2010 Building Permit Activity Annual Report
The following is the 2010 year-end summary report for Building Permits (BP) issued and overall construction activity that took place in the City of Burlington during the past construction year: Last year, we witnessed a significant rebound in construction activity and associated volume of building permits. There was solid rejuvenation of the residential housing construction market, a trend that started in the fourth quarter (Q4) of 2009. The non-residential sector remained steady in terms of construction activity and building permits, particularly in the commercial and institutional categories.
Volume (Number of BP):
Overall, a total number of 1,577 building permits were issued in 2010 compared to 1,324 in 2009; a considerable increase of 19% in volume.
A solid 608 residential units were created in 2010 compared to 351 units in 2009; a major increase of 73%.
There was a solid increase (38%) in the number of residential permits issued in 2010, although the apartments category witnessed a small decrease (-9%) in volume over the previous year.
Activity in the industrial/commercial/institutional sector (ICI) remained for the most part steady but was not uniform across the board.
On the applications side, a total number of 1,561 building permit applications were received in 2010, which is an increase of 12% in volume compared to 2009.
In summary, the number of building permit applications received in 2010 reflects the economic recovery.
Construction Value:
Total construction value for building permits issued was $358,665,446; a 19% increase compared to 2009.
The residential sector witnessed an increase of 33% in construction value over the previous year. This increase was not uniform across all categories. It was also a major rebound given the 36% decrease that took place from 2008 to 2009.
There was a 12% year-to-year drop in construction value in the category of apartment buildings, including condominiums and renovations.
On the non-residential side, the ICI sector had a small overall increase of 2% compared to 2009; an improvement given the 33% decline witnessed last year compared to 2008.
In the ICI sector, construction value almost doubled compared to 2009. In the miscellaneous category which includes agricultural, designated structures, site services, plumbing, heating and tent permits.

2011 Forecast:
Looking forward, it is anticipated that the economic recovery will remain on track, and that we will continue to witness a steady increase in construction activity and associated building permits in 2011, both in the residential and ICI sectors.
Building permit applications for renovations and additions are expected to continue to grow across the board as we continue to move forward towards more infill developments and intensification.
