EXECUTIVE SUMMARY

Since its inception in June 2001 by His Majesty the King, who has entrusted the presidency to Her Royal Highness Princess Lalla Hasnaa, the Mohammed VI Foundation for the Protection of the Environment has initiated several programs and projects including : Clean Beaches, environmental awareness education, Flowering Cities, palm grove and oases rehabilitation, air quality, Eco-Enterprises, and voluntary carbon offsetting.

The Foundation continues to make progress in implementing its awareness strategy for stakeholders in sustainable development through the creation and programmation of pilot demonstration projects, based on partnership agreements, and by federating and involving all national stakeholders (administration, elected officials and local authorities, public and private businesses, local associations, etc.).

The Foundation has also developed partnerships with institutions and international organizations, including the United Nations Development Program (UNDP), the French Development Agency (AFD), the German Cooperation (GTZ), and the Japan International Cooperation Agency (JICA).

The Foundation is a member of the United Nations Framework Convention on Climate Change (UNFCCC) and International Federation for Environmental Education (FEE), and has received awards from the FEE (Paris section) for its Eco Schools Program, as well as Energy Globe Awards and the National Honorary Energy Globe 2008 for the Qualit’Air Program.

This document provides a summary of various programs and projects undertaken and planned by the Mohammed VI Foundation for the Protection of the Environment.

FOUNDATION MOHAMMED VI FOR THE PROTECTION OF THE ENVIRONMENT STRATEGY

The Foundation Mohammed VI for the protection of the environment global strategy is aiming to raise awareness of the whole Moroccan population to environmental issues and to mobilize all opportunities in a consistent and sustainable project of environmental upgrade, supporting the economic development programs launched by the public authorities.

The Foundation Mohammed VI for the Protection of the Environment did initiate an approach involving all of the actors under the sign :«All for the Environment» and based on three pillars :

• The Commitment mutualisation• A Strategy for the sustainable development• The Education of the youngest.

CLEAN BEACHES

This program is a continuation of the program «Help our beaches smile,» launched in 1999, with the objective of labeling a maximum of Blue Flag beaches.

Thanks to the involvement of many actors and project partner experience, actions taken over the past 9 years are beginning to materialize.

In 1999, in order to sustain efforts, Her Royal Highness launched a competition of ideas with national artists, which led to the realization Lalla Hasnaa Beach Trophy. This trophy is awarded each year after the summer season, during a large ceremony that includes all stakeholders. A jury panel evaluates and rewards efforts with this trophy, a civic action award for coastal protection.

In Tangier in October 2007, the Director of the Regional Activity Center of the Mediterranean Priority Action Program named Her Royal Highness Princess Lalla Hasnaa as Ambassador of the Coast, in presence of the United Nations Resident Representative in Morocco. This award recognizes the Foundation led by Her Royal Highness, who has united and mobilized initiatives for Moroccan beaches, coastal protection, and enhancementof the environmental heritage of Morocco. Moroccan beaches are being rehabilitated in stages, with the creation of 12 Blue Flag labels in 2008.

ENVIRONMENTAL EDUCATION AND AWARENESS

This project is part of the strategic partnership established by the Foundation with the Ministry of Education. It revolves around 2 core programs, Young Reporters and Eco Schools.

• The Eco School program aims to teach sustainable development principles in primary schools by mobilizing key stakeholders (students, teachers, school management, parents, associative system) around a joint project, which focuses on three main themes : water, energy, and waste. • The Young Reporters for the Environment program is designed to introduce students to critical analysis and constructive environmental problems and solutions in their region. Each year the program closes with the national award ceremony. The winning work awarded by the national jury is then sent to the Federation for Environmental Education (FEE) in Paris to compete at the European level. Morocco’s participation has won every year since 2003.

The Environment Club is a natural extension of educational activities conducted through the schools. One of the main program objectives is national and international student networking.

These exchanges are designed to enable members to experience the concepts of sustainable development through practical applications.This «hands-on» club won Foundation support and is a member of a global network headed by Nobel laureate George Charpak. The club’s mission is to introduce students to the art of pottery while integrating the concepts of environmental protection. Located at the Attanmia School in Sale, the club has been upgraded to include features such as a gas oven, which prevents students from using polluting processes.

This pilot project is part of a discussion led by representatives of the Ministry of Education to revitalize the existing clubs, ensure their sustainability and extend them to the entire Territory.

FLOWERING CITIES

Historic Parks and Gardens : Following the opening of the Cyber Park Arsat Moulay Abdesslam in Marrakech, the exotic Bouknadel gardens in Salé, and the launch of rehabilitation work at Jnane Sbil in Fez, the proposed park restoration of the Hermitage was launched. Like all other restored parks and gardens, this strategic heritage at the heart of Casablanca will be a significant component of environmental education, targeting youngpeople from surrounding neighborhoods.

Safeguarding and Development of the Marrakech palm grove : In order to halt the of the palm tree’s deterioration, the government implemented a major program for its preservation and development, with the planting of almost 430,000 palm trees and the rehabilitation of the existing grove over a 6-year period.

Recognizing the importance of awareness and education in such projects, His Majesty the King has appointed the Foundation with the federating role among the various project stakeholders (government, local authority and elected officials, community organizations, investors, etc.).

18 months after launching the program at a major ceremony in Marrakech, in which Her Royal Highness delivered a strong Royal message, partner engagement has enabled the planting of 200,000 palm trees; strengthened the public park planting and maintenance material; and implemented public awareness and environmental education, which was conducted by the Observatoire de la Palmeraie, an organization created for this opportunity by the «Friends of the Palm Grove Association,» with an objective established by Her Royal Highness to unite all efforts for the Marrakech Palm Grove, while providing effective support to local associations.

This commitment has also enabled the launch of architectural and cultural engineering for the Eco museum oases project, as wished by Her Royal Highness, to popularize and develop the themes of Water and Oasis cultures of earthen architecture.

A ten-hectare field has been allocated to the Eco Museum, adjacent to the Medina, near Bab Khmis. A partnership with the City of Elche, near Valencia in Spain, provides for a five-hectare mini grove by Elche City Council, which is being developed with the authorities and elected officials of the city of Marrakech and the City of Elche.

QUALIT’AIR

This program sets several objectives, including :

• The support for government and professionals in their efforts to reduce pollution of exhaust from motor vehicles, through the acquisition and commissioning of mobile control units. These actions have also helped initiate a pilot campaign on the Kenitra - El Jadida axis, and train gendarmes, police officers, garage owners, and agents of technical visit centers.

• These campaign results, after analysis by experts of the Monitoring Committee, helped counter preconceived notions and respond to a set of questions raised by this project (plans for urban transport, urban transport management policy, public aid for fleet renewal, the marketing of clean fuels, and monitoring quality throughout the transport chain).

• From public transportation construction projects, to the concession of urban transport, and the decision to ban ordinary diesel beginning January 2009, each decision has been impacted by dialogue and awareness initiated by the Foundation.

• The establishment of an air quality-monitoring network in cities to measure the nature and quantity of pollutants emitted, in order to define and implement appropriate solutions to pollution generated by gas discharge from factories.

The Foundation has established a national network for air quality monitoring, sponsored by the DGCL. 12 stations and a mobile laboratory have been acquired since 2005 and operate through partnerships between the DGCL, regions and town halls, the Department of Environment, the National Directorate of Meteorology, and the Foundation.

In February 2005, partnership agreements were signed with the ONE and SAMIR. Starting in January 2009 they planned to reduce their emissions in Mohammedia and the production of clean fuels by the domestic refinery, as well as ban the use of regular diesel.

• To better assess the health impact of air pollution on human populations and enable the establishment of monitoring, an eco-epidemiological study in the Greater Casablanca and Mohammedia area has been implemented in January 2009 with the Ministry of Public Health.

The Qualit’Air program provides training, awareness and education in schools. This theme figures prominently among the topics covered by studentsparticipating in the Young Reporters for the Environment contest held annually in high schools and secondary schools. In addition to the national awards by the Foundation and those internationally granted by the FEE section based in Paris, two special prizes were awarded to the Qualit’Air Program by Energy Globe Awards, an organization based in Austria, whose awards are presented at the European Parliament headquarters in the presence of personalities recognized internationally for their work in support of sustainable development.

The National Honorary Energy Globe 2008 Award was presented to the Foundation, thanks to a novel approach that involves the broadest possible partnership, which groups all stakeholders and focuses on educating students on energy issues and renewable energy.

GREEN KEY

Dedicated to tourism establishments, this program aims to integrate an environmental management strategy into regular institutional functions. The

Green Key achievement is based on compliance with three major groups of criteria :

• Environmental Management ;

• Educating staff and clients ;

• Technical performance (water conservation, energy efficiency and waste management).

Under the procedures established by the FEE, the pilot phase to mark the action implementation and necessary accompanying measures for the

development program has been implemented according to the process below :

• Development of the Moroccan version of international criteria required for obtaining the label ;

• Establishment of a preliminary database of speakers / consultants for technical assistance and audit units, and providers of waste collection and

recycling once sorted at the tourist facility (paper, glass, edible oils, etc.) ;

• Organization of a study trip to Paris for Moroccan hoteliers officials, for work sessions with the international program coordination and managers

of a Green Key award-winning hotel, Le Meridian Etoile ;

• Integration of the Green Key in the context of the Responsible Tourism vision conducted by the Moroccan National Tourism Office ;

• Editing a practical guide that outlines the objectives and criteria of the Green Key label.

A national workshop held in 2007 on behalf of institutional and private tourism professionals in Morocco, demonstrated hotelier interest in this

program.

Several hotels representing the major chains operating on the site (Hilton Rabat, Sheraton Casablanca Atlas Hospitality, Accor Ibis) and guesthouses

in Marrakech and Ouarzazate have already implemented the criteria for this 2008 eco-label.

VOLUNTARY CARBON OFFSET PROGRAMBeing aware of the social, economic and environmental issues at stake linked to the climate change, the president of the Foundation Mohamed

VI for the protection of the environment, the Princess Lalla Hasnaa, launched in April 2009, the Voluntary Carbon Offset for the first time in

Morocco.

The objective of this program is to contribute to the fight against the atmospheric pollution and the global warming. It targets the companies,

the administrations and individuals who are voluntarily keen to reduce and then compensate the CO2 emissions resulting from their activities by

participating to the financing of renewable energy, energetic efficiency and carbon sequestration (plantation and reforestation) projects.

The projects are mainly built around rural schools solar electrification, trees and palm trees plantation as well as greenhouse and climate change

awareness and aim to reach the following objectives :

• The protection of environment in general and of the climate in particular by reducing the pollution resulting from CO2 emissions ;

• The improvement of scholarship conditions for kids in rural areas by implementing new clean technologies ;

• The exploitation of the implemented projects as pedagogic and didactic tools in the education to the environment protection ;

• The preservation and valuation of natural resources.

Partnerships conventions have been signed between the FM6E and the Foundation of the Caisse de Depôts et de Gestion (C.D.G) and the one of the

Banque Populaire Group.

ECO ENTREPRISES PROGRAMBeing aware of the social, economic and environmental issues at stake linked to the climate change, the president of the Foundation Mohamed VI for the protection of the environment, the Princess Lalla Hasnaa, launched in January 2009, the Eco-Companies program.

The goal of this program is to spread the principles and culture of sustainable development within companies and to contribute to set up a regulatory framework, with public authorities, to incite them to adopt a sustainable development approach that would include actions such as the CO2 rejects reductions, the preservation and rational management of natural resources as well as the generalisation of eco- gestures.

In this framework, the following subjects are expected to be dealt with :- A joint dialogue and propositions about regulation ;- Inciting to voluntary sector-based agreements with the State ;- The implementation of a distinction named “Eco-Entreprises”.

On the top of these key and long-lasting programs, other punctual and sustainable-impact actions and projects are developed. Among which,we can mention :• The evaluation of the sanitary impact of the air pollution on the Casablanca- Mohammedia axe ;• The sustainable development of the coastal areas of the Mediterranean Intercontinental Biosphere Reserve ;• Supporting the implementation of global plan to tackle pollution and protect the Nador lagoon.
