INTRODUCTION ON TS WELFARE
In a disciplined force like Police which ison guard 24 hours a day and 365 days a year thewelfare of the men and their families has directbearing on the morale and efficiency of theforce. Ever increasing work load, negligible payand extreme stressful conditions plague thepresent day Police. To mitigate these sufferingsand improve the conditions of the Policepersonnel, the Telangana State Police hasdesigned a number of welfare measures.

❖A full-fledged Welfare Division at Police Head
Quarters, under the direct control of Inspector
General of Police, handles and co-ordinates
various welfare activities carried out under the
auspices of T.S. State Police Welfare Society, for
which the DGP is the President.
❖The Society initiates and undertakes all social
and economic welfare measures aimed at
ameliorating the conditions of members of the
TS Police and their families, to afford relief in all
deserving cases where such help is not
forthcoming from other Government and Non-
Government agencies.
❖ The following are the Non-Government
funds being maintained under TS

Districts/Battalions for construction of Police Guest House /
Kalyanmandapams / Dormitories / LPG Godown / Canteen /

Medical Loan:
The loans on medical grounds are sanctioned to the extent of
Rs.30,000/- and Rs 50,000 in case of exceptional cases only if the
officer or his dependent family members suffers from a disease of a
grave nature and reimbursement facilities are not available under the
Government rules.

FLAG FUND
To organise various programmes in connectionwith Police Commemoration Day i.e. to holdparades and conduct commemoration weekprogrammes, to instal hoardings, banners, toconduct competitions, etc.
❖ To construct Martyrs Memorials and any othersimilar forms of Police Commemoration.
❖ To provide artificial limbs, hearing aids etc. toPolice personnel injured in accidents, violence indischarge of their duties.
❖ For reimbursement of tuition fee to the childrenof Police personnel of the ranks PC/HC/ASI,from Class-I to Post-graduation courses in allrecognized institutions(Govt. & private).
❖ Sanction of marriage grant of Rs. 50,000/- up totwo daughters in each family of Policepersonnel, who had died or was medicallyinvalidated due to the injuries sustained, whileon duty and in service.
❖Sanction of Rs. 12,000/- per annum to eachof the orphan children staying in PoliceBoys Hostel at Amberpet, Hyderabadtowards tuition fee for Class-I to XII(Intermediate)
❖Sanction of Rs. 10,000/- towards incidentalcharges to the family of the deceased Policepersonnel up to the rank of HC/ASI for anykind of death while in service.
❖Sanction of Rs. 5,000/- towards incidentalcharges to the family of Home Guards forany kind of death while in service.

Policeman works when the rest of the world sleeps. Due to
irregular timings, professional hazards, stressful job, policemen get
into serious health problems. Sometimes they have to undergo major
surgeries and suffer from serious diseases of heart, kidney and cancer.
Many times they are not in a position to get treatment in good
hospitals and clear the bills. They are put to great mental and physical
stress when they get into serious health problems. The re-
imbursement facility given by the Government is cumbersome and
not able to fulfil their needs.
To overcome all these difficulties an innovative scheme
called “AROGYA BHADRATHA” has been designed and introduced.
AROGYA BHADRATHA
Flagship Health Programme of Telangana Police
INTRODUCTION➢ Sanctioned on 12/09/2014 by the order of G.O.Ms.No.16,
Health, Medical and Family Welfare (A2) Dept.
➢ It is a self-financed scheme managed by a Trust of 11members with Director General of Police as the permanentTrustee and Ex-officio Chairman. The IGP (Welfare) is theVice Chairman for the Scheme. The Chairman appoints aSecretary who is responsible for administration of the Trust.
➢ It provides all in-patient treatments and some out patient
treatments as per list of ailments of Arogya Bhadratha
approved by the Trust Board.
➢ Total beneficiaries of the scheme nearly 3.75 Lakhs(including spouse and three dependent children)
➢ Recently, dependent parents are also included in TelanaganaArogya Bhadratha Scheme.
OBJECTIVES
➢ To provide cashless treatment to the PolicePersonnel.
➢ To avoid unnecessary harassment of the PolicePersonnel to get medical reimbursement bygoing round various offices.
➢ To arrange the best treatment for the policepersonnel and their eligible dependents atcorporate and super-specialty hospitals withoutworrying about heavy medical expenditure.
FEATURES ➢ Provides in-patient medical care for all diseases
requiring hospitalization including Oncology,Orthopedics, Cardiology, Nephrology &Urology, Obstetrics & Gynecology, Dental,Neurology, General Surgery, Cardio ThoracicSurgery, Opthamology, ENT, Vascular Surgeryetc. except plastic surgery for cosmetic purposeand infertility treatment.
➢ Provides some out-patient treatment for caseslike chemotherapy, radiotherapy for cancer,regular dialysis for kidney and severeneurological problems.
➢ Treatment can be taken in only empanelledhospitals under Arogya Bhadratha Scheme. Atpresent 134 hospitals are accredited under ArogyaBhadratha Scheme out of which
28 are super specialty hospitals
32 dental hospitals
12 eye hospitals.
MEMBERSHIP
➢ All categories of employees working in Police Departmenton regular basis.
➢ The age limit for male / female children (restricted to 3only) of the members of the scheme is fixed as 25 years forobtaining medical facilities, but excludes sons gainfullyemployed and married daughters.
➢ Stipendiary recruits (Induction Trainee PC/SIs)
➢ Boarders residing in Police Boys Hostels.
➢ Widows of Police Personnel who died in extremist andterrorist activities.
➢ Membership continues under the scheme only tillretirement.

CEILING LIMITS➢ The reimbursement amount for police personnel is
Rs.5.00 Lakh for all ailments and Rs.7.5 Lakhs formajor ailments of heart surgery, kidneytransplantation, cancer and neuro-surgery as perG.O.Ms.No.101 dated 1-12-2015 of Health, Medicaland Family Welfare (A2) Dept.
➢ The reimbursement for dependents is Rs.1.0 Lakhsfor all ailments and Rs.2.0 Lakhs for major ailments.
➢ The Scheme helps members financially up to Rs.8.00Lakhs in a financial year for family consisting ofself, wife and three children (upto 25 years) andparents and upto Rs.15.00 lakhs with the approval ofthe DGP and beyond Rs.15.00 Lakhs with theapproval of Trust Board.

The health care schemes especially Arogya Bhadratha of Telangana Police Department have been appreciated by B.P.R & D, New Delhi and the Department of Personnel & Training, Government of India.
Police departments of Maharastra , Odisha, Karnataka , Tamilnadu , Jammu & Kashmir , Chattishgarh, Uttarakhand and Madhya Pradesh states and BSF have sent their officers to study the Welfare Schemes in Telangana to implement in their organisations.
BHADRATHATELANGANA POLICE DEPARTMENT
Bhadratha started to provide social security to all the Police
personnel and their families. After bifurcation of AP Bhadratha which
is one of the Welfare wings of Police Department, Bhadratha of
Telangana Police Department had started on 02-06-2014 duly
registered under the Telangana Public Societies Registration Act. The
scheme functions under the supervision of a Managing Committee
presided over by the Director General of Police. All employees of
Police Department enroll themselves as members of Bhadratha and
contribute monthly subscription of Rs. 800/- (PC to ASI rank) and
Rs.1600/- (SI and above ranks). The subscription amounts contributed
by the members will be returned to them at the time of their
retirement with 5% interest. The membership as on today is 51,592.
Presently, Bhadratha, provides the following loans to
its members and also pays Ex-Gratia to the familiesof members who met with unfortunate death whilein service.

➢ ‘Zero’ pendency is being maintained by Bhadrathaas all the loan applications received during themonth are being processed and put up for sanctionevery end of the month and sanctioned amounts arebeing credited to the bank accounts of themembers/vendors through online.
➢Bhadratha has started extending the loan benefits tothe widows of Martyrs on par with other members tosupport the family of the bereaved members.
Currently a Website has been developed by the
Welfare Wing for the effective functioning of
Welfare Wing, Bhadratha and Arogya Bhadratha.
With the launching of this Website, the members
can do online loan process, view online nominee
and family details and get admitted in hospitals
without wastage of time.
