I would like to invite the public to attend the 2012 Pasco Law Enforcement Officers Memorial Service,

scheduled at 7:30 p.m. on Friday, May 4, on the north lawn of the Historic Courthouse, located at 37918 Meridian Avenue in Dade City.

Numerous law enforcement agencies will be represented at the ceremony which honors those law en-forcement officers killed in Pasco in the line of duty, the first which occurred more than a century ago. This year, Hernando Dep. John Mecklenburg will be honored, who was killed in Pasco last July 3 after crashing his patrol car on U.S. Highway 41 during a vehicle pursuit. Additional officers who will be hon-

If you have never attended this ceremony, I think you will be impressed with the attention to detail as we honor these heroes who gave the ultimate sacrifice in defending their community. The Tampa Bay area has seen too many law enforcement officers killed in the line of duty recently, so it is always with a heavy

heart that we pay tribute. I hope to see you at the ceremony.

WHITE BEAN SALAD

INGREDIENTS:

3/4 cup Reduced Fat Ranch Salad Dressing 1 (15.5 oz.) can cannellini beans, drained1

shallot, minced2 tablespoons chopped parsley1/2 teaspoon fresh thyme leaves, chopped1 red bell pepper, diced6 cups chopped romaine lettuce1/2 cup sliced cherry

tomatoes1/2 cup cooked bacon, crumbled DIRECTIONS:

1. Combine Ranch Salad Dressing in a large mixing bowl with remaining ingredients

and gently toss. 2. Arrange on a serving plate and serve immediately. Serve salad with toasted French

bread drizzled with olive oil and sprinkled with salt.

Hurricane season is quickly approaching …

The Pasco County Office of Emergency Management’s Annual Hurricane Expo is being taken in a

different direction this year. Since Pasco is such a large county, we will hold two expos… one at the J. Ben Herrill Recreation Center in Holiday on June 2nd, and the other at the Lion’s Club on

June 9th in Zephyrhills. It is a great opportunity to learn about how to prepare your family and your home for the upcoming hurricane season. The expo hours will be from 10 am to 2

pm. Mark your calendars, and we hope you join us!

Reaching More People

A Brush With Kindness is a program offered by the West Pasco Habitat for Humanity that helps

low-income homeowners who struggle to maintain the exterior of their homes.

The focus is on neighborhood beautification through exterior painting, landscaping, clean up and

small roof repairs. If you know of someone in need please have them call the Habitat office at 727-

Summer has consistently been a prime scam time in Florida. From the house to house salesman offering to fix the roof, repave the driveway, or sell bottles of magical cleaning solutions, scams that started more than fifty years ago continue to plague the state. The scam artists now follow the news and the timing of Federal business such as Income Tax refunds and the yearly health care plan updates. It’s hard to keep up with what is going on because there are so many scams in the works at one time. This summer we are being warned to watch out for the following scams: Florida Chief Financial Officer Jeff Atwater warns us to be aware of an emerging scam related to requiring payments to the IRS in order to collect lottery winnings. Do not prepay any supposed fee to collect a lottery win. Legal lotteries do not ask for upfront money to collect. And don’t forget, if you didn’t buy a lottery ticket – you didn’t win. Alarm companies are expected to hit the streets again this summer to target homeowners for alarm sales. If you need an alarm system, shop carefully and learn about the systems before choos-ing one to buy. Home phone calls suggesting that U.S. citizens need to take Potassium iodide to prevent cancer from the recent nuclear accidents in Japan are a scam. Unless you are specifically notified by the U.S. Public Health Officials, you need no supplement of this type. Due to the bedbug scare, the Environmental Protection Agency reports that an increasing num-ber of marketers are making unrealistic claims about their abilities to control or eradicate bedbugs. If you need help in this area, call a licensed reputable company. Foreclosure rescue scams are recognized by “advance fee” loans, any type of loan modification that involves the ownership of the home, and rescue “lease back” offers. Another scam is the “forensic mortgage loan audit” which does nothing to help stabilize the mortgage. Do not pay “advance fees” for rescue. Finally the FTC has banned marketing of the “detox foot pads” that supposedly remove toxins from the body overnight, and treat many illnesses. One study showed these pads change color overnight without even being on a foot! The FDA warns us that many “Canadian Drugs” are actually originating from other countries. Know what you are buying! Twenty-seven countries around the globe are producing 85% of the “Canadian Drugs”. Questions? Receive anything suspicious? Want a second opinion? In the last column we discussed reaching your “Financial Number”. This is the amount you will

need to support your family when you retire. The big question is “How do I get there?” There

is no magic bullet in accumulating wealth; however, there are some strategies that will propel

you faster toward your goal.

First, start early. That means now if you haven’t already. History shows us how important the

power of time is in building up wealth. The correlating factor to time is the power of com-

pounding interest. Einstein once commented that compounding interest was one of the most

amazing principles he’d ever seen and he was a pretty smart guy! Some people never fully get to

see the really good part of compounding interest because they start too late or give up before it

has time to work.

The next principle is to save and invest money automatically. By setting up an automatic draft

from your bank account into your investments, the money gets there every month. Once you

do this, you don’t think about it. You don’t miss it and it goes automatically to work for you.

For most people, if they have to write a check every month, it is less likely to happen. By in-

vesting automatically, you are also invoking the principle of dollar cost averaging. This strategy

allows you to buy differing amounts or shares of an investment with the same amount of dol-

lars every month. By doing so, you may lower the average cost per share by buying more when

the price is low and buying less when the price is higher.

The next principle of investing gets less attention but I feel is so important. This is the tech-

nique of rebalancing. By rebalancing we have a preset allocation of assets, for example 60%

stock and 40% bond. Once a year (or quarter) we will look at the portfolio and sell some of the

asset class that has increased in value and buy some of the asset class that has decreased. By

doing so, we are keeping our 60/40 balance. We are also invoking another principle of wealth

building-Buy Low and Sell High. Most folks buy something when it is looking great then miss

the increase it had. They sell when the investment bottom drops out. Most investors do the

exact opposite of what you should do. They buy high and sell low.

April’s meeting

We began our meeting by welcoming Sheriff Chris Nocco. As he approached the mic he stated

that “ WE are the bad-est gang in Pasco County and WE are taking our community back!” He

added that, “ YOU deserve it!”

Sheriff Nocco then discussed in detail Pasco County’s Intelligence-Led Policing. He informed

us that, Pasco County Sheriff Officers have a list of prolific offenders in Pasco Count that “ We

literally knock on their doors and let them know that we are here.”

A new program has developed between Tarpon Springs and Pasco County, called “MOU” =

Memo – of – Understanding” This program was developed to allow Officers in pursuit of a

suspect to enter Pinellas County, and an Officer from Pinellas to enter Pasco County, if in pur-

suit of a suspect.” He also discussed in great detail of the events that lead to the arrest of a

gang leader In Pasco that had juveniles working for him in our area by burglarizing homes in

our area, that led to two murders.

Capt. Armstrong then gave a spectacular presentation on Pasco Countiy’s Intelligence-Led Po-

licing. He focused on Crime Hot spots and that PCSD had a great strategy in using surveil-

lance and informants. He went into detail of the “STAR PROGRAM” and the “ HOT SPOTS” of

Pasco County.

Major Harrington was then introduced to our group and he was a great inspiration, such as the

others were in speaking to our group on “ILP” He went into great detail on how PCSD has cre-

ated these tactics to eliminate the crime in our community.

BSCA Neighborhood Watch groups work in conjunction with the Sheriff Department to deter

crime and reduce fear. We share proactive measures that community members can take to

become more connected and better protected!

April has been a very interesting month. In March we filed the most service requests ever. In

April we filed the fewest service requests ever. While I am confident that this is an indication

that things are getting better here in Beacon Square, I know there is still a good deal of work to

do. This is where the residents still play an important role.

If we are going to get our neighborhood back to being truly livable again, each one of you will

have to help. We truly are making measurable progress. That needs to continue. If only one out

of five households filed a single complaint in any given month, we would have filed four to five

times the volume that we have in our best month. So, take a look in the mirror, talk to your

friends and neighbors. Will you be the one in five who strives to improve Beacon Square or not?

Borrowing from Smokey the Bear, “Only you can prevent neighborhood blight.”

Since we have made progress, I would like us to kick around a few ideas about how to further

incentivize our good neighbors. When I first took this job, I said that I wanted to be able to use

both carrot and stick in our approach to improve Beacon Square. I remarked that at some point

we need to consider monthly awards like “Yard of the Month”. How to do and fund this are

things we can talk about at our next meeting on Thursday, May 3rd. It’s at 7:00 pm. Don’t miss

it! The neighborhood you save might be your own…
