The Opportunity The City of Delray Beach, Florida is recruiting nationally for a highly experienced professional to manage the budget requirements for the City’s FY 2020 $218 million operating budget and $77 million capital budget as the Budget Manager. The successful candidate will have a well-rounded public finance background with in-depth knowledge and experience in local government budgeting. The Budget Manager will have the highest degree of integrity, judgment, and independence as well as expert-level skills necessary to apply budget-related laws, regulations, policies, and methods to manage complex budgetary and financial assignments. The successful candidate will be results-driven, with well-grounded and ethical decision-making abilities.

City GovernmentDelray Beach is a full-service City operating under a City Commission-City Manager form of government. The City Manager is appointed by the Commission and is the Chief Executive Officer of the City. The City Manager is responsible for the administration of all City affairs and appoints all administrative officers.

The Finance DepartmentThe Finance Department provides professional support to City management for making fiscal and organizational decisions, including the preparation and oversight of the Citywide Budget. Additionally, the Department manages the City’s daily financial operations, maintains the financial integrity of the City, procures goods and services in a timely and cost-efficient manner, and effectively uses the City’s information technology resources to improve productivity, customer service, and public access to City information.

The PositionThe Budget Manager provides highly responsible and complex administrative support to the Finance Director and provides expert-level authority and consultative services on budget and fiscal issues to City officials, executive management, and all City departments. This position is responsible for the preparation and maintenance of the annual City budget and computing and verifying Departmental requests. Work is performed with considerable latitude for the use of independent judgment in the selection of work methods and procedures in accordance with laws and established policies. Budgetary compliance is reviewed through audits and reports. This position undertakes professional and technical accounting work assisting the Finance Director in the maintenance of financial records and fiscal controls.

Essential functions of the position include:

• Provide staff assistance to the Finance Director and assume management responsibility for all services and activities of the Citywide budget program;

• Design of the City’s proposed budgetary control process (review, analysis, and reporting of monthly actual vs. budget performance by department); ongoing management and implementation of the approved process, including monthly reports and recommended corrective actions to senior management, and monthly reports to the City Commission;

• Preparation of the City’s proposed and final operating and capital budgets to include: compiling, reviewing, and processing departmental requests; verifying budgetary information for completeness, accuracy, and adherence to guidelines; propose options for budget adjustments; attending departmental budget meetings with the City Manager and Department Heads; document preparation; preparation of advertisements; and preparation of agenda items;

• Analyze budget reports and requests of all City departments and provide assistance when necessary; maintain accounting and budget controls relative to revenues and expenditures and other related records; assist in maintaining the budgetary accounting records of the City according to established account classifications; prepare financial statements from accounting records;

• Examine and verify all revenues from all sources; make entries for authorized budget transfers; assist in analyzing cost accounting data and other information to develop performance standards for guidelines in budget or program preparation; perform routine budget monitoring procedures and preparation of budgetary reports;

• Provide revenue and expense monitoring and forecasting for the budget process; prepare quarterly financial reports for the City Commission;

• Preparation of the annual budget instruction manual to include projection information (i.e., payroll projections, electric, water, solid waste, stormwater assessments, telephone, insurance, and other projections as needed) as well as compiling and producing this document for distribution;

• Prepare and submit all budget amendments. This is to include compiling requests from all departments, balancing all funds affected, preparing the resolution and resolution exhibit and all supporting documentation as requested by the Finance Director, City Manager, and City Commission;

• Review all budget resolutions and supporting documentation for TRIM compliance and send all required documentation to State for TRIM approval. Also, complete all e-TRIM transactions required by the State throughout the year;

• Assist in annual audit as requested in response to items involving the annual budget, budget transfers, budget amendments, and all other queries; and

• Assist balancing the operating budget information into the 5-year CIP.

Other duties and responsibilities:

• Preparation of the necessary documentation for participation in the GFOA award program for distinguished budget presentation if the program is budgeted in the fiscal year;

• Provide budgetary approval of payroll forms, tuition reimbursement, etc., and update and maintain related reports as they pertain to the budget process (e.g., position control);

• Review and approval of all City Commission agenda items requiring the expenditure of funds;

• Process payments for Solid Waste Authority and stormwater assessments;• Give training classes to employees new to the budget process or when the

budget process changes; and• Distribute, create, and/or participate in all ranking of functions within the City,

scorecards, or any other ranking system developed by the Finance Director, City Manager, or City Commission.

The Ideal Candidate The ideal candidate for this position will have the highest degree of integrity, judgment, and independence as well as expert-level skills necessary to apply budget-related laws, regulations, policies, and methods to manage complex budgetary and financial assignments.

Candidates should have a thorough knowledge of the principles and practices of public agency financial management and have strong analytical skills related to the development and implementation of long-term financial strategies, projections, models, and budgetary reports. A high level of expertise and hands-on skills in various technology/software programs is required. The Budget Manager will also establish enhanced internal procedures to assist in the compilation of financial information, including improved technological aspects of collecting, assimilating, and reporting data.

Additionally, the Budget Manager will have a collaborative yet inquisitive style that is complemented by strong people skills, working closely with the full array of departments with a focus on being supportive. The Budget Manager will strive to fully understand operations and services offered to move toward robust benchmark comparisons, data-driven information, potential cost-efficiencies, reduced redundancies, and improved timetables for reporting. The person will also be able to provide alternatives and options to the Finance Director, City Manager, and the City Commission and be seen as open, honest, and direct, with a respect for dealing with confidential and sensitive matters.

The successful candidate will have strong communication skills and an approachable personal style with the ability to incorporate a proactive approach to municipal finance while, at the same time, providing clear recommendations and timely advice to the City’s leadership. The ideal candidate will be a self-assured individual with the ability to exercise a high degree of common sense and sound judgment.

Compensation and BenefitsThe salary range for the Budget Manager is up to $107,369, with the starting salary dependent on qualifications and experience.

Qualifying Education and ExperienceEducation: Requires a Bachelor’s degree from an accredited college or university with major course work in finance, accounting, business administration, public administration, or a related field.

Experience: Five years of increasingly responsible experience in the preparation and monitoring of budgets and/or moderately complex accounting work.

Any combination of experience, training, and education can be substituted for the minimum qualifications. Knowledge of TRIM is desired but not required.
