Why do you need to care about the NG? KP: We have a unique dual mission: Both Federal and State responses. The NG represents the militia of the states. State military response requirements and authorities that do not exist elsewhere in the DoD. We all belong to a state and territory. At the end of the day, the NG has you. There are many examples of NG assistance, but one that comes to my mind when I was younger was the flood of 1993 . The National guard was running multiple water distribution points in the flooded areas of MO. The NG helped thousands of citizens get the water they desperately needed, and you bet that people were aware of the NG after that disaster. Conclusion: Think first of the guard for response! We are America’s first military responder

Let me give you an example of dual mission. In the spring of 2001, a NY guard engineer unit was clearing and improving routes in Afghanistan. After they returned home that year, they found themselves clearing routes in NY after hurricane Irene. There are nearly 360,000 soldiers in the ARNG and we span the 54 state and territories. There are 43,000 zip codes in the US and there are ARNG soldiers in over 28,000 of those. 2,244 zip codes contain armories The guard literally permeates throughout the country and that is good because it is value added!

Barbara Mandrell of Cyber, for as long as we have had a network we have defended it. Therefore, we were cyber before cyber was cool! For less than 15 cents on every dollar the Army spend on IT the ARNG has a single domain network that spans 54 states/territories/district crossing 11 time zones and three combatant commands stretching from Guam to the tip of Maine and reaches from the Virgin Island to Alaska and everything in between. In fact the Army has reported that the ARNG IT spending is a mere 2.4% of their whole IT budget. That is pretty darned efficient. GuardNet XXI received 2 year Authority to Operate from the Army and a receipt of Authority to Connect from DISA this week. This is significant in that the ARNG has the largest accredited network managed by one entity in the Army. Greatest Risk to any network are the users. Training and effective policies are a large part of the mitigations for that risk.

GuardNet today has the capabilities the Army is planning for 2020 Who provides the service is irrelevant Maintaining the level of service we have is the issue Access to personal files is a capability that LTG Lawrence referred to in her meeting with LTG Ingram. Not only can you plug your CAC into any computer and get access to DEE and the internet from all ARNG Computers you can get to your personal shared drives. Maintain Communications capability to the States refers to the Channel of communications for reporting State training status and needs to the DOD as well as sharing the Army, Air Force and DOD requirements from the Pentagon to the individual states. (Channel of Communications) Maintaining communications capabilities within States refers to the communications capability of TAGs and Governor's to communicate with individual units, report status and command and control those units within the state (SAD and Title XXXII) Automation support for USPFO refers to the operation and maintenance of the automation system hardware and software which allows the USPFO to execute his responsibilities of behalf of the CNGB and TAG’s, while simultaneously provide required reports to the DOD, DA and DAF. Live, Virtual and Constructive Training is the Army’s process to maintain soldier and unit readiness during the inter-war period. This capability is extra important to the ARNG due to our dispersed locations and limited M-Day training time. Armory as a Docking Station refers to the capability to plug in the Tactical Systems into the network saving expensive satellite time, saving limited training time by keeping systems patched and updated between drills and allows their utilization for training during drill status, allows for realistic training across echelons from home station.

There is a niche that the guard can uniquely fill. I know this slide is busy, but it shows the critical vulnerabilities niche that the guard can fill. Federal looks out—who is looking for the threat that originates inside the U.S. The DHS is looking some, but they are not tied down to the local levels.
