In 1932, a year before Hitler and Roosevelt came to power, the Harrimans helped toorganise the Third International Congress on Eugenics at the American Museum ofNatural History in New York. . . . These wealthy American families, like theircounterparts in Britain, feel themselves to be racially superior and they wish to protecttheir racial purity. The aim of the eugenics movement was, and is, to create a Master Race by thesterilisation and forced birth control of those races considered 'inferior'.

The International Congress of Eugenics in New York in 1932 tackled the 'problem' (as

they saw it) of African-Americans and other 'inferior' stock reproducing and expandingtheir numbers. It was decided that the way to deal with this 'danger' to the higher races(themselves) was through sterilisation and 'cutting off the bad stock'.

The Congress was dedicated to the work ofAverell Harriman's mother and Averell didhis best to support the proceedings. He personally arranged for the Hamburg-AmerikaShipping Line (controlled by himself, George Walker and Prescott Bush) to transportNazis from Germany to New York so they could take part in the Congress. The bestknown of them was Dr. Ernst Rudin, a psychiatrist at the Kaiser Wilhelm Institute forGenealogy and Demography in Berlin. There he occupied an entire floor with his eugenics'research', and all of this was made possible by funds provided by ... the Rockefellers.

Dr. Rudin was unanimously elected president of the International Federation ofEugenics Societies at the New York Congress, and this was, in part, a recognition of hiswork as a founder of the German Society for Race Hygiene.

hearings on the Johnson Act, the immigration Act which began the policy of nationalimmigration quotas.

Such initiatives became a terrible trap for the Jews in the late Thirties. The Johnson Act

ultimately resulted in the exclusion from America of the Jews attempting to flee NaziGermany and its racial laws - laws inspired by Laughlin, Rudin and other eugenicists.The exclusion of the Jews was no accident. The Johnson Act, the American law, was, likethe Nazi laws, intended to keep a nation Nordic:

Robert Moses to follow a policy of letting Harlem deteriorate. (See Robert Moses andthe Fall of New York., Robert Caro) It was then possible for the next governor, NelsonRockefeller, to speak of the dreadful conditions in Harlem and the need for contraceptionand abortion as a solution for the problems of the people trapped there. Hence, in theSixties, abortion, a eugenic goal, came to be seen as "progressive" in New York State. Inthe early Seventies, Nelson Rockefeller signed one of the first state law allowingwidespread abortion, and the Rockefeller family gave money for the first legal abortionfacility in New York State. In the Eighties, Pamela Harriman, GovernorHarriman'sEnglish widow, used his money to fund the Democratic Leadership PAC, which helpedmake support for abortion a requirement for advancement in the Democratic Party.(12)(Ironically, the Harriman money, which was obtained as a consequence of the

extinguishing of Indian land titles, was dissipated in Pamela Harman's project toextinguish American rights. Eugenics would have been so much bizarre parlor talk had it not been for extensivefinancing by corporate philanthropies, specifically the Carnegie Institution, theRockefeller Foundation and the Harriman railroad fortune. They were all in league withsome of America's most respected scientists from such prestigious universities as

Stanford, Yale, Harvard and Princeton. These academicians espoused race theory andrace science, and then faked and twisted data to serve eugenics' racist aims.

Stanford President David Starr Jordan originated the notion of "race and blood" in his1902 racial epistle "Blood of a Nation," in which the university scholar declared thathuman qualities and conditions such as talent and poverty were passed through the blood.

In 1904, the Carnegie Institution established a laboratory complex at Cold SpringHarbor on Long Island that stockpiled millions of index cards on ordinary Americans, asresearchers carefully plotted the removal of families, bloodlines and whole peoples. FromCold Spring Harbor, eugenics advocates agitated in the legislatures of America, as well

as the nation's social service agencies and associations.

The Harriman railroad fortune paid local charities, such as the New York Bureau ofIndustries and Immigration, to seek out Jewish, Italian and other immigrants in New Yorkand other crowded cities and subject them to deportation, confinement or forcedsterilization.

The Rockefeller Foundation helped found the German eugenics program and even fundedthe program that Josef Mengele worked in before he went to Auschwitz.

Much of the spiritual guidance and political agitation for the American eugenics

movement came from California's quasi-autonomous eugenic societies, such as Pasadena'sHuman Betterment Foundation and the California branch of the American EugenicsSociety, which coordinated much of their activity with the Eugenics Research Society inLong Island. Walter S. Carpenter, Jr. had been chairman of the finance committee of the Du PontCorporation (1930-40).
