Real Estate Services

o Piper Road North – The pre-trial mediation of November 1st resulted in a settlement. o Release and Occupation of Easement Program - This program is very active. We received and

processed over 45 applications this fiscal year. o Engineering, Administration, Community Services and Utilities - We continue to assist these

departments and divisions in obtaining easements, title searches. o Easement Request – Utilities Department – We are working on the acquisition of a utility easement

from Circle K for the expansion of utilities associated with the US 41 widening project. o Land Exchange Request – Utilities Department - The BCC approved the land exchange. We have

closed this transaction. o Land Exchange – Parcel Needed for Olean Boulevard Widening – The BCC approved a land

exchange with New Vista Corporation. We have closed this transaction. o Potential Sites for Off Beach Parking in West County – We are working with Administration on the

possible purchase of vacant land to be used for off beach parking near Englewood Beach. o Burnt Store Road Phase II – We have obtained the appraisals and good faith pre-suit offers for the

94 parcels to be acquired. We are now processing several voluntary purchases with the property owners who have accepted the pre-suit offer.

o Mosquito and Aquatic Weed Control – The acquisition program has been successful and we are currently looking at obtaining access easements from private property owners to allow staff to access canals and waterways.

o Land Lease for Mosquito Control Helicopter Staging Area – We have negotiated a new lease that is set to begin in April of 2018. This lease is subject to BCC approval and this item should be presented to the Board for consideration in the coming months.

o Habitat Conservation Plan – We continue to acquire parcels needed for the HCP based on direction from Natural Resources. We are also working with Natural Resources on the possible acquisition of a large parcel of land that could satisfy the HCP’s land acquisition requirements. An added benefit of this proposed acquisition would be the establishment of a gopher tortoise preserve.

o Olean Boulevard – We are awaiting construction plans and property sketches for the parcels needed for the project.

o Flamingo/Edgewater - We have acquired over 85% of the parcels needed for this project, all on a voluntary basis. We are in the process of negotiating for the purchase of the only improved parcel (single family house) needed for this project.

o Legal Research - We continue to assist staff in the County Attorney's Office in researching and reviewing historical records related to potential and/or ongoing lawsuits.

o Midway Road Widening Project - We continue to address issues related to temporary construction easements that have expired.

o Disposal of Surplus County Owned Lots – We have prepared a list of parcels for the fall offering. Purchasing will be preparing the formal bid package this month.

o Stump Pass Dredging - We continue to assist Public Works staff as needed. o Murdock Village Redevelopment – We are assisting with the redevelopment plan in the Murdock

Village CRA as needed. o Murdock Village Property Inspections - We are continuing our monthly inspections and report any

issues/items that need correcting to the appropriate County staff. o Customer Satisfaction - Customer surveys indicate that our Division maintains a high rating. o Sandhill Boulevard – We are awaiting design plans to determine if additional right-of-way is needed.

o Myakka Avenue – We are seeking satisfactory survey information prior to proceeding with the acceptance of Myakka Avenue.

o Submerged Land Lease in Charlotte Harbor –We have obtained the submerged land lease from the State of Florida.

o Rotonda Drainage Project – We are awaiting further direction from Public Works and the County Attorney’s Office.

o Internal Staff Training – With the recent retirement of several staff members, we continue with internal staff training. Current training relates to real estate appraising and methodology.

o Records Management – We continue to work with Records Management staff to ensure that we follow State and County guidelines for the maintenance and/or removal of files.

o County-owned Parcels Suitable for Affordable Housing – We are working with Human Services staff to identify a list of County-owned parcels that may be suitable for affordable housing purposes. Once completed, the list will be considered at an upcoming public hearing and subsequently reviewed by the BCC for consideration and approval.

o Parkside CRA

o The Parkside Revitalization Plan was presented for transmission to the State for review and

comment at the October 2017 P&Z meeting and October BCC meeting, with adoption anticipated

for December 2017. A rezoning of the Family Services Center and adjacent former Peace

Lutheran Church – both currently owned by the County – to raise the allowable density to 15 units

per acre will begin in November 2017, and is anticipated to be adopted at the same time as the

Revitalization Plan.

o Charlotte Harbor CRA

o The Charlotte Harbor Community Revitalization Plan was adopted on June 23, 2015. New Land

Development Regulations and rezonings were adopted on November 22, 2016.

o Murdock Village

o The Murdock Village Community Redevelopment Agency is working with two developers to

transfer portions of the CRA’s property for development. The County it currently working with

Private Equity Group to rezone more than 400 acres of land around North Charlotte Regional

Park to allow a residential developing including both single-family and multi-family units. This

rezoning will be presented to the P&Z Board in November of 2017 and presented to the BCC for

adoption in December 2017.

In addition to routine mowing staff

spent time repairing storm damaged fence lines at multiple properties and removed storm debris. While these actions were the bulk of operations staff also evaluated multiple units for possible prescribed fire operations.

o County staff focused on maintenance of the west-county properties. Specifically, mowing Cedar Point, Oyster Creek, Ann Dever Regional Memorial and Amberjack Environmental Parks. Staff also conducted trail maintenance operations at Tippecanoe Environmental Park.

o Staff treated approximately 23 acres of cogon grass at Tippecanoe II. Cogon grass is an exotic/invasive grass from SE Asia. Cogon grass was originally introduced to Florida to stabilize berms due to its rapid growth rate and hardiness. It was also intended as a food source for cattle. Unfortunately, cattle don’t eat it and because it is hardy and grows rapidly cogon grass is very difficult to control.

o Staff also conducted a prescribed burn at Tippecanoe II Environmental Park. Staff burned approximately 70 acres of mixed scrub, scrubby flatwoods and flatwoods habitat. The unit burned is also the gopher tortoise recipient site. Additional burns are planned for the coming weeks.

o Staff finished up the first full cycle of mowing post-Irma. There remains some debris to be cut and in some cases hauled away but largely our properties are back to normal.

o As part of our “normal” routine staff treated approximately ¾ of an acre of Cogon grass at Tippecanoe II.

o Staff also attended a Grass ID Workshop in Ona, Florida. The workshop was very productive and informative. Staff was exposed to 33 different exotic and native grasses as well as management schemes for both.

northern line of the preserve was impacted. Staff utilized available materials recycled from discontinued events, a corrugated culvert, to divert future seasonal waters from impacts to our property.

o Staff also conducted inspections and where applicable retreatments for exotic/invasive cogon grass areas.

o Natural Resources staff are also in the process of revising all land management plans. This is a step toward more efficient and congruent land management throughout the county. Included within these plans are descriptions of the existing ecological communities and their respective condition as well as specific goals for consistent land management for the next decade.

o Recreation Division o The four Charlotte County Recreation Centers, two Charlotte County Skate Parks and three

Charlotte County Pools were open a combined 2,250 hours and served over 19,500 patrons (paid and nonpaid). There were Fitness, Instructional, Youth Leagues and Arts & dance programs held at each facility. Attendance for classes and leagues totaled 11,016 touches combined. Recreation facilities rentals achieved a rental attendance total of 8,558 people. Staff spent 209 hours on in-service training and 1,130 hours on facility maintenance.

o Historical o The Charlotte County Historical Center has received updated historic preservation methods for

the Placida Bunk House and Cookie House to support prolonged care of our historic structures. o The Charlotte County Historical Center provided the outreach program, Mound Building: A Brief

History, on Oct. 12 for the Hickory Bluff Chapter of the Daughters of the American Revolution (DAR). On Oct. 16, we went live with the Golden Hippo on WCCF 1580 AM to talk about the area’s turpentine industry history.

o On Saturday, Oct. 21, Charlotte County Historical Center partnered with Florida Public Archaeology Network for International Archaeology Day at Bayshore Live Oak Park. Over 150 participants learned about local history and prehistoric inhabitants of the area through our Calusa Village, mask making, atlatl demonstration, walking tour, and over a dozen booths showcasing regional archaeology, history, fossil, and museum groups.

o Punta Gorda Public Library o Jean Soult and I attended Good Shepherd School’s back to school night and signed twenty

people up for new library cards. o Good Shepherd only has about 38 students so issuing twenty new library cards is fantastic! o We helped around 85 people get FEMA help on Friday, October 6. o Everything went extremely well, the men and women from FEMA were so kind and helpful, our

patrons were very grateful. o We had twenty-four in attendance for our first Library Laboratory with fifteen kids participating. o This Library Laboratory featured Bricks 4 Kidz with the theme Lego Engineering. o The kids had a blast building models with moving parts out of Legos. o Things are picking up as the snowbirds head back. o Jean Soult has done a great job with our children’s programming which has increased the

number of children visiting the library as well as participating in programs.

o We had 39 children from the Good Shephard School’s Kindergarten through sixth grade visit the library.

o The kids took a tour to see where things are located, learned about everything the library has to offer, and how to use the online catalog.

o Mid-County Library o This past Monday, Sylvia Kennedy had a great beginning to Mid-County Regional Library’s youth

programming lineup. 15 kids and 13 parents showed up for the first day of Preschool Academy. Sylvia had a great time meeting with all students and parents and they are all excited about a new year of learning.

o The Preschool Academy program is designed to invite children in the world of learning growth in all areas – social, emotional, physical, and cognitive. The goal is to nurture and enrich a child’s total development and provide a solid literacy and mathematical foundation to the blocks for life-long learning. The Preschool Academy is a very popular program and registration fills up fast. This annual program runs through April 2018.

o On Monday, September 25, the Mid-County Library’s monthly book discussion focused on Michael Grunwald’s non-fiction book, The Swamp-Everglades, Florida, and the Politics of Paradise. Grunwald’s book provides a through environmental and cultural history of Florida’s Everglades. 14 people-a large turnout for pre-season September-- enjoyed discussing this interesting work of Florida’s natural history. Currently, the Mid-County Library book discussion group has gained 5 new participants. As we head into the season…..January and February….we should have more new and returning participants to add to the current 14 members.

o The Mid County Regional Library will be hosting three days of Halloween Frights Nights from October 24-26.

o On Tuesday, October 24, psychic medium and author Lorenzo Marion will take the audience on a journey to heaven. Lorenzo will provide insight in recognizing and communicating with loved ones who have passed on.

o On Wednesday, October 25, we will be showing the movie the Shining on the big screen. Accompanied by his wife and child, an unemployed writer is hired as an off-season care-taker for a historic mountain resort. Supernatural forces associate with the resort's past begin to affect the writer and his family. This horror film classic is directed by Stanley Kubrick and stars Jack Nicholson and Shelly Duvall. Please be aware that this film contains nudity and strong images.

o On Thursday, October 26, we will end the three days of Halloween Frights Nights by showing the movie Carrie. A shy and awkward teen, raised by a domineering mother, releases her psychic and telekinetic powers on fellow high school classmates who routinely tease and bully her. This film is directed by Brian DePalma and stars Sissy Spacek and Piper Laurie. This motion pictures contains strong images and brief nudity.

suspending microfilm circulation services to our patrons. o FamilySearch is the world's largest collection of free family trees, genealogy records and

Library now has increased access to FamilySearch images previously limited to viewing only in family history centers.

o On Saturday Oct 27, the Harold Avenue Recreation Center hosted their annual Trunk or Treat event. The weather was rainy and so the event was moved indoors. In spite of this complication, hundreds of children and their family members dressed up and came to show off their costumes, begin their candy collecting, and play games. The library youth department staff was there to pass out candy and toys, but we would have run out much sooner if the rec center staff hadn’t helped to restock our candy supply many times. They did a great job keeping the huge crowd moving, keeping kids entertained with music and giveaways, and with helping the vendors set up their tables. Mike Massoglia went an extra mile and printed a few more flyers for us when we came up short. It was a really successful event in spite of the challenging weather.

o Port Charlotte Library o Port Charlotte Library held its first Family Yoga class last Saturday. Participants included two

neighborhood elementary school students and a family with a special needs adult son. We are excited to offer this free opportunity to patrons who might not otherwise have the chance to try this form of exercise and relaxation. Librarian Supervisor, Tracy Herman, along with a teen volunteer provided a craft table at the Caribbean Jerk Festival Saturday afternoon. The opportunity to interact with patrons out in the community and discuss our upcoming programs was invaluable. Finally, on Thursday of last week, we hosted six FEMA representatives who provided information and direction for over 100 patrons. The coordination between Federal and County government was warmly received and further inquiries by patrons indicate that an additional session would be greatly appreciated and attended.

o Port Charlotte Library hosts Super Science Saturday on Saturday, October 21. Families will enjoy hands-on science experiments and a Super Hero Science Show put on by the Mad Scientists of Tampa Bay. Student volunteers from Port Charlotte Middle School will be assisting with the hands-on activities.

o The Port Charlotte Library has had a busy week. Saturday, we hosted over 75 children and adults for our Super Science Saturday. With a team of teen volunteers from local schools as mentors, participants enjoyed hands-on activities that ranged from seeing the effects of varying amounts of sugar in water on density to balancing activities to making slime. The day culminated with children watching and participating in a superhero science show put on by one of the Mad the Scientists of Tampa Bay.

o On Tuesday adult patrons enjoyed a showing of the movie "Fences" starring Denzel Washington and Viola Davis.

o Port Charlotte Library hosted an Artist’s Reception for Toni McNulty on Friday, October 27. Members of the art community, patrons, and friends of the artist gathered to view and discuss her artwork. All participants seemed to enjoy this cultural opportunity. On Saturday, children and families entered a spooky state of mind as they made Halloween decorations during Creepy Craft. Yoga for Families was also offered as a complimentary class to the public. Even though it was a rainy day, participants came out to enjoy the activities. For Halloween, Hershey’s Kisses were available for patrons to enjoy a sweet treat (tricks were only available upon request).

o At this point with the reorganizational development under way much of the administrative time is

being spent on frequent staff meetings – all staff or isolated sections. Management is developing

budgets, staff interfaces and adjustments.

o Progress is being made, however and there is light at the end of the tunnel.

o With the changes in the front desk intake process there has been a relief of many of the

stressors. The problem surfacing now is the large volume of calls and voice messages

overloading the primary intake person. The large number of calls seems to be precipitated by the

release of FP & L turn off notices that were held due to Hurricane Irma. Now, not only are clients

behind, but they also owe more with has depleted ours and other assistance agencies funds. In

addition, there are payment amounts that are higher than the allowed amount. The Fl. Dept. of

Economic Opportunity is being contacted to seek additional funds if available.

o A major change is the combining of the call intake with the 2-1-1 division. This alone should

relieve the call backlog and reduce the pressure.

o This division is currently short staffed due to the illness of a major staff member. She will more

than likely not return until after 11/22/2017. This results in more strain on the staff. It is expected

that the FP & L call would subside but this has not transpired. Accurate client numbers are not

available now due to staff absences. This should be hopefully remedied in the next week.

o The Family Services Center continues to be serviced by FS staff. Mostly tenant-landlord issues

frequently.

Public Safety

o Bridge Projects in Construction (may affect vehicular/boater/pedestrian traffic patterns) o Tom Adam’s Bridge Rehabilitation – This project will replace the existing Tenderhouse, electrical

and mechanical equipment. The proposed Tenderhouse will provide a gateway to Manasota Key and will feature a standing seam roof, color coordinated with the Bridge, and large observation windows designed to withstand hurricane winds. The proposed Tenderhouse will provide visibility of traffic and pedestrians approaching the structure when the Bridge is being opened or closed. Currently, the Bridge tender's view is obstructed. The existing concrete railing and guardrail will be removed and replaced with a steel traffic barrier and aluminum handrail, which will allow for widening the sidewalk to a minimum of five (5) feet. The sidewalk surface will be topped to correct slope and alignment issues. The project also includes the replacement of the existing traffic gates, traffic signals, the approach slabs, abutment wall cap, slope pavement, and the Bridge will be repainted. Construction Contract: Quinn Construction, Construction schedule: 3/29/2016 – 6/7/2017.

o Tom Adams Bridge Tenderhouse Construction o Tom Adams Bridge suffered only minor damage due to Hurricane Irma. The bridge was locked

down (closed to marine traffic) for the storm. The bridge returned to normal operation on September 19th. The County will be conducting a bridge inspection to verify the bridge was not damaged by the storm. During this inspection, the bridge will be opened and closed. A Traffic Advisory will be published to notify residents intermittent traffic delays will occur.

o Tom Adams Bridge Maintenance of Traffic o The Tom Adams Bridge, operated by Charlotte County is located on the Intercoastal Waterway,

which is under the authority of the US Coast Guard. By law the County must open the bridge for marine traffic. To reduce the effects on the vehicular traffic, the County has requested approval

from the US Coast Guard to only open the bridge on the hour.Should the bridge become non-operational the County could be required to leave the bridge in the open to marine traffic; therefore, the current construction is critical to everyone who uses this structure.

o Tom Adams Bridge Tenderhouse Construction o The new Tenderhouse is fully operational. The Contractor continues with the interior finishes and

the installation of the new electrical and mechanical equipment. Once all of the electrical and mechanical equipment is installed the Contractor will perform a Functional Checkout prior to turning the operations of the bridge over to the County.

o Tom Adams Bridge Rehabilitation o The painting of the bridge (span grates, beams, and bearings) has been completed. The

Contractor has reconstructed the wall cap for the retaining wall and has begun work on slope pavement.

o The new traffic barrier on the adjacent to the travel lanes coming from the mainland of the bridge heading to the island are complete except minor revisions. Once the new traffic barrier is complete it will be painted to match the bridge. The sidewalk and pedestrian handrailing work has begun. The new configuration will provide ADA compliant sidewalks on the bridge. Work has begun on the new traffic barrier on the adjacent to the travel lanes coming onto the island on the island side of the bridge. This

o work will utilize a temporary barrier wall for the maintenance of traffic, which will result in narrow, 10 feet wide the traffic lanes so the Contractor can maintain two-way traffic. Motorist should expect alternating one-way MOT operations, as the temporary barriers are set up and as the Contractor moves material into and out of the work zone.

o The Contractor has replaced all the mechanical equipment (Hopkins Frame, Motors, Gear Reducer, Bearings, Brakes, etc.) that opens the bridge leaf. Testing, balancing and control revisions are being completed. Although this work will impact the bridge operations, it WILL NOT impact vehicular traffic.

o Currently the Washington Loop Bridge over Prairie Creek is closed to traffic. The bridge was topped with water during Hurricane Irma, the County is having the bridge inspected to confirm if the bridge sustained any damage. The bridge inspection report will be ready on September 29, 2017. Once the bridge has been determined safe the County will open the bridge to traffic.

o During the bi-annual FDOT Bridge Inspection completed in May 2017, it was determined there are repairs required to the bridge. We asked the design consultant to prepare a scope and fee to include repairs to the bridge so it can be constructed under one construction contract.

o Sheehan Boulevard Bridge Repair at Yale Waterway – This project will rehabilitate the existing Bridge on Sheehan Boulevard over the Yale Waterway. The existing Bridge was built in 1968 therefore the Bridge deck and rails are substandard. Sales tax funds will supplement MSBU funds allowing for the inclusion of sidewalks on both sides of the Bridge. The rehabilitation will widen the structure to accommodate sidewalks, replace the deck and install a barrier wall. The proposed design includes sidewalks on both sides of the Bridge and allows the Bridge to be a segment of the horizontal curve, maximizing the deck area. o Midway Boulevard Widening Phase 2 – This project will complete the widening of Midway Boulevard from Sharpe Street to the intersection of Kings Highway (about 2.25 miles). Design includes four lanes of traffic with center turn lanes, new sidewalks on both sides, a closed drainage system, new traffic signals at Beacon Drive, new pedestrian crossings at the schools, new lighting, and a new water and sewer system along the corridor. Temporary sidewalks, meeting ADA requirements, will be installed during construction to maintain all pedestrian access points. Midway Boulevard may be closed to through traffic at times however mail delivery, emergency services and access to local residences will be maintained during construction. o Charlotte County issued the Notice to Proceed for December 11, 2017. o Sunshine Lake/Sunrise Waterway Monitoring Program - The Sunshine Lake/Sunrise Waterway

system, located in Greater Port Charlotte, experienced extensive and persistent algal blooms. Based on aerial photography and public recollection, it appears that in the course of a few years, the Sunshine Lake/Sunrise Waterway went from being a relatively healthy lake with good water clarity and a mostly sandy bottom to an algae-clogged lake, with noxious odors and deep mucky sediments.

o In response to these conditions, and as recommended in an assessment of the lake's problems (Atkins 2012) an extensive dredging operation was completed to remove the algal material from the Sunshine Lake/Sunrise Waterway system. Additionally, a watershed-wide investigation of water chemistry to determine the source of increased nutrients causing the persistent algae bloom was recently completed (Atkins and ESA 2015). The recently completed management plan (Atkins and ESA 2014) concluded that that elevated levels of phosphorus in the surficial aquifer and in stormwater runoff reflected phosphorus-rich surface geology in the surrounding watershed, and that there was no "management action" that could take place in the watershed itself that would reduce the phosphorus-rich runoff from entering the lake. Due to the phosphorus-rich surface geology in the watershed, there is a potential that an algal bloom of some type may reoccur in the lake and waterway. Subsequently, a monitoring program which included quantitative criteria was recommended as part of the water quality management plan. This monitoring program was initiated in October of 2015, with samples to be collected on a quarterly basis. The Scope of Work (SOW) outlined in the link provides detailed information on the activities and costs associated with the continuation of the water quality and benthic monitoring plan for Sunshine Lake and the Sunrise Waterway, as wells continuing the mechanism through which Atkins and ESA can provide ongoing technical guidance related to the ongoing restoration of Sunshine Lake and the Sunrise Waterway. o The 60% design plans for the Gulf Blvd. sidewalk were received Dec. 31, 2014. A Community Meeting was held Feb. 4, 2015 to present the 60% sidewalk plans. At that time the Gulf Blvd. sidewalk project was put on hold until a survey was mailed to all property owners and input gathered.

o The MSTU Advisory Board has reviewed all input and requested the lighting design be adjusted to alternate lights along each side of Gulf Blvd. Staff is processing a change order for the design engineer to accomplish this. The project is still on hold until this change order is received and approved by the Board of County Commissioners.

o The 90% design plans for North Beach Road have been received and are being reviewed by staff.

o New 60% plans with alternate lighting have been received for the Gulf Blvd Sidewalk project. Staff is in process of reviewing.

o Placida Road Safety Improvements (Rotonda Boulevard West to Boca Grande Causeway) –Safety improvements include the construction of a 10’ wide bicycle-pedestrian path between Rotonda Boulevard West and Boca Grande Causeway and roadway/intersection improvements including:

o Northbound left turn at Panama Drive. o Southbound left turn at Bantry Bay. o Southbound deceleration lane at Cape Haze Drive. o Mill and resurface between Rotonda Boulevard West and Boca Grande Causeway. o Design Contract: Giffels-Webster Engineers, Design/Permitting Schedule: through Spring 2016,

Procurement Process: Summer 2016, Projected Start of Construction: Fall 2016 o Charlotte County Utilities added a reclaimed water line and force main sewer to this project which

was approved by the Board of County Commissioners. Conducting utility work in conjunction with construction of the multi-use path and safety improvements will minimize disruption to residents and businesses within the project limits.

o The contractor is clearing and grubbing along Placida Rd., installing storm pipes, reclaim water and force main sewer lines. ITS conduit and sod is being installed. Please drive with caution through the work zone for everyone's safety.

o Coastal Projects in Construction (may affect vehicular/boater/pedestrian traffic patterns) o Alligator Creek Dredging – The Alligator Creek Waterway MSBU Advisory Board requested that

the County design and apply for a permit to dredge the navigable waterways within the Alligator Creek MSBU to a depth of -6 feet MLW. It is anticipated that a significant amount of time may be required to negotiate with the Florida Department of Environmental Protection (FDEP) to issue permits for the dredging within the Alligator Creek to more than a depth of -5 feet, which is the depth for the current permit. Construction services include environmental protection and dredging of Alligator Creek and adjacent channel dredging within the Gasparilla Sound, Charlotte Harbor Aquatic Preserve. Design Contract: Coastal Engineering, Design/Permitting Schedule: 1/6/2013 – Late 2015, Procurement Process: through June 24, 2016, Projected Start of Construction: Summer 2016

o The Army Corps of Engineers (ACOE) combined the -5' MLW Maintenance Dredging project with the proposed -6' MLW project even though they are different in their scope.

o The Florida Department of Environmental Protection (FDEP) permit was received Aug. 29, 2014 for the -6ft MLW project which includes public interest in the form of purchasing and donating an YSI Water Quality Monitor to the "Friends of CHAP."

o The ACOE issued their public notice and received one request for additional information from National Marine Fisheries specific to Essential Fish Habitat. Coastal Engineering Consultants responded with the requested data.

o The National Marine Fisheries’ concurrence letter was issued to the ACOE on November 3, 2015. The ACOE Permit was issued December 29, 2015. A change order to facilitate the bid process

o The contract time is 180 days from the Notice to Proceed which was issued for Aug 1, 2016. The contractor has mobilized to the site and construction is underway. o This project has been completed. o Harbor Heights Waterway Maintenance Dredging - This project consists of maintenance dredging

existing man-made canals and access channels to their permitted conditions to restore safe navigation within the waterway system. Project area includes: Balboa, DeSoto, Dover, Santa Clara, Santa Barbara, San Salvador, and San Marino canals and associated channels within the Peace River. Brush cutting, for line of sight/navigation, was added to the contract. Design Contract: Stantec, Design/Permitting Schedule: 12/17/2013 – March 2016, Procurement Process: March – May 2016, Projected Start of Construction: August 2016

o A recommendation to award Bid #16-296 to the lowest responsive, responsible, bidder, Marine Contracting Group was approved by the Board of County Commissioners on May 24.

o Completion time is 120 calendar days upon Notice to Proceed that was issued for July 19, 2016. Construction is underway at this time. A change order was approved by the Board of County Commissioners on December 13, 2016 for additional dredging and time.

o Coastal Projects in Design, Negotiation or Procurement o Gulf Cove Waterway Maintenance Dredging - Maintenance dredging provides continued safe

navigation for citizens who utilize the waterways. This project provides for engineering, design and permitting to dredge the lateral/access channels. The amount of material to be removed will be determined as engineering and design progresses. The project includes the removal of the existing silt to the previous dredge depth of -4ft MLW within the lateral/access channels and 100 feet into the interior canals. Design Contract: Coastal Engineering Consultants, Design/Permitting Schedule: Through Summer 2016, Procurement Process Summer 2016, Projected Start of Construction: Spring 2017 -Summer 2017

o Coastal Engineering Consultants (CEC) proposed an alternate approach that will improve navigation and yield cost savings over time through reduction of maintenance dredging needs. The approach includes identifying/combining multiple canals into single channels extending to the river.

o The County reviewed the preliminary plan set and issued a revised task order to proceed with the additional survey and design work. CEC completed the additional survey and alternate design alignments depicting the proposed connector channels. The design was reviewed and approved by the MSBU Advisory Board; a second change order was submitted to facilitate the new design.

o A pre-application meeting was conducted with FDEP and ACOE to determine project feasibility; both agencies view the project as favorable. FDEP commented that the FWC Department of Aquaculture will need to comment on the shellfish habitat designation and the ACOE stated that NMF will need to do the same in regard to the Smalltooth Sawfish habitat.

o The permit application and drawings are complete and were submitted to State and Federal permitting agencies; correspondence between the County and ACOE confirmed that the review is underway. The Marine Marker Plan is also under review by the permitting agencies. The FDEP issued their permit with FWC Department of Aquaculture review of the shellfish habitat designation.

o The Coast Guard is ready to issue the Marine Marker Permit pending authorization from the ACOE.

o The US Army Corps of Engineers (ACOE) Public Notice was issued February 2016. Upon receipt of the ACOE permit the County will move forward with project implementation.

o Due to public input received on Jan. 30, A bathymetric survey of the interior canals was conducted and design volumes were updated. Coastal Engineering Consultants' bathymetric survey showed the majority of the interior canals are currently at or below a depth of -4 MLW within the permitted dredge limits. There are so few spots with depths less than -4 MLW that economies of scale do not warrant dredging of the interior canals at this time. It was also noted that private dock dredging is needed and there is some natural silt buildup around outfalls. The board would like to convey that the contractor who will be dredging the outer channel will be available for private dock dredging and that the project includes channel marking to provide for safe navigation.

o A motion was approved to remove the interior canals from the project, remove the F-H access channel and proceed with dredging the outer channel to -4 MLW.

o Manchester Waterway / Lewis Creek Maintenance Dredge - Maintenance dredging provides continued safe navigation for citizens who utilize the waterways. This project provides for engineering, design and permitting to dredge the existing man made canal and access channel. The amount of material to be removed will be determined as engineering and design progresses. Design Contract: Atkins, Design/Permitting Schedule: Spring 2017, Procurement Process: TBD, Projected Start of Construction: TBD

o The county issued a Request for Letters of Interest for the survey, design, permitting and construction administration for a maintenance dredge of the Manchester/Ackerman waterway and access channel. Atkins Engineering was selected as the consultant and the scope of work has been negotiated and accepted by the county.

o Atkins Engineering has conducted the bathymetric survey of the waterway. They have presented the data to the County and the waterway committee has been updated.

o Manasota Key North Beach Erosion Project - Public Works Engineering requested Letters of Interest (RLI) from the Library of Engineering Firms to complete a Regional Beach Erosion Study on the north end of Manasota Key, from R monument 1 to R monument 15, upon the request of citizens affected by critical beach erosion. Upon completion of the study, this information will be used to develop funding strategies and further the project into permitting.

o CEC’s approved scope is to assist the County design and permit the 10-YR Plan for the beach restoration and renourishment of Manasota Key. During the Reconnaissance Level Sand Source Search, three primary sand bodies that contain beach compatible sand were identified in close proximity to Manasota Key. Two of the areas, located seaward of the beach and aligned along one corridor, contain up to 1.5 million cubic yards (MCY) of sand which is sufficient for the initial restoration and part of the first renourishment cycle. The current budget is sufficient for CEC to design and permit these two areas. The third area is in close proximity to the beach and offers an opportunity for the County to secure this resource in a cost-effective manner concurrent with the ongoing tasks. This area would provide up to an additional 1.0 MCY which combined with the other areas would yield a volume sufficient for the initial restoration and the first renourishment projects. The County and CEC negotiated a contract amendment to pursue the additional sand source now so it is included in the initial permit application. This will slide the Permit Application

submittal back two month but will not change the overall project schedule. The Sarasota County Board included the Manasota Key Beach Restoration on the agenda for the Joint Meeting held on April 19th. CEC and Charlotte Staff coordinated with their counterparts in Sarasota to answer questions, share Project status, and hear about their efforts on Sarasota’s community outreach program they recently completed. Discussions included approaches to formalize the partnership between the two Counties if Sarasota decides to advance their program. Key items to be coordinated include the form of agreement, cost sharing of work completed to date, cost sharing of future work, and schedule to implement the partnership and get Sarasota caught up with Charlotte’s progress. Key tasks to catch up Sarasota County include beach profiles, geophysical surveys of nearshore to document the presence of nearshore hardbottom, and sand source identification. CEC presented a Project update that included the Project History, description of Current Conditions, summary of Recommended Design Plans, updated Construction Cost Projections, and Time Line outlining remaining tasks to be completed for the permit application submittal through projected construction window. topographic and bathymetric surveys of the beach were completed in September. These surveys will serve as input data for the beach fill design and the base drawings for permitting. The reconnaissance level geophysical surveys were completed on 18 potential offshore borrow area sites in October. These surveys included bathymetry, side scan sonar, subbottom profiling, and magnetometer surveys. These data are currently undergoing analysis. The next effort is to collect vibracores to characterize the sediment in these areas and determine the suitability for beach restoration. A detailed side scan sonar survey of the nearshore zone was also completed as part of mapping the nearshore hardbottom that may be affected by future beach fill placement. Surveys and design analyses will continue this month on the beach fill template and potential

impacts to the nearshore hardbottom. The cross-shore transport modeling was completed which yields the design beach fill template for a 25-year design storm event.

o Pirate Harbor Access Channel – Dredging provides safe navigation for citizens who utilize the waterways. This project provides for engineering, design and permitting to dredge 2,300 feet of access channel that was not covered under previous permitting. This project was originally presented to the Florida Department of Environmental Protection (FDEP) in 2003/04 however, at that time, FDEP did not view this project as favorable and it was removed from the original contract. Now that the Pirate Harbor rock ledges have been removed, the engineering and design of the Pirate Harbor Access Channel has been added to the previous contract and will require a standard general permit. Design Contract: Coastal Engineering, Design/Permitting Schedule: 4/22/2014 – Late 2017, Procurement: Late 2017, Projected Start of Construction: Spring 2018

o FDEP completed the Uniform Mitigation Assessment Method (UMAM) ranking on the seagrass impacts for the proposed dredging. Coastal Engineering Consultants (CEC) investigated sites for a seagrass mitigation project (e.g., fill blow-holes / prop-scars). The initial search for potential mitigation sites did not find enough suitable areas within the vicinity of the project area therefore a wider search area was examined using aerial photography.

o CEC, working in partnership with FDEP and County Staff, completed the field survey of potential seagrass mitigation areas which was reviewed by FDEP and FWC. A second meeting was held with FDEP in November 2015 to discuss the Seagrass Mitigation plan; FDEP requested that an updated boat survey be conducted to determine the required dredge depth; the boat survey was completed in February 2016.

o A third meeting was held with FDEP, Aquatic Preserve and FWC staff to review the project design and multiple alternative proposals for seagrass mitigation strategies. State agencies have requested a channel realignment to possibly reduce potential impacts to seagrasses from the dredging.

o State agency staff, County and CEC staff reached a consensus on a mitigation strategy to propose restoration of seagrass areas in the vicinity of Cormorant Key. A public interest proposal is being developed, in cooperation with Florida Sea Grant and local boating stakeholders within the Aquatic Preserve, as part of the permit process.

o A revised Permit Application was submitted on July 13, 2016. FDEP issued a RAI on Aug 12th. ACOE and National Marine Fisheries issued a RAI on November 15th.

o Stump Pass 10 Year Beach and Inlet Management Plan – This project provides for continued monitoring, as required by permitting, for dredging Stump Pass that re-established the 1980 channel alignment and provided for re-nourishment of critically eroded beaches. Maintenance dredging of Stump Pass and beach re-nourishment will be conducted approximately every three years. An engineered structure will be installed at Stump Pass to improve program performance. In the permitting process, an Adaptive Management Plan Strategy will be employed to provide options for modifications to structure(s) placed with initial construction, or installation of additional structures in the future, in response to beach and inlet management activities and storm erosion impacts. Design Contract: Coastal Engineering, Design/Permitting Schedule: 4/16/2012 – Early 2016, Procurement Process: Spring 2016, Projected Start of Construction: Summer 2016

o The US Fish and Wildlife Service agency prepared a new Biological Opinion (BO) for this Project. It is noted that the Red Knot was recently listed on the threatened and endangered species list, thus a new BO was necessary to review the project for migratory birds including Piping Plover and Red Knot as well as sea turtles.

o The FDEP issued the Final Order (permit) for the project on Sept. 2, 2015. The review by National Marine Fisheries Service (NMFS) is complete and the County has received ACOE approval.

o The review of construction drawings and bid specifications is complete. The State Parks (Division of Recreation and Parks) issued a concurrence letter for an updated easement that would allow construction on the upland portion of the park property. The County worked through the negotiations with the State Parks Division and the revised easement is nearing completion.

o The County is rebidding the Project to complete the Stump Pass maintenance dredging and terminal groin components of the Project in 2017, and phasing the South Beach Fill

renourishment to coincide with the design renourishment interval of 8 years in 2019. This will coincide with the Manasota Key beach restoration project, allowing the County to construct both segments under one mobilization effort that should save the residents, stakeholders, and taxpayers millions of dollars. The County has the right to move forward with beach renourishment in the event conditions change along the South Beach Fill, and monitoring will be performed on the beaches routinely.

o Coastal Engineering Consultants (CEC) completed the updates to the Plans and Specifications and the County has bid and awarded the contract to Great Lakes Dredge and Dock Company. Construction is to commence in March 2017 and be complete in May 2017

o The dredge contractor, Great Lakes Dredge and Dock, has completed over 125,000 CY out of 150,000 CY on the Updrift Beach Fill (Manasota Key) from north of the structure (R20.5 - Station 205+00 on our baseline) to the north end of the fill (R18.3 - Station 183+00 on our baseline). The rock subcontractor, Luhr Brothers, has completed the primary sections of the terminal groin from the landward end to the seaward crest (over 300 feet) plus another 50 ft. of the foundation layer; at which point the structure slopes and extends seaward into the gulf for another 150 feet.

o The dredge was just refurbished by the manufacturer and this project is the maiden voyage of the "new and improved" dredge. Unfortunately, GLDD has experienced a significant amount of downtime due to major mechanical issues with the dredge. This has precluded the completion of sand placement on the Updrift Beach Fill prior to May 1st.

o In coordination with the state and federal regulatory agencies, we have requested an extension to May 15th to complete the Updrift Beach Fill.

o The dredge is currently shut down for repairs. They smooth graded the beach from R20.5 to R18.3 and they arranged for the beach to be tilled on Sunday the 30th. From this point, all equipment and activity will be constrained from R20.5 South to the inlet.

o Their goal is to restart dredging as soon as repairs are made. They estimate 5 days of pumping to complete the fill. Basically, they need to fill in and around the structure. Then they will smooth grade the beach, degrade their stockpiles, and demobilize off Manasota Key. Goal is to be 100% complete prior to May 15th on Manasota Key. Then they will shift to the south side of the pass and complete the dredging and fill placement on the North Beach Fill on Palm Island.

o The terminal groin work is resuming this week as the seas have laid down. All work for the terminal groin will be daylight hours only and will be conducted from the barge. Their goal is to also be 100% complete by the 15th including the structure itself plus degrading their side cast piles as they demobilize.

o The Plan Sheet is attached that shows the various project features. o Landscaping Projects in Design, Negotiation or Procurement o Gateway Landscaping: I-75 at King’s Highway – This project provides for roadside landscaping

o On 9-9-2017, responded to a trouble after normal business hours for a pedestrian signal pole damaged due to a motor vehicle accident on Marion Avenue at Bal Harbor Boulevard. A crew picked up the pieces and made the area safe. The pole and base was replaced.

o Responded to a complaint of the northbound school flasher on Placida Road at Lemon Bay High School was not operational. A crew traced the problem to birds/animals nesting in the support structure chewing on the cable which makes the lights flash. The cable was repaired and functionality restored.

o Replaced a broken signal to mast arm mounting bracket on US41 northbound at Olympia Avenue.

o A crew performing routine maintenance on Piper Road discovered the safety knife switch had burn marks on the exterior of the enclosure. An apparent surge melted all the internal component necessitating power to be disconnected while the entire switch was replaced. The switch has been replaced and power to the system restored.

o For the Piper Road North extension project, monitored the installation of three of the four mast arm foundations for the new traffic signal on US17 at Regent Road/Piper Road.

o Repaired illuminated street name signs on US17 at Marlympia Way, Kings Highway at Veterans Boulevard, Cochran Boulevard at Peachland Boulevard, Kings Highway at Sandhill Boulevard, Jones Loop Road at Indian Springs Cemetery and Toledo Blade Boulevard at Hillsborough Boulevard.

o On June 26, 2016, a semi-truck hauling rock over-turned striking the concrete support pole causing the overhead signals to fall to the ground on SR31 at Bermont Road. The Florida Department of Transportation initiated a contract to replace the warning beacon. Performed a final inspection of the new flashing warning beacon.

o Installed the fifth of eight concrete foundations for Rectangular Rapid Flash Beacon crossings on the Midway Boulevard. The fifth base was installed on Midway in the median across from Port Charlotte Middle School. As the widening progresses, the remaining bases will be installed.

o Responded to a trouble call during normal business hours for a decorative light pole knocked down at Manasota Key on Holiday Drive at Sabal Lane. Removed the pole, shut off power and made the area safe. The light pole will be replaced by contracted services.

o Responded to a trouble call after normal business hours for a decorative street light pole knocked down due to a motor vehicle accident on Edgewater Drive at Port Charlotte Boulevard. A crew picked up the pieces and made the area safe. A replacement assembly will be ordered.

o Repaired incident management camera on SR776 at Spinnaker Boulevard and on US41 at Edgewater Drive.

o Performed routine street light maintenance throughout the county. A total of 120 lights were repaired.

to host several Sunshine State Games events in June 2018. Venues visited include the Charlotte Harbor Event & Conference Center, Charlotte High School, Four Points by Sheraton, South County Regional Park, Laishley Marina and Port Charlotte Beach Park.

o Sean attended the Florida Society of Association Executives Education Expo where he attended meetings market educational sessions and staffed a booth for the trade show portion to network with dozens of meeting planners. In addition, he conducted in-office sales calls, along with Susan Tobin, with eight meeting planners including representatives of the Florida Association of Counties, Florida Department of Transportation, Florida Board of Bar Examiners and Professional Opticians of Florida.

o Sean assisted in finalizing logistics for the Florida Half Century Softball Tournament which took place Oct. 14-15 at Carmalita Park producing 23 teams that generated nearly $100,000 in direct expenditures and 200 hotel room nights.

o Sean attended the Society of Government Meeting Professionals luncheon in Gainesville which provided an educational component along with the opportunity to network with a variety of Gainesville-based meeting planners. In addition, he teamed up with Susan Tobin to conduct in-office sales calls to six meeting planners including representatives of the University of Florida’s College of Business, IFAS Department, Continuing Dental Education and TREEO Center.

o Film and Digital Media o Production o Magilla Entertainment, no stranger to Charlotte County, came here in mid-October to produce a

show for HGTV called Beachfront Bargain Hunt. They first contacted us in early September and we helped them with pre-production. The primary location for this episode was Don Pedro Island, although they ranged from Stump Pass State Park to Don Pedro State Park. Valerie Guenther, of Caldwell-Banker Sunstar Realty in Englewood, was the featured realtor on the show. Location production dates were Oct. 12-15. The crew lodged at Palm Island Resort. No air date has been announced for the episode. (The episode shot in here in March aired on Sept. 22 on HGTV. From time to time there will be susequent airings.)

o Inquiries o Netflix continues to look for an abandoned factory/mill/industrial site on a minimum of 40 acres . . .

Crawford Entertainment of Orlando, which produces How to Do Florida, responded to our request about shooting an episode here. It’s pay for play, but we have not received the bid from the production company . . . White Mountain Films is looking for mangrove tunnels, shallow water and mud banks to stage some pick-up shots of a Bengal tiger walking, playing and swimming. Oh, and they also need a Bengal tiger. And a tiger wrangler. The shoot is planned for next summer. The Octagon Sanctuary is our obvious contact, but they’re still reeling from Irma. We’ll contact them in a couple of weeks and see if this would be a fit for them . . .Entertainment One Reality Productions contacted us about shooting a piece of their show, Siesta Key, in our county. They asked about filming in an area of Lemon Bay known as ski alley. The shoot would take place on Nov. 3. They have submitted a certificate of insurance.

o Extras o Stacey Zable, a freelance writer working on an assignment for Allegiant Air’s Sunseeker

magazine, contacted us for assistance. Since Jenn was still at home recuperating from her injury, Jerry assisted Stacey. Her story is about birding and will appear in the first issue of 2018. Jerry provided her with several contacts at the Peace River Wildlife Center and the Audubon Society, as well as suggested locations for prime bird viewing. As Stacey works on her story she will get back to us with requests for photos . . . Groundbreaking (left) for the Pickleplex pickleball complex on the Southwest Florida College campus was Oct. 17. o PR and Communications o Together with Punta Gorda/Englewood Beach VCB’s Marketing Director, Jennifer Huber gave a

presentation to a local fishing guides and marine-based businesses on the value of working with the VCB, marketing tips, and specifically how to work with media. The one-day workshop was held in Punta Gorda was organized by Florida Sea Grant and UF/IFAS Extension.

o Provided Facebook and email support to the Florida International Air Show in the couple of weeks leading up to the show and after the show.

o Coordinated with the Punta Gorda Chamber of Commerce to publish the Palate Pleasures of Punta Gorda Restaurant Week guide and attended the kickoff event. Wrote and distributed a media release for PicklePlex of Punta Gorda on its Oct. 17 groundbreaking and wrote and distributed a media release for the Peace River Botanical & Sculpture Gardens grand opening. As a result, some media highlights about the Gardens include SNN6, FOX 4 Mornings, and the Boston Globe.

o Administration o Lorah Steiner met with the Sheriff’s department to discuss ways the VCB and the department

could work together to increase communication on tourism related issues, help increase safety awareness within our visitor population and assist our accommodations in making their properties more secure.

o Lorah worked with staff and the Diva Run organizers to plan activities and site transportation for the more than 1500 runners anticipated for the December event.

o Lorah coordinated a meeting with John Scherlacher, marketing director for the Port Charlotte Town Center mall to discuss with the VCB Team ways we could work together for the benefit of our visitors.

o The VCB held an Open House in our new offices at 1700 Tamiami Trail on October 30. The Open house had a Halloween theme and was very well attended.

o Signage for the new offices will be installed this month. o Lorah met with the President of the Charlotte Arts board of directors to discuss the interim plans

for the administration of the organization until a permanent replacement for Tish Sheesley, who took a position in Ponte Vedra, could be found.

o Lorah worked with VCB staff on the development and finalization of guidelines for our volunteer receptionists.

Utilities

suspension of new line extension requests. o Mailed update postcards to a portion of the Spring Lakes area residents that will be connected by

contract plumbers over the next few months. o Developed “What Not to Flush” advisories and mailed copies to local Assisted Living Facilities to

share with staff and residents. o Managed updates to the Utilities Department web pages, which received 30,784 page views in

October. o Connected 611 Facebook likers with positive content including employee kudos, outreach

activities, service updates and news content. o Managed two public records requests, 17 Public Stuff inquiries and resolutions, and dozens of

resident calls/emails regarding general questions, current projects and drainage. o Served as hydration sponsor for the Keep Charlotte Beautiful golf tournament, Peace River

Engineering Society golf tournament, Airport/EOC exercise and the Port Charlotte High School Band.

o Burnt Store WRF: Staff removed a blockage from suction piping which restricted flow on from the EQ Pumps. The blockage occurred following the tank cleaning process.

o Burnt Store WTP: Staff fabricated and installed new motor mounts for Degasifier Transfer Pump A. They also installed and tested a replacement motor for Aeration Blower #3.

o East Port WRF: Staff responded to a problem with the auxiliary generator following an FPL outage. The generator, though recently tested, failed to start. Our service vendor, Charlotte County Generator also responded and discovered an inoperable motor starter. The starter problem was temporarily addressed and the generator started. Plant operation was restored. The vendor returned the following day and replaced the defective motor starter to facilitate a more permanent solution. Staff also reinstalled and tested reconditioned hydraulic steering blocks on Belt Press #1 and isolated and drained the #1 channel at the Headworks to remove grit and inspect the Bar Screen.

o Leachate Treatment Plant: Staff reinstalled and tested the reconditioned Injection Well Pump. o West Port WRF: Staff replaced rubber skimmers on the #3 Clarifier and newly fabricated

brackets for the #1 Clarifier Control Panel. o Personnel: John McGinnis, Chief Operator Rotonda WRF has accepted a position in Ohio. We

wish him the best in his new endeavors. o Training: One staff member completed the County Management University course. One

employee completed Asbestos and Logout/Tagout training. Two lab personnel attended the FSEA Fall Meeting and Technical Session. Six employees attended the FWPCOA Expo, and six employees completed the Mueller Co. Product Training Course.

o Operations Division - Water Distribution: o Completed 90 new water service installations. 30 of these were completed by additional

overtime on Saturdays attempting to reduce our scheduled installation time from 90 days to 60 days from date of work order notification.

o We took the Mueller meter rep along with the factory rep from Seimens, the meter manufacturer, to see our large meter installations. Our 3” and larger mag meters are showing a tremendous amount of deterioration. These meters have been in our system for five years or less and most of them are rusting or the epoxy coating is flaking off. The reps will investigate the sample we sent back for warranty or replacement.

o Staff dedicated 225.75 man hours to Engineering projects involving the water system. o Staff cleared 10 line extensions for the Construction group. o We hosted the Mueller training van at our location. This training only comes to the

Southeastern United States every 4 years. Many utilities from our region attended the training.

o We have a new employee starting next month to complete our approved position count.

o #5 motor at Walenda Booster shorted. It is at the rewind shop for repair. o The generator at Walenda Booster developed leaks in the cooling system. The generator

was repaired and is ready for service. o The new flow meter was installed at the Ingraham Injection Station. The system is back

in normal operation. o Completed respiratory fit testing for all Water Distribution staff. o Operations Division - Wastewater Collection: o Lift Stations Work Group: o 129 corrective work orders completed – Of the 129, 37 service calls dispatched, 20 originating

Lakes canal. o Removed 1 LPS blow-off in the running path of new sidewalks being installed in South Gulf Cove. o Several sinkholes and depressions were investigated at Public Works request. o Completed 26 service taps for new construction and created 31 assets in EAMS. o Cleaning and televising of the gravity sewer system has begun in CC15.
