Modifications to PIP and PPS
Increase Supplemental Disability Base from $14,286/mo to $21,429/mo.
1.1 Background
The Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act of 2010 were signed into law by President Obama on March 30, 2010. The legislation requires that the maximum contribution to a Health Flexible Spending Account be $2500 for 2013 Plan Years. The UC maximum contribution has been $5000.
Dependent Care FSA is not impacted. The maximum annual contribution remains $5000.
1.2 Objectives
Update to Health FSA annual limit for 2013.
Health and Welfare Rate updates for 2013.
Replace existing Ladder Rank Faculty file (PIP) with the 2013 version.
Increase Supplemental Disability Base from $14,286/mo to $21,429/mo.
Implementation may require a phased approach and must be coordinated with other year‐end processes and updates.
The PPS parameter for HFSA maximum can be moved with the next feasible release, preferably before Oct. 29, 2012.
Health and Welfare rate transactions should be included with the advance transactions in the year‐end processing schedule, and the Supplemental Disability limit should be included with the arrears transactions in the year‐end processing schedule.
Generally PIP modifications will need to be complete prior to the beginning of Open Enrollment (10/29) to facilitate end‐to‐end testing.

R0001 Edit Testing should be performed to insure that the CICS and batch edits that currently restrict the annual Health FSA maximum to $5000 will enforce the new $2500 limit going forward.

Test and distribute BRT update transactions.
After final 2013 H&W plan rates have been determined, HR&B will upload a comprehensive file and request that production control run PIP Job PIPRATEU that will use that file to generate BRT update transactions and deliver them to a file in MVS. The transactions should be processed into the BRT of a test instance of PPS for verification.
