The Traill County Commissioners came to order on January 15, 2019 at 8:00 a.m. with the following mem-bers present: Eblen, Nesvig, Young and Elliott. Commissioner Amb ab-sent. On motion of Nesvig, second-ed by Young and carried to approve the minutes of 01-02-19.
LIQUOR/BEER: On motion of Young, seconded by Nesvig and car-ried to approve the ON SALE ONLY liquor and beer licenses for Nasstad Acres, pending payment of property taxes.
BUDGET AMENDMENTS: On motion of Nesvig, seconded by Young and carried to approve the following budget amendments and also the expenditures over budget for 2018: Budget Amendment: Veterans Service Budget $58,774.29 amend-ed budget $67,466.93. CERTIFICATE OF APPOINT-MENT: On motion of Nesvig, sec-onded by Elliott and carried to ap-point Tom Elben, Laurel Larson & Doris Vigen to the Agassiz Valley Social Service District Board.

TREASURER: Carla Swanson, Treasurer presented her Pledge of Assets report as of 12-31-18. Com-missioner Young introduced the following resolution and moved its adoption which motion was second-ed by Commissioner Nesvig:
BE IT RESOLVED by the Board of County Commissioners that banks in the county be designated de-positories of public funds in the cus-tody of the County Treasurer and in an amount not to exceed FDIC Certificates as follows, to wit: Goose River Bank, Hillsboro, Mayville & Hatton; Aspire Bank- Hat-ton; First & Farmers Bank-Portland & Mayville; First State Bank-Buxton;
Dakota Heritage Bank- Hunt-er, Galesburg & Hillsboro (for such amounts as the county may find nec-essary.
BE IT FURTHER RESOLVED that pledges as assets in the coun-ty $1,720,000.00, Goose River Bank- Hillsboro, Mayville & Hat-ton; $459,534.40 Aspire Bank, Hat-ton; $13,685,884.00 First & Farm-ers Bank, Portland & Mayville; $1,500,000.00 First State Bank, Bux-ton; $2,305,000.00 Dakota Heritage Bank-Hunter, Galesburg & Hillsboro are hereby approved for additional deposits by the County Trea-surer in excess of FDIC Certificates $250,000 as of December 31, 2018.

HIGHWAY DEPARTMENT: LOAD LIMIT: The following individ-uals met with the Board: Corwyn Martin, Road Superintendent; Matt Lange, KLJ Engineer; Marc Connel-ly & Dan Gowan, American Crystal Sugar Company; Craig Faul, Bob Walton & Brad Darr, ND DOT. A re-quest from American Crystal Sugar Company & Transystems was filed with the NDDOT in Bismarck to raise the load limit from 105,500 lbs. to 129,000 lbs. This request affects the counties of Cass, Richland, Walsh, Pembina, Grand Forks & Traill. In
Traill County, the area affected is a ½ mile stretch on Hwy 81 from the Reynolds piling station driveway to CR25 and up to Interstate. No deci-sion was made at this time and the Commissioners will review the in-formation at their February 5, 2019 meeting.
Fuel bids will be opened on 02-05-19 at 8:35 a.m. Martin informed the Commissioners that a meeting has been set up with Grand Forks County on 01-22-19 at 11:30 at the Bee Hive in Reynolds to discuss the possibility of sharing a Truck Regu-lator.
