Today, the government is trying to the best ofits ability to exploit as many water sources aspossible for adequate supply of irrigation waterto all the regions where water is scarce, especiallyto the three arid regions in central Myanmar:Sagaing, Mandalay and Magway divisions. Inthat case, it is implementing extensively dam,river water pumping and underground watertapping projects throughout the country.

In spite of having a large area of arable lands,Magway Division was not in a position to growcrops as many acres as it should be due to the factthat it had to rely mainly on rainwater for theagricultural purpose. Unlike in the past, thedivision’s sown acreage is on the remarkableincrease now as a result of a growing number ofirrigation facilities. This year, it grew over 800,000acres of monsoon paddy, and over 160,000 acresof summer paddy is on target.

Khinmon Dam near Khinmon Village inYesagyo Township, Pakokku District, wasinaugurated on 24 January. Magway Divisionhas seen 44 irrigation facilities, thus increasingits irrigated acreage to more than 260,000.

Now, Pakokku, Yesagyo, Pwintbyu andMyaing Townships in Pakokku District aremaking a good progress in growing paddy, cotton,sugarcane, beans and pulses and edible oil cropsthanks to the new irrigation facilities.

On completion, the ongoing multipurposedam projects along the Mone Creek will be ableto boost irrigation of farmlands, generation ofhydroelectricity, and greening the regions.

Up to now, 218 dams including KhinmonDam have been constructed the length andbreadth of the nation. Therefore, localorganizations, farmers and local people have toboost agricultural production by cultivatingsummer paddy and crops on a wider scale witheffective use of irrigation water.

US soldier shot dead in northof Baghdad

TIKRIT, 31 Jan — An Iraqi militant shot dead a USsoldier and wounded another at a town in Salahudin Prov-ince on Friday, a provincial police source said. “Osama Hashim, a young man fetched his AK-47 as-sault rifle from his house and opened fire in the after-noon on US soldiers who dismounted their patrol’s vehi-cles in front of his house in the town of Baiji, some 200km north of Baghdad,” the source told Xinhua on condi-tion of anonymity. The US soldiers fired back and killed Hashim beforethey stormed his house and detained his brother inside,the source said. The reason behind the incident is un-known yet, the source added. A US military statement confirmed the incident, butsaid that one of its soldiers has been injured and an Iraqiis dead after shooting incident in Baiji. The statement also said that US soldiers detained an-other Iraqi after the attack by a young man who openedfire on a US foot patrol.—Internet

Calif cop who killed man pulledwrong gun

OAKLAND, 31 Jan — The transit officer who shot and killed an unarmed manmay have mistakenly pulled his service pistol instead of a stun gun, his lawyersaid on Friday.

Defence attorney Michael Rains made the argument during a bail hearing for27-year-old Johannes Mehserle. Alameda County Superior Court Judge MorrisJacobson later set bail at $3 million.

Jacobson said he set the high amount in part because he considered Mehserlea flight risk after the former officer fled to Nevada during the initial investiga-tion.

Mehserle was being held Friday at Santa Rita Jail in Dublin. It was not im-mediately clear if he would be able to post bail.

Mehserle has pleaded not guilty to one count of murder in the death of 22-year-old Oscar Grant, who was killed early New Year’s Day. Cell phone videosof the incident, widely viewed on the Internet, showed the officer standing overGrant as he was lying facedown on an Oakland train platform and firing oneshot into the man’s back.

Grant died of a gunshot wound to his torso.Rains argued Friday that witness accounts indicate that Mehserle meant to

draw his Taser, but instead pulled his pistol. The lawyer blamed inexperience bythe young officer, who joined the department in March 2007 and passed hisTaser user certification test on 3 Dec.

MOSUL, 31 Jan — The former Iraqi army officerdecided to run in provincial elections to improveMosul, his violent hometown. Instead, the Sunni fa-ther of four was gunned down days before the vote,the latest example of the dangers facing candidatescampaigning openly for the first time since the col-lapse of Saddam Hussein’s regime.

Hazim Salim al-Zaidi, 51, was among three Sunnicandidates killed two days ahead of Saturday’s elec-tions. US officials hope the balloting will give theSunnis a fairer share of power and thus undermine theappeal of the insurgency.

More than 14,000 candidates are running for 400seats on provincial councils nationwide.

MOSCOW, 31 Jan—Russia on Fridaylaunched its first carrierrocket of 2009 to send aresearch satellite intospace, the Itar-Tass newsagency reported.

The Cyclone-3 carrierrocket, with a Coronas-Photon satellite atop,blasted off from thePlesetsk space center innorthwest Russia on Fri-day afternoon, AlexeiZolotukhin, chief of thespace force informationand public relations serv-ice, was quoted as saying.

The Coronas-Photonsatellite will be used tostudy the internal struc-ture of the sun and the

nature of solar flares. The launch, initially

scheduled for Thursday,was delayed until Fridayfor technical reasons.

The Cyclone-3 three-stage liquid-propellantrocket was developed in1977 on the basis of theintercontinental ballisticmissile R-36. A total of121 launches of the rockethave been carried out dur-ing flying tests and inregular operations.

LONDON, 31 Jan—A man who injured himself in afailed suicide attack on a restaurant in Britain has beenjailed for life on Friday, and ordered to spend at least18 years behind bars.

Nicky Reilly, 22, accidentally set off a home-madenail bomb in a toilet cubicle as he prepared to targetmore than 30 diners and staff in a restaurant in Exeter,southwest England.

Described during his trial as the “least cunning” per-son ever to have been charged with terrorism, Reillyinjured only himself in the blast in May last year.

Reilly, who suffers from Asperger’s syndrome andhas learning difficulties, had pleaded guilty to at-tempted murder and preparing an act of terrorism.

Sentencing him at the Old Bailey in London, JudgeJustice David Calvert-Smith said the offence was madeworse “by the fact that it was long-planned, that it hadmultiple intended victims and was intended to terror-ise the population of this country”.

China offers incentives to stimulatehybrid cars

BEIJING, 31 Jan—Chinais to offer policy incentivesto speed up spread ofenergy-saving cars in 13pilot cities.

The ministries offinance and science andtechnology jointly issueda circular on providingsubsidies to users ofhybrid, electric and fuelcell cars in Beijing,Shanghai and another 11major cities, the Ministryof Finance said on itswebsite on Sunday.

Public transport, taxi

The plan is underway to upgradeKyaikkhami-Setse directroad from the earth road tothe tarred one. Along theroad, a total of 13 bridgeswill be built, and three of 13have been completed so far.

With the assistanceof the government and theconcerted efforts of the lo-cal people, the 150 feet longand 18 feet wide Asin

Bridge with three feet widepedestrian way on eitherside and the 180 feet longand 18 feet wideZeebyuthoung Bridge with

three feet wide pedestrianway on both sides havebeen built in the region.

In the region, therewere 22 roads in the past,and now, two is added to thelist of roads including theroad section from Khawzato Lamaing. At present, the358 miles and five furlongslong tarred road section, the11 miles and five furlongslong gravel road section,,the 49 miles and six fur-longs long hard road sec-tions and the 33 miles andtwo furlongs long earth roadin addition to 1,435 bridgeshave been built.

Before 1988, therewere only three bridges ofover 180 feet long in MonState. They were ThebyuCreek Bridge, Bilin CreekBridge and Khawa CreekBridge. Now, the region

has been facilitated with12 major bridges includ-ing Gyaing (Zathabyin),Attarayan, ThanlwinBridge, Winphanon,Hneepadaw, Wewinkara,Kwamkyaik, Kyodan andYe bridges. Conse-quently, Yangon-MyeikUnion Highway hasemerged in the region.

In the past,Thanlwin River dividedMon State and other re-gions. No one could notdream of enjoying thefruits of better transportlike emergence ofThanlwin Bridge. Duringthe tour, we witnessed theremarkable progress ofMon State in the trans-portation sector.

A tractor is priced ataround four million kyats. A buyer has to pay by 40percent in the first installment, and 30 percent each inthe second and third installments. We have run thisfactory for three years. We produce 25 units a month.Up to now, we have produced and sold over 200units."

In relation to the performance of a tractor, hesaid, "These tractors are small ones, so it is easy tomaintain them, and it does not cost much to repairthem. In particular, they are designed for less fuelconsumption. A 12-blade tractor can plough 10 acresin eight hours, and a three-blade tractor can ploughfour acres in eight hours. A tractor consumes about onegallon of fuel an acre."

Many other industrial zones sell Leya-16 Brandand Leya-22 Brand tractors by installment. So, farmershave come to use tractors in place of cattle. Now, theuse of tractors has covered 35 percent of the total sownacreage of the nation.

Use of high-yield strains of crops is part of thedrive for mechanized farming. Nay Pyi Taw Tatkonand Meiktila townships, for instance, replaced usualstrain of cotton with Ngwechi (6) strain cotton and

made higher profits last year. The per acre yield of thatcotton strain is 400 to 500 viss.

Now, the plan to replace usual strains of cropswith high-yield ones is ongoing across the nation. TheAgricultural Research Department (Yezin) producesand distributes high-yield strains of various crops tofarmers. In this regard, farmers should choose thestrains that are suitable for their regions.

The major requirement for agriculture is water.So, the government is constructing clusters of damsthroughout the country. So far, the nation has seen 218dams, the majority of which are in arid regions:Mandalay, Sagaing and Magway divisions. Thoseregions get an average annual rainfall of only 30inches. China’s software industry posts 29%revenue growth for 2008

BEIJING, 31 Jan—China’s software industry reported a 29-percent revenuegrowth for 2008 from one year earlier, the Ministry of Industry and IT haveannounced.

DUBLIN, 31 Jan—Most Irish people expect thatany second referendum on the European Union’sreform treaty would be passed, a national poll onFriday showed.

The Irish voted “No” in June to the LisbonTreaty, but since then a deepening recession hasraised concerns about Ireland losing its status inEurope.

The former “Celtic Tiger” economy has suffereda reversal of fortune with a severe, two-year down-turn in house prices prompting the government toforecast a 4 percent drop in economic output thisyear — the worst recession on record.

Ireland is expected to hold a second referendumon the treaty later this year after winning conces-sions from EU members who want it fully ratifiedby the end of 2009.

Ireland was the first euro zone economy to slipinto recession last year.

Nearly 60 percent of respondents in theLansdowne poll said Ireland would pass a secondreferendum on the Lisbon Treaty later this year,and 61 percent said they were concerned about thecountry losing its status in Europe.

Nearly three quarters of the 1,000 people askedsaid the government was handling the economypoorly, up from 63 percent in September. Just lessthan half said they expected the recession, whichstarted in 2008, to last more than three years.

Around 56 percent said they expected the gov-ernment, whose term runs out in 2012, would beforced into a general election this year.

Highlighting the soured public mood in Ireland,46 percent of those surveyed said they expectedtheir personal situation to be worse off next year.In 1997, when Ireland’s economy was booming,that was only 9 percent.

VILLA DE ALLENDE, 31 Jan—Fivemillion residents in Mexico City andits metro area could soon start feelingthe effects of water cutbacks imposedon Friday due to drought conditions.

Water behind the Cutzamala damsystem is below normal levels after alack of rain in 2008, according to of-ficials. The dam system accounts for20 percent of the water used in MexicoCity and its surrounding area.

“This year, the amount of rainfallin the area diminished significantly,”said Javier Ramirez, head of theCutzamala system. “It wasn’t enoughto fill up the dams. In past years, thegeneral water level of the dam systemhad gone up a little bit, but this yearit was really scarce.”

The valves from the dam system arebeing shut down from Friday untilMonday. There will be cutbacks at theend of each month through May. Of-ficials say the move should save 10million cubic meters (2.64 billion gal-lons) of water in that time.

Despite the cutbacks, officials saythe available amount is still adequate.

“The city will not suffer what youcould call a water crisis,” said RamonAguirre of the Mexico City water de-partment. “We will have 85 percent ofthe water we would normally receive.”

Officials admit the only solution tothe water woes is a change in usagehabits, particularly in Mexico City,which uses more water than the rest ofthe country combined.

“For certain, this is priority No 1 forMexico City, not only because we haveannounced a reduction this weekend inthe supply from Cutzamala, but alsobecause it has to do withsustainability,” said Marcelo Ebrard,head of Mexico City’s government.“That is to say, the city cannot keephaving the same pattern that it now has,a pattern that until recently believedthat the resource is unlimited.”

acidic to support reefs and marine life, scientists at a UN forum in Monaco warnedon Friday.

More than 150 scientists called on governments to take immediate action to re-duce carbon dioxide emissions in the Monaco Declaration on Ocean Acidificationdrafted during the conference, the United Nations said in a news release.

In the declaration, the marine scientists from 26 countries said acidity levels wereaccelerating and their negative impacts could be corralled by reducing the amountsof greenhouse gases released to the atmosphere.

TOKYO, 31 Jan — Japa-nese researchers saythey’ve developed a new,universal flu vaccine, of-fering a possible silver bul-let against new strains ofthe bug.

Trials on mice haveshown promising resultseven on strains that canmutate quickly, YomiuriShimbun reported Friday.

Previous vaccines weredeveloped based on pro-teins resembling barbs thatcovered the outer surfaceof the virus, researcherssaid. When a virus entersthe body of a vaccinatedperson, antibodies detectthe barbs and try to sup-press and fight off the vi-rus. The drawback was theshape of the proteins dif-fers from strain to strain.

Researchers from the

National Institute of Infec-tious Diseases, HokkaidoUniversity, Saitama Medi-cal University and NOFCorp. targeted the proteinsinside the virus, whichmorph little over timecompared with proteins onthe surface.

The vaccine has an arti-ficial version of the proteindeveloped by the team thatis attached to a specialmembrane, the Japanesepublication said. When thevaccine is injected, im-mune system cells attackvirus-infected cells.
