ni-msme Bulletin

Following the implementation of MSMED Act, 2006, filing of Entrepreneurs Memorandum

– Part-I and -II (EM-I and II) came into practice for both proposed and existing enterprises.

However, MSMEs file EM-II with the respective DIC after the project is launched. Even so,

the system of filing has not been uniform throughout the country.

Most of the enterprises in the country ignore registering mainly due to the cumbersome

paperwork it involves. As a result, they are not able to access the benefits and incentives

emanating from the government schemes. Besides, one of the important recommendations

of the K.V. Kamath panel on financing the MSME sector was that the registration should be

universalised. Thus these two points prompted the concept of Udyog Aadhaar registration

being evolved. The registration by udyog aadhaar may be on-line or off-line. The process is

simplified to ensure wider coverage of MSMEs to avail the benefits under various schemes

of Central/ State governments.

In fact, the Ministry was inspired by the Prime Minister’s allusion to simplifying the

procedures for starting a business, with a single-page registration form, in one of his Mann

ki baat columns. Registration through Udyog Aadhaar portal will enable the entrepreneurs

to apply online for various services being offered by all Ministries and Departments. Udyog

Aadhaar will enable all enterprises to file and register themselves. The process of obtaining

Udyog Aadhaar Number is free-of cost, paperless and results in instant registration. The

Ministry of MSME has set up the Udyog Aadhaar (UA) Portal (http://udyogaadhaar.gov.in)

for on-line filing of Udyog Aadhaar Memorandum (UAM) by enterprises located anywhere

in the country. What makes the concept more attractive is, the UA portal is also accessible

on mobile devices.

Having Aadhaar Number is not mandatory for registering any MSME under Udyog Aadhaar.

The Udyog Aadhaar registration can be done on-line by the entrepreneurs themselves in

case they have the Aadhaar number. In case of those not having Aadhaar number, they can

still file Udyog Aadhaar Memorandum in off-line mode (i.e., on paper), with the concerned

DIC. However, entrepreneurs having Aadhaar numbers, by virtue of having already

provided the demographic as well as biometric details to the state once and for all, enjoy a

greater ease of registration at the UAM portal. Within a short span of time since it has been

notified, more than 40,000 registrations have taken place on the UAM portal, owing to its

simplified process. On the flip side, this initiative is likely to save cost in the long run since

States/UTs would no longer be required to maintain the data on MSME registrations as the

Union ministry of MSME is doing it.

ni-msme functions with the mandate of entrepreneurship development and enterprise

promotion. Down the decades, it has been taking forward the government schemes and

policy measures, along with the changes brought about from time to time, to the people

concerned with MSME promotion as well as to entrepreneurs. Similarly, we will make full-

steam efforts to take the concept of UAM to the people concerned. We will create awareness

among the enterprise development organisations, among the entrepreneurs, NGOs, other

partners and stake-holders about the ease of registering the enterprise via UAM and the

benefits that would follow. In our training inputs, UAM will be featured with emphasis. In

every MSME discussion platform, UAM will find a place. ni-msme will ensure that the

concept catches up with the entrepreneurs coming into the orbit of the Institute.

3-day training programme in Entrepreneurship/Career Orientation in Solar Technology was conducted by ni-msme Aduring 30 October - 1 November 2015 at the Institute campus, in association with Consultancy Management and Construction Consortium, New Delhi. A total of 19 executives attended the training. In view of increased pressure on energy use and the rapid depletion of conventional energy sources as a consequence, renewable energy sector throws open a wide range of attractive opportunities for entrepreneurship and employment generation in the MSME sector. Of the several areas of renewable energy, solar technology is finding particular favour among investors. The fact that proposals to the extent of 266gW have already been committed holds a strong testament to this. Our Prime Minister Mr. Narendra Modi has observed that renewable energy especially solar energy is "moving from megawatt to gigawatt".

Dr. G. U. K. Rao, Director-SED of ni-msme inaugurated the programme formally. Speaking on the occasion, he highlighted the importance of solar technology to MSMEs and concerns the Ministry of MSME expresses through its National Manufacturing Competitiveness Programme (NMCP) especially with regard to clusters. NMCP's cluster initiative aims at increasing productivity, upgrading technology and conserving energy in manufacturing processes; as also expanding the markets for MSME products at domestic and international levels. Support of state governments and the cooperation and involvement of industry associations are both necessary and essential in this direction in light of the growing awareness about new and renewable energy and the concern about the country's energy security.

Earlier, Mr. A. K. Mittal, Director, CMNCC presented a brief outline of the structure, inputs and objectives of the programme. The resource persons for the technical sessions and the experts on different inputs came from Delhi, Mumbai and Nasik. During the concluding session Mr. J. Koteswara Rao, AFM-SED and programme coordinator summed up the proceedings, appreciated the trainees for their active participation and cooperation. Earlier, Mr. Mittal welcomed the gathering. The participants commended the programme as relevant and suggested that ni-msme should conduct such programmes at frequent intervals. Towards the end of valedictory session programme completion certificates were distributed to all the participants.
