FOREWORD

This Statistical Abstract will be an annual production of Kasese District Local

Government. It will become an important source of social, economic and demographic

data. Each year, the Statistical Abstract will provide an update on key findings from

surveys and censuses.

The production of the selected statistics presented in the abstract is a participatory

effort of all departments at the district. The 2018 Statistical Abstract for Kasese District

presents information to support data user needs by providing relevant, reliable, and

timely official statistics essential for monitoring outcomes and supporting evidence –

based formulation.

The information contained in this statistical abstract covers all major social-economic

sectors of the district including but not limited to: environment, population, education,

health, trade, income and expenditure, final accounts, district finances and service

delivery, to mention but a few.

The district local government appreciates the continued corporation of the departments

that avail the pre-requisite data in time to produce this valuable document. Special

thanks go to the District Planning Unit Staff and in particular the Statistics section who

compiled this document. It is our sincere hope that this publication meets the needs of

our stakeholders and is supportive and relevant to their requirements.

Chapter One:

Background Information

1.1 Location of the district

Kasese district is located in western Uganda, became a district in 1975 when it was

curved out of former Toro district. The district is composed of 24 rural sub counties, 9

urban town councils and a municipality with 3 divisions. There are 178 parishes/wards

and 826 cells/villages in the district.

It lies between latitudes 0o 12’S and 0o 26N; longitudes 29o 42’E and 30o 18’E. Kasese

district is bordered to the North by the district of Bundibungyo, the North East by

Bunyangabu, to the South East by Kamwenge, to the South by Rubirizi and to the West

by the Democratic Republic of Congo.

1.1.2 Size of the district

The total surface area of Kasese District is 3,389.8 sq.km of this the total land area is

2,949.2 sq.km, the total area of water bodies is 371.8 sq.km and the total area for

wetlands is 68.8 sq.km. About 63% of the land area is occupied by nature and wild life

conservation schemes and other government projects such as prison land and irrigation

farming. The population is mainly concentrated on the stretch between the Rwenzori

Mountains, the lake shores and the Western Rift Valley basin. The population density is

over 236 persons per sq. Km and the population growth rate is over 2.45% per annum.

The soils range from clay loams, sand loams to Murram in most areas of the district.

Vegetation is mainly open Savannah grass which is, in some places mixed with

woodland.

1.1.3 Historical Background

Kasese District is one of the 127 districts that constitute the Republic of Uganda. It was

gazetted in 1974 having been curved out of the former Tooro district. Before its

creation, there was an uprising by the Rwenzururu Movement demanding among other

things, for the independence of Bakonzo and Bamba from Tooro Kingdom. This conflict

continued up to the early 1980s.

In the 1980s, the National Army for the Liberation of Uganda (NALU) started another

uprising in the mountains, which, though on small scale created instability in the

mountainous part of the district. In 1996, there was an invasion of the Allied

Democratic Forces (ADF), which affected progress of economic activities up today. In

addition to the loss of incomes, during the Rwenzururu Movement, there was a great

loss in terms of trained personnel who migrated to other safe districts e.g. in Bushenyi

and Mubende.

1.1.4 Cultural Units

Kasese district is home to the Banya Rwenzururu. This is a part of the population who

are part of the Rwenzururu kingdom. The kingdom has a number of cultural counties,

clans and clan heads. The Rwenzururu Kingdom is headed by the Omusinga Charles

Wesley Mumbere Iremangoma.

1.1.5 Geographical features

Kasese district is famous for its beauty including the Wild life national parks, the aquatic

diversity (Fresh fish lakes, salty lake and rivers falling from the great Mountains of the

Moon (Mt. Rwenzori). The Rwenzori ranges including the Margherita and Stanley peaks

can be viewed and accessed from the district.

There are a number of mineral resources in Kasese that include: Copper (Kilembe

Mines), Cobalt, Cement (Hima), and Limestone (Muhokya). These can further be

explored to benefit the people of Kasese. Tousrim is a significant activity within the

district given its natural resource endowment including mountains and national parks.

National parks in Kasese include: Queen Elizabeth National Park, Rwenzori Mountain

National Park and Kibale National Park. Wildlife sanctuaries include: Katwe, Kasenyi,

Hamukungu while bird sanctuaries are located on the Kazinga Channels with over 6,000

species.

There is a salt lake at Katwe where salt is mined. The western rift valley also goes

through the district.

1.1.5.1 Rainfall

The district experiences bimodal rainfall pattern. The first rains are short and occur

during March-May and the longer rains from August-November. Annual rainfall ranges

from 800mm-1600mm, and is greatly influenced by altitude. Alongside, there exists

wide temperature variations influenced by altitude from rather high temperatures at the

plains to as below zero at the summit.

1.1.6 Development partners

There are over 850 community based organizations in Kasese district. Most of the

organizations specialise in advocacy, livelihood, HIV/AIDS, disaster preparedness and

micro finance and are spread throughout the entire district.

There are also development agencies operating in the district such as Unicef which is

mainly funded areas for improving the quality of life of women and children, SNV which

mainly builds the capacity of the district and the lower local governments, RTI which

mainly deals in health especially medicines for AIDS patients, Baylor Uganda which

operates in areas of reproductive health, KARUDEC which is a local church based

organization doing all sorts of development work in the rural areas, CARITAS a local

church based organization dealing mainly in agriculture and micro credit, CARE

ix

International which has been active in Uganda since 1979 and is mainly into natural

resource management, Development Cooperation of Ireland which has mainly focused

on effective teaching and learning in schools, Save the Children in Uganda which has of

recent invested heavily in the education sector, Compassion International which

sponsoring orphans for education and Kilembe Investments Ltd which has partnered

with the district to provide power to the rural areas of the district.

There is also number of private companies doing a variety of development work for

profit.

As seen from above Busongora, county has 12 rural sub counties and 5 urban

councils while Bukonzo County has 12 rural sub counties with four urban councils.

2.2 Human Resource Management The mandate of the human resource department is to organize human resources

for the district local government. Below is a summary of the different staffing

From the table above, 39 vacant positions exist at the District Local Government

headquarters. However, it should also be noted that vacant positions are declared

to the district service commission at least twice for advertising and filling. The

department of production is the most under staffed according to the available

records.

2.4 Council, Boards and Commissions

2.4.1 Council

The district council is made up of 58 members representing sub counties and

special interest groups such as PWDs, youths and women.

The district executive committee has five members including the District

Chairperson and four other members one of whom is a female.

2.4.2 District Service Commission

The commission is made up of five members one of whom is a female, however,

the commission has only four members. Their mandate is to recruit, confirm,

promote, retire, and discipline staff.

2.4.3 Public Accounts Committee

The committee is made up of 5 members one of whom is a female. Their mandate

is to oversee management of public funds and make recommendations to the

District Executive Committee.

2.4.4 Land Board

The board is made of five members one of whom is a female. Their mandate is to

manage land matters in the district including approving land title applications,

customary/lease/freehold offers etc.

Chapter Three:

Finance and Planning

3.1 Population Characteristics According to the 2014 National Population and Housing Census the population of

Kasese District was 694,987 which was 2.01% of the total national population. Of

this population, females were 359,592 (51.7%) while males were 335,400

(48.3%). The population growth rate was estimated at 2.45% per annum; well

over that of the country rate 3.4% per annum. The majority of the population i.e.

about 47.3% resides in Busongora County while the rest reside in Kasese

Municipality and Bukonzo County.

In 1980, the population of the district was 277,697 while in 1991 it was 343,601

persons.

The population of Kasese District was 523,000 people in 2002 having increased

from 343,601 people in 1991 reflecting an annual growth rate of 3.6% which is

over the national growth rate of 3.4% during the same period.

The distribution of population in Kasese District by Sub County/County and by sex

is according to the 2014 National Population and housing census.

Using 2014 as a base year, the population of the under 5 were 130,140, between

6-12 years were 147,516 and below 18 years were 385,664 and. Aggregated in

percentages, Kasese District has a youthful population (population below 18years)

of 55.5%.

Primary school age population (6- 12years) constituted 23.2% compared to 22%,

National status.

A household is defined as a group of persons who eat and live together. The

average household size was 5.3

Kasese District had a total of 140,697 Households in 2014. And these Households

The table presents the population projections from the total district population per

administrative unit from 2014 to 2024. The all the administrative units of counties

of Busongora and Bukonzo together with Kasese Municipality were all covered.

However, the newly created town councils and sub counties that were not yet into

existed in 2014 were left out. From the table, the three Municipality divisions had

the highest proportion of urban population in 2014 of 101,065 people comprising

about 14.5% of the total district population. Mpondwe-Lhubiriha town council had

the highest population among the urban town councils with a population of about

51,351 people. Maliba Sub county had the highest population among the rural

administrative units.

Katwe Kabatoro town council with a population of 6,403 people is the smallest

urban unit while Rukoki Sub County with 4,997 people was the smallest rural unit.

district while males account for 48.3%. In all administrative units except Katwe

Kabatoro TC and Karusandara Sub County, the female population is more than the

Age and sex are the most basic characteristic of population. Sex and Age

composition of a population has significant implications for the reproductive

potential, human resource, school attendance, family formation, health care and

other service delivery in general.

3.1.1 Age Distribution of the Population Kasese District has a youthful population (population below 19years) of compared

to the National status of 56%. Primary school age population (6- 12years)

constituted 23% compared to 22%, National status. Elderly (60+) comprised 3.2%

of the population compared to National status of 4.6%. This is most likely due to

the reason that the elderly people tend to retire in villages, running away from

high cost of living in town.

The sex and age composition of a population has a significant implication on

District is 1 male for 1.1 females in 2009 implying that the majority are females.

Kasese District has high age dependency ratio. The Age dependency ratio is the

ratio of the persons in the dependent ages (population below 15years and those

above 65years) to the economically active population (population aged 15 to

64years).

The table shows a dependency ratio of 0.95 implying that on average, there is one

dependent persons per 0.95 economically active persons. This is well below that

3.1.3 The Ethnicity

Citizenship refers to nationality of the population enumerated i.e. Ugandans and

non-Ugandans. The 1995 constitution of the republic of Uganda recognizes and

respects the diverse ethnic groups, freedom of worship, ideological, political and

cultural diversity.

Kasese is characterized by a high ethnic diversity. Table 9 shows that the

Bakhonzo constituted 87 percent of the populations enumerated in Kasese District

in 2002 census. Other significant ethnic groups included the Batooro, Banyankole

Banyabindi, Basongora, and the Baganda.

From the table, local revenue budget reduced from 4,529,792,000 billion in FY

2017/18 to 1,616,615,000 billion in the FY 2018/19. During the FY 2017/18,

Loyalties accounted for about 36% while in the FY 2017/18 about 61% the district

local revenue is projected from both royalties and property related duties, all other

revenue sources were projected to increase in the FY 2018/19, no revenues were

projected from fees from appeals and educational/instruction related levies.

A total of shillings 68,146,054,000 has been projected as total revenue for the FY

2018/19 compared to shillings. 59,504,493,000 during the FY 2017/18

representing a 14.5% increment in the overall allocation to the district. The district

has projected to raise Shillings 1,616,615,000 from locally generated sources

compared to shillings. 4,529,792,000 during the FY2016/17 representing an

increase of 64.3%. The decrease in projections is mainly as a result of reduced

projections from the LLGs

(health, Education, water and sanitation). The 2014 census collected data on

The 2014 census data shows that most households in Kasese District live in

Permanent roofed houses representing 93.9% of households, then those who live

in permanent walled houses representing 50.2%, permanent floored houses

making 26.5%. Additionally 69.5% of the households live in semi-permanent

houses and 5.8% live in Temporary houses.

From the table 13 above, the poverty levels are higher in Bukonzo county than in

Busongora at 51% and 45% respectively. The sub county with the highest number

of people below the poverty line are Kyarumba Sub County (58%), Mahango and

Kyondo (55% each) and Bwera, Kitholhu and Nyakiyumbu at 53% each.

The poverty levels are lowest in the sub counties of Karusandara (27%),

Kitswamba (34%) and Rukoki (37%) Sub Counties. The overall poverty level for

the district is 48% of the population below the poverty line.

Of the working population enumerated then, over 70% of the people were

subsistence crop farmers, 6% were associate professionals and 5% were craft and

related products’ workers. Only 0.2% of the population were in the managerial and

seniors officers’ level and yet these are the categories that have high pay. 1.7% of

the population were subsistence livestock and fishery workers, 4.4% were

wholesalers and retailers, 1.3% were market oriented agricultural workers and

2.6% were machine operators.

The most important employment industry in Kasese is crop farming employing

over 73% of the population followed by the public, health and education services

(6%), other agricultural activities (4%) and the sale of food stuffs and other social

services each employing 3% of the population.

The least number of people are employed by the manufacturing sector followed by

electricity, water and gas supply.

From table 18 above, among the males, over 57% reported having failed to

complete primary seven while only 10.1% had completed primary seven. Only

4.9% of the males said they completed secondary school.

Among the females, over 55% reported to have failed to complete primary seven

while only 8.7% completed primary seven. Only 2.2% of the females completed

secondary school.

Chapter Four:

Health Services

4.1 Introduction to health services

Kasese district health sector is composed of 105 health unities of these 3 are

hospitals, 5 are health Center IV, 42 are Health Center III, and 69 are health

Center II. Each health sub district has got a health unit implying a well distributed

health services related maternal, infant and child feeding services. In addition,

these health units have been used as referral centers by VHTs, and relevant

stakeholders, however there is need to build the capacity of the different

stakeholders, the VHTs, Health workers to respond to nutrition related issues.

Health services in the district are delivered at 106 health facilities covering all sub

counties. However 17% (5) sub counties of Bwesumbu, Buhuhira, Bwera,

Nyakatonzi and Isango have centres only at level II. This hinders the delivery of a

full package of MCH and HIV/AIDS services in the District.

Therefore there is need for remodelling these HCIIs in the underserved sub

counties to enable provision of MCH services.

The District also faces challenges of blood shortage and there is no blood bank in

the district that can supply blood for transfusion to the patients in the District

4.4 Maternal mortality Ratio (MMR)

The MMR has reduced to 122 per 1,000 live births (DHIS2 August 20. 2017) from

164 per 100,000 (DHIS 2016). The reduction is attributed to Governments efforts

in recruiting critical skilled staff especially midwives to improve MCH services and

equipping health facilities with equipment and trainings of staff by implementing

partners.

The majority of the maternal deaths occurred in Kagando Hospital accounting

458/100,000 live birth compared to 104/100,000 in Bwera Hospital and

169/100,000 lives in Kilembe Hospital Respectively. And a mong the HCIVs

Rwesande had the highest MMR at 394/100,000 higher than St. Pauls at

234/100,000 live births.

Maternal death review committees were oriented at all HCIVs and Hospitals

leaving behind the volume HCIIIs. And yet some of the mothers are delayed at

these lower level facilities. Delay in seeking care was still perceived as the common

reason. Health system factors especially lack of blood was a major avoidable

factor.

4.6 Water Supply Situation The District is endowed with various water resources, which cover about 12% of

the total land area. A large percentage of the domestic water supply facilities in

the district utilize ground water. These include springs, Gravity flow schemes and

Boreholes. It is currently estimated that there are 1,167 protected up from 1,136

and 183 boreholes and about 1,450 GFS taps available for rural water supply with

average access to safe water coverage being estimated at between 80%-85%.

The average functionality of safe water sources in the district stands at 63% down

from 76%

4.9 Maternal and Child health

The number of deliveries by skilled personnel (proportion of supervised

deliveries to those who attend antenatal) is 32%.

The number of pregnant mothers receiving antenatal and postnatal care is

34%

The contraceptive prevalence rate/number of mothers practicing family

planning is 50%

The infant mortality rate is at 76/1000.

The less than 5 mortality rate is 145/1000.

The maternal mortality rate stands at 505/100000.

The district has a very high fertility rate which accounts for one of the

4.10.1 HIV Counselling and Testing

There are 14 HIV voluntary testing and counselling centres in the district at

Rwesande, Kagando, Bwera, Kasanga, Karambi, Kinyamaseke, Nyabirongo,

Kyarumba, Katwe, St. Paul’s, Katadoba, Kasese T/C, Kilembe, Bugoye, Mukathi

and Kinyabwamba, Bwera Hospital, Kilembe Hospital and Kagando hospital.

PMTCT services are also offered at these centres.

4.10.2 Drivers of HIV/AIDS

The factors affecting HIV prevalence include: the ADF war of 1996 when a large

portion of the population was displaced and also that fact that Kasese is a mining

and border district, which is a major destination of all sorts of people including sex

workers, casual labourers, expatriates, foreigners etc. Others include Poverty,

Culture, urbanization, Drug and substance abuse, prostitution and sex working and

others.

grant aided and 65 private secondary schools.

There is one nursing and mid-wifery at Kagando with an enrollment of 162

students of whom 80 are males while 82 are females. There is a technical

institute at Katwe Kabatoro with enrollment of 52 students of whom 40 are

males and 12 are females. There is also one Polytechnic college in the

municipality. There is a primary teachers college at Bwera with an

enrollement of 270 students of whom 147 are males and 123 are females.

There is also a Wild Life Institute at Katwe offering diplomas in Wild Life

Management. The Celak Catering school provides students with training

hospitality and hotel management. There is also Rwenzori school of nursing

in Nyakasanga, Kasese Municipality

There is a vocation school at Ihandiro and Kisinga sub counties

Chapter Six:

Works and Technical Services

6.1 Roads by grade, Length, and condition About 97/466 km of the road network is in good condition and will require routine

maintenance, 138/466 km requires periodic maintenance, 146/466 km requires

rehabilitation and 85/466 km require design and reconstruction. So far a total of

over 635 km of community access roads is in existence in the community.

6.2 Water transport

The district has no commercial water transport services. However, due to the

presence of lakes George and Edward, canoes are used especially by fishing

communities to move from landin site to landing site. Additionally, as part of their

tourism promotion activities, the Uganda Wild Life Authority runs boat launch

services for tourists along the Kazinga channel. All the rivers have large stones and

hence rivers are not good for water transport.

6.3 Water development services

The district is endowed with various water sources which cover about 12% of the

total land area. These include Lakes George and Edward, rivers Mubuku, Sebwe,

Nyamwamba, Nyamugasani, Kanyampara, Lhubiriha and Rwimi.

Currently, there are 1,167 protected springs up from 1,136, 183 boreholes and

about 1,450 GFS taps available for rural water supply with average safe water

coverage estimated at between 80-85%. The average functionality of safe water

sources in the district stands at 63% down from 76%.

6.5 Housing

There are 13 blocks used for offices at the headquarters, which need constant

minor repairs. There are also 16 senior staff houses although 4 of them need

major repairs. There are 23 junior staff houses in very bad condition with 50% of

them already condemned. There is a district store, 2 mechanical workshops and a

teacher’s resources centre which are in very bad shape. The district started the

construction of a hotel, bar and restaurant at Bwenda in Katwe Kabatoro TC which

has failed due to financial constraints. The construction of the 2 billion

administration block is yet to take off.

6.6 Mechanical

The district has a fleet of vehicles now numbering up to 15 vehicles at the district

headquarters. The district road equipment has recently been recalled pending

major repairs. The majority of the fleet of vehicles are very old and it is largely un

economical to repair them from time to time.

6.7 Physical Planning

The trading centres of Kinyamaseke, Kisinga, Mubuku, Ibanda, Maliba-

Kyanya, Rugendabara and Kitswamba have been upgraded into town

boards.

However, there are many trading centres that are mushrooming and have

been planned yet.

Community Based Services

8.1 General Community Development Issues

There are 600 NGOs/CBOs in the district.

8.2 FAL Enrolment

FAL is a strong tool for poverty eradication that empowers communities with skills,

knowledge and information to participate in the development process.

There are currently 281 classes with a total enrolment of 5,992 learners

78% of the FAL learners are women

Attendance by women is hampered by numerous domestic chores

Maliba Sub County has the highest number of FAL learners i.e. 10.3%,

followed by 8.7%. Hima has the lowest enrolment with only 0.3% of the total

learners.

The ratio of girls to boys in primary schools is approximately is 1 boy: 1.015

The ratio of Literacy of women to men of 15-29 years old is (1.02 : 1)

According to the table above, government (gov’t schools and local government) is still the biggest employer in the district employing over 57% of the formal employers in the district. Fewer women (2,819) i.e. 40.7% of the formal employees are in formal employment as compared to their male counterparts (6,397).

The majority 71.9% of the households are involved in agriculture or subsistence

farming. There are also more male headed households i.e. 82.7% of the

subsistence households and female headed comprising 17.3%. Additionally, more

households in the rural areas (97.5%) are involved in subsistence farming

compared to their urban counterparts (2.5%).

9.2 Crops

The major types of cash crops grown in the district include: coffee, cotton, passion

fruit, pineapples, mangoes.

The major food crops grown include: maize, beans, matooke, sweet potatoes and

cassava. Coffee is mainly grown in the mountainous parts of the district. Cotton is

grown in the low lands which are flat. The food crops are spread throughout the

district but mainly do well in the low lands.

The Kitswamba- Hima area is a major maize growing belt in the country.

9.3 Livestock and veterinary services

The animals reared include: cattle, goats, sheep, pigs and poultry.

Cattle rearing is more prominent in the sub counties of Munkunyu, Lake

Katwe, Muhokya, Katwe Kabatoro TC, Rukoki, Hima Town Council and

Kitswamba.

Goat rearing is spread throughout the district.

Chicken farming has more than tripled since the NAADS intervention

beginning 2007.

There are few licensed animal drug shops in the district

9.4 Fisheries

Mainly practiced on the landing sites of Kasenyi, Hamukungu and

Kahendero on Lake Goerge and Katunguru and Kayanja on Lake Edward.

In the past fish ponds were introduced but the majority of them have since

gone bad except for a few ponds in Bugoye sub county, Ihandiro and

Kitholhu sub counties.

The major fish catch specie is tilapia.

There is a beach management unit at every landing site.

9.6 Trade

There are 70 cooperative organizations in the district of whom 6 are for

women

Most markets (see annex attached) in the district are weekly and mainly

deal in agricultural related products.

There is one agro processing plant found in Kasese Town Council i.e. Reco

Industries Ltd. They produce fruit juice, chilli sauce, pepper, and other

products.
