Dear Buckley Public Service Scholars,
I am delighted to congratulate you on your incredible achievement as a Buckley Service Scholar. Each one of you has demonstrated a remarkable commitment to thoughtful service. You’ve completed at least four skills-based trainings and at least one service-learning course. You’ve logged a cumulative 119,530 hours of public service, and you’ve thought carefully and critically about the meaning and impact of your work.
As the Carolina Center for Public Service concluded its 20th anniversary year of celebration last summer, I wish we could have watched you cross the stage and receive this tremendous honor in person. However, I want you to know that your impressive achievement continues to be an inspiration for all of us. As graduates of the nation’s first public university, you are entering the workforce with a public service mindset – honoring our University’s mission of being a force for good in the state and beyond.
I’m delighted to celebrate your achievement and I know you will continue to inspire us through your acts of service. I hope that you will be able to return to campus soon, and I look forward to seeing where your road takes you in the months and years ahead.

One of the greatest disappointments for the Carolina Center for Public Service in the past year was being unable to applaud our Class of 2020 Buckley Public Service Scholars at Memorial Hall during graduation weekend. Nonetheless, we want to celebrate all these students accomplished!
We hope this class of outstanding Scholars enjoyed perusing the digital yearbook CCPS created to highlight each graduate in the spring. To watch videos of selected student speakers sharing reflections from their experiences as a Buckley Public Service Scholar, visit bit.ly/BPSS2020/.
Despite the postponed graduation ceremony, we are still celebrating this class of resilient students. The 261 graduates in the Class of 2020 are the 16th class, and they join the more than 3,000 Buckley alumni who collectively share a legacy of contributing to their communities at Carolina and around the world.
These graduates made service an integral part of their college experience by engaging with communities in ways that contribute to those communities and enhance their own learning. Remarkably, they completed the last of these service hours in the midst of a rapidly unfolding pandemic that reached UNC-Chapel Hill’s campus in March.
Regardless of what the future holds, we know these outstanding graduates will continue to embody their BPSS values and lessons, facing any challenge with thoughtfulness and intentional service to others.

A B O U T T H E P R O G R A M
Program Overview
Since 2003, the Carolina Center for Public Service (CCPS) has offered the Buckley Public Service Scholars program (BPSS) to provide a framework for Carolina undergraduate students committed to making a positive impact through service.
Connecting students with similar interests, BPSS challenges participants to expand their understanding of service. By providing special opportunities for leadership development and community engagement, BPSS enables students to connect academic and community-based experiences and build their capacity to help effect change.
While completing the program components, participants build portfolios that reflect their learning and service experiences throughout North Carolina, the nation and the world. This year, participating students reported service with more than 1,000 community and campus organizations.
In 2011, the Center announced the establishment of the Walter White Buckley Jr. Endowment. This endowment honors Walter Buckley, a business entrepreneur who has applied his professional expertise and personal commitment to making a difference in the lives of others. Mr. Buckley exemplifies the qualities that BPSS seeks to instill in Carolina students. The Center is grateful that the Walter White Buckley Jr. Endowment ensures Buckley Public Service Scholars will graduate for generations to come.
Program ComponentsThe BPSS program model incorporates a student’s demonstrated commitment to public service with structured skills trainings and thoughtful reflection on that service. The program introduces many students to social entrepreneurship, community-based research, advocacy and philanthropy as important forms of public service.
To successfully complete the program, students build a portfolio that includes the following:
• A BPSS orientation session • 300 hours of public service • One service-learning course • Four approved skills trainings • A senior reflection activity • A minimum cumulative GPA of 3.0
Due to the challenges posed by the COVID-19 pandemic, BPSS graduation requirements were more flexible and individualized for spring 2020 graduates.
BPSS is open to all full-time undergraduate students with at least four semesters remaining at Carolina. Transfer students must have at least three semesters remaining to enroll.

Arts in Public Service FellowsIn 2014, the Carolina Center for Public Service and Carolina Performing Arts partnered to create the Arts in Public Service Fellowship. This program encourages students to make a direct impact in their communities through the arts. In fulfilling BPSS program requirements, Arts in Public Service Fellows build portfolios with a focus on the arts as instruments of social change. This year, Rachel Despard, Courtney Hedgecock and Shruthi Voleti graduated as Arts in Public Service Fellows.
North Carolina Outward Bound School ScholarshipEach year, CCPS awards North Carolina Outward Bound School (NCOBS) scholarships to students affiliated with BPSS, Carolina Leadership Development and the School of Education. Recipients receive full tuition for either a four-day or 28-day NCOBS course. In 2020, the Center awarded 12 scholarships for 28-day courses and 8 scholarships for four-day courses.
Philanthropy as a Tool for Social Change
Philanthropy as a Tool for Social Change is a three-credit hour service-learning course offered through CCPS and the Learning by Giving Program. Through this course, students learn about
and participate in the process of awarding grants to local agencies. The group of students functions as a committee that’s responsible for researching North Carolina needs, designing grant award criteria, drafting and distributing a request for proposals, reviewing submissions and awarding grants to select community organizations. Since 2010, students in the class have awarded 30 grants, totaling more than $95,000.
SMART Mentoring
SMART engages Carolina undergraduates and local middle-school students in mentoring relationships. The program targets students from low-income communities and focuses on race, class and gender issues. Staff from partner organization Volunteers for Youth match SMART mentors with mentees by early September and the mentoring commitment continues through late April.

S C H O L A R S H I P S A N D F E L LO W S H I P SCommunity Service ScholarshipsIn 2015, Scott MacDonald ’72 M.R.P. endowed the Scott D. MacDonald Community Service Scholarships, establishing the model for the Community Service Scholars Program. Community Service Scholarships are offered to a select group of service-oriented Carolina students. Scholarship recipients:
• Receive an annual scholarship
• Participate in the BPSS program to receive training, mentorship, leadership opportunities and structure to build knowledge and skills related to their service interests
• Engage in and document substantial service hours with the goal of an average of at least 250 hours annually during their time at Carolina
• Complete an annual reflection and self-assessment regarding their progress
• Design and implement a capstone project prior to graduation
Jessica Thompson and Nicholas Guariglia graduated as the 2020 class of MacDonald Community Service Scholars.
In 2017, Donald Ubell ’67 endowed the Ubell Family Community Service Scholarship. In 2018, Bret Leas and Audrey Fisher ‘14 endowed the Fisher Family Community Service Scholarship. In 2019, Marjorie and Walter Buckley endowed the Lynn White Blanchard Community Service Scholarship. With the establishment of these additional scholarships, 19 students have been awarded Community Service Scholarships to date.
MacDonald Community Service FellowshipsScott MacDonald also endowed the Scott D. MacDonald Community Service Fellowship Program, which provides monetary support for juniors and seniors to work with faculty and staff to identify and implement an experience-based public service project. This opportunity is available to Community Service Scholars and other students who can demonstrate a meaningful and sustained relationship with a community partner. To date, the Carolina Center for Public Service has awarded 23 MacDonald Fellowships.
In 2020, two BPSS graduates received MacDonald Fellowships.
• Jessica Thompson used the fellowship to fund a gala for UNC’s Relay for Life spring fundraising and advocacy event. The gala was casino themed and included card tables, a silent auction and dinner. The event also included a guest speaker who is nine months cancer-free and a UNC student. This event aimed to raise money toward Relay’s $100,000 year-long fundraising goal as well as encourage community and student involvement in the main event.
• Nicholas Guariglia used the fellowship as a way to promote the growth of arts programs in the public education system in North Carolina in the face of constantly depleting public funding for arts education. Partnering with the Chatham County Arts Council and with Horton Middle School, he worked as a producer for a school drama production in the 2019-2020 school year, working alongside the arts teachers and staff at Horton Middle.

The 261 students who graduated in the 2020 BPSS class reported almost 120,000 hours of service. Of these hours, 64 percent primarily benefited North Carolina, 30 percent benefited other states and 6 percent benefited other countries.
BPSS participants represent 49 of more than 70 majors on campus. Participants focus on a large variety of service areas, from health to the environment.

My time in the Buckley Public Service Scholars program has afforded the discovery of my passion for teaching others. What began as a way to help solidify my own understanding of chemistry uncovered a genuine love for helping others achieve their educational goals, and for that I am thankful.

Service is not erasing the interests or needs of a community, but rather, walking alongside them and joining in their efforts. Through BPSS, I have visited a farmworker camp, an elementary school gym and a compost pile. Although I can recount the physical locations, it is the people I met at each place that challenged and encouraged me to step beyond my individual sphere.

Being a Buckley Scholar at UNC really helped me understand what the core of this university is. As a transfer student, I had no idea what to expect a Tar Heel to be, but the opportunity to serve alongside my peers in nearly every organization I have been a part of over the past three years has been astounding. It has set a precedent in my life that I always want to follow and find new ways to give back. I am proud to say that I am a Tar Heel because of what it means to this state and university.
