    PROSPECTUS FOR ADMISSION INTO B.Sc. NURSING 4YD COURSEFOR THE ACADEMIC YEAR 2014-15

    1. REGULATIONS:The following are the regulations for admission of students into B.Sc., Nursing4YD Course in affiliated colleges of Dr. NTR University of Health Sciences,A.P., for the Academic year 2014-15.

    2.They shall apply for the colleges affiliated to Dr. NTR University of HealthSciences.

    3.The B.Sc., Nursing Course is 4 years duration.

    4. APPLICATIONS:-

    4.1 The online application form will be available on the websitehttp://ugntruhs.infrom 23.09.2014to 09.10.2014by 5.00 p.m.

    Note:The candidates are advised to take a print out of the prospectus /instructions to fill the application form from the websitehttp://ntruhs.ap.nic.in or from http://ugntruhs.in before proceedingto fill the application form.

    4.2. The candidate should fill the online application form available in the Websitewith the data required-for, through internet. The online application formcan be filled through any computer with internet connection (home/internetcaf/net center). The candidate is advised to fill the online application formafter going through the prospectus by keeping all the Certificates, ScannedPhoto with signature at the bottom of the photo (as shown below) (step-1)and ready to enter his/her correct data and upload the photo after thepayment of e-challan in any State Bank of India branch

    4.2.1.1. The generation of e-challan through online after submitting the personaldetails through Challan Link in the website (Sample Screen as shownbelow).

    2. The candidate has to pay the amount indicated in the e-challan at anybranch of State Bank of India and submit the application using the linkSubmit Application.

    3. The fee paid by the applicants is not refundable under anycircumstances.

    4. The system generated Application No is displayed for futurereference.

    5. If candidate is unable to view PDF document download the AdobeReader.

    6. The candidate has to pay the fee in any State Bank of Indiabranch on or before 10.10.2014 using the downloaded challanduring the business hours only.

    4.2.2 HOW TO SUBMIT APPLICATION After payment of fee at State Bank of India, applicants have to visit

    the website (http://www.ugntruhs.org) on next working day tosubmit the application

    The login screen will appear for the candidate to validate thepayment details. The following screen will be displayed. The screenwill ask for Application No as login Id and Date of Birth(DDMMYYYY) as password(Example: 03071979) to proceed for the

    application submission.

    If the candidate is tried to fill the application before payment of thechallan in bank, he will be informed with the message Please wait,You have not paid the fee / Your challan information is not updatedfrom the bank, please wait upto 12.00 Noon of the next date of

    challan paid date. (sample Screen shot as below)

    4.2.3 Applicant can also see the display of message Fields marked with * arecompulsory. Click on OK button to proceed to fill the online form to fill theapplication.

    4.2.4 The candidate will be allowed to take a copy of printout at any time, butediting / adding information is not allowed once the application issubmitted.

    4.2.5. Sample Screen Shots for uploading Photo with SignatureThe applicant has to upload his/her Photo with Signature in the prescribedformat by clicking on the browse button in the application form. Byclicking on browse button the following screen appears.

    4.2.6. Click on the scanned and stored photograph along with signature SampleImage(JPEG image) to upload from local machine.

    4.2.7.By clicking on file Sample Image, the image is automatically displayed as

    File name. Click on Open button the following screen will be displayed.Applicants have to type the security code in the given box as displayed in

    the image as shown in the figure below before previewing the entereddata in the application. Then click on Upload button to check the quality ofphotograph.

    4.2.8.ByClick on Check box to give declaration. Click on save button to proceed

    further. Sample screen is displayed below.

    4.2.9. After completing the data entry in all pages of the online application andafter submitting the data through online, the candidate should take the

    print-out of the filled-in online application form. The candidate shouldnote the application number and e-challan number which appears on theprintout of application for future reference.

    4.3. The candidate should paste a recent passport size photograph (identical tothe photo that used for scanning) in the space provided in the print out ofonline application form and to be attested by a gazzetted officer.

    4.4. The candidate should enclose the attested copies of required CertificatesSBI e-challan University copy (original) Rs.1050/- for OC/ BC candidatesand Rs.850/- for SC/ ST candidates to the print-out of the online

    application form in support of his/her claim.

    4.5. The candidate should sign at the declaration area in the print out of theonline application form without fail.

    4.6. LAST DATE FOR SUBMISSION OF PRINTOUT OF FILLED-IN ONLINEAPPLICATION FOR REGISTRATION IS ON OR BEFORE 11-10-2014 BY05.00 P.M.

    4.6.1. The candidate should submit the print-out of the filled-in onlineapplication along with the attested copies of required certificates and theState Bank of India e-challan, University copy (Original) towards theregistration fee to The Convener, UG Admissions Committee-2014, Dr.NTR University of Health Sciences, A.P. Vijayawada - 8 either by post orin person on or before 11.10.2014 by 5.00 P.M. The candidate shallclearly superscirbe on the cover the name of the course applied for:B.Sc.(Nursing)4YD Course.

    4.6.2. Application forms received without copies of the required Certificates,State Bank of India e-challan, University copy (Original) towardsRegistration Fee, incomplete applications, without signing declarationapplications received after last date and time will stand automaticallyrejected. Postal delay or loss in transit will not be condoned. Application

    forms of ineligible candidates will be summarily rejected.

    Note:The candidature of the applicant will not be considered for B.Sc., (N) 4YDCourse unless the print- out application form is submitted to the Universityalong with the requisite enclosures on or before the date. The Universityholds no responsibility for postal delays / Lossin Transit.

    5. The number of seats for admission into first year B.Sc., Nursing 4YD courseand the details of reservation of Government of India nominees and variouslocal areas of Andhra Pradesh are as in Annexure-I

    NOTE:

    i. The admissions into the colleges are subject to affiliation of theUniversity for the academic year 2014-15 and permission fromNursing Council of India.

    ii. Distribution of seats among various categories for admission in theabove colleges will be displayed at the time of counseling.

    iii. In case of any new colleges are affiliated to the University before

    the date of counseling, the seats in those colleges also will be filledup. No further notification will be issued.

    iv. The names of the colleges with number of seats that are affiliatedwill be displayed at the time of counseling.

    5.1 Categorization of seats:As per G.O.Ms.NO.330, HM&FW (K1) Department, dt.11-11-2011, in aninstitution Sixty percent (60%) of the total number of seats shall be setapart as competent authority seats and remaining Forty percent (40%)seats shall be called management seats. In respect of Government collegeof Nursing 100% of the seats shall be competent authority seats. The

    competent authority seats will be filled by the University.

    6. Reservation for Government of India Nominees:

    6.1 Government of India shall have the right to nominate candidates of theirown choice.

    6.2 Reservation under Regulation 6.1 shall be excluded from the purview ofSelection Committee.

    6.3 The candidates for admission against the reservation under 6.1 shallpossess the required qualification for admission as prescribed underRegulation 13.3 of these Regulations.

    6.4 The Nominees of the Government of India shall be admitted intoB.Sc.(Nursing) Course as non-stipendiary candidates.

    6.5 The Nominees of the Government of India shall submit their applicationon a Plain sheet of paper duly furnishing the following information to theNursing Adviser, Director General of Health Services, New Delhi, who willselect the candidates for the colleges of Nursing:1. Name2. Parent/Guardians Name3. Postal Address4. Married or single, If widow, ages of Children if any5. Date of Birth as entered in School Register

    Certified copy of the Statement of Marks obtained by the candidatesat the qualifying examination should be enclosed.

    7. Reservation of seats for Scheduled Castes & Scheduled Tribes.

    7.1 Out of the available seats for admission by the University 15% for SCsand 6% for STs shall be reserved in each local area. If any seat reservedfor the Scheduled Tribes is not filled up they will be thrown open to thecandidates belonging to Scheduled Castes and Vice-Versa.

    7.2 If the candidates from Scheduled Castes & Scheduled Tribes are notavailable these reserved seats shall be re allotted to candidates of opencompetition on the basis of merit.

    7.3 Candidates from the Scheduled Castes and Scheduled Tribes belonging toAndhra Pradesh which are specified in the list Government orders will beconsidered against the reserved seats.

    8. Reservation for BC Candidates:

    29% of the seats available for admission by the University, for B.Sc.,Nursing 4years degree Course shall be reserved for candidates belonging toBackward Classes and shall be allotted among the five groups of Back WardClasses as follow:-

    BC-A-7%, BC-B-10%, BC-C-1%, BC-D-7% and BC-E-4% as per theG.O.Ms.No.1793, Education, dt.23.09.1970 and G.O.Ms.No.23, BackwardClasses Welfare (C2), dated. 07-07-2007 and G.O.Ms.No.231, Health Medicaland Family Welfare (E1) Department, dated. 11-07-2009.

    * Reservation under BC-E is subject to further orders from Government ofA.P./High Court.

    Only those Candidates who belong to these castes of the State of AndhraPradesh which are listed in the Government orders shall be considered under therespective categories.

    If qualified candidates belonging to Backward Classes of a particular groupare not available, the left over seats can be adjusted for the candidates of next

    group. If qualified candidates belonging to Back Ward Classes are not availableto fill up the 29% seats reserved for them, the left over seats shall be treated asOpen Competition seats and shall be filled up with candidates of opencompetition on the basis of merit.

    8.1 While calculating the number of seats in the Sub-categories if the totalnumber of seats falls short of or exceeds 29% it shall be limited to 29%by adding or eliminating the candidates on the basis of merit in the sub-groups in which the fractions were rounded to nearest figure.

    8.2 In working out percentage of reserved candidates under SC, ST and BC

    categories, a fraction less than 0.5 will be ignored and if the fraction is 0.5or more, it will be counted as one, subject to sub regulation 8(1).

    9. Certification of Caste:.

    9.1 Scheduled Caste, Scheduled Tribe and Backward class candidates shall insupport of their claim, have to furnish a certificate in the prescribed form

    appended to the application. If the certificate is not in the prescribedform, candidates will not be considered for selection under the reservedquota.

    9.2 The social status of the candidates who have applied for the seatsreserved for Scheduled Castes, Scheduled Tribes and Backward Classesshall be scrutinized in terms of G.O.Ms.No.58 SW (J) Dept, dated.12-5-97.

    10.RESERVATION UNDER PH CATEGORY:

    Out of the available seats for admission by the Dr. NTR University ofHealth Sciences, 3% shall be reserved for the Physically Handicapped (PH) in

    each categories of OC, SC, ST, BC-A, BC-B, BC-C, BC-D and BC-E. As perGovernment of India guidelines. Physically Handicapped candidates withlocomotary disorder of lower limbs between 40% to 70% are only eligible underthe Physically Handicapped quota.

    A Medical Board will be constituted for scrutinizing the applications, andthe candidates should appear in person before the medical board. The MedicalBoard should confirm the disability mentioned in the certificate and decidefitness to undergo the rigours of medical education.

    Candidates with the following defects shall not be considered for

    selection under this category:

    1) Mentally retarded 2) Blindness3) Deaf and Dumb 4) Chronic Heart, Lung, Kidney and Liver Disease and5) Muscular DistrophyOnce the Physically Handicapped status is confirmed, merit is to be taken

    into consideration for allotment of seat.

    The candidate seeking the benefit of reservation should presenthim/herself before a Medical Board constituted The candidate shallsubmit a PH certificate issued by a Medical Board, comprising of at

    least one Expert/Specialist from the specialty of Orthopedics of MedicalBoard and obtain a valid disability certificate from the Medical Boardhaving been issued within three months prior to presenting hisapplication for seeking admission in any medical course by claiming thebenefit of reservation.

    11. Reservation for local candidates:

    11.1 85% of the seats in each local area shall be reserved for local candidatesand remaining 15% unreserved seats will be filed by applicants asdefined in regulation 12

    11.2 DEFINITION OF LOCAL AREASa) The part of the State comprising the districts of Srikakulam,

    Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna,Guntur and Prakasam shall be regarded as Andhra University Area.

    b) The part of the state comprising the districts of Adilabad, Hyderabad,(including twin cities), Ranga Reddy, Khammam, Karimnagar, Medak,Mahaboobnagar, Nalgonda, Nizamabad and Warangal shall be regarded asthe Osmania University Area.

    c) The part of the State comprising the districts of Anantapur, Kurnool,Chittoor, Cuddapah and Nellore shall be regarded as Sri VenkateswaraUniversity Area.

    11.3DEFINITION OF LOCAL CANDIDATES

    A candidate for admission shall be regarded as a local candidate inrelation to a local area.

    a) If he/she has studied in educational institution or educationalinstitutions in such local area for a period of not less than fourconsecutive academic years ending with the academic year in whichhe/she appeared or as the case may be, first appeared in the relevantQualifying Examination.

    b) Where during the whole or any part of the four consecutive academic

    years ending with the academic year in which he/she appeared or asthe case may be, first appeared for Intermediate Examination, he/shehas not studied in any educational institution, if has resided in thelocal area for a period of not less than four years immediatelypreceding the date of commencement of relevant examination inwhich he/she appeared, or as the case may be, first appeared thenhe/she becomes a local candidate.

    11.4 A candidate for admission to the course who is not regarded as a localcandidate under sub regulation 11.3 above in relation to any local areashall

    a)If he/she has studied in educational institutions in the State for a periodof not less than seven consecutive academic years ending with theacademic year in which he/she appeared or as the case may be, firstappeared for the relevant qualifying examination be regarded as a localcandidate in relation to.

    i) such local area where he/she has studied for the maximum period outof said period of seven years.

    ii) where the periods of his/her study in two or more local areas areequal, such local area where he/she has studied last in such equal

    periods

    b) If, during the whole or any part of seven consecutive academic yearsending with the academic year in which he/she appeared or as the casemay be first appeared for the relevant qualifying examination, he/she hasnot studied in the educational institutions in any local area, but hasresided in the State during the whole of the said period of seven years, be

    regarded as local candidate in relation toi) such local area where he/she has resided for the maximum period out ofthe said period of seven years,

    ii) Where the periods of his/her residence in two or more local areas areequal such local area where he/she has resided last in such equal periods

    Explanation For purpose of this Sub regulation.

    i) Educational Institution means a college, a school imparting educationupto and inclusive of tenth class, or other institutions by whatever namecalled whether managed by Government, Private body, local authority orUniversity and carrying on the activity of imparting education there inwhether technical or otherwise and includes a Polytechnic, Industrialtraining Institute and a Teachers Training Institute but does not include aTutorial Institution.

    ii) Relevant qualifying examination for admission in to B.Sc., Nursing 4 yeasdegree course of study means a pass in the examination, which is theminimum educational qualification for admission to such course of study

    Note: The relevant qualifying examination for admission to B.Sc.,Nursing degree course being Intermediate or its equivalentexamination, the question whether candidate is a local candidate

    or not will be determined with reference to the first appearance inthe Intermediate examination or equivalent examination even inthe case of an applicant possessing B.Sc or M.Sc. Degree.

    iii) a) In reckoning the consecutive academic years during which a candidatehas studied, any period of interruption of his/her study by reason of herfailure to pass any examination, and;

    b) Any period of his/her study in a State-wide University or State wideeducational institution shall be disregarded.

    iv) The question whether any candidate for admission to any course of Studyhas resided in any local area shall be determined with reference to theplaces where the candidate actually resided and not with reference to theresidence of her parent or guardian.

    11.5 While determining the number of seats to be reserved in favour of localcandidates under regulation 11.1 any fraction of a seat shall be countedas one Provided there shall be one Unreserved Seat.

    11.6 If a local candidate in respect of a local area is not available to fill any seatreserved or allocated in favour of a local candidate in respect of that localarea, such seat shall be filled in as if it has not been reserved.

    11.7 a)Applicants who claim to be local candidates with reference to regulation11.3 (a) shall produce evidence in the form of studycertificate/certificates issued by the Heads of EducationalInstitution/Institutions concerned, indicating the details of the year oryears in which the candidate has studied in educational institutions in

    such local area for a period of not less than four consecutive academicyears ending with the academic years in which he/she appeared or asthe case may be, first appeared for the Intermediate examination or itsequivalent. Those who do not qualify as local candidates under subregulation 11.3 (a) but claim to qualify by virtue of residence underregulation 11.3 (b) shall produce a certificate issued by an officer of theRevenue Department not below the rank of a Mandal Revenue Officer inthe form annexed in G.O.Ms.No.628 Education, dated the 25th July,1974, (appended to the application)

    b) Applicants who claim to be local Candidates under 11(4)(a) shallproduce evidence in the form of study certificate issued by the heads of

    the Educational Institution / Institutions concerned indicating the detailsof the year or years in which the candidate has studied in therespective educational Institutions for a period of not less than sevenconsecutive academic years ending with the academic year in whichhe/she appeared, or as the case may be first appeared for theIntermediate Examination or its equivalent. Those who do not qualify aslocal candidate under the regulation 11.4 (a) but claim to qualify byvirtue of residence under regulation 11.4 (b) shall produce a certificateof residence issued by an officer of the Revenue Department not belowthe rank of Mandal Revenue Officer in the form similar to that Annexedto G.O.Ms.No.628, Education, dated 25th July 1974 with necessary

    modifications (appended to the application).12. The following categories of candidates are eligible to apply for admission to

    the 15% of Unreserved seats:12.1. All candidates defined under regulation 11.3 and 11.4.12.2. Candidates who have resided in the State for a total period of ten

    years excluding period of study outside the State or either of whoseparents have resided in the State for a period of ten years excludingperiods of Employment outside the State (Certificate to the effectfrom a Revenue Official not below the rank of Mandal Revenue Officerfrom where the candidate is claiming eligibility should be enclosed).

    12.3. Candidates who are children of parents who are in the employment of

    this state or Central Government, Public Sector Corporations, LocalBodies, Universities and other similar quasi public Institutions withinthe State. (Certificate from the Head of the Institution/Departmentshould be enclosed).

    12.4. Candidates who are spouses of those in the employment of this Stateor Central Government, Public Sector Corporations, Local Bodies,University and Educational Institutions recognized by theGovernment, a University or other competent authority and similarother quasi Government institutions within the state. (Certificatefrom the Head of Institution/Department should be enclosed).

    13. Eligibility:

    13.1 The candidates should be of Indian Nationality or persons of Indian origin(P.I.O) / Overseas citizen of India (OCI) card holders and should satisfy thelocal or non-local status in Andhra Pradesh (Residence requirement) as laiddown in Andhra Pradesh educational institutions (Regulations of admissions)

    order, 1974 and the selection will be done as per the procedure laid down inthe G.O.P.No.646, dated 10-07-1979 as amended in G.O.Ms.No.42, HigherEducation (EC2) Dept., dated 18-05-2009.

    13.2 Both Male and Female candidates are eligible for 4YDC B.Sc., (Nursing)course (The admission of Male Candidates will be as per the order issued inG.O.Ms.No.306, HM&FW (K2) Department, dt.01-08-2006. The List ofColleges admitting male candidates will be notified on the Universitywebsite during the counseling)

    13.3. B.Sc., (Nursing) 4 years Degree Course:

    13.3.1. The minimum age for admission shall be 17 years on 31st December of

    the year in which admission is sought.

    13.3.2. Minimum Education: (As per the G.O.Rt.No.1095, HM & FW Dept.,dated 02.09.2013)

    13.3.5. Age: There is no Upper age Limit

    13.3.6. No request for relaxation of age of a candidate shall be entertained.

    13.3.7. Candidates born on or after 02.01.1998 are not eligible.

    14. Merit List: Merit Lists will be displayed on the website of University(http://ntruhs.ap.nic.in) & University notice Board.

    14.1 All the Applications shall be scrutinized thoroughly by the personsauthorized by University based on the Regulations of admission. Thescrutinizing persons are empowered to reject such of the applicationswhich are not following the requirements as per the Regulations ofadmission or incomplete/defective subject to Regulation 4.6.1 & 4.6.2.

    14.3 The criteria for preparation of merit lista) Total Percentage of marks obtained in Botany, Zoology, Physics,

    Chemistry and English in the qualifying examination upto two decimalplaces.

    b) The candidates who qualify under compartmental system shall be placed

    in the merit list after the candidates who passed in a single attempt.c) In case of equality of marks and aggregate percentage of marks, Age shallbe taken into consideration and the older candidates shall be given higherplace in the Merit List.

    d) In case of equality of marks, the aggregate percentage of marks in allsubjects of the qualifying examination upto two decimal places

    15. PROCEDURE OF SELECTION:

    15.1 Selection will be made by the Selection Committee appointed by Vice-Chancellor, Dr. NTR University of Health Sciences.

    15.2 Selections shall be made local area wise as per the procedure prescribedin Annexure-III of G.O.P.No.646, Education (W) Dept. dated10-7-1979,as amended in G.O.Ms.No.42, Higher Education (EC2) Dept.,dated 18-05-2009.

    15.3 The Selection Committee is empowered to allot a candidate to any of theNursing College.

    15.4 Selections will be made by the selection committee appointed by Vice-Chancellor, based on the master merit list and Preference given by thecandidates at the time of selections / counseling.

    15.5. Selection Schedule: Individual intimations will not be sent. :MeritLists will be displayed on the website of University

    (http://ntruhs.ap.nic.in) & University notice Board. The Candidatesare informed to download the merit order by entering the Application No.DOB.

    The selection schedule will be notified later.15.6 Candidates attending for selections/counseling will have to appear for

    the same accompanied positively by the parent/guardian at their ownexpenses.

    15.7 The OC seats will be filled first then the reserved category seats will befilled.

    15.8 The candidates at the time of selections will choose the colleges of theirchoice on the spot taking into consideration the vacancy position at their

    turn.15.9 The selected candidates shall submit all the original certificates and shall

    pay University fee on the spot on the day of selections. The tuition fee &other fee should be paid at the respective college.

    15.10 If the candidates from SC/ST/BC categories are not available, the seatsshall be re allotted to the candidates under OC as per regulations.

    15.11 Candidates absented at their turn shall not be considered for selectionthereafter during that selection.

    15.12 Vacancies of earlier selection will be open to all the candidates from themerit order of candidate who have not joined the course and thecandidates who were absent in the earlier selection.

    15.13 Mere attending the selection does not confer right for a seat.

    16. NURSING ADMISSION COMMITTEE:

    16.1 The whole process of admission of candidates into Nursing courseshall be under the general supervision and guidance of theSelection Committee, constituted by the Vice-Chancellor.

    16.2 The Selection Committee shall select candidates in accordancewith the provisions of these regulations.

    16.3 The Selection Committee shall have power to review its decisionand can either admit or cancel the admission before the closure ofadmissions.

    17. VACANCIES:

    Vacancies if any, caused due to failure to join or cancellation ofadmissions or demise of the candidates etc., before the closure ofadmissions shall be filled by the Selection Committee inaccordance with the Regulations.

    18. JOINING TIME:

    The selected candidates shall join the institution concerned withinthe specified date. No request shall be entertained for extension oftime under any circumstances. Failure to join the course in timeshall automatically result in the cancellation of the seat.

    19. CLOSURE OF ADMISSIONS:

    The admissions shall be closed after 30 days from the date of

    commencement of classes. Any vacancy on the date of closure ofadmissions or that arises after the closure of admissions shall notbe filled.

    20. VACATION:

    The vacation for the students is 30days per academic year. Thevacation shall be declared by the Principal in phased manner at thediscretion of the Principal taking into consideration two weeks ofsummer vacation and remaining period for religious festivals.

    21. VERIFICATION OF DOCUMENTS:

    21.1 The Head of concerned institution to which the candidate is allotted for

    admission shall verify the authenticity of the documents, if satisfied shalldirect the candidate to pay the fees etc., immediately.

    21.2 All the candidates selected should undergo Medical Examination asdirected by the Head of the institution concerned. The admission of thecandidates shall be subject to their fitness in the medical examination.

    21.3 All original documents and declarations shall be preserved in the safecustody of the concerned Head of the institution in order to facilitate anyenquiry in future.

    23. POWERS OF THE HEAD OF THE INSTITUTION :

    23.1 Not withstanding anything contained in these Regulations, theHead of the Institution may at any time, either suo-moto or anapplication made by any person after due and proper enquiry, if

    satisfied that the candidate has furnished incorrect information orenclosed false certificates or fraudulently obtained admission mayfor the reasons to be recorded in writing, by order cancel heradmission provided that no such admission shall be cancelledwithout giving a reasonable opportunity for showing cause as towhy his/her admission should not be cancelled.

    23.2 Against any such order of the Head of the Institution, an appealshall lie with the Registrar, Dr. NTR University Health Sciences.

    24. POWERS OF THE UNIVERSITY:The University may either suo-moto or on an application made to them

    call for and examine the records relating to any selection or admission orcancellation there of made by the concerned authority for the purpose ofsatisfying themselves as to the correctness, legality or proprietary of suchselection or admission or cancellation and pass such order in relation there to asthey deem fit, including cancellation of the selection already published oradmission already made, provided that the University may, before cancelingsuch selection or admission, given an opportunity to the authority and to theperson affected to show cause against such cancellation.

    25. FINALITY OF SELECTION:

    All selections made under these regulations shall be subject to suchdirections or orders as may be made by the University from time to time.

    26. THE REGULATIONS FOR RE-ADMISSION AFTER BREAK OF STUDY FOR ALLTHE UNDER GRADUATE AND POST GRADUATE DEGREE / DIPLOMACOURSES IN MEDICAL, DENTAL, INDIAN MEDICINE AND HOMOEOPATHYAND ALLIED HEALTH SCIENCE COURSES OFFERED BY DR. NTRUNIVERSITY OF HEALTH SCIENCES, VIJAYAWADA.

    The regulation is subject to modification from time to time.DEFINITIONS:

    i. Break of study means any absence more than 3 months during the courseof study.

    ii. 3 months for this purpose is a period of 90 days (ninety days) to berecorded from the date of absence irrespective of the number of days inone calendar month.

    iii. For all practical purpose only two types of break of study is allowed.a. Less than 3 months of break (as per definition)

    b. More than 3 months of break but less than the twice the number ofyears of study of a particular course.

    Ex: For MBBS/BDS twice the number of years of study is 9 yearsFor B.Sc(Nursing) / Physiotherapy is 8 years.

    iv. If the candidate is on Break of study for two spells in an academic year ofa particular course the candidate is deemed to have been discharged fromthe course of study. One cannot apply for condonation of the break.

    v. Only two spells of break of studyfor the entire duration of the courseis permitted. During second spell of break of study even if the break ofstudy is less than 90 days, permission must be obtained from theuniversity and that spell of Break shall also be counted as second spell ofbreak.

    vi. For less than three months of break, the Principal/ Dean of the college canpermit to rejoin in to the course under intimation to the university.

    vii. If the break of study is more than three months the candidate has to

    apply to the university through the Principal/Dean of the college. TheUniversity can give permission to the candidate to complete the coursewithin twice the yearsof the study of the particular course.

    Example 1: B.Sc Nursing student discontinues after 2 years of study and wantsto join the course after 2 years of absence from study may be permittedto rejoin into the course since the candidate has 2 years of study tocomplete. If the candidate discontinues the course after 2 years of thestudy and wants to continue after 5 years of absence the candidate willnot be permitted to continue the course since student will be finishingonly after twice the number of years of the course (2 years of study + 5

    years of absence + remaining 2 years of the study) makes the studentstudy for 9 years whereas according to the regulation students shouldnot exceed twice the number of years of study in 8 years.

    Example 2: MBBS. Student discontinue after 3 years of study want to join thecourse after 3 years of absence from study may be permitted to joininto the course since the candidate have 1 year of study to complete.If the candidate discontinue the course after the 3 years of the studywants to continue after 5 years absence, the candidate will not bepermitted to continue the course since, will be finishing only after twicethe number of years of the course.

    UNDER GRADUATE DEGREE COURSES IN MEDICINE, /DENTAL, INDIANMEDICINE & HOMOEOPATHY AND ALLIED HEALTH SCIENCE COURSES.In the Regulation under the heading PROCEDURE FOR REJOINING into thecourse shall be as follows:

    (i) The candidate having a break of study for more than three months but lessthan twice the years of the course shall apply for re-admission into thecourse in the prescribed form as in Annexure II by remitting the stipulatedfee for condonation of Break of Study to the University Request toreadmission: -

    The Principal shall forwarded the application with specific remarks about theabsence period and with an undertaking from the student that he/she is notinvolved in criminal cases during the absence period.

    If any candidate is permitted by the Dean / Principal of the college concernedwithout the prior permission from this university, the re-admission to thecourse after the break of study the period of such study shall not beconsidered as a recognized study and the candidate shall not bepermitted to write the university examination based on such studyPeriod.

    When the candidate is readmitted into the course and shall after fulfillment ofthe Regulations of this university to the course concerned be admitted to theexaminations.

    ii) The period of break of study of the candidate for rejoining into the courseshall be calculated from the date of first discontinuance of the course.

    iii) All the under Graduate students have to execute a declaration at the timeof registration with this University in this regard in the prescribed formas in Annexure I.

    iv) Only two spells of break of study will be allowed for the entire duration of thecourse.

    v) If the name of the candidate has been registered in this University on theparticular course of study but the candidate has not appeared for theuniversity examination and subsequently if the candidate has entered onBreak of Study for more than two years the candidate shall start the courseafresh as Dr. NTR UHS regulations.

    vi) If the candidate has not completed the course beyond twice the year ofduration of course of study shall be discharged from the course immediately.This is applicable for all the years of study of Under graduate degree courses

    27. STIPENDS: (Only for Government Colleges)

    28.1 Stipend and other allowances will be paid as per Rules in force fromtime to time.

    28.2 If the student fails to be promoted to the next academic year after anyexamination her stipend and allowance will be discontinued and will beresumed when she passes the examination within five attemptsprescribed.

    28.3 The students shall only be permitted to have the five attemptsmentioned in sub-regulations (b) of this Regulation within a maximumperiod of two years commencing from the first regular examination.

    28. HOSTEL FECILITY:Residence in hostel is not compulsory and at the discretion of thePrincipal of the colleges. Hostel accommodation will be provided asand when required. All candidates should adhere to the institutionalrules and violation of Regulations will be viewed seriously. Thecandidates have to pay the fees towards their food if they reside in the

    hostel along with other fees as prescribed from time to time.

    29. UNIFORM:Student nurses shall wear white uniform while on duty.

    30. COURSE OF STUDY:

    The candidate admitted into Nursing Course shall pursue the

    course in accordance with syllabus prescribed by the University forthe Respective Course.

    31. EXAMINATION:

    The candidate will have to appear for such examinations as areprescribed by the University from time to time.

    32. TERMINATION OF TRAINING AND DISMISSAL:

    32.1 A stipendiary or Non-stipendiary candidate admitted to any of theinstitutions shall be liable for dismissal there from at any time beforecompletion of the course on account of negligence, failure to attend tothe prescribed studies, and duties, in subordination misconduct or anyother offences amounting to moral turpitude on the part of thecandidate which in the opinion of the Head of the institution makes itundesirable to continue the candidate in the college.

    32.2 a) The Head of the institutions concerned shall be competent authorityto issue orders under this regulation who before taking such action

    shall give an opportunity to the candidate to show cause against theproposed action.

    b) An appeal against the dismissal order, shall be made to theRegistrar, Dr. NTR University of Health Sciences, Vijayawada 520 008 within three months of the receipt of the Dismissal order.

    33. MIGRATION / TRANSFER:

    No Transfers during the course period are permitted from onecollege to another college.

    ANTI RAGING ACT:

    (An act of prohibition of ragging in all educational institutions in thestate of Andhra Pradesh)

    ABSTRACT of G.O.Ms.No.67, Higher Education (EC) Department,dated 31.08.2002

    1. Short Title: These rules may be called the Andhra Pradeshprohibition of ragging in all educational institutions rules -2002

    2. Definitions:In these rules unless the context other requires :-

    (a)Act includes words either spoken or written or signs are soundsare gestures are visible representation.

    (b)Education Institutions ,means and include a college or otherinstitution by what ever name called, caring on the activity orimparting education therein

    (c) (either exclusively or among other activities) and includes anorphanage or boarding home or hostel or tutorial institution orother premises attached thereto .

    (d)Government means the state Government of Andhra Pradesh.

    (e)Notification means notification published in Andhra Pradeshgazetted and the worknotified shall be construed accordingly.

    (f) Ragging means doing an act which causes or is likely to causeinsult or annoyance of fear or apprehension or threat of intimidationor outrange if modesty or injury to a student;

    (g)Student means a person who is admitted into an educationinstitution and whose name is and lawfully borne on the attendance

    register thereof. All words and expression used but not defined asthese rules have meaning assigned to them under AP Education Act,1982 or Indian penal code 1860 as the case may be.

    3. Prohibition of ranging:-

    (a) Ragging is prohibited within are out side of any educationalInstitution in the state.

    (b) the principal/ Head of the institution shall obtain an undertaking inwriting from the students /parents at the time of admission, that theshall not resort to ragging inside or outside the institution.

    (c) Full publicity should be given to the punishment for ragging through

    open circulars, suitable posters, colleges and hostel premises etc., bythe principal/ Head of the Institutions.

    (d) the principal/ Head of the institution shall constitute anti raggingsquads involving teachers and students to prevent ragging.

    (e) the Head of the institution shall large a criminal case againststudents resorted to ragging for taking action as mentioned in AndhraPradesh Prohibition of Ragging Act, 1997 ( AP Act No. 26 of 1997)

    Certain of the guide lines to prevent ragging in educational institution allillustrated in the annexure to these rules.

    4. Responsibility of the head of the Institution:

    (1) at the commencement of the academic session, the institutions shouldconstitute proctorial committee consisting of senior facility members andhostel authorities like the warden and a few responsible senior students.

    (I) To keep 3 continuous watch and vigil over ragging so as to prevent itsoccurrence and recurrence

    (ii) To promptly deal the incidents of ragging brought to its notice andsummarily punish the guilty either by it self or by putting forth itsfinding / Recommendation / Suggestions before the authoritycompetent to take decision. All vulnerable location shall be identifiedand specially watched.

    (2) The local community and the students in particular must be made awareof dehumanizing effect of ragging inherent in its perversity. Posters,notice boards and sign-boards- wherever necessary, may be used for thepurpose.

    (3) Failure to prevent ragging shall be construed as an act of negligence inmaintaining discipline in the institution on the part of the management,the principal and the persons in authority of the institution. Similarresponsibility shall be liable to be fixed on hostel wardens/Superintendents.

    (4) Whenever any student complains of ragging to the head of theEducational institution such head or manger shall enquire into the samefor with and if the complaint is prima facie found true, shall suspend thestudent or students complained against for such period as may bedeemed necessary,

    (5) The decision of the head of the institution or the person responsible forthe Management of the educational institution is final.

    (6) If an institution fails to curb ragging. The person responsible for themanagement of the educational institution is final such time as achievesthe same. The University shall consider disaffiliating a college orinstitutions failing to curb ragging. All Universities shall bring theseguidelines to the notice of all educational institutions under their controland jurisdiction. Publicity also be given by issuing press notes in publicinterest by University.

    (5) PENALTY FOR RAGGING:

    (1) Whoever with the intention of causing ragging or with the knowledge

    that he is likely by such act to cause ragging. Commits or a ragging shallbe punishable as per Andhra Pradesh Prohibition of Ragging Act, 1997 ( Act 26 of 1997)

    (2) The students convicted of an offence under section 4 of Andhra PradeshProhibitionAct, (Act 26 of 1997) and punished imprisonment for a term shall bedismissed from the educational institution.

    (3) The student convicted of an offence under section 4 of Andhra Pradeshprohibition of Ragging Act, 1997, and punished imprisonment for aterm to more than six months shall no be admitted in any othereducational institution.

    (4) Any student dismissed from a college for ragging should be debarredfrom seeking admission in any other course of study incollege/University located in the state.

    (5) Incase of the students who involved in ragging, there shall be anembossment on his marks cards and other academic certificate bold

    letters which cannot be obliterated that he had indulged in-ragging andhad conduced himself in a manner unbecoming.

    Information to candidates about the stages of counselingB.Sc., (Nursing)

    Selection of a seat by a candidate and admission there afterwards involvesthe following stages:[A POWERFUL COMPUTER SYSTEM CONTROLS ALL THE ACTIVITIESSIMULTANEOUSLY, EFFICIENTLY AND EFFECTIVELY DURING THESELECTION OF A SEAT BY THE CANDIDATE].

    (a) Registration of the candidates - All the Candidates are informed to

    register at the registration counter when their Merit Order numbers arecalled. If a candidate fails to register, he / she will not be allowed forselection of a seat.

    (b) Verification of the original documents- The candidate after registrationhas to submit all the Original Certificates for verification of their all originalcertificates for confirmation of their Name, Rank Number, Hall TicketNumber, University Area, Sex etc.,. A receipt will be issued for theCertificates submitted by the candidate. The Certificates will be sent to thePrincipal of the College to which the candidate is selected and allotted.The reserved category candidates i.e. BCs / SCs / STs will go for

    verification of their social status after verification of other originalcertificates. Other than BC / SC / ST candidates will enter into theCounseling Hall directly without going the social status verification. Acandidate registered shall not leave the Counseling hall until he / shecompletes the process of selection.If the candidate fails to submit the certificates for verification, the candidatewill not be permitted for selection of a seat.

    (c) All the reserved Category Candidates i.e., BCs, SCs & STs have to getverified their social status by the officers of the respective Departmentalofficers present at the counseling hall. The Candidates are informed to get

    their certificates verified in the order of Merit when their Rank Number iscalled. The Candidates have to bring the original certificate and two sets ofXerox copies as mentioned in the Regulations.The SC and ST Candidates shall submit the Income Certificate issued by thecompetent authority.If the Social status claim of the candidate is rejected by the officersconcerned such candidates will not be considered for selection against theseats reserved for that category. If the caste of the Candidate is notconfirmed and kept pending for enquiry by the Departmental Officers theseat is kept pending. Such candidate will be directed to produce the socialstatus clearance certificate issued by the respective District Collectors as

    (d) The Candidates waiting in the counseling Hall will be called Merit Order wisefor counseling where the available seats in B.Sc., (Nursing)4YD Course willbe displayed.

    (e) The Candidate will choose a seat of his / her choice in the available seats athis / her turn as per rules and eligibility. The Candidate has to enter thecourse and the college that he / she has opted in the option form andhe/she has to sign the option form. The Parent /Guardian has to confirmthe selection of the seat by his / her Son / Daughter / ward and he / shehas to sign the option form. The reserve category candidates i.e., BC/SC/STshall exercise the option under respective reserve category.

    (f) After choosing the seat the candidate has to pay the fee payable to theCollege and to the University in the form of Demand Draft drawn on anyNationalized Bank in favour of Registrar, Dr. NTR University of Health

    Sciences payable at Vijayawada.

    (g) After payment of the Fees the candidate will be issued the ProvisionalSelection/Allotment letter.

    (h) In case of candidates whose social status is kept pending for enquiry, afterchoosing the seat, the candidate will be issued a Memo to produce socialstatus clearance certificate.

    (i) Reimbursement of Tuition Fee for SC/ST categories if the parental income isless than Rs.2,00,000/- (Rupees Two Lakhs Only) per annum is

    subject to the orders to be issued by the Government of Andhara Pradeshand Telangana states.

    (j) Reimbursement of Tuition Fee for OBC/BC/PH categories if the parentalincome is less than Rs.1,00,000/- (Rupees One Lakh Only)per annumis subject to the orders to be issued by the Government of Andhara Pradeshand Telangana states.

    (k) The fee Reimbursement is subject to the orders to be issued by the Govt. ofAndhra Pradesh and Government of Telangana. The candidates shall submitan undertaking to the Principal stating that He/She will pay the tution fee to

    the college by him/her self if not reimbursed by the both Governments.
