I am directed to convey the sanction of the President of India to payment of Rs.l50.00 lakh (Rupees One hundred fifty Lakb only) to the State Government of Tamil Nadu for preparation of District Irrigation Plans (DIPs) for Fifteen Di stricts under the Pradhan Mantri Krishi. Sinchayee Yojana (PMKSY) during 2015-16 for districts identified I prioritised by the state 2. The amount is being released as 100% onetime central grant. The overall cost of preparation of one DIP would be restricted to a maximum of Rs. 10.00 1akh or actual whichever is less. Balance amount, if any w<:mld be refunded/adjusted in the grant to be released for preparation of DIPs for other districts in the State. 3. In order to ensure consultation with all the concerned Departments, the Department of Agriculture, Government of Tamil Nadu, which is the nodal department for implementation of PMKSY, would ensure that the requisite number of DIPs are prepared under the overall supervision of Inter Departmental Working Group (IDWG)·constituted as per the operational guidelines of PMKSY. DIPs, thus prepared, sha ll be placed before the State Level Sanctioning Committee for approval within the stipulated time. 4. While preparing DIPs, the services of IASIIFS (Forest) Officers trained for preparation of DIPs may be utilised and Department of Agriculture, Government of Tamil Nadu may also take into account the template for DIPs circulated by this Department. Further, services of experts/professional agencies may also be availed in preparing DIPs. 5. In accordance with the revised procedure, the Reserve Bank of India may please be advised for debiting the account of the Department of Agriculture, Cooperation & Farmers Welfare and passing on the credit to the Central Accounts Section, Nagpur for transfer of funds to the State Government of Tamil Nadu. I am directed to convey the sanction of the President of India to payment of Rs.l50.00 lakh (Rupees One hundred fifty Lakb only) to the State Government of Tamil Nadu for preparation of District Irrigation Plans (DIPs) for Fifteen Districts under the Pradhan Mantri Krishi. 6. The release of funds is subject to the following conditions:

1. The aforesaid grant is non-recurring in nature. 11. The State Government of Tamil Nadu should adhere to the PMKSY guidelines

issued by the Department of Agriculture, Cooperation & Farmers Welfare, Government of India.

iii. State Government of Tamil Nadu would be required to utilise the funds within the current financial year for the purpose for which they have been sanctioned.

1v. State Department of Agriculture shall maintain subsidiary account of Grant-in-aid received and get the accounts audited by a Chartered Accountant and furnish a copy of Audit Report, Audited Statement of Accounts, Balance Sheet, Receipt & Payment Account and Income Expenditure Statement to the Department of Agriculture, Cooperation and Farmers Welfare as early as possible.

v. State Government is advised to ensure that there is no duplication or overlapping in the activity vis-a-vis existing scheme of Central or State Government.

vi. The accounts of the State Department of Agriculture shall be open to inspection by the sanctioning authority and audit, both by the Comptroller & Auditor General of India under the provision of CAG(DPC) Act, 1971, and Internal Audit by the Principal Accounts Office of the Ministry or Department, wherever the State is called upon to do so.

7. The expenditure shall be debitable to Demand No.1-Department of Agriculture, Cooperation & Farmers Welfare from the following head of accounts:
