INTRODUCTION

Each day, construction and demolition (C&D) companiesthroughout the Washington metropolitan area toss valuablematerials in their trash dumpsters. Most C&D materials arereusable or recyclable in our region: metals, concrete, bricks,asphalt, untreated wood, cardboard, appliances, fixtures,carpet, and more.

Use this Builders’ Guide to Reuse & Recycling to find outhow and where to recover construction and demolitionmaterials in the Washington metropolitan area. The directoryof businesses reusing and recycling construction andbuilding materials starts on page 12. The listings areorganized by type of material and then by geographicallocation. Businesses in the District of Columbia are listedfirst, followed by those in Maryland and then Virginia.

WHY RECYCLE?

Save money: Reuse and recycling save money by avoidingdisposal costs. Some programs generate revenue throughmaterial resale. C&D materials are high volume and heavy,and the costs to landfill are steep. Disposal fees are typicallyassessed on a per-unit haul fee plus a per-ton fee.

Meet existing and expanding regulations and goals:Many localities and agencies are requiring builders andcontractors to recycle. In the DC area, federal agencies havesigned a Memorandum of Understanding that directs projectteams to recycle at least 50% of construction and demolitionwaste. Builders with expertise in reuse and recycling willhave a competitive edge now and in the future.

Protect the environment and conserve resources:Construction and demolition materials represent 40% of allraw material used annually in the US economy. Recoveringthese materials reduces mine and forest extraction,minimizes industrial processing, transportation anddistribution, and saves dramatic amounts of energy.

Extend the life of local landfills: Construction anddemolition materials comprise a large part of the wastestream, an estimated 25-30% of US solid waste annually.Diverting this material from landfill disposal extends the lifeexpectancy of regional landfills. New landfills areincreasingly difficult to site.

Support local businesses: This directory lists more than100 businesses in the Washington metropolitan area thatreuse or recycle construction and building materials.

Construction and demolition materials are easilyrecyclable: There are more than 20 different materialcategories that are easily recognizable and, with properplanning, recyclable in the Washington metropolitan area –from antiques and architectural salvage to mixed concrete,asphalt, bricks, and gravel.

Safety: Recycling promotes a cleaner and, therefore,safer work site.

Construction Material Recovery Basics

Deconstruction – The careful removal of materials fromstructures to recover valuable building materials.Deconstruction service companies come onsite to removevaluable materials.

Salvage & Reuse – The recovery of reusable items such asmantels, doors, fixtures, tiles, and hardware (ideally beforeconstruction to avoid damage). Old-growth lumber, vintagebricks, and antique fixtures can be rare and quite valuable.Salvaged materials and products can also be installed innew or renovated buildings.

Recycling – Separation of recyclable materials by type on-site. Either self-haul to recovery facilities or contract with aqualified hauler, salvager, or recycler to transport materials toend users. Mixed loads of construction materials can also bedelivered to mixed construction and demolition materialrecycling operations.

Consider recycled products in new construction.

Waste Minimization – Avoiding waste generation in the firstplace. Use standard size products and opt for durable orrecyclable over disposable materials to avoid wastedmaterials.

10 Tips for Recycling Success at the Job Site

1. Know your materials. Inventory materials and assesswhat to salvage/reuse and recycle. Then identify possiblemarkets for each type. Knowing markets will help determinehow materials should be sorted and stored.

2. Get everyone onboard. Communicate specific job-sitematerial handling procedures to co-workers and contractorsto ensure participation. Appoint a recycling supervisor.Involve and train workers. Establish a recognition programto encourage employee participation. Discuss recyclingat project meetings. Educate all workers on the project tokeep lunch bags, caulking tubes and other trash out ofrecycling bins.

3. Develop a recycling plan. A waste management/recoveryplan addresses what materials will be generated, whatprocedures will be used, who will haul away each material,and where it will be hauled.

4. Require subcontractors to participate in the recyclingprogram. Develop specific salvage/reuse or recyclingguidelines for subcontractors to follow as part of theircontracts.

5. Allow time for deconstruction and salvage.Remove salvageable items before demolishing part or allof a building. Wood joists, wood flooring, bricks, cabinets,and architectural details such as mantels and molding areamong the most valuable building materials. The DC regionsupports several enterprises offering deconstruction andsalvage services.

6. Consider “time-based” hauling. Using your projectschedule, determine what materials are likely to begenerated at different points throughout the project. To avoidcontamination of recycling dumpsters, effectively scheduledumpster pulls.

7. Select a recycler. Find a hauler or recycler to handle thejob. Discuss the project with recycling service providers.Different companies offer different services and materialshandling methods. Understand what each is capable ofproviding. The company you choose may be able to meet allyour recycling needs. Consider including the following in theagreement: materials to be recycled, documentation ofweight or volume of materials recycled, schedule forcontainer pickup, and how containers will be labeled.

8. Make recycling easy. Clearly mark and locate bins andfind locations to temporarily store materials. Include bilingualsigns and signage in the language of your workers. Picturescan help non-English-speaking workers. Place recycling binsin a location that will prevent misuse or contamination by thepublic, and that will be as close to the work as possible.Always provide a trash container next to recycling bins.

9. Monitor. Check recycling containers for contaminationand fullness. Visit the site periodically. Check in regularlywith subcontractors to ensure they are properly recycling.

10. Document, document, document. Work with haulers,subcontractors and markets to track costs, quantities, andtypes of materials recovered. Hauling slips can verifyrecycling amounts.

Frequently Asked Questions

How can I recycle when space at my job site is at apremium? With proper scheduling and containers.Coordinate recycling services with construction schedule,and properly size containers to match job segments andspace constraints. Remove materials before they are mixedwith materials from the next construction phase.This approach works wells when construction phasesgenerate certain homogeneous materials such as drywallor cardboard. Space for multiple bins can be avoided.Mixed material processing off-site is another possibility.

How do I find a hauler willing to recycle? Word of mouth.Check with companies in this directory. They can oftenrecommend haulers. If you use haulers listed in the YellowPages, ask for a reference and consider instructing themto take designated materials to certain end markets.Regardless of whom you choose, ask haulers to documentfacilities used and to provide copies of weight tickets fromevery load.

Doesn’t recycling take too much time and cost toomuch? No. Not because of labor—trained workers learnquickly and the steps to recycle are simple. Not because ofservice—hauling takes the same time whether materialsare recycled or trashed. Not because of logistics—recyclingis coordinated specifically to the job site and the jobschedule. Recycling can save money in avoided disposalcosts and can generate revenue through material sales.

Won’t deconstruction and salvage delay my schedule?No. Deconstruction can be scheduled during the fixed assetremoval, move-out phase. This leaves less work and volumefor demolition phase. Deconstruction can uncover areas thatneed asbestos and lead removal before demolition proceeds.

How do I prevent container contamination? Train workersand supervisors, especially on the use of designated bins.Proper signage on bins is essential. Consider locating bins ina locked or supervised area or having bins with lids todiscourage contamination by the public.

Can unsorted loads of demolition or construction wastebe recycled? Yes. Our region has facilities that can processmixed loads of construction and demolition debris. Thesefacilities typically use mechanical systems such as crushers,shakers, screens, magnets, and blowers. One downside isthat mixed processing typically reduces the value ofrecovered materials.

Which is better: the source separation method or themixed material method? The higher onsite costs of asource separation program—in which materials are sortedand each type is placed in its own bin—may be offset bymuch lower disposal costs and the much higher value ofrecovered materials. Mixed material systems generally havelower recycling rates and have more difficulty documentingrecycling amounts. If space is limited, consider a hybridsystem. Use one container for a large quantity of easilyrecycled material such as cardboard and another for themixed materials.

What materials require special handling? Lead andasbestos-contaminated materials, solvents, paint thinners,mercury switches, pressure-treated and creosote-treatedwood are considered hazardous and are not recyclable.Contact the relevant jurisdiction listed on page 43 forinformation on proper handling and disposal of hazardousmaterials.

What are the main obstacles and barriers? Unfamiliarcrews, accelerated schedule, stacked trades, multiplematerials, limited site space, high recycling goals. Properplanning, training, and specific contract provisions canaddress these issues.

Recycling Helps Buildings EarnGreen Certification

An increasing number of building owners in our regionare seeking green building certification via the US GreenBuilding Council’s Leadership in Energy and EnvironmentalDesign (LEED) program. Buildings can be certified asLEED, Silver, Gold, or Platinum based on the number ofpoints earned. Points are available in five different areasincluding Materials & Resources, which encompassesconstruction waste management.

Projects that recycle 50% of their waste can earn1 point. A 75% recycling rate can earn a second point.An innovation credit point is available for projectsachieving 90%+ recycling. To earn construction wastemanagement points, projects must develop a constructionwaste management plan, identify recycling goals, andquantify waste generated and recycled either by volumeor by weight.
