STRATEGIA ÎN DOMENIUL TRANSPORTURILOR, DRUMURILOR ªI AL SISTEMATIZÃRII CIRCULAÞIEI

Transporturile reprezintã „sursa” stimulãrii activitãþilor conexe (de producþie, comerþetc.), influenþând nivelul productivitãþii ºi al creºterii economice în ansamblu, iar pro-blemele de transport urban se amplificã atât din cauza mãrimii teritoriului, a creºteriisferei producþiei, a altor activitãþi, cât ºi în urma creºterii numãrului de autovehicule.

Dezvoltarea durabilã nu poate fi conceputã decât în contextul aglomeraþiei urbane, încadrul cãreia municipiul are un rol activ ºi stimulativ la nivel regional ºi metropolitan.Acest fapt, pe lângã celelalte componente (industrie, energie, agriculturã, turism), sepoate realiza prin îmbunãtãþirea în ansamblu a ofertei de transport public în Bucureºti ºiîn zona metropolitanã ºi prin realizarea condiþiilor care sã asigure o mai bunã corelare aofertei cu cererea specificã viitoare, coordonarea dezvoltãrii ºi modernizarii dotãrilorexistente ºi optimizarea exploatarii printr-un sistem de transport intermodal eficient.

Strategia municipalitãþii în domeniul transporturilor vizeazã, în principal, acele acþi-uni menite sã conducã la prioritizarea transportului public concomitent cu dezvoltareaºi modernizarea elementelor componente ale acestuia. În acest sens se au învedere urmãtoarele:

promovarea ideii de utilizare integratã a multiplelor moduri de transport, cu scopulde a asigura o mobilitate ridicatã ºi de a controla încãrcarea traficului;

implementarea Autoritãþii Metropolitane de Transport (ATM);continuarea procesului de reabilitare ºi modernizare a infrastructurii de transport

(linii de tramvaie, depouri etc.) ºi de dotare cu noi mijloace de transport (tramvaie,autobuze, troleibuze);

protejarea ºi revigorarea perimetrului istoric din centrul oraºului astfel încât sãdevinã un punct de atracþie comercialã ºi de agrement;

implementarea sistemului de taxare automatã la transportul public de suprafaþã,compatibil cu cel de la metrou, în scopul integrãrii tarifare;

implementarea sistemului de management al traficului ºi sistem GPS pe vehiculeleRATB;

mãrirea progresivã, pe etape, a capacitãþii de circulaþie a arterelor, în raport cucreºterea traficului, prin lãrgiri de artere, realizarea de pasaje rutiere ºi pietonale;

continuarea procesului de reabilitare ºi modernizare a penetraþiilor existente ºicrearea altora noi în zonele de sud ºi vest ale oraºului, în vederea realizãrii continuitãþiicelor douã autostrãzi care converg cãtre Capitalã;

realizarea unor strãpungeri majore în zone de mare afluenþã de trafic (Berzei-Buzeºti, Haºdeu – Tudor Vladimirescu, Traian etc.);

asigurarea spaþiilor pentru mãrirea capacitãþii de circulaþie a arterelor, intersecþii,pasaje etc., în etapele premergãtoare de execuþie a obiectivelor.

continuarea procesului de reabilitare ºi modernizarea strãzilor prin promovarea anoi proiecte cu finanþare externã;

completarea ºi închiderea inelului principal de circulaþie prin începerea lucrãrilorla Pasajul Basarab;

dezvoltarea unei strategii globale pentru amenajarea de parcãri subterane ºi supra-terane atât în zona centralã a oraºului, cât ºi în cartierele de locuinþe;

promovarea unor noi proiecte de pasaje supraterane ºi subterane, inclusiv de mo-dernizare a celor existente.

lTRANSPORTATION STRATEGY

Transportation represent the “source” of stimulating the interfacing activities (pro-duction, trade etc.), influencing the level of productivity and the economic growth over-all, and the urban transportation issues increase because of the territory’s dimension, theincrease in the production area, other activities, as well as the increasing number ofvehicles.

The sustainable development of the Capital cannot be conceived other than in thecontext of the urban agglomeration, within which the municipality has an active andstimulating role both on a regional and metropolitan level. This fact, and the other com-ponents (industry, energy, agriculture, tourism) can be accomplished by an overallimprovement of the public transportation offer in Bucharest and the metropolitan areaand the achievement of the conditions to ensure a better correlation of the offer with thefuture specific request, the coordination of the development and modernization of theexisting endowments and the optimization of the exploitation through an efficient inter-mode transportation system.

The municipality strategy regarding transportation aims mainly those activities,which lead to the prioritization of the public transportation simultaneously with thedevelopment and the modernization of its component elements. In this case, the follow-ing are taken into consideration:

promoting the idea of the integrate use of the multiple transportation means, inorder to ensure a high level mobility and to control the traffic burden;

implementing the Transportation Metropolitan Authority (TMA);reorganizing the surface public transportation by reforming it;continuing the rehabilitation and modernization process of the transportation infra-

structure (tram lines, depots etc.) and the endowment with new transportation means(trams, busses, trolley busses);

systematizing and differentiating the existing public transportation network;protecting and revitalizing the historical area belonging to the center of the city in

such a way that it becomes a commercial and amusement target;implementing the automatic taxation system for the surface public transportation,

compatible with the one used by subways, in order to achieve a scheduled integration;implementing the traffic management system and the GPS system for the RATB

(public) vehicles; the progressive phase increase of thoroughfare traffic capacity according to the

traffic increment, by enlarging the arteries, constructing pedestrian and road passages;continuing the modernization and rehabilitation process for the existing penetra-

tions and creating new ones in the west and south area of the city, in order to accom-plish the continuity of the two highways which converge towards the Capital;

implementing some major intersection points in the very crowded areas (Berzei-Buzeºti, Haºdeu-Tudor Vladimirescu, Traian etc.);

to provide space and distance for enlarging the traffic capacity of the roads , cross-roads, passages , e.g. in the previous steps of the projects achievement;

the second part of the rehabilitation and improvement of the roads by promotingnew projects with external financing;

the accomplishment and closure of the main traffic ring by starting the works forthe Basarab passage;

the development of the global strategy in order to organize underground and onground parking places in the central area of the town as well as in the other districts;

the promotion of new projects for the on ground and underground parking placesincluding the improvement of the existing ones;

crearea a aproximativ 1000 de noilocuri de muncã.

The project consists of the achievementof an over-pass having the access plat-form from N. Titulescu Blvd., near thecrossroad with Al. I. Cuza Blvd., over-crossing Griviþa Road, then the packageof railway lines, also Dinicu GolescuBlvd. afterwards inscribing its trackbetween the built fronts on OrhideelorAve., also overcrossing the crossroadPlevnei Road-Orhideelor Ave.-GiuleºtiRoad and Grozãveºti Bridge, with return-ing at ground level on Grozãveºti Ave.

Benefits: it is achieved the closure of the main

traffic ring road;redistribution of the traffic flows and

decreasing of the distances as well thestay-on-traffic times, on North-Southerndirection;

1800 de strãzi totalizând 790 km, carereprezintã 43,4% din întreaga reþea dedrumuri a Municipiului Bucureºti, pre-cum ºi reabilitarea reþelelor de alimentarecu apã ºi canalizare pe o lungime de circa300 de km.

Lucrãrile cuprinse în reabilitarecuprind toate cele 6 sectoare aleMunicipiului Bucureºti, organizate în 20de pachete de strãzi.


Beneficii:creºterea vitezei de deplasare a

autovehiculelor în condiþii de siguranþãsporitã ca urmare a modernizãrii infra-structurii de transport;

creºterea nivelului de confort;îmbunãtãþirea calitãþii mediului prin

reducerea numãrului de îmbolnãviricauzate de infectarea surselor de apã caurmare a inexistenþei sistemului decanalizare, precum ºi reducerea poluãriilacurilor ºi râurilor.


Project summary:The Project consists of the rehabilita-

tion of a number of near 1800 streets,totalizing 790 km length, which repre-sents 43,4 % from the entire road networkof the Bucharest City and also the rehabil-itation of the water supply network andsewage system in length of close to 300km. The rehabilitation works covers allthe 6 districts of Bucharest City, beingarranged into 20 street packages.


Benefits:increasing the rolling car speed, in

conditions of more safety, consequence ofthe modernization of the transport infra-structure;

increase of the comfort index;increasing the environment condi-

Eroii Revoluþiei, cuprinsã între limita pro-prietãþii Cimitirului Bellu la est ºi frontulde blocuri de locuinþe adiacente pieþei, pepartea de vest, legãtura spre partea denord, cu ªos. Viilor ºi Calea ªerban Vodãºi spre sud pe ªos. Olteniþei pânã la Str.ªura Mare (inclusiv) ºi ªos. Giurgiului,pe o suprafaþã de aproximativ 3,5 ha, prinmodernizarea carosabilului ºi regle-mentarea circulaþiei.

Pasajul pietonal subteran va face legã-tura între cele douã trotuare ale pieþei,peroanele staþiei de tramvai nou-create încadrul proiectului de modernizare a linieide tramvai ºi staþia de metrou Piaþa EroiiRevoluþiei.

tion of Piaþa Eroii Revoluþiei, marked ofthe Bellu Graveyard property limits onthe Eastern side and the blocks of flats’front adjacently to the square place, on theWestern side, the link to the Northern sidebeing with Viilor Ave. and ªerban VodãRoad and on the South side on OlteniþeiAve. till ªura Mare Street (inclusively)and Giurgiului Ave., on a platform ofabout 3,5 ha, resting in the modernizationof the traffic road bed and traffic regula-tion.

The pedestrian subsurface lane willmake the connection between the twosquare footways, the railroad platforms ofthe new tram stations created within thetram line modernization project and EroiiRevoluþiei underground station.

Descrierea proiectului:Proiectul constã în realizarea unei conexiu-

ni de transport rapid - linie de metrou - înscopul de a favoriza dezvoltarea urbanã dura-bilã a zonei prin fluidizarea majorã a traficu-lui între Municipiul Bucureºti ºi Otopeni, pre-cum ºi în zona adiacentã.

Aceasta linie rapidã face conexiunea întrereþeaua de metrou a oraºului, prin staþia demetrou “1 Mai” ºi Aeroportul Internaþional“Henri Coandã”, trecând prin zonaAeroportului Bãneasa ºi facilitând în acelaºitimp schimbul de pasageri între principalagarã feroviarã (Gara de Nord) ºi aeroporturileoraºului. Linia se va dezvolta pe douã tron-soane:

primul tronson - între limitele oraºului -în întregime subteran, cu o lungime de 4,7 kmºi 5 staþii;

al doilea tronson - linie de tren regionalãcu lungimea de 8,95 km -, cu secþiuni supra-terane ºi subterane, în funcþie de condiþiile detraseu urban ºi suburban pe care îl traverseazã,cu 8 staþii.


4. Beneficii: dezvoltarea (accelerarea) activitãþilor

economice între Capitalã ºi zonele/localitãþilesituate pe tot traseul sau accesibile pe DN1;

creºterea calitãþii vieþii prin sporireasiguranþei în deplasare, a confortului ºifuncþionalitãþii legãturii aeroport-oraº;

se vor realiza economii de costuri prineliminarea costurilor combustibilului – cca 3euro/30 km cu autoturismul, faþã de 0,3 europentru cãlãtoria cu trenul ºi metroul, rezultândo reducere cu 90% a costurilor. Se vor elimi-na, de asemenea, costurile adiþionale impor-tante rezultate din întârzierile în trafic(amânarea/anularea cãlãtoriilor de afaceri, asejururilor – cu biletele C.F.R. aferente etc.);

micºorarea timpului de deplasare ºi destaþionare, eliminarea ambuteiajelor, redu-cerea numãrului de accidente;

scãderea poluãrii pe DN 1 între Bucureºtiºi Otopeni cu 30%;

Costuri estimate:300 mil. euro (Etapa I)

Project summary:The project subsists in the creation of a high-

speed transport link–underground line-in orderto positively react on the sustainable urbandevelopment of the refered area through themajor traffic relieving between Bucharest Cityand Otopeni, as well for the adjacent zone.

This high speed link makes the connectionbetween the underground city’s system,through „1 Mai” subway station and „HenriCoandã” (Otopeni) International Airport, bycrossing Bãneasa Airport perimeter and con-currently making easier the passenger flowtransfer between the main railway station(meaning Gara de Nord) and the city’s airports;The link will be developed on two sections:

- the first section - between the city’sboundaries – fully underground located, of 4,7km length and 5 stations;

- the second section - as a regional railwayline of 8,95 km length -, presenting above-ground and underground sections, function ofthe urban and suburban track conditions thatfollow to cross, with 8 stations.


Benefits:- development (accelerating process) of the

economic activities rolling between the CapitalCity and the areas/localities placed all alongthis route or having access points on DN1;

- improving the living standard, by spring-ing the safety movement, the comfort indexand the workability of the airport-city link;

- will result cost savings through the elimi-nation of the combustible costs – close to 3euro per 30 km using the vehicle, set against avalue of 0,3 euro per travel with the train orsubway train, as resulting a 90% reduction ofcosts. As well, will be eliminated the impor-tant additional costs resulted from the delaysoccurred in traffic (postponement/cancellationof business meetings, of holidays with the cor-responding CFR tickets and so on);

- reduction of the travel time and stay dura-tion, elimination of the traffic jams, limitationof the number of accidents on traffic;

- reduction with 30% of the pollution index onDN1 road between Bucharest City and Otopeni.

prin eliminarea sistemului de taxare exis-tent, inadecvat, ºi integrarea sistemului detaxare la nivelul Municipiului Bucureºtipentru toþi operatorii de transport public,prin crearea condiþiilor de utilizare decãtre cãlãtori a aceluiaºi titlu de transportpentru toate mijloacele de transport pu-blic.

tion of an authomatic ticketing system forthe public transport means on surface,compatible with the ticketing systempracticed on the underground network.

Implementarea societãþii informaþionale, utilizarea pe scarã largã ºi dezvoltarea sec-torului tehnologiei informaþiilor, precum ºi informatizarea administraþiei publice locale,componentã a reformei administraþiei publice locale, reprezintã obiective strategice, com-ponente esenþiale ale programului politic ºi economic al guvernului ºi condiþii majorepentru integrarea României în structurile europene. Pentru îndeplinirea rolului sãu majorîn modernizare ºi informatizare la nivelul administraþiei publice a Municipiului Bucureºti,Primãria Municipiului Bucureºti a elaborat Strategia de informatizare a administraþieipublice locale a Municipiului Bucureºti, care cuprinde trei etape majore :

1. Implementarea unui Sistem Informatic Integrat pentru Managementul Activitãþilorîn Primãria Municipiului Bucureºti;

2. e-Bucureºti - Sistem Informatic Integrat pentru Administraþia Publicã Localã ºiservicii extinse cãtre cetãþeni;

3. Extinderea (comunicarea) la nivelul regiilor naþionale, alte unitãþi ale adminis-traþiei publice centrale.

Prima etapã, implementarea în Primãria Municipiului Bucureºti a SistemuluiInformatic Integrat pentru Managementul Activitãþilor se aflã în faza de finalizare, optdin cele zece subsisteme fiind în exploatare curentã din 2004.

Misiunea celei de-a doua etape constã în realizarea unui Sistem Informatic Integratcare sã gestioneze în mod unic toate categoriile de date ºi informaþii existente la niveluladministraþiei publice locale a municipiului Bucureºti, sã rãspundã cerinþelor definitede oricare dintre instituþiile incluse în sistem, sã asigure informarea corectã, completãºi în timp util a factorilor de decizie, orientat cãtre cetãþeni, oferindu-le acestora serviciiprin internet. În acest sens se au în vedere urmãtoarele:

extinderea Sistemului Informatic Integrat implementat în P.M.B. la primãriile desector, regii ºi unitãþi aflate sub autoritatea C.G.M.B. ºi furnizorii de servicii pentrumunicipalitate;

realizarea Sistemului Interactiv Teritorial de Informare a Cetãþenilor (SITIC).Proiectul îºi propune implementarea unui sistem informaþional menit sã ofere informaþiipublice cãtre cetãþeni, folosind mediul electronic, urmãrindu-se îmbunãtãþirea calitãþiiinformaþiilor ºi serviciilor oferite cetãþenilor. Accesul la aceste informaþii se va puteaface electronic, prin intermediul unei reþele de 100 de terminale informatice amplasatela sediile unitãþilor de sub autoritatea C.G.M.B., la sediile PMB, iar restul în locaþiiprestabilite, cu flux mare de cetãþeni (instituþii publice, pieþe, staþii de metrou etc.);

realizarea unui sistem geospaþial de e-government pentru planificarea ºi controluldezvoltãrii urbane. Proiectul, cu impact direct asupra cetãþenilor, urmãrind sã lefaciliteze accesul la serviciile publice, va identifica acele servicii pe care municipali-tatea le poate oferi acestora direct prin internet, accesând portalul PMB. lTHE IT STRATEGY OF BUCHAREST MUNICIPALITY LOCALPUBLIC ADMINISTRATION

The informational society’s implementation, the large scale use and development ofthe information’s technology sector as well as the local public administration’s evolu-tion in IT which is a component of local public administration’s reform, representstrategic objectives, essential components of the political and economical program ofthe Government and important conditions for Romania’s integration in the EuropeanStructures. In order to fulfil its important role in IT evolution at the BucharestMunicipality’s Local Administration level, Bucharest City Hall has elaborated the “ITstrategy of Bucharest Municipality Local Public Administration”, strategy that has 3major steps:

1. The implementation of an Integrated Informatics System for the Management ofthe Activities in Bucharest City Hall;

2. e-Bucureºti - Integrated Informatics System for the Local Public Administrationand extended services towards citizens;

3. The expansion (communication) at the national administrations level, other unitsof the central public administration.

The first step, the implementation of the Integrated IT System for the Activities’Management in Bucharest City Hall, is almost finished, 8 of the 10 subsystems beingalready used since 2004.

The second step is the achievement of an Integrated IT System, which uniquelyadministrates all the existent data and information at the Bucharest Municipality’s localpublic administration level. All this in order to be in agreement with all the require-ments of the institutions included in the system, to ensure the correct, complete and intime report for the decisional forums and to have a direct orientation towards the citi-zen by offering information on the internet. For this, the following things are taken intoconsideration:

the expansion of the Integrated IT system implemented in Bucharest’s City Hall,as well as in all the districts’ city halls, administrations, units under the authority of theBucharest Municipality General Council and municipality’s services providers;

the achievement of Territorial Interactive System for Citizens Information (TISCI).The project will implement an IT system meant to offer public information to the cit-

izens through the electronic environment, in order to improve the quality of all infor-mation and services offered to the citizens. The access to this information will be doneelectronically through a network of 100 IT terminals placed inside the units under theauthority of Bucharest Municipality’s General Council and the rest in the already estab-lished locations with a large number of citizens (public institutions, markets, subwaystations, etc.):

the achievement of a geospace system of e-government for the planning and con-trol of urban development. The project (with a direct impact on the citizens, wants toensure them an easy access to the public services) will identify those services which themunicipality can offer the citizen, directly through the internet (PMB portal);

STRATEGIA ÎN DOMENIUL PROTECÞIEI MEDIULUI

Pentru Municipiul Bucureºti, problema poluãrii mediului a cãpãtat un aspect priori-tar; creºterea numãrului de vehicule în tranzit sau rezidente în capitalã a început sãcreeze probleme serioase atât sub aspectul fluenþei circulaþiei, cât ºi al poluãrii sonoreºi a calitãþii aerului.

Aceastã situaþie de ansamblu a condus la apariþia ºi agravarea în timp a problemelorde mediu ale Municipiului Bucureºti, cum ar fi:

gradul ridicat de poluare a aerului, tipic perimetrelor urbane (traficul rutier,încãlzirea rezidenþialã proprie, activitãþi industriale, termocentrale etc.);

inexistenþa unei staþii orãºeneºti de epurare a apelor uzate;ridicarea nivelului pânzei de apã freaticã, în urma realizãrii tunelelor de metrou ºi

casetãrii râului Dâmboviþa;calitatea necorespunzãtoare a apei din salba de lacuri a râului Colentina;numãrul insuficient de staþii (8) din sistemul de supraveghere a calitãþii mediului;diminuarea suprafeþelor de spaþii verzi de la 12 mp/locuitor în 1990 la cca 9

mp/locuitor în prezent, precum ºi repartizarea inegalã a acestora pe teritoriul oraºului;inexistenþa unor sisteme ecologice de tratare a deºeurilor urbane;poluarea sonorã mare, nivelul de zgomot depãºind valorile maxime admisibile în

majoritatea zonelor oraºului;necorelarea planurilor de urbanism cu cele de protecþia mediului.

Adoptarea ºi implementarea unei strategii coerente privind calitatea mediului este unproces complex, care implicã diverse analize tehnice, coordonarea ºi cooperarea întreparticipanþii la aceastã acþiune, cum ar fi: agenþii economici, asociaþiile patronale indus-triale, organizaþiile civice locale, oficialitãþile locale ºi publice. Procesul de dezvoltareºi aplicare a unei strategii pentru calitatea mediului este specific zonei ºi condiþionat deo serie de factori:

extinderea geograficã a zonei de aplicare;reglementãrile de mediu existente ºi aplicabile;tipurile de surse de poluare ºi controlul acestora;starea ºi evoluþia calitãþii aerului;situaþia instituþionalã ºi factorii implicaþi decizional;activitatea ºi implicarea societãþii civile.

Astfel, strategia în domeniul protecþiei mediului are în vedere:ecologizarea ºi dezvoltarea potenþialului turistic de recreere ºi agrement al par-

curilor ºi grãdinilor Capitalei;refacerea zonelor verzi;realizarea hãrþii acustice a Municipiului Bucureºti.

lENVIRONMENTAL PROTECTION STRATEGY

Environmental pollution has become an important issue for Bucharest City Hall; theincrease of number of vehicles in transit or resident in capital has begun to generateserious problems both in respect of traffic fluency, phonic pollution and air quality.

This general situation has led to arising and getting worse in time of environmentalissues of Bucharest City Hall, as follows:

high level of air pollution, specific to urban perimeters (road traffic, own residentheating, industrial activities, thermo-stations and so on);

inexistence of urban treatment plant of waste waters;the increase of ground water level, as a result of underground tunnels building and

of the constructions work under the Dâmboviþa river;the inadequate quality of water from the lakes group of Colentina river;the insufficient number of stations (8) of supervising system of environmental

quality;reducing the verdure spots surfaces from 12 sq.m/inhabitant in 1990 to around 9

sq.m/inhabitant and in present, as well as unequal distribution of those on town territo-ry;

inexistence of ecological systems of urban waste treatment;high level of phonic pollution, the noise level exceeds maximum values accepted

in most of Bucharest areas;non-correlation of urbanism plans with environment protection.

The adoption and implementation of coherent strategy regarding the environmentalquality is a complex process which involves various technical analysis, coordinationand co-operation between the participants at this action, such as economical agents,industrial associations of employers, local civil organizations, local and public officials.The development and application process of a strategy for environmental quality is spe-cific in the area and it is conditioned by a series of factors:

the geographical extension of the application area;the environmental settlements in force;the types of pollution sources and its control;the state and the evolution of air quality;the institutional situation and factors of decision-making;the activity and implication of civil society.

Thus, the environmental protection strategy has the following objectives:ecological development of tourism potential of relaxing and entertainment in parks

of gardens of Bucharest;rehabilitation of verdure spots;drawing of the acoustic map of Bucharest City.

STRATEGIA IN DOMENIUL EVIDENÞEI IMOBILIARE ªI CADASTRALE

Administrarea ºi dezvoltarea unei localitãþi nu se pot realiza în mod corespunzãtorfãrã existenþa unei reprezentãri fidele a teritoriului acesteia.

În prezent, teritoriul Municipiului Bucureºti este parþial acoperit cu harta analogicã(pe hârtie) la scara 1:500, realizatã în perioada 1975-1990, precum ºi o hartã la scara1:15.000, derivatã din cea la scara 1:500 existentã atât în format analogic, cât ºi digital.Din punctul de vedere al conþinutului, harta utilizatã în prezent, deºi corespunzãtoare înmomentul realizãrii sale, nu mai reflectã realitatea din teren (existã numeroase clãdiriconstruite chiar înainte de 1990 ºi artere de circulaþie care nu sunt figurate). Harta uti-lizatã în prezent este realizatã într-un sistem cartografic de proiecþie definit în anul 1933ºi care nu mai corespunde sistemului oficial de proiecþie utilizat în restul þãrii.

Printre consecinþele negative ale inexistenþei în prezent a unor date actualizate, sis-tematizate ºi uºor de manipulat privind teritoriul, se numãrã:

întârzieri în rezolvarea problemelor apãrute;disfuncþionalitãþi în relaþia dintre cetãþeni ºi administraþie;un grad ridicat de incertitudine privind efectele directe ºi secundare ale unor decizii

care presupun intervenþia în teritoriu;adoptarea unor coeficienþi de siguranþã supradimensionaþi, care acoperã erorile de

estimare;imposibilitatea adoptãrii unor decizii corecte, în absenþa datelor complete privind

situaþia terenurilor ºi a construcþiilor din perimetrul localitãþii;îngreunarea procesului de implementare a unor proiecte de mare anvergurã cu

finanþare externã ºi apariþia – pe cale de consecinþã – a unui risc ridicat de pierdere asurselor de finanþare disponibile.

Activitatea tuturor entitãþilor care conlucreazã la asigurarea funcþiilor vitale alelocalitãþii implicã, într-o anumitã mãsurã, cunoaºterea poziþiei în teritoriu a subiectelorspecificate de interes. Astfel, o hartã a localitãþii este necesarã pentru: activitatea curen-tã a primãriei; administrarea domeniului public; transportul în comun de toate categori-ile; protecþia civilã; serviciile de urgenþã (pompieri, asistenþã medicalã etc.); poliþie;asistenþã sanitarã; protecþia mediului, colectarea, evacuarea ºi depozitarea deºeurilor;întreþinerea arterelor de circulaþie; proiecte de urbanism; administrarea ºi întreþinereapatrimoniului istoric ºi arhitectural; exploatarea ºi întreþinerea reþelelor edilitare;întreþinerea fondului locativ; dimensionarea unitãþilor de învãþãmânt ºcolar ºi preºcolar;asistenþã socialã; turism.

Strategia în domeniul imobiliar ºi cadastral are în vedere douã obiective majore:actualizarea ºi modernizarea Hãrþii Generale a Municipiului Bucureºti ºi realizarea

sistemului informatic de cadastru; reactualizarea planurilor cadastrale ale Municipiului Bucureºti la scara 1:500 ºi

1:2000.

REAL ESTATE AND CADASTRAL RECORDS STRATEGY

The administration and development of a locality cannot be realized in a proper man-ner without the existence of a faithful representation of its territory.

In the present, the Bucharest City territory is partial covered with the analogical map(on paper) on a scale of 1:500 realized in the period 1975-1990, as well as a map on ascale of 1:15.000, derived of that on a scale of 1:500, which exists both in analogicaland digital format.

From the content point of view, the map which is utilized does not reflect the realityfrom the field (there are many buildings, constructed before 1990 and thoroughfareswhich are not represented). The map utilized was realized in a map-drawing system ofprojection, established in the year 1993, and it does not correspond to the official pro-jection system utilized in the rest of the country.

The negative results of the lack of updated, methodical and easy to handle dataregarding the territory are:

delays in resolving the issues that appear;dysfunction between the citizens and administration;a high level of uncertainty regarding the direct and secondary effects of some deci-

sions that suppose the intervention in the territory;the adoption of some supra-dimensional safety coefficients in order to cover the

estimations’ miscalculations;the impossibility of adoption of some correct decisions, in the absence of complet-

ed data regarding lands and constructions situation of the locality;the burden of the implementation process of some full-sized proportions projects,

with extern finance and the appearance – consequently – of a high risk of loosing theavailable finance source.

The activity of all entities, which co-operate in order to assure the essential functionsof the locality, involves the knowledge of the position in the territory of specific themesof interest. Thus, a map of locality is necessary for: the current activity of the City Hall;the administration of the public sector; all categories of common transportation; civilprotection; emergency services (fire brigade, medical assistance, etc.); police; sanitaryassistance; environmental protection, gathering, waste disposal; the maintenance ofthoroughfares; urbanism projects; the administration and maintenance of the historicaland architectural patrimony; the exploitation and maintenance of public networks; themaintenance of the housing fund; the dimensioning of education units for scholars andpre-scholars; social assistance; tourism.

The strategy in the real estate and cadastral sector is focused on two main objectives:the up-dating and modernization of the General Map of Bucharest City and the

realization of the data processing cadastral system andthe putting up-to-date of cadastral plans of Bucharest City on a scale of 1:500 and

1:2000.

STRATEGIA ÎN DOMENIUL SERVICIILORDE UTILITATE PUBLICÃ

Reþeaua de distribuþie a apei potabile în Municipiul Bucureºti este de tip inelar.Tipurile de conducte existente sunt realizate din fontã, oþel, azbociment, beton precom-primat, PVC, în lungime de 1700 de km artere ºi conducte de serviciu ºi cca 500 de kmconducte de branºament, având o vechime cuprinsã între un an ºi 110 ani. Canalizareaare o vechime de peste 100 de ani, iar unele dintre aceste canale sunt încã utilizate.

Apele uzate menajere ºi industriale ºi apele atmosferice sunt colectate într-o reþea decanalizare de tip unitar. Fiind ajutatã de 12 staþii de pompare amplasate în zonele depre-sionare, reþeaua de canalizare transportã efluenþii la extremitatea sud-esticã a oraºului,unde se aflã staþia de epurare Glina, în prezent nefuncþionalã.

Strategia în domeniul alimentãrii cu apã potabilã ºi canalizare are ca scop con-tinuarea procesului de extindere, modernizare ºi reabilitare a urmãtoarelor obiective:

modernizarea tehnologicã a staþiilor de tratare Arcuda ºi Roºu;reabilitarea staþiilor de repompare (38) ºi a staþiilor de hidrofor (180);reabilitarea reþelelor ºi a vanelor din reþeaua de apã potabilã, cuprinzând 60 de km

reþea de apã potabilã, 2000 de vane de sectorizare pe reþea, 20 de km reþea decanalizare;

extinderea reþelei de distribuþie a apei ºi de canalizare, cuprinzând peste 30 de kmde extindere a reþelei de apã potabilã ºi 26 de km extindere a reþelei de canalizare;

reabilitarea ºi modernizarea staþiei de tratare Crivina;punerea în funcþiune a staþiei de epurare a apelor uzate Glina.

În domeniul managementului deºeurilor urbane, se are în vedere promovarea unorproiecte care vizeazã colectarea selectivã, procesarea ºi valorificarea acestora.

Strategia privind reabilitarea ºi modernizarea sistemului de termoficare vizeazãurmãtoarele obiective:

realizarea unui sistem de termoficare fiabil ºi flexibil, cu asigurarea continuitãþiiserviciului de furnizare ºi optimizarea acestuia pe termen scurt;

automatizarea punctelor termice din sistemul centralizat de încãlzire;înlocuirea schimbãtoarelor de cãldurã din punctele termice ºi conducte de trans-

port;extinderea programului de contorizare cu contoare de ultimã generaþie ºi la cele

2000 de scãri de bloc contorizate înainte de anul 2000;modernizarea ºi reabilitarea reþelelor primare ºi secundare, în scopul reducerii

lTHE STRATEGY IN THE FIELD OFPUBLIC UTILITIES SERVICES

Bucharest City drinking water’s distribution network is ring-shaped. The existingpipes types are made of cast iron, steel, asbestos-cement, pre-compressed concrete,PVC, having a length of 1700 km in service pipes and arteries and of approximately500 km in branching pipes and being between 1 and 10 years old. The sewerage is over100 years old and some of these sewers are still used. The used domestic and industri-al waters and the meteoric waters are collected in a unitary type sewerage network.

The sewerage network transports the effluents to the southeastern extremity of thecity where Glina water treatment plant is located (currently not functioning). It is sup-ported by 12 pumping stations, which are placed in the depression areas.

The strategy in the field of drinking water supply and sewerage has as a purpose con-tinuing the expansion, modernization and rehabilitation process of the following loca-tions:

the technological modernization of Arcuda and Roºu treatment plants;the rehabilitation of the re-pumping stations (38) and hydrophore stations (180);the rehabilitation of the pipes and slide valves from the drinking water network

comprising 60 km of drinking water network, 2000 of sector slide valves on the net-work, 20 km of sewerage network;

the expansion of the water supply network and sewerage comprising over 30 kmof drinking water network expansion and 26 km of sewerage network expansion;

Promoting projects that aim at selective waste collection, processing and recoveringare taken into consideration in the field urban waste management.

The strategy regarding the rehabilitation and modernization of the heating systemaims at the following objectives:

to have a flexible and viable heating system by ensuring the continuity of the sup-ply service and its short-term optimization;

the automation of the heating points from the centralized heating system;replacing the heating change devices from the heating points and transportation

pipes;expanding the metering program using last generation meters also to the 2000

blocks that were metered before 2000;the modernization and rehabilitation of the primary and secondary networks with

the purpose of reducing the losses;the modernization, optimization and efficiency process of the heating plants owned

by RADET.

Programul în domeniul investiþiilor generale vizeazã, în principal, obiectivele:Realizarea proiectelor:- “Arena Bucureºtiului”- proiectul constã în realizarea funcþionalã a unei sãli poli-

valente de cca 16.000 de locuri, prin utilizarea unor tehnologii moderne ºi a facilitãþilortehnologiei specifice acestei funcþiuni;

- “Esplanada” - proiectul are ca obiect dezvoltarea imobiliarã de tip dalã urbanã,cu realizarea de funcþiuni de birouri, rezidenþiale, comerciale ºi sociale. Se vor realizacca 500.000 mp de suprafaþã desfãºuratã;

- “Splai Center/Venus Center” - proiectul reprezintã o dezvoltare imobiliarã cufuncþiuni diverse atât rezidenþiale, cât ºi comerciale, de birouri ºi culturale.

Complex de recuperare neuropsihomotorie Panduri, ªoseaua Panduri nr. 22:- realizarea complexului a fost preluatã de PMB în anul 1994, s-au realizat toate

corpurile care compun complexul, au structura de rezistenþã finalizatã, sunt închise ºifinisajele realizate în proporþie de 70%. Lucrãri exterioare realizate în proporþie de50%.

- complexul este format din 7 corpuri cu funcþiuni distincte, legate între ele cu cor-puri de legãturã, circulaþia între corpuri fiind asiguratã prin spaþii închise, ascensoare ºirampe. Structura de rezistenþã este din beton armat cu tâmplãrie exterioarã ºi interioarãdin PVC. Finisaje, pardoseli din gresie, mochetã ºi PVC, pereþi ºi tavan zugrãvelilavabile etc.

Reabilitarea infrastructurii educaþionale în municipiul Bucureºti: executarealucrãrilor de întreþinere ºi reparare a bazei didactico-materiale a peste 100 unitãþi deînvãþãmânt preuniversitar, în concordanþã cu Strategia Educaþionalã Naþionalã, careconsiderã sistemul educaþional un factor strategic al dezvoltãrii României pe termenscurt, mediu ºi lung.

The program for general investments has as main objectives:Project accomplishment: - “Bucharest Arena”. The project consists in the construction of a multifunctional

hall with a capacity of 16,000 seats using new technologies and facilities specific to thisfunction.

- “Esplanada”. The project’s objective is real estate development (flagstone type)with the achievement of residential, social and commercial offices. We will achieve500,000 sq.m surfaces.

- “Splai Center/Venus Center”. The project represents real estate developmentwith different functions, residential, commercial, cultural offices.

The Panduri neuro-psychometry recovering center located on Panduri Avenue no. 22:- in 1994 the recovering center was taken over by PMB and all the buildings were

finalized and the finishing done in a 70%. The exterior works were made in proportionof 50%;

- the complex is realized from 7 buildings with specific functions joined togetherwith transition buildings. Between the buildings the transit is assured through enclosedspaces, elevators and ramps. The structure is made of reinforced concrete and both theinner and outer carpentry is PVC.

The rehabilitation of the educational infrastructure in Bucharest city: maintainingand repairing the material-didactic data base of more than 100 pre-university educationunits in accordance with the Educational National Strategy that considers the educa-tional system a strategic factor of Romania’s development on short, medium and longterm.

The construction works will consist in building new edifices, consolidations andimprovements of the existing ones, installation of new network cables, installation ofheating stations and water pumps, rehabilitation of electrical, thermal, gases and venti-lation, telephony, plumbing, decoration and rehabilitation of laboratories and work-shops, playing fields and swimming pools, canteens, mess halls, laundry-rooms, gyms,ball rooms, dance rooms, decoration and rehabilitation of inner courtyards, alleys,green areas, playgrounds.

rinþelor obiective ale oraºului de revi-talizare a zonei din jurul clãdiriiParlamentului. în acest scop, pentrurealizarea noului Centru al Capitalei,Municipalitatea va dezvolta în aceastãzonã un mare pol urban.

întregul ansamblu va fi alcãtuit dinpatru zone distincte ºi va fi traversat de unmare bulevard („Bulevardul Uranus”), înlungime totalã de 1,5 km, urcând de laPodul Haºdeu pânã la Bulevardul G.Coºbuc cu cca 18 metri diferenþã de nivel.


Beneficii: zona este destinatã traficului auto,

the objective city’s exigencies in the senseto refurbish the area around Parlamentuluibuilding. In this purpose, in order to carryout the new Capital City Centre, theMunicipality will develop in this zone astrong urban pole.

The whole assembly will be composedby four distinct zones and will be crossedby a great boulevard (called „UranusBlvd.”), having 1,5 km total length, inascendent track from Haºdeu Bridge tillG. Coºbuc Blvd., with a level gradient ofclose to 18 meters.

Principala preocupare în domeniul urbanistic o constituie implementarea prevede-rilor Planului Urbanistic General ºi ale Regulamentului Local de Urbanism în teritoriuladministrativ al Municipiului Bucureºti prin elaborarea unor studii de amenajare a te-ritoriului ºi de urbanism.

De altfel, P.U.G. are ca þintã pentru dezvoltarea pe termen lung ,,afirmareaMunicipiului Bucureºti ca o metropolã europeanã, având un rol specific regional, con-tinental ºi intercontinental”.

În vederea atingerii acestui deziderat, sunt stabilite urmãtoarele obiective strategice: accentuarea identitãþii Municipiului Bucureºti în concordanþã cu aspiraþia sa de a

deveni metropolã europeanã;susþinerea vitalitãþii ºi atractivitãþii Municipiului Bucureºti potrivit rolului de

Capitalã a României;dezvoltarea Capitalei ca o aglomeraþie urbanã având un rol activ ºi stimulativ la

nivel regional ºi metropolitan;protejarea ºi valorificarea potenþialului natural, arhitectural ºi urbanistic.

Reabilitarea unor zone urbane prin operaþiuni de restaurare, renovare, reconstruireproduce efecte benefice, directe sau mediate, subtile, asupra calitãþii vieþii rezidenþilorsau a altor utilizatori, exprimând, dincolo de politica urbanã, ºi un set de politici sociale.

Reabilitarea Centrului Istoric va regenera calitatea tuturor funcþiunilor localizate înzonã, atât pe cea rezidenþialã pentru locuitorii zonei, cât ºi pentru cei cazaþi temporar caturiºti.

De asemenea, restructurarea urbanã ºi reabilitarea zonelor destructurate(BUCUREªTI 2000) sunt axate, în principal, pe mãsuri de reorganizare ºi remodelarea spaþiului, care vor produce atât influenþe directe pozitive asupra confortului ºi gradu-lui de satisfacþie a celor care vor beneficia direct de utilizarea noilor funcþiuni urbane –datoritã noilor structuri ale spaþiilor publice, varietãþii de servicii oferite, noilor imaginiºi efecte urbane -, cât ºi influenþe imediate asupra altor zone ºi categorii de populaþie,prin introducerea marilor suprafeþe de teren urban destructurat în circuitul economic,social ºi cultural al oraºului.

Reabilitarea urbanã a marilor ansambluri de locuinþe colective, bazatã mai mult peoperaþiuni de renovare ºi completare a unitãþilor de locuit, dar ºi pe restructurareafuncþionalã ºi spaþial-configurativã din punct de vedere urbanistic la nivelul comple-xurilor de locuit, va produce efecte pozitive atât la nivelul confortului, cât ºi în plansocial, îmbunãtãþind gradul de comunicare ºi coeziune comunitarã.

lTHE STRATEGY IN THE FIELD OF URBANISM ANDTERRITORY ARRANGEMENT

The main concern in the urbanism field consist in the implementation of GeneralUrbanism Plan and Urban Local Regulation’s provisions within the administrative areaof Bucharest municipality by setting out studies of territory arrangement and urbanism.

Otherwise, G.U.P. has as a target for the long-term development “the assertion ofBucharest Municipality as an European metropolis having a specific regional, continen-tal and intercontinental role”.

With a view to reaching this desideratum the following strategic objectives are estab-lished:

emphasizing Bucharest Municipality identity in accordance with its aspiration tobecome an European metropolis;

supporting Bucharest Municipality vitality and attractiveness according to the roleof Romania’s Capital City;

development of the Capital City as an urban agglomeration having an active andstimulating role at the regional and metropolitan level;

protection and capitalisation of the natural, architectural and urbanism potential.The rehabilitation of some urban areas, by way of operations of restoration, renova-

tion, reconstruction, produces beneficial effects, direct or mediate, subtle, on the lifequality of the residents or of other users, expressing beyond the urban policy also a setof social policies.

The rehabilitation of the Historical Centre will regenerate the quality of all function-ing situated within the area, both the residential one and also for those temporarilyaccommodated as tourists.

Also, the urban reorganization and the rehabilitation of the deconstructed areas(BUCHAREST 2000) is focused, mainly, on the measures of reorganization andreshaping of the area which will produce both directly positive influences on the com-fort and satisfaction degree of those who will directly benefit of the new urban func-tioning’s utilisation – due to the new structure of the public areas, variety of the offeredservices, the new urban images and effects, and also immediate influences on otherareas and categories of population, by introducing the huge areas of urban deconstruct-ed ground in the economic, social and cultural circuit of the city.

The rehabilitation of the huge assemblies of collective houses, based predominantlyon operations of renovation and completion of the inhabited units, but also on the func-tioning and area-configuration reorganization from the urbanism point of view at thehouse complexes levels, will produce positive effects both at the comfort level and atthe social level, improving the communication and the communitarian cohesion degree.

Descrierea proiectului:Proiectul constã în stabilirea unor

reglementãri specifice de utilizare aterenurilor (situate în limita administra-tivã a Municipiului Bucureºti), cãrora leeste alocatã funcþiunea de spaþiu verde,precum ºi selectarea acþiunilor ºi a prio-ritãþilor de intervenþie necesar/permis a fiaplicate în organizarea spaþiului public ºiîn conformarea construcþiilor, atât înzonele identificate ca aparþinând «ZoneiV», conform P.U.G./R.L.U., cât ºi înzonele verzi existente ºi cuprinse în alteunitãþi teritoriale de referinþã.


Beneficii: stabilirea direcþiilor ºi a prioritãþilor

de dezvoltare logicã a elementelor decadru natural, raportate la dezvoltareaoraºului în ansamblul lui, în concordanþãcu nevoile de contracarare a efecteloradverse ale dezvoltãrii urbane;

reglementarea modului de utilizare aterenurilor cuprinse în perimetrul zonelorrespective, în favoarea creºterii indiceluide spaþiu verde raportat la populaþiaunitãþilor teritoriale urbane;

stabilirea condiþiilor de realizare ºiconformare a spaþiilor plantate publice,indiferent de categoria în care suntîncadrate, pentru fiecare dintre zonele-pilot care vor fi studiate;

studiul se va finaliza prin concluzii ºipropuneri de intervenþie ulterioarã, carevor viza ameliorarea bilanþului teritorialla nivelul diferitelor unitãþi urbane pânã lascara întregului oraº, prin amplificareaindicelui de spaþii plantate publice, dar ºiprintr-o mai adecvatã distribuþie a acesto-ra.


Project summary:The project consists of the set-up of

specific regulations for land use (locatedat the administrative boundary ofBucharest City), to whom is reserved agreen area function, as well the selectionof actions and intercession prioritiesneeded/accepted to be applied in thearrangement of the public site and inrespect of the building profile conformity– both in the areas identified as being partof „Zone V”, according to theP.U.G./R.L.U. provisions, as well in theexistent green areas and included in otherterritorial reference units.


Benefits:settlement of the directions and prior-

ities for a logical elements of the naturalmedia development, in rapport with theoverall city’s development, in concor-dance with the exigencies for counteractthe antagonistic effects induced by theurban development;

regulation of the modality of use thelots covered by the respective perimeter,positively influencing the raise of thegreen area index, beside the populationnumber in the urban territorial units;

determining the organization andconformity of the public planted sites,irrespective of their class range, for eachpilot-zone which follow to be examined;

the study will be close up with con-clusions and proposals for further inter-cessions, that refers to the improvementof the territorial balance sheet at differenturban units level to the entire city’ level,by springing the indicative of publicplanted areas, but also by a more conven-ient distribution of them.
