rented out his dragon boats for this event and provided, training for the boat crews to ensure their safety and enjoyment of the race.(and he was pleased to report, at the end of the day, that all the teams were well behaved and no-one had to be tossed over board) When it was our turn to get in the boat to see if we've got the dragon within, we had a bit of a slow start, but then the fire kicked in and we beat our opponents! For our second race there was a more strategic approach (wasn't agreed upon by all of us, but the ladies gracefully accepted their fate) but unfortunately we lost that race. Exhausted, we enjoyed a well-deserved lazy afternoon and gath-ered strength for our next race. We visited the food stalls and en-joyed a variety of foods, as well as other stalls selling their goods on the day. About 2 000 people visited the event on the day and it was indeed very festive. Our third race and we paddled with a new fierce energy waving our opponents good-bye! Then the final race: We got in the boat, kept calm above water, paddled like hell underneath and didn't just win fourth place, but also had the best time of all the teams paddling that day! The other results were 1st Thunder Rowed (Vicrobulk), 2nd Rotary Paddlers (Rotary North & South), 3rd BNI Highveld (BNI Highveld - Witbank) 4th Dragon Rider (Intertek) and 5th, Pirates (BNI Insiders –Vanderbijlpark) who also won best dressed team. Allison and Gail, on behalf of Wide Horizon Care, are grateful for the support of many sponsors, media and entertainers too many to name here, but they particularly thank Twin Rivers Family Estate for donating the use of their magnificent facilities to Wide Horizon. The day raised more than R32 000.

After all the excitement and anticipation of following the TV show, a finale was held at the Emperor's Palace on Thursday, 12 September, to announce the winner of the Centrum Guardians 2013 challenge. The programme was an emotional one, with several survivors meet-ing their rescuers and getting the opportunity to thank them. Although everyone involved in the project agreed that choosing a single winner from the eight incredible finalists was a nearly im-possible task, after counting the votes from the public, as well as from an independent panel of media representatives, it was the Midvaal team, Team FOCUS, who emerged triumphant. The Midvaal team was nominated for their work in rescuing 53 survivors from the chilling bus crash on Verwoerd Road in 2012. Businesses across the country sponsored training and equipment to each team. Sasol Secunda is sponsoring a one day Basic Petro-chemical Fire Fighting program at their Secunda Plant to all the members of the winning team. The Fire Protection Association of South Africa is hosting 15 fire fighters from Meyerton Fire Station to a five day Fire Prevention and Safety Strategies Course.

The total prize money of R 61 009.00, was a combination of money collected from voter smses and from private sponsors. This goes towards improvements to the fire station. Mr Hannes Steyn, Midvaal's Chief Fire Officer said “the win was overwhelming and the FOCUS team and all their supporters at the Fire Department thank the community in supporting them by voting for the FOCUS team. Without their support this would not have been possible. Thank you.”

Another new road for Midvaal

19 September 2013 saw the opening of a new stretch of tarred road in Midvaal Municipality, along the K154 route. Previously a dirt road, 1km has now been tarred, opening up access to Heineken Brewery and Basil Read Development trucks. MEC for Roads and Transport, Ismail Vadi said although this is just a short stretch that has been tarred, “sometimes in life, a big change starts with a small step. The K154 is such a single step. It provides critical access to the Graceview industrial development and will facilitate further economic development in the area.” The construction of the K154 cost over R20 million, created 18 jobs and benefited five SMMEs employing 30 people. MMC for Engineering at Midvaal, Councillor Malcolm Hack, said: “Midvaal has always been committed to creating economic opportunities in this area, and an attractive spot for investment. To attract investors, we need the relevant infrastructure to be in place, which is exactly what initiatives such as this road upgrade do: Create a climate for economic growth.” It is expected that with the combination of upgrades to development corridors within Midvaal, including the K154 and the R82, development nodes such as Meyerton, Daleside and Henley on Klip will begin to prosper, and the Midvaal region will grow to be a thriving economic and tourist destination.

As matric exams approach, Midvaal's libraries will show their support to the students by extending their opening hours to allow for additional studying time. New times will be implemented from Monday 01 October until 30 November.Students who need to use these facilities can note the following times:

LITE YEARS AHEAD

The annual Henley High Regatta was held on 14 September after a two year break. Rafts were launched from Dinsdale road where bacon and egg rolls were available to sustain the rafters for the arduous journey ahead. Unfortunately some rafts did not make it very far past launching. The grade 10 group were well prepared with spades doubling as oars,

but experienced great malfunctions with their hastily engineered craft. Repairs were attempted, but not even the extra muscles they had drawn on themselves with permanent marker could save their raft.

They ended up swimming down the river towards the scout hall. This delay meant that most spectators at the bridge were out of ammunition (eggs, flour and water balloons) by the time they passed under the Rebstein Bridge. Their predecessors were pummelled by the spectators. Some crafts were well prepared to hide behind make-shift shields or to fire back with their own

ammunition. The marshals were even equipped w i t h w a t e r c a n n o n w h i c h held no mercy for s p e c t a t o r s o r shipmates. Traffic had to be stopped

countless times as spectators were running from one side of the bridge to the other either attacking rafts below or ducking as they were receiving fire. Another great challenge of the day was to get the rafts out of the water again at the scout hall. The tired crews greatly appreciated the help of a mighty tractor to pull their rafts out of the river. The prize giving was later held at Twin Rivers Estate.The winners were: Most Spirited Raft: The Motley Crew captained by Carl Ziemanns, Best Raft: captained by Grant Neve, Titanic Raft (Least likely to make it): The Miners aka Grade 10 learners captained by Jarryd Bohlander.( No surprise here) We would like to thank every one who was involved in organising this thrilling event: The Parents' Forum, the extended Neve family for handling registration and breakfast, Peter Commons and the river gang for assistance as marshals and especially for saving our drowning Grade 10 crew. Thank you also to all residents and learners who built rafts and every one who supported this event as spectators. This is a tradition in the village that we hope we can keep alive to time indefinite.

Nearly 5 years ago, in January 2009, Jenny de Jager opened Wyetti Market. Her emphasis has always been on doing, rather than on passive shopping. It is primarily a craft market where one can also learn crafts and has plenty for kids to do. Of course, activity and creativity creates hunger and thirst so these needs are also well

catered for by eight food stalls. She started the market when one of her pottery students needed an outlet for his work as well as for Cluny Farm (home for the mentally challenged) where her brother was a resident. Ursula from Valley Settlements who has her vegetables at the farm stall, is the only one of her original stall holders apart from her sister Cynthia Lockwood who runs the farm stall most months, but she has lots of loyal stallholders who have been with her over three years- Astra with her Himalayan salts, Heatherlyn and her quirky useful art, Celeste with her jewellery, Ansie with her cakes, jew-ellery and baby clothes, St. Paul's church with their white elephant stall and Krish and Pam with their curry stall.

She has overcome many hurdles: virtually every month there was something new but notably, once, when she decided on some structural changes, her gardener misunderstood and demolished every stall! Then there was some rapid building of new stalls before the next market. She had endless hassles with the liquor licence. The weather is always a major factor though luckily only one market was closed due to rain. Stall holders stuck it out in wind and cold.

Jenny thanks them for there support. Now, she is very sad to be closing her beloved market. Her husband, Ernest, is retiring and they plan to sell up and go travelling before settling in the Cape. The last market will be a bumper Christmas market on 30 November.Some of her stall holders might be transferring to the Bowler on the first Saturday of every month. The organisers of that market are buying a lot of her material and equipment. She'll miss the friends she has made past and present. Don't miss the last two markets, 26 October and 30 November.

When Arthur and Suzette McDonald left Zimbabwe in 2001 they settled in Henley more or less by accident but have not regretted it. In Zim Arthur had a construction company and so it was natural that he would establish a similar business, Macjobbing, here. He has since added security of all sorts including gate motors to his skills.

He is always on the look out for new strings to add to his bow and has always found it worthwhile to pay for the training courses required as they pay for themselves over and over in new business. His latest product is ViewProtect Armed Bar, transparent burglar bars wired to the alarm system. They may look like flimsy plastic but are made of a specific polycarbonate which is among the strongest thermoplastics ever produced. It is impact resistant and is widely used for riot shields, bullet proof windows and enclosures as seen in banks and moreover is rust and maintenance free and UV protected. He feels that in Henley with its beautiful gardens some with views of the river there will be a great demand for this product.

A new security product

The Train

No-one wants to live in a jail, yet everybody wants to feel secure in their homes and be able to sleep with the windows open. Many Henleyites have been the victims of burglaries where the modus operandi was the silent breaking of burglar bars while they were asleep. The Armed Bar has a specially designed wire that has been forced into the transparent burglar bar and is connected to the alarm system. Before you were born there was a train called the Train of Life. There is still such a train. It travels through green-green grass, through deserts, past forests which have trees swaying in the gentle breeze. It travels through the ice, up mountains and down valleys. You cannot repair them and you'd then stuck be with a damaged carriage. You may be able to polish the windows and make things look a little better but the damage would always be there. As you grow, the train travels slowly towards the sky and to the peaks of mountains way up high. If you look carefully you can also see the valleys below. You are now on a high. Smile a little, then smile some more. Laugh - everything is wonderful. Live the day as if it were your last. Listen to the rhythm. Listen to the song. Slowly the train will level out: Eventually it will venture into the valleys below. Your carriage is getting darker. You feel colder. Eventually the train will stop. It is your turn to get off: Your journey has ended. A shiny new carriage is being put on the train for the yet unborn. As you slowly fade away you listen and hear the train going again on its merry way and you smile

Autos by railThese days one often sees huge motor trucks with double deck trailers transporting motor vehicles inland from the coast. The idea of loading cars on trailers and railway wagons is not new: During 1922/23 the old SAR introduced a 50% rebate on railage charges for cars of tourists who travelled on holiday trains. In 1928 the SAR made headlines here as well as in the UK and the USA when it un-veiled the Titren rail truck, brainchild of Mr G E Titren, an SAR mechanical engineer. It was a double deck truck specially designed for conveying motor cars on trains. It is not known for how long it was in service but probably not very long because it required an overhead crane to place the top car in position. By 1928 South Africa was riding on the crest of a wave of prosperity (after the severe depression of 1920 -22) and motoring became fashionable with those who could afford it. Even more classy were the holi-daymakers who would afford to rail their cars to the coast while travelling there in utmost luxury on the same train as the car. It was a grand service to the public and good business for the SAR which lasted for almost 90 years. Public complaints to the SAR over the years have never ceased to amaze or amuse me. I hope readers of the Herald will share my sentiments on this one:The Rope Trick“To the Editor [East London] Daily Dispatch [21 August 1952]Recently I motored to Cape Town and had the car brought back by rail. The charges were: Item 1, car railage £8 odd; no complaints, Item 2 Hire of tarpaulin cover to protect car, 5s; quite reasonable! Item No 3, rope for fastening car in truck, 31s 6d. Blimey! Incidentally I was allowed to keep the two bits of rope. Ain't I lucky?”Signed YorkyTo which the General Manager of the SAR replied, 4 September 1952On August 26 you printed a letter signed “Yorky” under the heading 'The Rope Trick'. The complaint has been investigated. The owner of this car seems to feel that he has something to com-plain about and talks about being allowed to keep 'two bits of rope'. By a bit of rope, one normally understands a fragment but the two bits here represented two lengths of 45 ft each. It is somewhat difficult to understand why 90ft of rope should have been necessary but the owner may have wanted the car very securely fastened. As for the charge for the rope, it should be explained that for the

car lashing purposes the Railway Administration pays 13/9d per 45 ft length of rope, free on rail, Hibberdene. Railage and storage charges account for an additional 2/-d and the rope is sold for 15/9d to people who want the Administration to provide rope for lashing cars sent by rail. Your correspondent required two lengths and the charge of 31/6d would seem very reasonable. The car owner, if he or she elects may supply his own rope – there is no obligation to buy from the railways”Where, in the new South Africa will you find an official reply in more clarity and better style than this?PS. One foot = 300mm; 15/9d means 15 shillings and 9 pennies.

Art in the Big Top from 27 to 29 September was amazing and a huge success. Everyone, from the first time to the experienced exhibitors had a fabulous time. This year we added workshops in to the mix. These were well attended with the tie dying workshop being the most popular. The foil etching and powertex workshops had people proudly leaving with their own artworks held high. The atmosphere was vibrant and circus coffee shop was full throughout the weekend. On Saturday morning the prizes for the school art were handed out by Ellen Nkambule from Tongaat,(left), Bongani Baloyi, new mayor of Midvaal, and Janine Jansen van Vuuren, organizer of Art in the Big Top. Halloween is annually celebrated on October 31 and the custom of Trick or Treating is one of the more popular aspects of the day, even in the village. Historically, children would dress up in costumes and walk to houses in their neighbourhood to Trick or Treat. If a home owner didn't have a treat for a child in costume, the child might cause mischief for the home owner. Although the trick part of the custom isn't widely practised any more, the dress-up and asking for treats part has also become popular among the younger residents of the village. Over the past few years parents have communicated with each other about which houses could be visited for Trick or Treating with very few residents participating. Some residents have decided to decorate their gates with pictures of carved pumpkins, better known as Jack O'Lanterns, and other Halloween images like bats, spider webs and ghosts for Halloween 2013. If you want to participate decorate your gate too. Trick or Treat takes place from 17:00 to 19:00 on Thursday October 31.Don't forget some candy or chocolate to give to the children in their costumes

Approval for Gauteng's largest privately initiated,

integrated housing development.

Savanna City is a housing development project set to establish a new benchmark in economic development and housing. Initiated in 2007, it will be Africa's largest privately initiated, mixed-use integrated housing development. The final approval for the project was signed off recently in September 2013, by Basil Read and Old Mutual's Housing Impact Fund of South Africa (Hifsa), and initial preparation work on the site has already begun. House construction will begin in May 2014. Situated in the Midvaal Local Municipality, the R24.5b, Savanna City Development will provide over 18 000 affordable housing opportunities including 5517 fully subsidised RDP houses, 5518 FLISP houses (Finance Linked Individual Subsidy Programme), 4729 bonded houses and 2635 Res 3 houses. A FLISP house is a co-funded house, where down payment assistance is offered in the form of a grant to qualifying beneficiaries, and reduces the amount of the loan required from the Bank, thus rendering the monthly loan repayment instalments more affordable over the loan repayment term. The Res 3 housing will be high density housing which will be funded by a combination of private bonds and subsidies. The development will be fully sustainable providing schools, parks, clinics, churches, commercial, and retail areas. Many of the

Hi Performance Feeds has supported and sponsored a canoe race between Daleside and Meyerton for some years. On Saturday 7 September, with perfect spring weather, the race was organized by the WATUNI Canoe Club (based at the North West University canoe club). The 22km race starts in Daleside at Andre Nortjie's farm under the bridge at Daleside, and finishes at the Danie Maclean Park in Meyerton, with a short portage hop over the Kid-son Weir in Henley on Klip where canoeists carry their boats across the weir to continue their race below. Lynda Lion-Cachet of Henley and Sonja Endris, have had very successful enjoyable races in the rapids on the Klip River as they prepared for the A grade major national Hansa Fish River Canoe Marathon which took place end September in Cradock. They fini-shed the Hi Performance Klip river canoe race of 22kms without incidents as the winning ladies in a time of 1h46

The Midvaal Local Municipality renders municipal services to the community which are funded by either service charges or assess-ment rates (property rates ). Service charges are for direct service delivery such as water, sanitation, electricity and refuse collection. The full cost of the services is recovered from customers based on the amount of the service that is used after taking free basic services available to all customers into account. In other words, if you use 20 kl of water in a specific month and your neighbour uses only 15, you will be charged for 14kl (6 kl free basic services are not charged for) and your neighbour for only 9. The principle of user pays is applied and the more you use, the more you will pay.

Assessment rates, commonly called rates, is a tax which is char-ged on the value of your property. Services funded from rates in-clude roads, libraries, public swimming pools, community halls, parks, municipal administration, etc. Your rates are based on the value of your property (only property owners pay rates), both the value of the land and the improvements (buildings) are taken into consideration. Council annually determines the assessment rates tariff (the tax rate used to calculate the assessment rates) and you are then levied accordingly. There are various reductions and rebates that you must be aware of. Some are applied automatically and others are application based. All residential properties benefit from a property value reduction of R75 000. This means that if your property, for example, is valued at R650 000, you will only pay assessment rates on R575 000. In addition, residential property owners over 60 years of age who have a joint household income of less than R4 500 per month, pay only 50% of the property rates on that property value in excess of R75 000. The first residential rebate is applied to all residential properties, but pensioner's rebate must be applied for.

Rebates are also offered to privately owned schools, old age in-stitutions registered at the Department of Welfare, communal land, protected areas, properties owned by public benefit organisations, properties registered in the name of and used primarily as a place of worship by a religious community, including an official residence. The listed rebates are application based and if you think you may qualify, please visit the Meyerton municipal office for further assistance. The Municipal Systems Act, Act 32 of 2000, places a res-ponsibility on the municipality to collect the service charges and assessment rates referred to above. To do this, a municipality must compile debt collection and credit control documents. These doc-uments are discussed with community members as part of the annual budget process and are available on the municipality's website for your information. The primary response from the municipality will be the disconnection of municipal service. If no payments are received, or a resident re-connects himself illegally, formal legal action will be taken. The legal costs incurred will be charged to the customer's account. It can become quite expensive to get your account paid up once legal action has commenced as legal fees are not under the control of the municipality, but are charged by the attorney to which the debt was handed over. This Act also gives municipalities the powers to collect arrear accounts at transfer of the property. In terms of section 118 of the Municipal Systems Act, Act 32 of 2000, the Deeds Office can only transfer a property after a clearance certificate has been issued by a municipality. A municipality is entitled to withhold the issuing of a clearance certificate until all the charges that accrued in the pre-vious two years have been paid by the property owners. Section 118(3) states that any amounts charged for municipal services and taxes accrues to the property and not the property owner. This means that the amount left after the clearance certificate has been issued, remains on the account and the new property owner is liable to pay those charges. Furthermore, the municipality has the right to attach the property and sell it in execution to achieve payment of those debts. Where does this leave you as property owner or potential new owner? Firstly, you must ensure that your municipal account is paid up every month to avoid the disconnection of services, legal fees and ultimately sale in execution. Secondly, if you are plan-ning to purchase a property, you are advised to check, via your transferring attorney, the status of the municipal account to ensure the seller has paid not only the municipal account of the last two years, but the total outstanding account to avoid becoming responsible for property arrears as soon as you purchase the property. – Cllr Pat Pretorius

Some Henley birders are very good photographers. For the past two years these talents have been highlighted in the calendars which the club produced and sold to raise funds. This year there is no calendar as the return on costs and effort by a few committee members is hardly worth it, but the club still wants to recognise and encourage its photographers. The September meeting was devoted to voting for the best pictures of these photographers, both experienced and novice. The entry of well over 100 was reduced to about 50 and then the members voted for the winners in each of in five categories. Below with Dave Ludlow, chairman, (second from left):they are Ben Botha, for Single Bird, Terry Bell for Captive Bird and Birds in Flight, and Arthur MacDonald for Active Birds. Sue MacDonald, (centre front) won the Novice category. The viewers were most impressed with the standard and enjoyed the evening very much so it is very likely that this will be repeated next year.

On 2 November at 7.30 mountain bikers of all ages and proficiencies will be departing from Walkerville Farmers' Market on either a 60km or 25 km ride around the stunning countryside of Walkerville's environs. It is both a serious race and a fun event (There is a short fun ride too). Gary Tuchmann of Tary Security and Walkerville Farmers' Market, seen here on the commonage, is the driving force behind this event.
