PRELIMINARY QUESTIONNAIRE

Complete the business licenseassessment sheet & preliminaryquestionnaire. These documents, that canbe obtained from the Finance Office oronline, will assist our staff in preparingyour new business for operation.

FIRE INSPECTOR

The fire inspector will also need toinspect the site. The inspector willensure that your building meets the CityFire Code.

The following steps required to recieve aCity of Wheeling Business License. It's our

intent to make this process as easy aspossible. This brochure will walk you

through the required procedures to getyour business going.

2ZONING OFFICER

The City of Wheeling Zoning Officer islocated in the City-County Building. TheZoning Officer is required to make sure yourbusiness is located in the proper zone, hasadequate parking and code-compliant signs.If you are applying for an alcohol license,your application will have to be approved byCity Council. The Zoning Officer will assistyou in the process.

3BUILDING & ELECTRICAL INSPECTORS

Depending on your questionnaire results, youmay be directed back to the Finance Office.However, if the business requires construction,your next step will be scheduling an appointmentwith the City of Wheeling Building Inspector.Schedule by calling 304-234-3601. You can alsoschedule an appointment with an ElectricalInspector by calling the same number. TheElectrical Inspector will visit the site to assesscurrent electrical layout and/or any electricalupgrades that are needed.

5HEALTH INSPECTOR

This is for food-oriented establishments.The inspector will check to see that yourbuilding meets State of West Virginiahealth codes for restaurants.

6POLICE CHIEF

This is if your business serves alcohol.The Police Department will conduct theproper background checks requiredprior to the opening of a newestablishment that serves alcohol.

7FINAL INSPECTION

After approval from all parties above, afinal walk-through of your business willneed to take place by the Building,Electrical, & Fire Inspectors. This shouldbe scheduled with the FinanceDepartment by calling 304-234-3653. Finalinspections for new businesses take placeon Thursday mornings. Once signatureshave been obtained, return the completeform to the Finance Office in room 115.
