1. INTRODUCTION
The BusseIton Pistol Club Inc. (BPC) has proposed the construction of an indoor pistol shooting facility to enable the club to resume its sporting activity. The BPC is willing to cooperate with the City of BusseIton and the community to ensure the longevity of the sporting club and minimise any potential impact the sporting activity has on local residents. The BPC is committed to reducing noise as much as practically possible with significant measures addressed within the design and construction of the building and in compliance with Environmental Protection (Noise) Regulations 1997.
This Noise Management Plan (NMP) was prepared for the purposes of providing the BPC a plan to manage the manner in which noise is controlled during the conduct of live fire shooting at this shooting range, so as not to impact on the amenity of adjoining or surrounding land users.

3. SITE INFORMATION
3.1 Site considerations
The site in which the BusseIton Pistol Club is located is approximately a 2 ha square block at 16m elevation with flat topography with shooting mounds from the defunct range constructed on the northern portion (Figures 1. & 2.). There is adjacent farmland to the east, north and west with a housing estate to the south east. The block contains remnant banksia/marri Class B Open Woodland 06 in the northwest and southeast corners and along the north and

east boundaries. There are also a number of tall Eastern Australian Eucalypts and several pine trees planted on the site. Although a number of the tall Eucalypts and pine trees are to be removed and part of the natural vegetation is to be removed for the required 25m Bushfire Building Protection Zone, much of the vegetation retained will act as a natural sound buffer. Site rehabilitation and tree planting is also projected to add to and improve the sound buffering quality of the vegetation.

3.2 Meteorological considerations
The winds are favourable for much of the year with regards to noise emitted from the range and its potential impact on local residents in the Ambergate estate to the south east of the BusseIton Pistol Club. For most of the year, particularly in the warmer months from November to April, winds are dominated by an easterly breeze in the morning which swings around to a steady southerly breeze in the afternoon and evenings. This characteristic pattern of wind is predicted to help minimise the sound levels reaching the residents at Ambergate. Figures 3 and 4 show annual average wind and direction.
During winter months with approaching cold fronts the winds are often calm and the air is very still before the north westerly winds blow. It is during this calm before the storm that noise levels are expected to be highest compared with ambient background noise. After the cold fronts reach the coast the strong winds swing to the south and any noise from the range will be greatly reduced and barely audible.

3. APPLICATION
The NMP applies - (1) while the occupier is the leaseholder of the venue;
(2) to shooting activities at the venue organized by the occupier;
(3) to the emission of noise from the range during shooting activities; and
(4) from the date of approval by the CEO of the City of BusseIton until expiration of the approval.
4. TYPES OF SHOOTING ACTIVITIES
4.1 Type of activities
All Club matches, open events, state and national championships, practice shooting sessions.
4.2 Types of Firearms
No firearms, other than pistols between the calibres of 0.177 to 0.45, shall be discharged on the range, as follows:
• Air pistol of 0.177 calibre — air or gas operated;
• Rimfire pistol of 0.22 calibre;
• Centrefire pistols from 0.30 to 0.38 calibre;
• Single action pistols to 0.45 calibre;
• Black powder pistols to 0.45 calibre.
4.3 Types of ammunition
Rimfire and centrefire cartridges and black powder charges, all having lead projectiles.

5. LIMITATIONS ON LIVE FIRE SHOOTING ACTIVITIES [regulation 16BA(7)(c)]
5.1 Scheduled shooting meetings and practice sessions
Live fire shooting may only occur on the range on the following days and times:
• Monday: 8.30am to 7.00pm
• Tuesday: 8.30am to 8.30pm (.22 calibre only 7.00pm to 8.30pm)
• Wednesday: 8.30am to 7.00pm
• Thursday: 8.30am to 8.30pm (.22 calibre only 7.00pm to 8.30pm)
• Friday: 8.30am to 7.00pm
• Saturday: 8.30am to 7.00pm
• Sunday and public holidays: 9.30am to 6.00pnn.
In accordance with the NMP, shooting outside the times stated above is prohibited by the club.
There is no restriction on the shooting of air pistols at any time or day on the designated air pistol range.
Shooting between the hours of 7.00pm and 8.30pm on Tuesdays and Thursdays is restricted to 0.22 calibre only. The extended hours provide extra training and coaching opportunities for club members and state team competitors on Tuesday evenings and additional access to the range for visitors and new members.
Live fire shooting is TOTALLY PROHIBITED (except as noted) on:
• Christmas Day: all day
• Good Friday: all day
• ANZAC Day: shooting permitted only from 1.00pm until 7.00pm
5.2 Special events
Where a special event that is to be open to the public is proposed to be held at the range, but the event cannot be conducted within the limits for the scheduled shooting meetings and practice sessions, the occupier is to apply to the CEO for approval of the event under regulation 18.
In the case of a special event where a high number of competitors is expected, the shooting times may be required to extend on Friday evening to 8.30pm and start times on Saturday and Sunday morning extended to 8.00am to allow sufficient time for all competitors to get through all of the relevant shooting matches.

6. MEASURES TO CONTROL NOISE EMISSIONS [regulation 16BA(7)(d)]
6.1 Access to range
In order to prevent noise emissions due to unauthorized use of the range, the access gate shall be locked at all times except during scheduled shooting meetings and practice sessions, or during a special event approved by the CEO. Only members who have been approved by the Club Management Committee shall be issued with a key for the access gates. All persons entering the range are required to sign the attendance book.
6.2 Design and construction considerations
The proposed building is to be constructed incorporating into the design significant sound reduction and sound minimising characteristics with a 150mm concrete wall design with inherent sound proofing qualities of at least 50dB. Furthermore an acoustic baffle system is to be suspended from the roof trusses and walls to be lined with a sound proofing system.
These measures considered in the design and construction will have the greatest effect on mitigating noise emitted from the shooting range and will ensure the success and longevity of the BusseIton Pistol Club.
6.3 Shooting from within special booths and from open designated positions
A majority of all live fire shooting shall be carried out from the marked positions within the sound insulated booths on all ranges.
Live fire shooting where the shooter is required to shoot from positions outside the booths is open to all calibres between 0.22 and 0.45 and the discharging of the firearm during such matches in the open on the range is not prohibited.
6.4 Information signage
Shooting days and times signage will be displayed at the entrance to the venue.
6.5 Written instruction to members
All Club members will receive a written instruction from the Club Management Committee explaining the noise issues (if any), their responsibility to maintain the noise limitation requirements, compliance with the Noise Management Plan and any relevant penalties that apply for breaches of these requirements.

7. NOTICE OF SHOOTING ACTIVITIES [regulation 16BA(7)(e)]
Notice of the program scheduled shooting activities for a season is to be published and distributed to members of the public as follows:
1. The notice is to be published via the Club's social media page, such as Facebook, showing proposed dates of shooting activities (where known) for the coming season and the contact information for noise complaints.
2. In addition to (1), the notice is to be delivered to the City of BusseIton office for public access.
3. A change to the program of scheduled shooting activities is to be published via the Club's social media page and an updated copy be provided to the City of BusseIton office for public access.
8. RESPONSIBILITIES

9. COMPLAINT RESPONSE PROCEDURE [regulation 16BA(7)(g)]
• A complaint received shall be recorded on the noise complaint form
• All complaints will be treated with due consideration and investigated and responded to as appropriate.
• The occupier will, as far as practicable, provide advice to the complainant within 48 hours as to the outcomes of the investigation and where appropriate the next step for action.
• If a complaint is made during a shooting activity the club captain will investigate and take appropriate action.
• The results of complaint investigations, details of measures taken (if applicable) and an outline of responses given to the complainant shall be recorded on the noise complaint form.

The BusseIton Pistol Club Inc. (BPC) has proposed the construction of an indoor pistol shooting facility to enable the club to resume its sporting activity. This Waste Management Plan (WMP) was prepared for the purposes of providing the BPC a plan to manage and remove waste from the site.

3. GENERAL WASTE
At present the BPC manages the minimal general waste it generates via one 240 litre kerbside style green domestic waste bin and one yellow lid recycling bin. These bins are currently managed by the Club members taking the full bins to the BusseIton Waste Transfer Station on Rendezvous Road. Due to the very minimal waste generated by the Club it has not been deemed necessary apply for collection by the City of BusseIton kerbside waste collection service. If general waste generated by the club increases significantly then the BPC will review obtaining a commercial bin via a local waste collection service.
Any recyclable items such as used targets, paper, cardboard, glass bottles and aluminum cans are to be placed in the recycling bin. Any food waste is to be wrapped and disposed of in the general waste bin along with all other non-recyclable items. Additionally any litter found on the site is to be picked up and disposed of in the appropriate bins and cigarette butts are placed in a designated container and disposed of accordingly.

4. CONTAMINATED WASTE
Contaminated waste produced by the proposed shooting facility will be in two forms i.e. lead from the shooting range and air conditioning filters.
All lead from the shooting range will be collected by the backstop behind the targets and placed in sealed containers and taken to a local scrap metal vendor for recycling i.e. J&P Metals, Sims Metal, Bunbury Metal Recycling.
Air conditioning filters will be changed by designated club members wearing the appropriate PPE (i.e. disposable hazardous materials suits, respirators and safety glasses) and will do so with care and diligence according to the manufacturer's instructions. Contaminated filters will be carefully removed and placed into appropriate sealed plastic containers then taken to or collected by an accredited hazardous waste facility i.e. Tox Free Solutions, Cleartech Waste Management, Cleanaway.
5. SANITARY WASTE
Liquid waste generated by the proposed building's kitchen, bathroom and toilet will be plumbed into an approved septic system with a diversion to two 13 metre leach drains (Figure 1.). The septic system will be monitored regularly and emptied by a local liquid waste removal service i.e. BusseIton Civil and Plant Liquid Waste, Geographe Liquid Waste.
Existing septic tanks and leach drain is to be pumped out and removed.

6. SUMMARY
The BusseIton Pistol Club recognizes the importance of a high level of waste management practices as to not impact upon the quality and aesthetic value of the surrounding natural habitat. The BPC is committed to maintaining a clean and healthy environment in which to conduct sporting activities.

As requested: The trees on the current site that are to be removed due to being inside the building envelope are Non Native to the southwest of Western Australia & have been planted. They are estimated at 60 years + in age. There is No cultural or indigenous signifigance in regards to the trees in question that I am aware of. They have also been viewed by DPAW along with the site that is to be built on & to which they had no problems with either in relation to the removal of vegetation as advised by the Busselton Pistol Club.

Due to the trees being possibly removed because of there situation in the building envelope there is no point to do any follow up actual tree risk assessment. I would possibly suggest the replanting of smaller native species once site preparation & buildings has been finalized.
*Please Note this inspection was done to the best of our knowledge using visual inspection from ground level alone & the QTRA system was not used as the trees are to be removed.
