Desh Bhagat University, Mandi Gobindgarh came into
existence under Punjab Govt’s Desh Bhagat University
Act. The university derives its spirit of foundation from an
esteemed freedom fighter Sr. Lal Singh Ji; who fought for
the independence of India and in 1972 his efforts of
social work & his services in the freedom struggle were
recognized by awarding him with “Tamra Patra” by Govt.
of India, hence the name Desh Bhagat was
contemplated. DBU has been established with the
mission of pursuing excellence in higher education as
envisioned by Sr. Lal Singh Ji.

Gobindgarh, Shri Muktsar Sahib, Moga, Chandigarh and

DBU houses a central Library and separate Libraries in each faculty to provide its students and staff a chance to explore a world of knowledge in a conductive environment. By making accessible a rich collection of print and non – print, primary and secondary material in various disciplines, the Libraries support the academic as well as research needs of thousands of students and hundreds of academics of the university.
Key Highlights
ERP software used in the libraries for managing circulation of books is completely an automatic process which enables students and staff to search, request for, and reserve books and other reference material in the library.
Membership with DELNET and ELSEVIER (digital library)through which the students can access international and national journals of various subjects/disciplines. It promotes resource sharping among the libraries through the development of a network of libraries with the objective of collecting, storing, and disseminating information besides offering computerized services to users to coordinate effort for suitable collection development and also to reduce unnecessary duplication wherever possible.
University faculties are members of IDC (Information Dissemination Center) through which the students have access to Indian and foreign journals free of cost. All the libraries have rich collection of text and reference books, journals, magazines, audio/videos, CD Rooms, research reports, online journals, database analysis, etc. in all disciplines and in all areas of study.

Periodical & Newspaper Section:Every library holds a very rich collection of relevantperiodicals, magazines and newspaper.
Reference Service:Ready help and guidance is provided to all patronssearching for any book or other reference material within the libraries.
Xerox Facility:For the convenience of staff and students the librarieshave Xerox machines to offer xerox Facility.
Cloak Room:The Libraries have a cloak room for keeping thebelongings of the students safe while they are withinthe library premises.
Wi-Fi Internet Connectivity:The libraries are completely Wi-Fi Enabled.
Facilities Available
Located in a sylvan environment, the campus has approximately 40 lakh sq. ft. covered area in 40+ acres of land at Mandi Gobindgarh. To sprout a new breed of prudential professionals out of the students, the campus is enriched and periodically updated with the latest amenities in vogue with Wi-Fi, Hi-Tech building infrastructure, AC classrooms having all the modern communication equipments, computer labs and digital libraries etc. The computer aided language lab is for 30 students with 30 systems, one master console, Software for self-study by learners, audio -visual aids with P.A system, a Digital stereo & video system. The hostels are also fully Wi-Fi. All the basic necessities of life like medical Aid, Mini Market and Cafeteria etc. are available within the campus.
Infrastructure
In order to encourage and carry-out research in rich academic environment, a research & Development cell has been created with all necessary facilities. The cell supports the education and Research of the Students of the University though advocacy and advancement of basic and applied research. The cell is headed by Dean (research) and maintains an active and healthy interaction between the university and the industry. Research & Development cell is created with the particular aim of building capacity for fundamental and applied research in Sciences, Social Sciences, Humanities, Commerce and Management.

• No leave without the prior permission of the Director of the concerned University School is allowed.
• The names of the students absenting themselves continuously for ten days will be struck off. They will be readmitted only after
furnishing satisfactory explanation and paying readmission fee of Rs. 3500/-
• In case of loss/damage to the college property, strict disciplinary action will be taken.
• Students are not allowed to put up any notice or poster within the campus of the University.
• Following acts are strictly forbidden in the premises of the University:
a) The possession or use of firearms or lethal weapons.
b) Gambling, Smoking, Intoxication & Ragging.
• The students are required to come to the University in the prescribed dress.
• Students will have to conform to all rules, acts and laws enforced by the Government and the University. If any of the
rules or regulations of the University is violated, strict disciplinary action will be taken against him/her, even to the
extent of expulsion from the University.
• If at any stage of the course, any discrepancy is found in testimonials / documents / eligibility by the university or any other
authority, the university will not be held responsible for it. The student will have to own the whole responsibility for such lapse.
• The student National / International / NRI will have to pay the full fee of the course even if he/she discontinues at any time
during the commencement of course, as the seat so vacated is a direct loss to the University.
• Use of mobile phone is not allowed inside the class. If found guilty, the student will be punished.
• Ragging in any form in Campus/Hostels is a criminal offence. So, it is strictly prohibited.
• No political activity in any form is allowed on the University campus including the forming of association / union. Any student
indulging in any such activity may be expelled from the University.
• No outsiders are allowed in the campus without permission of competent authority; nor are the students allowed to bring in
outsiders without permissions.
• Students must carry University ID cards.
• In case of matters not covered by these rules, the decision of the Vice Chancellor will be final and binding.

a) With the direction of Hon’ble Supreme court of India, dated 8-5-2009 (in Civil Appeal No. 887 of 2009)

c) Punjab Govt. as per The Punjab Educational Institutions (Prohibition of Ragging) Act,2013 Punjab Act No. 25 of

d) Decisions taken from time to time by District level Anti Ragging Committee constituted under the Chairmanship
of Deputy Commissioner
As per the orders/ Instructions/ guidelines issued by the above mentioned authorities, the following steps are taken in
the University:
1. An Anti Ragging Committee has been Constituted at the University level.
2. Anti Ragging Squad has been constituted to ensure proper compliance of various instructions relating to
prevention of ragging in the University.
3. A monitoring cell has been established to co-ordinate the activities relating to prevention of ragging by the
students in the University Campus / Hostels.
4. Orientation programs and counseling sessions are held regularly to create a proper environment for preventing
any act of ragging.
5. Each student is required to fill his/her affidavits ONLINE. Every student must submit an Anti Ragging Form at
the time of admission in the University. This process must be repeated by every student every year (Not only the
new coming First Year student). There is no need for Notary or Stamp Paper. For this, all students and parents
will fill up the anti-ragging forms which are available on Desh Bhagat University website by following the below
mentioned steps:

submit its recommendations and report to the Registrar as expeditiously as possible, but in any case within one week of the date of complaint.
c) In case of any difficulties, the Grievance Committee shall have discussions with the Registrar before a decision is taken.d) The Registrar, as far as possible, shall be guided by the advice of the Grievance Committee unless the recommendations of the
Committee violate basic rules and norms of the Institute/University.e) Any dead-lock shall be resolved by joint meeting of Registrar, Grievance Committee & the Complainant.f) The final settlement of any grievance shall be made within a reasonable period (normally not exceeding one month) after the
recommendations are submitted to the Registrar by the Grievance Committee
Rules
Reservation PolicyDesh Bhagat University shall follow the reservation Policy of Punjab Government vide its letter No. 11/53/92-6 Edu.1/9729, 9938 dated
10.05.2002 and 15-05-2002
(A) 85% seats would be reserved for the candidates from within the State. The eligibility criteria for 85% seats will be that the candidate
must be a resident of Punjab State in terms of Punjab Government, Department of Personnel and Administrative Reforms (PP-Il
Branch) letter No. 1/3 '95-3 PPI 1/9619, dated 6th June. 1996 and letter No. 1/3/95-3 PPI 1/80. dated 1st January, 1999.
(B) 15% seats are reserved for candidates on All India basis which include the state of Punjab also. The candidates being admitted under
15% quota on All India Basis shall be eligible only for reservation provided by the constitution i.e. 25% for S.Cs./S.Ts. and 5% for B.Cs.
(C) The above clause No. (A) of resident of Punjab State shall not be applicable to the following categories of candidates:
(i) Children, wards and dependents of those regular Punjab Government Employees/Members of All India Services borne on Punjab
cadre as well as those on deputation from other State cadres with the Punjab Government/Boards and Corporations/Statutory
bodies established by or under an Act of the State of Punjab, posted outside the State of Punjab.
(ii) Children. aids and dependents of those regular Central Government employees not covered under other categories of this para (A)
with Punjab domicile, who have served for at least two years in connection with the affairs of the Punjab out of 5 years preceding the
year of entrance examination
(iii) Children, wards and dependents of those Punjab Government pensioners settled outside Punjab before 1st January of the year of
Entrance Examination.
(iv) Children, wards and dependents of military/ para-military forces personnel belonging to the state of Punjab as per record at the time of their entry into service. (Acertificate on prescribed proforma by the commanding officer of the Unit has to be furnished).
(v) Children, wards and dependents of the Ex-servicemen of military/para-military forces personnel belonging to the State of Punjab as per record at the time of their entry into service who retired on or after 1st January of the year preceding two years of the year of Entrance Examination.
(vi) However, the Punab Residence condition will not be applicable to November. 1984 Riot affected displaced persons provided they fulfil other conditions of eligibility.
The percentage of seats reserved for different categories shall be as following :(I) Scheduled Castes/Scheduled Tribes 25%(ii) Backward Classes 5 %(iii) Border Area/Backward Area (2% each) 4 %(iv) Sports Persons 2 %(v) Wards of Political Sufferers/Freedom Fighter 2 %(vi) Disabled Persons 3%
a) Blind 1%b) Deaf&Dumb 1%c) Other handicapped 1%If suitable candidates are not available in any one of these sub-categories of disabled candidates or are not found suitable for the particular course, the seats so available will be filled up by the candidates from the other sub-categories of disabled candidates.
(vii) Children/Widows of Defence Personnel 2%Children / Widows of defence personnel killed or disabled to the extent of 50% or more in action, wards of gallantry awardees. Ex-Servicernen and children of serving defence personnel/Ex-servicemen. Admission against these seats will be done according to the priorities suggested by Ministry of Defence, Govt. of India, New Delhi as per UGC website

a) The Grievance Committee will meet as and when needed but with in one week of the receipt of any complaint. However, if necessary, it may meet more frequently at the instance of the Convener or at the request of the other members to discuss the various issues received. At least three members of the Grievance Committee shall be present in a meeting.
b) If a member of the Grievance Committee is himself/herself connected with the grievance of the aggrieved individual, the concerned member of the Grievance Committee shall not participate in the deliberations regarding that individual's case.
c) If the aggrieved person happens to be a member of the Grievance Committee, then he shall not participate in the deliberations as a member of the Committee when his/her representation is being considered.
Periodicity and attendance at meetings
1. The complaint will include any supporting evidence of the complainant's case, such as relevant documents, and the names of possible witnesses, including a brief description of their testimonies.
2. The complainant must provide the respondent (s) with copies of all documents presented to the Grievance Committee.3. The respondent is given two working days to present his/her written reply to the grievance, with any supporting evidence of his/her
case, such as relevant documents, and the names of possible witnesses, including a brief description of their testimonies.4. Since this procedure relies on voluntary submission of all parties involved, if the respondent rejects the participation of the Grievance
Committee, he/she will do so in writing to the Grievance Committee In this case, the Committee will formally notify the complainant of the said intention and relinquish all duties related to the issue.
5. If the respondent agrees to the Grievance Committee's participation, and after receiving supporting evidence from all parties, the committee will set the dates within two working days to hear each party's case and review any evidence.
6. After meeting all parties and reviewing all supporting evidence, including testimonies from witnesses, the committee will meet to review, discuss, make decisions and provide specific suggestions related to the situation.
Procedure
The recommendation for final settlement will be submitted to the Registrar by the Grievance Committee.
The committee will communicate its decisions/suggestions to all parties in the meeting. An attempt is made for all parties to agree to the
solution(s) the Committee suggests. If all parties agree to the suggestions, the Committee assumes that the grievance is then closed and
informs all parties of this in writing. Any party, if not satisfied, has the right to oppose the committee's position and can present written
arguments against it to the Registrar within two (2) working days of the meeting where the suggestions were submitted.

(x) Widow/Divorced Women 2 %1. In all the Courses where the number of seats is more than 50, the above Reservation categorization will be followed.2. The reservation of seats in departments where the number of seats is 20 or above but upto 50 the following categories will be
clubbed. The seats will be allotted according to the order of merit. The clubbing of categories is given below:a. Border Area/Backward Area 4 %b. Disabled persons/Widows/Divorced Women. 5%c. Children/Widows of Defence personnel! Para-military Personnel. 4%d. Wards of Political Sufferers/Freedom Fighters/Riots Affected. 4%
3. The reservation of seats in a department where the number of seats is below 20, the following categories will be clubbed and the seats will be allotted according to the order of Merit. The clubbing of categories is given below:a. Border Area/Backward Area/Disabled Persons. 7%b. Wards of Political Sufferers/Freedom Fighters/Children/Widows of Defence Personnel/Children/Widows of Para-
military Forces Personnel/Riots Affected/Widows/Divorced Women. 10%
4 In all Courses 2%Additional seats are reserved for sports persons. Where the number of seats comes to less than one, at least one seat willbe reserved for sports persons.
