This series of bulletins is supplemented by a single bulletin in which the results for the entire country are summarized by states and territories. This bulletin, prepared under the direction of Mr. WILLIAM 0. HUNT, chief statistician for population, is one of a series of bulletins which show by sex the number of persons of school age, the number of males of militia age, the number of males of voting age, and the number of foreign born males 21 years of age and over, classified by citizenship, for the several states and territories, ar­rangecl in groups, as follows :

bulletin in which the results for the entire country are summarized by states and territories.

CP lSM

A distribution of the number of persons of school, militia, and voting ages, classified by sex, general nativity, and color, is given in tables 1 to 5, for each of the 7 states and territories included in group 2. A similar distribution, covering the same states and tenitories, is given for each city having a population of 25,000 or more, in tables 6 to 1 O; for each county, in table 11; and for each place having 2,500 inhabitants or, more, in table 12.

Similarly, for the same states and territories, the males of voting age are further classified by general nativity, color, citizenship, and literacy, by states and territories, in tables 13 to 16; for cities of 25,000 inhabitants or more, in tables 17 to 19 ; and by counties, in table 20.

In several of the tables contained in this bulletin, there are certain designations used which require some explana­tion. The designation "native white-native parents" comprehends all native white persons having either both parents native born, one parent native born and one parent unknown, or both parents unknown, while the d~signation "native white-foreign parents" comprehends all native white persons having either one or both parents foreign born. PERSONS OF SCHOOL AGE.

The designation ''persons of school age" inclndes, for census purposes, all persons from 5 to 20 years of age, inclusive, although there is but little uniformity in the age limits prescribed by the several states and territories.

The number of persons of school age, in each of the 7 states and territories considered in this bulletin, is pre­sented in detail by sex, general nativity, and color, in tables 1 to 3. Table 21, which follows, shows for the same states and territories the proportion of this class who are either native or foreign born.

In all the states and territories comprising this group by far the larger proportion of persons of school age are of native birth, the largest percentage of foreign ~orn, with the exception of Hawaii, being shown for Illinois, or 6. 4

per cent. In I-fawaii foreign born persons of school age constitute 25.1 per cent of all the persons of school age in 1900.

'The proportion of native and foreign white and colored persons of school age in 1900 in each state and territory under consideration is shown in table 22.

In Delaware substantially two-thirds of the total number of persons of school age in 1900 are native whites of native parent~ige, while a little less than one-fifth are colored, and a little more than one-eighth are native whites of foreign parentage. In Idaho 61 per cent are native whites of native parentage and nearly 33 per cent native whites of foreign parentage, these two elements together constituting more than nine-tenths of the whole number of persons of school age in the state. In the District of Columbia, Florida, and Georgia practically one-half of all the persons of school age are native whites of native parentage, while the colored element represents very. nearly one-half of the whole in Florida and Georgia, and f!ibout one-third in the

District of Columbia. More than nine-tenths of all the persons of school age in Illinois are native white, those of native parentage constituting somewhat more than one-half and those of foreign parentage two-fifths of the whole number in 1900. In Hawaii very nearly three-tenths of all the persons of school age in 1900 aTe colored, being principally Chinese and Japanese, while native white persons of native parentage constitute 37. 9 per cent, native white persons of foreign parentage 26. 8 per cent, and foreign white persons 5. 8 per cent. 'J.1he white ele­ment of the population of school age in Hawaii in 1900

includes, for census purposes, 13,652 Hawaiians and part Hawaiians, 10, 114 Caucasians, and 61 South Sea Islanders.

MALES OF MILITIA AGE.

The natural militia ages are from 18 to 44 years, inclu­sive, and the number of males between these ages in the 7 states and territories urider consideration is presented in' detail by general nativity and colo1· in table 4. The males of militia age in these states and territories in 1900 are distributed by percentages, according to whether they are native or foreign born, in table 23.

the colored element in this territory being composed, as before stated, almost wholly of Chinese and Japanese. In Florida and Georgia nearly one-half, in the District of Columbia nearly one-third, and in Delaware about one­sixth of all the males of militia age in 1900 are colored, persons of negro descent comprising practically all of this element in each case. In Illinois and Idaho the colored element is small, but in each of these states foreign white males constitute a very considerable proportion of all males of militia age in 1900, or more than one-fourth in Illinois and about one-fifth in Idaho.

The white males of militia age in Hawaii in 1900 con­stitute one-fifth of the whole number and incJude, ,,,for census purposes, 7, 3 6 9 Hawaiians or part Hawaiians, 7,055 Caucasians, and 129 South Sea Islanders.

MALES OF VOTING AGE.

The number of males of voting age, that is, all males 21 years of age and over, in each of the 7 states and terri­tories included in group 2, is presented in detail by general nativity and color in table 5. The relative proportions o:f native and foreign born males of voting age in these states and territories, based upon the returns of the Twelfth Census, are given in table 25.

Of the whole number of males of voting age in 1900 one-third of those in Illinois, and between one-fourth and one-third of those in Idaho, are foreign born. In Dela­ware and the District of Columbia this same element con­stitutes about one-eighth, and in Florida about one-twelfth of the whole num1)er of males of voting age. In Hawaii, however,· over four-fifths of the males of voting age are foreign born, principally Chinese and Japanese. In Georgia upwards of 98 in every 100 males of voting age are native born.

Classifying the potential voters as native and foreign white and colored, the following percentages are obtained in table 26.

With the exception of Hawaii, there is no state or terri­tory in this group in which less than 40 per cent of the males of voting age in 1900 are native whites of native parM entage, this element comprising 61. 6 per cent in Delaware and 52. 7 per cent in Georgia. In Illinois foreign white males constitute 33. 3 per cent, and native white males of foreign parentage 22. 6 per cent of all males of voting age, these two elements combined constituting more than one­half of all males of this class in 1900, while in Idaho these same two elements represent nearly one-half of the total number of males of voting age in that state. In Floricla and Georgia the colored males of voting age constitute a little over 44 per cent of the whole number of males of voting age in 1900, while in the District of Columbia they represent 28 per cent, and in Delaware 15. 6 per cent, this element being composed, in each case, almost wholly of persons of negro descent. In Hawaii colored males of voting age constitute 75.4 per cent of all males of voting age in 1900, but in this territory the colored element is practically all Chinese and Japanese. White males of

voting age in Hawaii in 1900 include, for census purposes, 10, 101 Hawaiians and part Hawaiians, 9,250 Caucasians, and 225 South Sea Islanders.

The number of males of voting age are classified accord­ing to literacy, in detail, by general nativity and color in tables 13, 14, and 15, and from these tables are derived the percentages of literate and illiterate males of voting age shown in tables 27, 28, and 29, respectively. There is only a comparatively small percentage of illit­erates among males of voting age in Illinois, Idaho, and the District of Columbia, but in the remaining states and territories of this group the percentages are somewhat larger, or 14 per cent in Delaware, 22.1 per cent in Florida, 31.6 per cent in Georgia, and 34.4 per cent in Hawaii. These large percentages of illiterate males of voting age in Delaware, Florida, and Georgia are due in good part to the presence among the males of voting age of a large number of illiterate persons of negro descent, and in Hawaii of illiterate Chinese and Japanese.

In Georgia, Florida, and Delaware, there is also a con­siderable illiterate element among native white males of voting age who are of native parentage, the percentage in this class being in Georgia 12 .1 per cent, in Jnorida 8. 6

per cent, and in Delaware 8 per cent. Illiterate foreign white males of voting age constitute in Delaware 17.6 per cent, and in Hawaii 39.3 per cent, of the whole number of foreign white males of voting age in 1 ~00.

The illiterate white element of the population of voting age in Hawaii in 1900 includes, for census purposes, 657 Hawaiians and part Hawaiians, 2, 545 Caucasians, and 133 South Sea Islanders.

Foreign born males of voting age are distributed accord­ing to citizenship and literacy in table 16, and from the figures therein presented is derived table 30, showing the ln·oportion of foreign born males of voting age in 1900 who are naturalized or who have taken out first naturaliza­tion papers.

There are 6, 816 foreign born males of voting age in 1900 in Delaware, and of this number 60. 4 per cent are reported as being naturalized. Of the 10, 101 foreign born males of voting age in 1900 in the District of Colum­bia, 67.1 per cent are naturalized, and of the 11, 736 males of this class in Florida, 45.1 per ·Cent are naturalized. born males of voting age, and in each of these states over one-half are naturalized. There are 468, 882 foreign born males of voting age in Illinois, of which more than two­thirds are naturalized. In Hawaii, on the contrary, the naturalized constitute only 1. 8 per cent of the foreign born males of voting age in that territory in 1900, this being due to the presence of a large number of alien

percentage of aliens reported for any of the states and territories included in this group.

There is a considerable proportion of illiterates among the alien element in these 7 states and territories, as in­dicated by table 31.
