As the Nation’s principal conservation agency, the Department of Interior has responsibility for most of our nationally owned public lands and natural resources. This includes fostering economic use of our land and water resources, protecting our fish and wildlife, preserving the environmental and cultural values of our national parks and historical places, and providing for the enjoyment of life through outdoor recreation. The Department assesses our energy and mineral resources and works to assure that their development is in the best interest of all people. The Department also has a major responsibility for American Indian reservation communities and for people who live in Island Territories under U.S. administration.

It is our intent to increase the public’s awareness of BLM issues, activities and opportunities, as well as generating ideas and comments from those who may be affected by our multiple-use management programs. Project Update is organized by resource area, and within each resource area by type of project. Additional information can be obtained from the BLM staff listed as contacts. The Salem District welcomes new District Manager Aaron Horton.

“Mr. Horton comes to Salem with 29 years of BLM experience,” said Oregon/Washington State Director Ed Shepard. “He has an extensive background in forming partnerships with state and federal resource management agencies and other stakeholders through collaboration and the pursuit of common interests.”

Mr. Horton began his career as a forester in BLM’s Roseburg District in 1978. He transferred to BLM’s New Mexico State Office as a Land Information System Evaluation Specialist in 1987. He returned to Oregon in 1990 to work as Assistant Field Manager, and later, as Chief of Operations for BLM’s Medford District. He served as acting Branch Chief in the Division of Resources in BLM’s Oregon State Office in 2001; and as acting Deputy Assistant Director for Renewable Resources and Planning in Washington DC in 2003. Most recently he served as Field Manager for the Milwaukee, Wisconsin Field Office.

Mr. Horton graduated with a Bachelor of Science degree in Forest Management from the University of California, Berkeley, in 1973. While at the University, he worked with a US Forest Service hot shot fire crew in Southern California. Upon graduation from U.C. Berkeley, he joined the Peace Corps as a forester in Nicaragua and Colombia.

“I am excited about returning to Oregon and working with forestry issues,” said Mr. Horton. “The natural resources on the Salem District present many management opportunities and I want to see the BLM succeed in achieving our management objectives. I look forward to leading the Salem District.”

Mr. Horton is married. He and his wife Pam and their Rhodesian Ridgeback, Maggie, have relocated to south Salem. Their daughter, son-in-law, and grandson live in Medford, Oregon.

Current projects are described in Tables 1 – 4. Fiscal Year 2007 timber sales are described in Table 5

Explanatory comments concerning Tables 1-4: Projects are organized by project type, project name/description, location, planning status, and contact person. A project may include the following stages:

Developing Proposed Action -A site-specific proposal, called a proposed action, is developed to move the existing condition of an area towards a desired condition or result.

Scoping -Public comment is sought on the proposed action. Comments are used to refine the proposal, or to identify issues which will define the scope of analysis and alternatives to be considered.

Developing Alternatives -A range of alternatives is developed based on the issues raised during scoping, while addressing the purpose and need for the project.

Analyzing Effects - The effects of implementing the alternative(s) are determined and documented in an EIS (Environmental Impact Statement), EA (Environmental Assessment), CX (Categorical Exclusion), or DNA (Determination of NEPA Adequacy).

Comment Period - Comments are generally sought for 60 days on a draft EIS, and for 30 days on an EA, and FONSI (Finding of No Significant Impact). There are no established comment periods for a CX or DNA. Comment periods are established commensurate with the anticipated level of public interest.

Notice of Decisions - Notice of decisions from an EIS and EA will be published in a newspaper in the area where the lands affected by the decision are located. They will be sent to those who have requested such notices. Notices of decision from an EIS will also be published in the Federal Register. Notice for projects which qualify as a CX or DNA will be available for public review at the appropriate field office.

What’s Next in the Western Oregon Plan Revision Process?

The draft resource management plan and environmental impact statement will be released for the 90-day public review and comment period on August 3. There will be numerous opportunities for public input. The Salem District has scheduled a series of open houses for the public in September. The dates and locations are as follows: September 6, Salem District Office; September 11, Corvallis, LaSelle Center; September 18, McMinnville Community Center; September 20, Molalla Public Library, and September 25, Tillamook Public Library. The time of each meeting will be announced at a later date and will also be on the Internet web page http://www.blm.gov/or/plans/wopr.

After public comments have been considered, a proposed resource management plan and final environmental impact statement will be issued in March 2008. A record of decision for each district will be issued by July 2008.

The BLM maintains an extensive plan revision mailing list (both postal and electronic). Materials are available in printed format, on CD, or over the Internet. A summary document is also available for review.
