Action Plan Introduction

Following the Sport England PPS methodology in a city the size of Bristol identifies a large number of key findings and actions. These actions have been collated on an Excel spreadsheet and categorised in a number of ways to provide the PPS steering group with a useful tool that will aid implementation / delivery. The spreadsheet can be filtered to find actions specific to a particular sport, site, area of the city, type of action or level of priority.

Below, the main types or categories of action are described followed by three main action plans:

a. Site specific action plans b. Sport specific action plans c. Priority projects action plan

Main categories of actions

1. Communication with another working group. These are actions that should be undertaken with another steering group or service area to avoid duplication of work. For example the Bristol Access to Schools group engages with all secondary schools on a regular basis and is well placed to help with school related actions.

2. NGB specific conversation. The data analysis and consultation exercise has identified some potential strategic decisions specific to an individual sport. For example, should we look to move junior and mini football on to artificial grass pitches? The action is not to actually do this, but to explore the possibility and potential impact before either setting a specific action or dismissing the possibility.

3. PPS steering group discussion. The data analysis and consultation exercise has identified several potential actions or strategic decisions that affect more than one sport. The action is to explore the possibility and potential impact through discussion with all relevant stakeholders, before either setting a specific action or dismissing the possibility.

4. Research to identify further work. Following the methodology has identified many areas where further information is required to complete a task or to understand the potential impact of the identified issue. For example, several school pitches are identified as available for community use but not used, or not available for community use but in an area where there is

potential demand. We need to understand why this is the case and what may be done to change the situation- but only if it would be useful to do so.

5. Prioritisation task. These are specific problem areas that have been identified and require some action- mostly under the “enhance” theme. For example, the poor pitches and poor changing facilities have been identified. The task is to prioritise these actions. See below for information on the prioritisation process.

Prioritising the actions

In order to prioritise the categories of action called “prioritisation task” a scoring system has been used. The criteria used reflect the key findings and the consultation. A simple scoring system of 0, 1, 2, or 3 has been used against every relevant criteria. The exact criteria changes slightly depending on what is being scored, but in general: 0 = not relevant 1 = has some relevance but not a direct impact 2 = is relevant / would have a positive impact 3 = is highly relevant / definite impact

The scoring criteria

The relevant actions have received a score (0, 1, 2 or 3) against the criteria set out below:

• This playing field is not used by the school and has been previously used by the community. • There was a previous attempt by Mendip Utd FC to access the field but the FA Officer summarise the situation as follows…

o The school told the club that if they wanted to buy the lease off BAM it would cost £30,000 but the lease was only for 14 years. o After some negotiation they were told they could use the site, but couldn’t put anything on it (currently no changing rooms or anything

else). o The club wanted to put containers on it to change in, but were told they could not. o They club have money and wanted to do all the work themselves but were turned down by the school.

• The field is owned by BCC so there may be an opportunity to release the school from their lease. • There is demand in the area for this playing field to be football pitches but there are clearly challenges in making it accessible to the

In total this represents displaced demand (teams that would like to play in the city) of circa 20 teams. Each team plays 10 home games a season (on average) so this displaced demand amounts to 200 games a season.

Blaise Castle and Oldbury Court Estate are the current pay & play sites in Bristol. They both have carrying capacities on each pitch of 24 games a season. If they were good quality wickets this would be 40 games a season. A good quality wicket at a private club may sustain up to 70 games a season as the cricket squares are larger and can have more wickets on them.

In summary, this suggests a theoretical need for an increase in supply of three good quality private cricket grounds (and a complicated ground share agreement); or five good quality pay & play cricket pitches.

Overplayed football pitches and pitches that potentially could accommodate some additional play

Sport England’s PPS guidance provides a methodology to assess supply (number and quality of pitches) and demand (number and type of teams using the pitches in the peak of the season). This provides figures to allow an assessment of an individual site’s “balance”. It identifies one of three situations:

• The site has some theoretical spare capacity and could potentially accommodate more matches • The site is being overplayed and either improvements are required to allow the site to cope with this level of play, or the number of

matches should be reduced to stop the deterioration of the pitches. • The site has the right number of matches played to sustain the current quality of the pitches.

When using this model to look at a whole city, conclusions can be drawn as to whether there are enough pitches in the area to meet demand. In theory, pitches/grounds with significant spare capacity should be “filled up” before developing new pitches is considered. Similarly, where pitches/grounds are identified as overplayed it suggests that there is a need to find some alternative provision (move some matches to sites that could potentially accommodate some additional play).

If actions are based on this theoretical model alone there is a major risk of these decisions being incorrect or perhaps difficult to achieve in practice. The following warrant further site specific investigation.

Displaced hockey demand

Hockey has several teams from clubs playing outside the city. The clubs affected are:

• BAC Ladies Hockey Club

• Bristol & West Hockey Club

• Bristol Firebrands HC

• Bristol UWE Hockey Club

• Old Bristolians Hockey Club

• Redland UWE Ladies HC

It is accepted that there is demand for further supply of sand based (hockey appropriate) AGPs in the city for both matches and mid-week practice. It is also acknowledged that the current stock of hockey suitable pitches are theoretically enough to serve the hockey demand. There is therefore a need to facilitate more hockey use of pitches in the mid-week and also resolve the barriers that are stopping community hockey use of some pitches for weekend matches. It is likely that the increase in 3G pitch supply (both full size pitches and small courts) will enable football use to move off sand based AGPs, freeing up space for hockey. However, it is vital that no 3G pitch conversions take place that are detrimental to hockey and that hockey demand is revisited when and if a conversion is proposed to ensure that the pitch in question is not required for hockey.
