that the speech qualifies for presentation.

c. The amber light or indicator will be turned on at (6) minutes and remain on for 10 seconds. The amber light implies to the speaker the pace at which the presentation is progressing.

d. The red light or indicator will be turned on at seven (7) minutes and will remain on until the speech is concluded. The red light reminds the speaker that he has spoken for seven (7) minutes and has only thirty (30) seconds to close before disqualification.

e. No audible device, such as a buzzer, shall be used for the over-time period.

f. A speaker will be disqualified from the contest if he speaks less than four (4) minutes and thirty (30) seconds or over seven (7) minutes and thirty (30) seconds.

3.4 Step Show competitionThe Alpha Phi Alpha Fraternity, Incorporated Step Show Competition gives step teams throughout the Fraternity an opportunity compete against one another and to win monetary prizes which they can use to fund chapter service and social projects. This competition highlights Chapters in the art of stepping and creativity by allowing each team to showcase its individual style and talents. The team that wins the District Competition will represent the District at the Regional Competition and the team that wins the Regional Competition will represent the Region at the National Competition. The National Competition determines the best team throughout the Fraternity and gives that team bragging rights for one year as the National Step Show Champions.


3.4.1 Eligibility/composition of teamsEach member of the team shall be a duly initiated member of Alpha Phi Alpha Fraternity, Incorporated and shall have met all financial obligations and risk management requirements both locally and with the General Organization. Each chapter shall have met all financial and administrative requirements locally and with the General Organization. Furthermore, each Chapter must have its full delegate strength registered at the respective convention. Alumni members are not permitted to step on a team with College members and vice-versa. In order to allow chapters with low membership numbers to participate, a chapter with less than five members can combine with another chapter to form a team. In this case, only two chapters can form one team.

3.4.2 RegistrationThe District Director or Regional Vice President shall select a Step Show Coordinator who shall oversee the registration process and enforce the rules and regulations for the step show competition. Registration information and rules for the competition should be circulated to each team no less than 30 days prior to the date of the competition. If available, teams should be notified of the location of the venue, time and date of show, practice times, and designated meeting area and times.

Two weeks in advance of the convention, participating chapters should return the registration information to the Step Show Coordinator with a complete list of all members on the step team and details of the show. At this time the Step Show Coordinator will verify the membership status of the members on each team. Any member not meeting the eligibility requirements will not be able to participate in the show. The team captain should be notified immediately of any member who does not meet the eligibility requirements.

Teams must be advised that all special needs of the show (for example, props, smoke machines, black lights, etc.) are the responsibility of the Chapter. The step show coordinator is responsible for the venue, stage (if available), electrical needs and disk jockey. In addition, each team must have its music cued on tape or on CDs and a person should be assigned to instruct the sound person during the performance. If additional lighting options are available, each team must also assign a stage/lighting coordinator.

3.4.3 Order of performanceThe Step Show Coordinator shall establish a time for a random drawing for all participating step teams to determine the order of performance. At the drawing, the team should be represented by the captain or the co-captain. In order to draw for order of performance, the team must have turned in the official registration form prior to the drawing. Should a team not be properly represented for the drawing, a substantial penalty will be imposed and the order of performance shall be determined by the Step Show Coordinator. Teams are encouraged to be on time for the drawing.

Note: All Star teams composed of numerous chapters are no longer permitted and only Alpha Brothers can participate or assist in the competition. This includes escorts!


3.4.4 Rules and regulations

Delegate strength The full delegate strength of the chapter that Brothers are representing in the Step Show must be registered at the convention. If the full delegate strength is not registered, the team will not be able to participate in the competition.

Specifics of the contest1. The announcer will introduce the step team by the name of the chapter, the college or

university and the district/region being represented.

2. The team will have fifteen minutes which shall include:

a. the show of routines

b. the exit of last member and clearing area of all apparel and props

3. A show cannot exceed fifteen minutes and cannot be less than eight minutes.

Scoring1. Scoring shall be in the categories of Originality/Creativity, Precision, Showmanship, Dress

Appearance and Overall Performance.

2. Each category has a maximum of 20 points being scored in increments of five (for example, 5, 10, 15, 20).

3. After tallying all scores from the judges, the highest and lowest score for each team will be omitted to ensure impartiality.

4. In the event of a tie, every judge will be given one written vote to determine the winner.

3.4.5 Justification for automatic disqualification1. Performing with less than five step team members

2. Performing with more than fourteen step team members (this does not include extras)

3. Performing less than eight minutes

4. Performing more than three minutes over the fifteen-minute time limit (18 minutes)

3.4.6 Penalties1. Each minute over the time limit will result in a five (5) point deduction. The points will be

deducted in fractional parts of a minute rounded to the nearest quarter (for example, 15 seconds over time = 1.25 point deduction).

2. A team not properly represented at the stated drawing will be penalized five (5) points.

3. Use of foul language and demeaning of women and other Greeks will result in a five (5) point penalty.

JudgesThe Step Show Coordinator shall select the judges. For a District Competition five judges should be selected from non-competing Chapters. For a Regional Competition a judge should be selected from each District and for a National Competition a judge should be selected from each Region. All judges should be selected from non-competing Chapters and it is recommended that they have some prior step show experience.

Please refer to Appendix E, “Step Show Competition” on page 59 for Score Sheets.

3.4.8 Official tabulator The official tabulator shall be responsible for the collection of score sheets and tabulation of the scores. After tallying all scores from the judges, the highest and lowest score for each team will be omitted to ensure impartiality. Once the final scores have been tabulated they will be presented to the Step Show Coordinator for final review and approval.

Please refer to Appendix E, “Step Show Competition” on page 59 for Final Tabulation Sheet.

3.4.9 Official timekeeperThe official timekeeper shall start timing when the first member takes the floor/stage. The official timekeeper shall signify the thirteen (13) minute mark of the performance by raising a yellow card or flag. The official timekeeper shall signify the fifteen (15) minute mark of the performance by raising a red card or flag.

3.4.10 ProtestsProtests should be made by the step master at the end of competition prior to the final tabulation of the scores. The person making the protest should briefly explain the nature of the protest to the Chairman and a representative from the other teams should be present as well. The Chairman has the final say so in deciding a protest.


Chapter 4. Scholarship

4.1 Education Foundation ScholarshipAnnually fifteen scholarships are awarded from the Education Foundation to members of the Fraternity. Three members are selected from each of the five regions based on the information provided in the application. Alpha Phi Alpha Fraternity Incorporated strongly encourages academic excellence from all of our members pursuing a degree in higher education and providing additional financial support would greatly assist those selected with achieving this goal.

4.1.1 EligibilityAll applicants must be members of the Fraternity in good standing financially with the Chapter and National Organization and currently enrolled in an undergraduate (5-year programs acceptable) or newly admitted into a graduate/professional program (proof of acceptance in program must be provided).

To ensure that this event will be a success, please take note of the following:

The registration form must be mailed or faxed to NAME OR PLACE no later than DATE. Also note that your chapter’s full delegate strength must be registered for the convention in order to participate in the show.

There will be a mandatory meeting on DATE, at TIME. This meeting will take place in the LOCATION. A representative from each team must be present for this meeting. Practice for the show will be DATE, and the scheduling of practice times will also be determined at the meeting.

Each team is allowed two managers to assist with props or music. All other brothers and guests must

pay the entrance fee. Failure to follow this rule will result in automatic disqualification.
