We have assembled a powerful, integrated project team to deliver a sustainable 21st century high school design that can win support within your community. Our team of experts will:

• Integrate sustainable design from “day-one” of the process – Our in-house team of architects, engineers, landscape architects, and interior designers are passionate about sustainable schools. Hayes Large designed one of the first five LEED schools in the US, and we stay abreast of emerging green technologies and practices. We have asked nationally-renown sustainability expert William McDonough, FAIA, to join our team to lend his expertise during the early planning of your high school. Our local knowledge of Westerly Parkway coupled with the insights of Mr. McDonough can propel State College beyond LEED Silver to something profound.• Create a new vision for your high school based upon proven methods of supporting student achievement through facility design. Kenneth Tanner, Ed.D., REFP, of the University of Georgia is one of the nation’s leading experts on school design and student outcomes. He has taught graduate courses and published books and articles outlining his research findings and the highly-interactive model he has developed for educational facility planning. He will lead the process for revisiting and refining your educational specifications, and will work with the team to develop and evaluate the effectiveness of design concepts as we create a plan that will reflect the unique community of learn- ers in the State College Area School District.• Lead the State College area community to ownership and “buy-in” for a successful debt referendum –Hayes Large, TRIAD and Barb Doidge have a proven track-record of working together toward successful debt referenda passage. Our team has the ability to both “zoom in” on the issues by virtue of our local ties and “zoom out” with the assistance of our highly qualified partners in pub- lic opinion and community attitude research. Our Process for Integrated Sustainable Design

To supplement Hayes Large’s sustainability expertise, we have partnered with William McDonough + Partners (WM+P) a design firm with an international array of projects from studios in Charlottesville, Virginia, and San Francisco, California.

Our firms believe in an integrated design process: one in which all team members meet and work together to forge a common path. Our process is designed to incorporate feedback at every step of the way. We approach design with a consistent series of steps beginning with analysis and leading to synthesis. Activities such as energy modeling and daylight analysis can inform the process and lead to a robust design solution.

We begin with our clients and their communities and extend to the multidisci-plinary consultants with whom we collaborate from the earliest stages of the project. We foster a team dynamic that gives everyone a voice while providing the right expertise at key decision points. We use the latest technologies to facilitate frequent and effective communication with each project team.

Thoughtful presentation of project goals, thorough documentation (in drawings and specifications), and clear communications result in good relationships and happy participants. If anything, increased attention on green buildings tends to heighten awareness and spur people to achieve a common goal.

To maximize communications among disciplines, Hayes Large offers architec-ture, MEP engineering, landscape architecture and interior design in-house to address problems from the broadest perspective.

Few of the best-intentioned initiatives happen, if initial costs pose a great bar-rier. Recognizing the budget challenges facing K12 clients, Hayes Large helps stretch resources in two key ways:

• We identify state and federal sources for alternative energy funding. We have helped secure substantial grants for State College’s school neighbors.

• We find the “low-hanging fruit”: low- or no-cost initial steps to begin saving energy costs immediately.

2. Integrated Sustainable Design

Describe your firm’s process for Integrated Sustainable Design, comment on the factors involved in achieving LEED Silver or higher, and list specific examples of completed projects.

A final introductory thought: Sustainable Design is often misconstrued as “new construction”. In fact, sometimes the greenest approach lies in saving the resources embodied in existing buildings, assuming operations and mainte-nance issues are solved. When US Department of Education Secretary Arne Duncan wanted to visit a state-of-the-art renewal of a secondary school, he toured Hayes Large’s Minnie Howard 9th Grade Center. This will factor into our planned “Build new or renew?” exercise with SCASD.

Integrated Design takes place in three areas: Systems and Materials; Community; and Best Practices.

Integration of Systems and MaterialsBy this, we mean dealing holistically with building and site as systems in themselves, and as part of larger systems. An obvious example in State College’s case is to assess how each part of a building affects the performance of the whole: The building envelope has costs of its own, that in turn affect the selection of MEP systems. But a less obvious example is: the recurring water problems at the North Building are the result of a larger hydrology flow originating over a mile to the west. How can or should the Study take this into account?

Likewise, the North and South buildings, at the middle of Westerly Parkway, are between other current and potential community assets: The newly renovated Welch Pool; the Parkway Plaza Apartments stormwater basin, now repurposed as the Westerly Parkway Wetland Education Center; and the Westerly Parkway Shopping Center, a brownfield site that has been considered as a potential site for a Schlow Library branch. Can we integrate these into the High School campus? For that matter, what about broadening the schools’ influence into the residential neighborhoods, to encourage more walking, bicycling, and public transportation?

Integration of CommunityShared Design, an approach developed and honed by Hayes Large over de-cades, has engaged communities from Philadelphia to Milwaukee and is ideally suited to the culture of sustainable design.

We propose, at the outset of this Study, a community engagement session led by national sustainable design leader David Johnson, of William McDonough and Partners (WM+P--see below). Rather than begin with set LEED-point goals, David will assist the SCASD community in gauging and articulating high-level sustainability goals. Specific design strategy can then follow. This is consistent with Borough, Centre Region and SCASD standards, including:

WM+P leads design teams in the pursuit of place-specific, high-performance designs. Their collaborative design approach begins with a detailed analysis of each site, program and community, identifying the economic, environmental and social forces that will give form to the design solution. They synthesize these characteristics with broader criteria for habitat creation, watershed pro-tection, mobility, energy production, material health and recapture, and indoor environmental quality.

They create a design framework built upon clearly articulated principles (what is valued), short, medium and long-range goals (what projects hope to accom-plish), and specific design strategies (how to achieve goals). This framework establishes the project’s direction and serves as a reference throughout the building’s lifespan.

Integration of Best PracticesOur consultants, William McDonough + Partners bring a design approach that draws inspiration from living systems and processes. At its heart, its unique ap-proach celebrates the abundance of nature.

William McDonough, the firm’s founding partner, has played a prime role in de-fining sustainable design for more than two decades. He has created pioneer-ing architecture and community designs that consider the long-term conse-quences of design.

Cradle to Cradle ApproachWM+P’s approach emphasizes the Cradle to Cradle® thinking developed by William McDonough and German chemist Michael Braungart in their 2002 book, Cradle to Cradle: Remaking the Way We Make Things (North Point Press). It refocuses product development on creating safe, healthful, high-quality products from the start. Their work embodies three principles, derived from nature:

Everything is a resource for something else. In nature, the discharge of one system becomes food for another. Likewise, buildings can be designed to be disassembled and safely returned to the soil (biological nutrients), or re-utilized as high quality materials for new products and buildings (technical nutrients).

Use renewable energy. Living things thrive on the energy of current solar income. Similarly, humans can use renewable energy in many forms—wind, geothermal and gravitational energy—thereby capitalizing on these abundant resources while supporting human and environmental health.

Celebrate diversity. Around the world, geology, hydrology, photosynthesis and nutrient cycling, adapted to locale, yield an astonishing diversity of natural and cultural life. Designs that respond to the unique challenges and opportunities offered by each place fit elegantly and effectively into their own niches.

Factors in Achieving LEED Silver or Higher

It is relatively simple, by comparing USGC’s scorecard for LEED projects at various levels (Certified, Silver, Gold, Platinum), to list the technical factors that contribute to a given point total. The Hayes Large team has designed to all these levels, and has attained high degrees of sustainability on non-LEED projects. For typical LEED Silver design, please refer to our ‘Specific Examples’ below. The single greatest factor in sustainable design is SCASD’s commitment to high performance schools, whether the High School achieves LEED Silver, or another standard altogether. Based on the community engagement we have proposed above, the following metrics could complement “LEED Silver”:

Measuring SuccessIf design is the first signal of human intention, what is it we intend for State College Area High School? We measure success not by plaques on the wall nor annual utility savings; instead, success is whether we can answer “yes” to the following questions once the building is complete and occupied:

• Does the building embody State College’s values and culture?• Is it renewably powered?• Does it maintain healthy water flows?• Are occupants happy, productive, and collaborative? Are they inspired?• Is the ecosystem healthier as a result —cleaner air and water, richer soil, larger and more diverse habitat areas?• Is the building made of safe, healthy materials that can be recaptured for composting or fully recycled at high levels of quality?• Is it an international model? Did it transform the way buildings are made?• Was it completed on time and on budget?• Can it easily accommodate future changes?• Will it continually evolve and improve over time?

As we strive toward these high-end goals, we often meet, as a minimum, many of the requirements for “deep green” established by the building industry’s best certification systems including LEED® and the Living Building Challenge™. We are also familiar with the many definitions of “net zero” buildings and look forward to working with State College Area School District to develop a specific definition of this term that reflects your culture and values.

William McDonough + Partners and the LEED system

McDonough and its staff helped establish the USGBC LEED rating system. Many WM+P projects, including the Center for Environmental Studies at Oberlin College, were completed pre-LEED and are used as benchmarks for sustain-able design. WM+P developed criteria to frame New Orleans’s Make It Right environmental mission, using Cradle to Cradle thinking to outline performance requirements for each home, achieving the goal of LEED Platinum. According to the USGBC, Make It Right is building the US’s largest, greenest neighbor-hood of single family homes. Already the recipient of several green building awards, including GSA’s 2010 Award for Green Innovation, NASA’s Sustainabil-ity Base (opening January 2012) is on track for LEED Platinum; its performance will be beyond LEED Platinum in several categories.

Referenda Experience

Hayes Large supported Bay Village City Schools (BVCS) and Rocky River City Schools in the successful passage of their respective debt referenda. TRIAD Research Group played a role in each of these three efforts, engaged directly by our school system clients. Our efforts for BVCS were the most recent.

Hayes Large supported BVCS in successful 2001 passage of their referendum, including funding for the new Bay Middle School designed by Hayes Large. In parallel with Hayes Large, BVCS engaged TRIAD; a market research firm with a long track-record of debt referenda passage in Ohio. BVCS also employed Barbara O. Doidge as a Public Information Officer on-staff throughout the referendum campaign. We propose the same successful team; Hayes Large, TRIAD and Barb Doidge in support of a successful State College Area School District debt referendum campaign.

TRIAD offers over 25 years of experience in helping K-12 school districts to ob-tain voter approval of bond issues (i.e.: referenda) for construction and renova-tion of school facilities in Ohio. They have worked successfully with dozens of school districts to identify the strategy needed to increase voter support for the referendum. Their success rate far-exceeds that for Ohio districts as a whole, as reported by the Ohio School Boards Association. Their clients have passed referenda ranging from $10 million to $300 million, for a total dollar construction value that exceeded $3 billion. No one has a better understanding of voter at-titudes towards school referenda than TRIAD.

TRIAD has been conducting public opinion and community attitude research since 1975. They are well-versed in both quantitative and qualitative research techniques. These include conducting telephone, mail, online and onsite sur-veys, focus groups and in-depth interviews both in-person and by telephone. With a strong focus on public sector clients, such as local school districts, community colleges, public libraries, transit systems, park districts, and boards of mental health and developmental disabilities, TRIAD has developed an expertise in understanding and evaluating public attitudes and voter support for these types of organizations at the state, county and local levels. As part of their research, they often assess voter support for possible ballot issues, including operating levies, bond issues and income or sales tax increases to obtain information needed to develop campaign themes and sound communi-cation strategies.

3. Experience with Referenda

Provide specific details of your previous experience with referenda, an explanation of your philosophy, and your rational for strategies you would employ to increase the likelihood of a successful debt referendum in the State College Area District.

Barbara O. Doidge brings a unique client perspective to our team. She offers the experience of fifteen years as the Public Information Officer for Bay Village City Schools. She led the public engagement process that led to the approval of their 2001 referendum. For several years since, Barb served as Director of Marketing for Hayes Large Architects. Barb subsequently provided bond issue assistance to over a dozen Ohio public school systems as the Director of Marketing for Regency Construction, a program management firm based in Cleveland. During her experience with Regency, she teamed on projects with both TRIAD and Hayes Large. Her special ties to Hayes Large, first as client then as colleague, contributes to her value to guide the State College Area School District public engagement process; knitting together our planning team with your community.

Philosophy and Rationale

Hayes Large Executive Partner, S. Dwight Knouse, II, AIA, LEEDAP, leads the team. Dwight has committed his 32-year career to public school planning and design. Dwight’s philosophy of Shared Planningsm pervades the work of our entire firm. Shared Planningsm builds consensus among residents of the numer-ous communities that we serve. Project Manager Carmen L. Wyckoff, AIA, LEEDAP, serves as your day-to-day contact. As a State College Area resident, Carmen brings both familiarity of local issues and responsiveness to your ser-vice needs.

At the core of any successful referendum campaign is active participation by the community that leads to ownership and “buy-in” for decisions reached. The school board must make a genuine commitment to hearing the desires of the electorate and to giving community members a true voice in the process. Four key elements support a meaningful process:

• An objective initial baseline survey of the community to learn what the community thinks about their schools and what they would like the schools to be like in the future.• Broad-based opportunities for community members to express their opinions about school facilities and how facility issues should be ad- dressed. This should include multiple opportunities for small and large groups to come together in a structured way to express opinions.• Frequent, open reporting of what the Board learns from the community and how the information will affect the decision-making process.• High visibility, active support by key community members who will lead the campaign.

TRIAD’s role is to conduct a comprehensive survey of voters in the school dis-trict about their attitudes towards the district and more specifically, the refer-endum. The results of the survey are then analyzed to craft a strategy that will increase the chances that voters will approve the referendum.

Timing of both the polling and balloting will be crucial to success. For a pro-posed May 2013 ballot issue TRIAD recommends a survey in December 2012 or January 2013. The main focus of the survey would be to test the ballot issue and the arguments for and against it to determine the chances of passing and develop a sound communication strategy. With a proposed planner/architect award date of April 2nd, and limited ability to seek public feedback during sum-mer 2012 months, there are limited months for community consensus building to achieve the 45-day lead time necessary to place a carefully-worded question on the May 2013 ballot. For a proposed November 2013 ballot issue, TRIAD then recommends survey in June 2013.

Before looking in more depth at the survey, let us be clear about what such a survey is NOT. It is not an attempt to predict the outcome of the referendum election. And, it is not simply a measure of the current level of voter support for the referendum. Below is a summary of the types of questions we ask most frequently in referenda surveys:

• Questions about the perceived educational quality in the district, how well informed voters feel they are about the schools, where they get their information, the level of trust they place in the school district and school communications, and their perception of the financial steward- ship of the district. How voters feel about the schools often impact their willingness to support the schools.• Questions about the condition of the current school buildings and the need/importance of new or renovated buildings or facilities, and spe- cifically about the buildings to be replaced.• How voters would currently vote on the referendum today given their current understanding and attitudes and their verbatim reasons for vot- ing that way.• Arguments in favor of the referendum, both those suggested by the State College Area School District leadership as well as arguments that have helped pass similar school issues.• Arguments against the referendum based on our experience with simi- lar school districts and issues, or concerns raised in the community meetings. It is often important to counter negative attitudes as well as advance reasons in favor of the referendum.• After we have given voters information and arguments about the refer- endum we again ask them how they would vote. Some voters will change their vote on the referendum. Therefore, a principal part of our analysis is to look at what information and arguments changed voters’ minds. From these and other survey results, we recommend campaign messages and themes and a communications strategy.• A battery of demographic questions will also be asked.

Hayes Large will generate options that flow out of community dialogue. Shared Planningsm coaxes the best solutions out of community dialogue. Effective use of media, including internet postings already familiar to State College residents, will provide feedback to sculpt the options to community opinion. Scientific polling methods confirm and fine-tune both the options explored and the com-munication strategies employed for referendum approval.

To supplement Hayes Large’s educational facility planning expertise, our team includes the premier researcher in the effects of school design on student outcomes; C. Kenneth Tanner, EdD, REFP. Dr. Tanner is both the Director of the School Design and Planning Laboratory at the University of Georgia and a veteran educational facility planner. Dr. Tanner’s approach emphasizes the Focused Strategic Planning model articulated in articles and books he has authored, including his 2006 book with J.A. Lackney: Educational Facility Planning: Leadership, Architecture and Management (Allyn and Bacon: Pearson Education).

Dr. Tanner’s research and articles reveal key aspects of the school physical environment, like clear movement and circulation patterns, appropriate natural lighting, classrooms with views and availability of educational technology that can affect student outcomes. He will provide a fresh perspective during the re-finement of your existing educational specifications. His role will extend into the design of the high school, as a senior advisor to the architectural design team to ensure that the intent of the educational specifications finds optimal form in the architecture.

Being familiar with Dr. Tanner’s work, Hayes Large has integrated his principles into our designs for many years. On September 21, 2005, a team from Hayes Large traveled to Georgia to meet with Dr. Tanner and his team for a private Research Colloquium on The Influence of School Design on Student Outcomes. Following this meeting, we researched seven of our own elementary, middle and high school projects. We found an increase of 20% to 120% in student per-formance from their pre-project levels following the completion of our projects.

21st Century High School Design Methodology

This is particularly crucial as you embark on a building program to provide next-generation teaching and learning opportunities. Over our 90-year history of school planning and design, we’ve developed a collaborative methodology that delivers the right schools for each unique community.

Describe your anticipated process to translate the educational model and curriculum plans into a 21st Century High School design. In addition to delivering a schematic design based on your refinement of the district’s current education-al specification, expected outcomes include a comprehensive communication and engagement plan, and a description of educational improvements offered by virtue of a High School project.

We propose a four-stage methodology to achieve your design goals and referendum approval:

Stage I: Gather Information

We will begin with a kick-off meeting with the State College Area School District in early April 2012, within two weeks of notification of the award. Key personnel from Hayes Large, the Citizen’s Advisory Facility Committee and your School District meet to create the foundation that ensures the process address-es your needs. The group:

• Clarifies the District’s expectations• Defines the District team’s roles and responsibilities, including the roles of the five identified Citizen’s Advisory Committees• Defines the design team’s roles and responsibilities, including our team of expert consultants in sustainability, educational facility planning, public relations and market analysis• Previews schedules and establishes milestones• Reviews community engagement and communication strategies and provides crucial feedback for our team to develop a comprehensive communication plan • Identifies lines of communication

In conjunction with the kickoff meeting, our team will conduct two separate facility assessments; a physical condition assessment and an educational assessment of the high school buildings and sites. Since the District already has extensive information on the condition of these facilities, both assessments will be preceded by a review of prior studies and documents, for efficiency:

Jason will analyze parking and site circulation, including separation of parent, student and bus traffic, and identify recreational and athletic needs. This team will meet with facilities, maintenance, transportation, security personnel and other identified staff members to gather and confirm data.

• Carmen will also lead the educational assessment team that includes C. Kenneth Tanner, EdD, REFP, and Brad Furey, REFP. This team will meet with building and facilities administrators, the principal, depart ment heads, and others identified by the District.

• Our educational assessment will include a student functional-capacity analysis. Brad Furey, REFP, will meet with the District and your selected demographic consultant to review enrollment trends and demographic data that could impact future enrollment. Enrollment projection analysis not only ensures that buildings are sized appropriately, but also that your District will achieve the maximum PlanCon reimbursement.

The current request for proposals identifies an update to the existing district-wide plan suitable for submission for projects seeking PlanCon reimbursement. Physical and educational assessments of schools and buildings in the Districts, other than the high school buildings, will be conducted to the extent needed to update the previous district-wide plan. The timing of these assessments and scope of the effort will be determined early in our process. Our planning team includes the Sponaugle Company as an independent professional cost consul-tant. The Sponaugle Company has recent experience in State College Area School District, and is familiar with both your architectural standards and the lo-cal construction cost factors. We will update the existing study’s cost estimates and provide a cost model that projects inflationary trends for budget planning purposes.

At each step of the process, we document our data gathering to create a foundation of knowledge. Later decision-making will grow from this founda-tion of data. Our communication and engagement plan is designed and led by Barbara O. Doidge, former Public Information Officer for Bay Village City Schools and a veteran of over a dozen bond issue support efforts. Barb holds a special certification in public group facilitation. She will play a key role in conjunction with District communications specialists in designing and imple-menting the Comprehensive Communication and Engagement Plan. During Stage I: Data Gathering, our plan might include:

Over the course of the past several years, the District has engaged multiple consultants to explore high school educational specifications. These docu-ments will serve as a basis for our team during educational specifications refinement. Dr. Tanner offers cutting edge knowledge of current trends in secondary school programming, and in the translation of those program needs into a spatial form. His team will meet with the administration to review current and future educational programs, and analyze how your academic programs fit into your existing schools. He will bring fresh thinking into this discussion. Dr. Tanner will promote discussion among educators at all levels through his Focused Strategic Planning model to validate the programs offered and wheth-er the current educational specifications address the desires of the District

Dr. Tanner will lead a series of small- and large-group sessions with your ad-ministrators, faculty, staff and students. These topical focus groups will be key to educational specification refinement. The dynamic of a well-orchestrated series of group sessions creates synergy: the whole is greater than the sum of the parts.

Upon completion of Stages I and II, and the approval of the Educational Speci-fications, we propose to bring together multiple design teams with your key stakeholders in an exciting multi-day design charrette in State College. The charrette will extend over a three-day period and will feature:

In preparation for the charrette, our team will present its building and site physical condition assessment and educational assessment findings and will develop general recommendations for the District regarding the condition and possible changes to your two high schools. We will schedule tours of peer institutions, if these have not already been conducted, to expose the charrette participants to a broad range of interesting possibilities. During the charrette, we will explore the cost/benefit implications of build-new versus renovation. We will explore combining both high schools on a single site. Our planning team will provide you with options that will help to lower your long-term costs and best support your educational mission. We do this by examining numer-ous themes and key aspects of effective school facility planning. Each option explored will include:

• Diagrammatic site plans• Diagrammatic building plans• Cost estimate of the option• Advantages and disadvantages of the option including;

o Sustainability features o Potential impact on student outcomes o Relationships to adjoining community features

Over the first day, we briefly review the foundation of knowledge (assuming that all charrette participants have been actively engaged in the previous sessions). We break into two or three groups, depending on the number of participants, and begin exploring build new versus renovate options in a series of quick exercises designed to rapidly broaden our perspectives and identify themes for later development. For example, we name each option. While this seems like a small thing, giving each option a memorable name, descriptive of the nut of the concept, helps focus scheme development in later exercises. We often find that we combine great elements of two or more options in later phases of the charrette.

At the beginning of day two, we pin up the work from day one for a dialogue on the merits of the previous day’s work. Then we switch it up. The groups that explored build-new schemes are assigned renovate schemes. We develop great concepts to improve them. We throw away bad ideas. We create new schemes. By the end of day two, we begin to narrow down the options to the best of the best. We pin up again on the morning of day three and begin a series of exercises designed to refine and build consensus behind the best of the options. By the end of the third day, we strive to narrow our focus to one or two design concepts that the group believes achieve the most benefit for the District.

The Comprehensive Communication and Engagement Plan reaches its crucial stage in communicating the proposed solutions generated during the charrette. How we present and package the design concepts is vital to making this effort a successful one. We introduce the market research expertise of TRIAD Re-search Group at this critical juncture. Supplements to the Plan might include:

• Public Forums – video recording posted on the District website• Charrette – a special documentary project of the students of State College Area High School

At the end of the charrette, we are ready to return to a workshop seminar with your CACs to present the option or options we have worked together to create. The workshop seminar includes the five CACs plus selected District administra-tors, faculty, staff and students. Kathy Severinski, President of TRIAD Research Group, will present recommendations to the workshop seminar participants and conduct a dialogue to identify communication themes and concept fea-tures that are likely to affect the outcome of the proposed referendum to fund the high school project. Again, this is the rehearsal for the culminating event in Stage III Explore Options, Forum Three: Presentation of Options and What We Heard in Form Two.

Stage IV: Build Consensus Toward a Plan

At the optimum time, our team will implement the public survey described in Section 3, led by TRIAD Research Group. Feedback from their scientific survey will help to fine-tune our preferred option and identify themes and strategies to inform our Comprehensive Communication Plan. Our team will determine additional information needed to build further consensus toward a plan, to set the stage for referendum approval.

The Comprehensive Communication and Engagement Plan will feature a broad range of community outreach presentations and dialogues. Targets for these outreach meetings can be Rotary, Kiwanis, Chamber of Commerce, Church groups and major local employers (the University, Mt. Nittany Medical Center, etc.). We anticipate that members of the CACs will lead these presentations with the support of our design and planning team. Our support can include visualization tools (posters, pamphlets, board-mounted drawings, Prezi or PowerPoint presentations, virtual or architectural scale models, etc.), press releases, feature articles, etc. Because of the nature of feedback from this type of community outreach, we will remain flexible to adjust strategies and time-tables to suit. We anticipate that regular attendance by our project manager at your scheduled CAC meetings during this period could be helpful in facilitating communication. Subsequent workshop seminars might be desirable, for ex-ample, to provide the CACs and other supporters periodic updates as themes and issues emerge.

Hayes Large will prepare a written final report summarizing the facility needs and solutions. Our team will present our report to the Board, seeking approval of a ballot question and communication strategies. Our goal is to provide you with the expert advice you need to make sound facility decisions at the lowest cost possible to the District. Working together, we can offer your community a thoughtful and collaborative approach that will result in a new shared vision for a 21st Century State College High School.

Dur ing his f i f teen years as Director, he reviewed more than 1500 state-funded school construct ion projects and created the pol icy for faci l i ty master planning now used throughout Pennsylvania.

No one has a more thorough and comprehensive understanding of the Pennsylvania Publ ic School Code and at tendant Regulat ions, Standards and Pol ic ies relat ing to School Construct ion. Not only was

Mr. Furey involved in craf t ing many of these requirements, h is long tenure as the state director gives him insights into the reasons behind the development of many of these regulat ions. He has been cal led upon to test i fy before the House Educat ion Commit tee as the State exper t in school construct ion pol icy.

As the Director of Educat ional Planning Resources, Mr. Furey plays a central ro le in our f i rm’s school faci l i ty study and planning process. He provides exper t ise in evaluat ing the adequacy of teaching environments and in analyzing demographic and enrol lment informat ion.

With a demonstrated abi l i ty to provide leadership and bui ld consensus, Mr. Furey has helped dozens of school systems to navigate the of ten chal lenging process of creat ing long-range faci l i ty master plans. He has developed effect ive techniques for leading diverse groups through exercises to ident i fy goals and make informed decis ions about their schools. In 2005, he led a community engagement process for Mi lwaukee Publ ic Schools as they made emot ional and potent ia l ly div is ive decis ions regarding school c losures and renewals. Through a

Mr. Furey led a ser ies of smal l and large group meet ings that engaged administrators and teachers in discussions of best pract ices in K-12 design. ExperienceAs an archi tect and a parent, Mr. Hudson understands the impor tance of publ ic educat ion. The son of a Professor of Educat ion, he has a l i fe long interest in schools. With over 30 years of exper ience in schools ranging from pre-kindergar ten through elementary, secondary and higher educat ion projects, he has designed over 70 schools wi th an aggregate value of over $1.5 bi l l ion. He was a team member in the U.S. Depar tment of Defense’s most recent Educat ion

Faci l i t ies Speci f icat ions Study for i ts dependents’ schools wor ld-wide. Common to his projects is a consistent approach to creat ing outstanding schools, incorporat ing research-based design features to improve learning per formance.

Mr. Hudson is the Pr incipal Archi tect for Design and Sustainabi l i ty. Under his leadership, Hayes Large has won numerous design awards from the American Inst i tute of Archi tects.

Nat ional and state ‘ f i rsts ’ in green design include the Wrightsvi l le, PA Elementary School , one of the ear ly LEED - cer t i f ied schools in the US; the Loudoun County, VA Monroe Advanced Tech Academy, the U.S. ’s f i rst LEED Plat inum-designed career tech center, the Hayes Large State Col lege, PA off ice (LEED Si lver pending) and a pi lot project for the Alexandria Ci ty, VA Publ ic Schools.

Ms. Doidge brings a unique combination of experience and expertise to her role as a member of Hayes Large Architect’s team for the State College Area School District. Her 35-year career has focused on public education. Barb’s experience includes community engagement, group facilitation and referenda/bond issue planning. Barb’s experience intially came as a public information officer for a school district, then as the Director of Marketing for Hayes Large Architects and a large construction management company. She has worked extensively with Hayes Large staff and with team member Triad Consultants on multiple school district projects.

Barb has a more than 10-year relationship with Hayes Large, initially as a client, then as the firm’s Director of Marketing and most recently as a consultant for public school projects. During her tenure with Hayes Large she worked closely with the company’s EdVise and project teams to develop and implement com-munity engagement and referenda plans in Ohio and Pennsylvania.

As the Pubic Information Officer for a school district for nearly 15 years she planned, implemented and evaluated first and subsequent community en-gagement plans. She was the district representative to community campaign committees working on referenda and bond issues. Her work has been recog-nized by the National School Public Relations Association/Ohio and the Ohio Association of Community Education. Barb has presented at state and national conferences for the National Association of School Public Relations, the Ohio School Boards Association, the Pennsylvania School Boards Association, the National Association of School Administrators and the Ohio Community Educa-tion Association.

Barb’s experience also includes more than five years as the Director of Market-ing for a Construction Management firm specializing in public school construc-tion. Dr. Charles Kenneth Tanner, REFP, is a Professor at the University of Georgia, where he focuses on research, service, and teaching in the area of “How the physical environment influences student outcomes.” He founded the Univer-sity of Georgia’s School Design and Planning Laboratory in 1997 (http://www.coe.uga.edu/sdpl), which offers comprehensive guidance in school design and planning for public and independent schools. Dr. Tanner, a member of the graduate faculty at the University of Georgia since 1982, has written over 100 articles for educational journals, presented numerous research papers, and authored four books on planning. He is on the Faculty of Engineering and the lead author of a 2006 best selling book entitled Educational Facilities Planning; Leadership, Architecture, and Management published by Allyn & Bacon. He was employed as an adjunct faculty member on a two-year school facilities planning project in the Business Leadership for Independent Schools Program at Johns Hopkins University, and also works as a consultant to public and independent schools in the areas of student population forecasting and demo-graphic analysis, pre-planning activities, educational planning, and develop-ment of concept design for educational facilities. He is currently conducting research on the impact of “green schools,’ and serves on the advisory board for the American Clearinghouse on Educational Facilities. A major component of the workload of Atlantic Engineering Services involves the design of school projects. Over the past 10 years, they have worked on 356 projects involving public or private schools in the K-12 range. Hayes Large has teamed together with Atlantic on 292 of these projects. These school proj-ects have included renovation, design and construction of new buildings and additions to buildings, reinforcing of existing structures, as well as the repair of structural problems remaining from previous work by other consultants. They have designed the structure for large, completely new facilities such as the Mif-flin County High School in Mifflin County. 7. Pennsylvania High School Experience

Seventy-five percent of our firm’s work is public school design. We have worked with a diverse range of school systems throughout Pennsylvania for nine decades. Below are some highlighted recent high school projects and a project list of completed high schools by our firm within the last ten years. While each of these projects is unique, our goal is the same--to provide each community we serve with quality school facilities that will meet their long-term educational needs at the lowest total project cost.

A new high school near other existing schools enabled the District to create a consolidated campus for improved organizational efficiency. Hayes Large Architects organized the building into 2 Houses and a connecting Commons: a front Academic House presents a traditional architectural image to the com-munity; At the rear, an Activities House blends traditionally and contemporary design; A light-filled Commons connects the two and contains a dining/social space below and a library above. Designers tucked the 3-story structure into the hillside to reduce its apparent size and provide multiple on-grade entranc-es. The new campus, with the High School on the hilltop to preserve usable land, incorporates existing playfields, parking and access drives to link both the new and existing schools. Mifflin County School District wanted to be a good neighbor, so designers arranged building placement, site lighting and other amenities to minimize impact on bordering residences.

Hayes Large has performed 36 projects for Bald Eagle Area School District since 1952, including this recent Elementary School and adjacent Middle & High School. The project replaced and upgraded the 56-year-old Mechanical/Electrical systems, and improves the appearance and function of the schools for the next 30+ years. Through Hayes Large’s Shared Design process, the designers, School leaders and Facilities groups developed a Master Plan including, as it centerpiece, a new Gymnasium and Fitness Center connecting the Elementary School with the Middle & High School. Each building retains its own identity. The new connection is both convenient and modest. Hayes Large engineers assisted the District in obtaining a $500,000 PA DEP Energy Harvest grant for this exceptionally efficient building. Construction costs were 9% lower than budgeted, allowing for several enhancements: Upgrade to 30-yr MB Roof with additional insulation; Replace Auditorium seats, Add LGI; Add outdoor basketball and tennis courts; Upgrade corridor floors to linoleum; and Upgrade Cafeteria serving/dishwashing areas. Hayes Large expertise in man-aging the state funding process yielded a large increase in reimbursements as well.

Hayes Large returned to Hollidaysburg, almost 40 years after first designing its original 1969 high school, to carry out additions and total renovations. The original buidling’s flexibility helped overcome three challenges: A tight site (limited by stormwater regulations), modest budget, and the need to phase construction. Designers solved all three challenges by infilling the original gym with a cardio/fitness area, wight room and auxiliary gym below, and classrooms and TV studio above. This infill strategy: saved costs of floor, roof and struc-ture for new instructional spaces; Allowed new additions to consist only of a new gym, conserving site area; Provided overflow areas for temporary class relocations. A four-phase plan maintained full operations during the 28-month renovation-with only four temporary outdoor classrooms. Security upgrades include two primary entrances used at the start of scholol. During school, a new security vestibule passing through Administration allows staff to see visitors and the front of the building. A new Sports Lobby preserves historic murals on the exterior of the old gym.

Eastern York High School was first designed as a new building on a new site. Mid-way through design, property acquisition failed, and the project moved back to the former site. There, it became a phased replacement of most of the existing school, now on a tightly constrained site. Besides supporting modern curriculum, the new high school accommodates more space in a more compact envelope - reducing travel distances and time between classes-while providing spacious, daylighted stairs and corridors. VIsitors and common areas are grouped around the main entrance, which leads to spectacular views of the distant Susquehanna River. The new design saves the vocational area, upgrading saves the vocational area, upgrading to state-of-the-art equipment and technology. The 2-story “addition” (85% of the total) is built on a steep hilltop that was otherwise unusable, thereby conserving area for community and school athletics and recreation. The AE team generally followed LEED For Schools principals, but did not seek certification. A construction plan kept each work phase as far as possible from occupied classrooms.
