15. A new class of building in this legislation is created by regulati on 的 which defines 'temporary building', and by thi~ definition includes nol only buildings constructed of short-liv副i materials but also more solid strnctures built on temporary permit. Se的ion 101 且nd the Matshed Regulations under the former Ordinance provide the basis :Eor the present regulations dealing with contractors’ sheds .(regulations 49 to 62). To bring home to building owners the impermanence of the bui]dings they in tend to erect upon temp or且ry permit, such buildings have been iuclud叫in this class and requii-e the Building Authuri旬, s wrilten permit under i·eg-u!atlon 47, which permit may specify the per.iod of its validity. In the 巳ase of contradors' shed且 the Building Authority is given an 叫lditional measure of control in that he may require the contractor to make a deposit up to $500 as security :for the fulfilment of his obligations.

COUNCIL CllA~lllER,

Clerk of Cot川ils.

Ex令 lanatory Nate.

These regul 且 lions are the th I rd In a group of these en且cted under, and coming into force with the Buildings 0 rdlnance, 1955. Heference should be made to the introductory pa8sage in the Explanatory Note to ll吋 Buildin 區,s (A<lminlslration) Regulations. Compared wtth the pm visions of lhe Buildings Ordinance (Cap. 123) these reg-ulatlons concerning congtruction lay down the requirernents in {;Teat detail. The provisions concerning piling {regulation 3日), those dealing wlLh the st.rncturnl U耳eof limber (regulation 77) and ~hose with fire r~slsting requ!reme1.1ts (Part Xlll) have no counterpart in the former Ordinance. In the main, the regulations consist of highly lechnicfll rules; and for this reason it is proposed t.o comment only on two m11tler且,

2. Part VI, which deals wilh walls and piers, includes regulations for determining their thiclme8S in one of three ways: this may be done by calculation based on the maximum compressive stresses permitted in the materials uQed (regulatioll 國 67 BO), by ca1culation in accordance with the relevant British Standard Codes of Practice for \oad baa.ring walls,。rfinally by complyin耳 wiLh the detailed "rules of thumb" in the case of lrnild1ng且 not excee<ling fout· storeys In height (regulations 4 日 52). Cavlly wall co11atruction is being· permittiad for the first t!tne in Hong Kong (r-egulation 53).

3. Under the former Ordinance steel-framed nnd reinforced concrete huildingg eould be <leslgned under London County Council By-laws of 1 日 09and 1015 which were repealed by the London Buildh1g Act of 1930. Reg-ulation 77 now permits desig·ning of such building眉,且nd also those etnploying -structural timber, in accordance with the re.levant provisions of lhe London Duildh1g By-laws, 19 眉目, or of those of 1日52 with subsequent amendment昌, Many of the_ae 1日的 b}'”laws were bl\sed on recommendations contained in the 1948 British Standard Oodes of Practice, and these state lhe 1.1asurnption that such designing would be 目ntrusted to chartered atrnctural or civil engineers Bxperienced in the structural use of ~tee! and reinforced concrete. It has therefor. been thought neceBSary to restrict the uae of tlieee 1 日52 by-laws to certain engineer國 qualified under regulation 4
