The West Michigan Construction Alliance (WMCA) is a 501(c) (6) non-profit organization. It’s a construction labor-management partnership composed of contractor organizations, signatory contractors, organized labor and affiliate members. The WMCA is committed to a program of quality craftsmanship and professional contracting across all construction crafts.

The WMCA was formed in July 2003. The service area of the WMCA includes approximately 23 counties in and around Battle Creek, Grand Rapids, Kalamazoo and Muskegon.

The primary purpose of the Alliance is to promote and market the advantages of the organized construction industry in West and Southwest Michigan. To achieve this purpose, the WMCA, its constituent members and workers are committed to:

1) Achieving a better understanding of the needs of our customers and enhancing the quality of our services through continuous improvements.

2) Establishing and providing a forum for all segments of West and Southwest Michigan’s organized construction community to facilitate more cooperative, productive and safe work environments for the benefit of all construction alliance members, workers and customers.

3) Publicizing and promoting the many services and benefits that the West and Southwest Michigan organized construction industry provides to both its customers and communities.

The question is perhaps best answered by Michael H. Shuman, author of Going Local. As Shuman writes, “Going local does not mean walling off the outside world. It means nurturing locally owned businesses which use local resources sustainably, employ local workers at decent wages and serve primarily local consumers. It means becoming more self-sufficient and less dependent on imports. Control moves from the boardrooms of distant corporations and back into the community where it belongs.”

Significantly more money recirculates in West Michigan when consumers choose to support our locally owned businesses. Unlike their national competition, locally owned businesses regularly purchase from other local retailers, manufacturers, service providers and farms. A Project Labor Agreement (PLA) is a prehire contract between construction labor and management that governs pay rates, benefits, work rules, and dispute resolution. A PLA generally assures a qualified, skilled workforce for an owner, and provides an owner and contractor with certainty when it comes to workers’ wages, shifts, safety standards and nostrikes or lockouts. Large Michigan based construction contractors and endusers like American Electric Power, Barton-Malow, Christman, Clark Skanska, Kellogg Community College, and Walbridge often insist on using PLAs for their projects because PLAs provide a level of certainty. When contractors go to bid on a project, a PLA provides them with a ready, skilled labor force, an understanding of how much overtime will cost, workforce shift flexibility, a workforce that has been through standardized safety training and drug testing, and the assurance of no labor disruptions. Oftentimes, having certainty on those issues doesn’t cost extra, but saves contractors and owners money.

Final installation of the permanent stair tower at IUOE 324 Training Facility in Howell, MI. The stair tower was a donation from the Ford Wixom plant and was dis-assembled, moved and re-assembled by apprentices and journeymen from IUOE 324 and Ironworkers Local 25.

In 2013, IUOE 324, Ironworkers Local 340 & 25 received funding from the State of Michigan to train and certify operating engineers and ironworkers in High Angle Resue & Recovery.

The training is available through apprentice-ship and journeymen upgrade training.

Responsible contracting policies help municipalities, public schools, colleges, and universities reduce the risk of contract failure and ensure that contractors have a track record of providing employees with living wages and benefits. Responsible contracting policies establish a basic set of qualifications that all firms must meet in order to bid on public construction or private construction projects that:

• receive public funding,• require public approvals, or• benefit from public investment.

Responsible contracting can be achieved through ordinances or laws, regulations, or administrative policies. Moreover, strong policies require general contractors to incorporate these components into their agreements with subcontractors.
