FUSC NOTICEFor the 3rd Quarter of 2020 the Federal Universal Service Charge (FUSC) contribution factor will increase from 19.6% to 26.5%. This will result in an increase in the charge that appears on your monthly telephone bill. The factor is applied to services designated as interstate by the FCC and changes from time-to-time based on the needs of the federal universal service fund. The federal universal service fund was established and is maintained to ensure that all consumers, regardless of location, have access to essentially the same telecommunications services at affordable prices. RESOLUTION ADOPTION OF ANNUAL BUDGET FOR Lyman County Ambulance District
Whereas, SDCL 334-11A-18 through 34-11A-32 provides that the Board of the Ambulance District shall each year prepare an annual estimate of the probable expense for carrying out the ambulance service program for the District, and
Whereas, the Board of the Ambulance District did prepare an annual estimate, and
Whereas, due and legal notice has been given to the meeting of the Board of the Ambulance District for the consideration of such annual estimate and all changes, eliminations and additions have been made thereto.
NOW THEREFORE BE IT RESOLVED, That such annual estimate as amended and all its purposes, schedules, appropriations, amounts and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATION AND EXPENDITURES FOR LYMAN COUNTY AMBULANCE DISTRICT for calendar year beginning January 1, 2021, and ending December 31, 2021, and the same is hereby approved and adopted by the Board of Directors of Lyman County Ambulance District, this twenty-sixth day of May, 2020. The Annual Budget so adopted is available for public inspection upon request. The accompanying
taxes are levied by Lyman County Ambulance District for the year January 1, 2020, through December 31, 2020.

A M B U L A N C E OPERATIONS: The board had requested information on whether charges can be assessed to refusals or “no patient found.” Amanda Comp reported that transportation is necessary for collection. Equipment is up and running well with no foreseeable major expenses. Both ambulances are now identically equipped. SD Division of Emergency Medical Services is holding weekly COVID-19 meetings to provide updates on procedures, guidelines and equipment. Radio tower upgrades are due to be online by 2025. The State will maintain the system but it is possible the Ambulance District will be a charged a fee for the ambulance-based radios. Lyman EMS Association is working on starting up training again.
BOARD RESIGNATION & APPOINTMENT: Don McManus offered his resignation
from the board of directors effective June 1, 2020. MOTION: Don McManus moved, Jody Jessop seconded, to accept Don McManus’ resignation, effective June 1, 2020, and to appoint Abby Bacon to the unexpired term of Don McManus on the Lyman County Ambulance District board of directors and the Missouri Valley Regional Ambulance District, effective June 1, 2020. Voting aye: Kenzy, McManus, Jessop. Motion carried. MOTION: Jody Jessop moved, Mark Kenzy seconded, to adopt the following resolution of appreciation: “Be it hereby resolved, that the Board of Directors, on behalf of the citizens of Lyman County Ambulance District, do hereby express earnest thanks and appreciation to Don McManus for his twelve years of valued and constructive service in the interest of the Lyman County Ambulance District.” Voting aye: Kenzy, Jessop. MOTION: Don McManus moved, Mark Kenzy seconded, to elect Jody Jessop vice-president. Voting aye: Kenzy, McManus, Jessop. Motion carried.
