INTRODUCTION
Budgeting touches every aspect of the publicsector, demanding that anyone concerned withpolicymaking or implementation understandhow the process works. Budgeting shapes themacro economy; it reflects the political power
of a variety of actors who engage in differentstrategies; it determines what programs getfunded and at what levels.
This course will expose participants to practicalknowledge about how the budget processworks, and covers both the technical aspects of budgeting and more general concepts.
In this programme, participants will gain generalunderstanding of budget preparation, adoptionand execution; proposed reforms of the budgetprocess; and competing theories of the politicsof budgeting.
