elcome to our 2011 sales guide. As anticipated,though a challenging year, 2010 was significantly better for salesthan 2008 & 2009. We saw confidence come back into themarket, more importantly stabilization of prices, and in somecases, a slight rise in prices, particularly for beachfront properties.What was most pleasing in 2010 was that we sold property inevery market segment - beachfront, inland, communities andland for development. All this bodes well for continuedimprovement for 2011.

We continue to focus on strengthening the company byadding well-qualified and experienced staff, improvedoperational systems, and ongoing training for our staff and thoseemployed in the properties we manage; all this with the solepurpose of living up to our mission statement of, “Fulfilling thedream of owning or renting a holiday home”.

As I write in the days leading up to winter season, I canconfirm that it is shaping up to be one of the best winter seasonsfor our holiday rental business in the history of Bajan Services –no small feat in what continues to be very challenging globaleconomic conditions. Sam MahonSam Mahon has been in the Real Estate world for over thirty years. Raised in Barbados and working withhis father, who was also in real estate, has given him a wealth of knowledge on the past and existingmarkets. Dawn AllenAfter many years in the advertising industry, and needing a change of pace, Dawn Allen joined BajanServices in 2002; first as Personal Assistant to the sales agents and then as Sales Co-ordinator for theSales Department. Barbados has established a well-deserved reputation for acomprehensive selection of real estate opportunities and locationchoices, from studio apartments to luxury villas and magnificentplantation homes, lifestyle resorts, a marina, golfing and poloestates, and everything else in between. The popularity ofsecure or gated communities has driven a sharp growth in thesedevelopments; many have different phases planned and include abroad range of community facilities on site.

There are no restrictions on non-nationals purchasing land orproperty, but making the dream reality, however, takes some timeand patience, not to mention determination and financialresources, particularly if you are interested in beachfront or luxuryvillas. Property values have risen steadily and are expected tocontinue this trend, as more international investment ensures thatBarbados will continue to maintain the reputation it has earned asa world-class destination.

Any non-Barbadian wishing to purchase property on the islandmust initially get permission from the Central Bank of Barbados. Thisis a standard procedure under the Exchange Control Act. Mortgagesto non-resident, non-nationals can be approved through anoffshore financial institution, such as First Caribbean Intl. Bank

(Offshore) Ltd. or The Bank of Nova Scotia. Purchasers are stronglyadvised to ensure that all of the arrangements with respect tofinancing are in place prior to entering a binding agreement.

In Barbados, property passes by conveyance of title, evidencedby the recording of the deeds and the certified survey plans at theregistry of title. A purchaser will require a registered Barbadianattorney to search the register and establish title to the propertyprior to the completion of sale. The parties sign a binding contractand the vendor’s attorney holds the deposit until completion, atwhich time the balance of the price is paid. Purchasers should beaware that once an agreement has been made, and a 10% depositof the agreed price paid, the deal must proceed or the deposit isforfeited.

The title may be taken in an individual’s name or through acorporate vehicle set up to own the property. It is common in thecase of non-residents of Barbados that they purchase propertythrough a company, which may be incorporated outside Barbadosbut which must be registered in Barbados. However, you areadvised to seek independent advice from your tax advisers, both inBarbados and the country of your residence, before deciding uponthe ownership of the property.

There is no Property Transfer Tax (PTT) payable by thepurchaser. The vendor pays PTT of 2.5% and a government stampduty of 1% on the gross consideration paid, with a smallexemption in the case of PTT, where the property consists of landon which there is a building. Each party bears their own legal fees,which average between 1.5% to 2%.

All money brought into Barbados must be registered at theCentral Bank. The obvious importance of this procedure makes itessential to conduct any transaction through a reputable realestate agent and a local attorney-at-law.

Property TaxThere is an annual property tax that is levied by the

Government on the improved value of the property. The improvedvalues are revised every three years by our Land Tax ValuationDepartment. 2008 was a valuation year.

What’s in town?

The West Coast offers two towns, Holetown in St. Jameswhere the first settlers landed in 1627 and Speightstown inSt. Peter, a three-hundred year old town that was once the mainport and commercial centre in Barbados, and is currentlyundergoing a revival.

Each town offers a library, post office, church and policestation, branches of all major banks, along with pharmacies, gasstations and supermarkets available to take care of all your basicneeds. A 24-hour medical centre recently opened in Holetownproviding an array of services just in case. There are basic gy msin both towns if you want to supplement your swimming andwalking with aerobic activities, and if you feel like popcorn and amovie, the local video rental stores offer DVD’s and VHS tapes.

Holetown provides a variety of shopping set up as acharming Chattel House Village and two mall-like complexesfeaturing branches of major department stores offering duty freeshopping. In Speightstown, other major stores are representedbut the style of shopping is more like a town with separatebuildings for each establishment and street vendors filling thesidewalks with their trays of fruits and vegetables.

For those of you who prefer to leave the cooking at home,

Holetown has an area devoted to restaurants featuring diversecuisines and price points. Speightstown also boasts some finerestaurants with both local and international flair.

Bridgetown, on the south-western coast, is now the maincommercial venue. However, you can find pretty much anythingyou need right here in the West.
