Collin County Transit Services• DART’s LGC (Local Government Corporation) is

operating limited service for elderly and disabled persons for Wylie, Fairview, and Allen residents under an emergency 90-day agreement with NCTCOG

• McKinney elected not to participate in the program

• Frisco is contracting with DCTA for similar demand responsive service

• DART’s program began on February 29th and the 90 day service will end on May 27th, 2016

• DART is working with NCTCOG and other parties on a plan and funding to continue service through FY2017

Collin County Transit ServicesContinued

• 80 persons are currently registered for the program

• NCTCOG provided 10 vehicles for the service

• DART’s paratransit contractor, MV Transportation, is operating the service

• The City of Allen is providing a remote operating facility for the MV vehicle operation

• Nearly 300 trips have been provided so far with a maximum of 30 passengers per day

Collin County Transportation Study

• Under Policy III.07, DART has offered to help entities outside of the DART Service Area conduct studies of future transportation needs

• Services provided by rural providers without the development of a service plan and accurate cost projections resulted in failure

• DART has discussed and will submit a proposal to Collin County to prepare a sustainable Collin County Transit Plan

• NCTCOG may help fund this planning effort

• The plan would be prepared by DART in collaboration with Collin County and municipalities within Collin County

• The study would provide a helpful blue print for Collin County and its municipalities for future transit services

Plano Legacy Transportation Study

• Plano’s effort to develop transportation options for the Legacy area is underway with active participation by DART

• DART is evaluating a series of changes for Legacy-based service including:

– New express service connecting Legacy with the Red Line

– Extension of Route 208 Express directly to the Legacy area businesses

– Revised routing of local routes to better match new development

– Innovative last mile services (shuttles and ride sharing service)

– Assistance in developing a Legacy Area Transportation Management Association to promote alternatives to single occupant auto travel

• The first of the changes will be proposed for implementation in early 2017

Status of Cotton Belt Project

• 5% engineering design was completed in April 2014

• September 2015 – DART approved a 20 year financial plan which includes the full operation of rail on the Cotton Belt corridor by 2035

• Discussions continue with NCTCOG regarding new funding opportunities

• DART plans are underway to accelerate construction and operation of the Cotton Belt between Plano/Richardson and DFW Airport

Plano Senior Rides Status

• New debit card program is now fully operational for eligible Plano Senior Rides participants

• Users can load up to $100 in value per month, with the user paying 25% of the cost up front

• Cards are swiped as passengers enter and leave participating taxicabs

• Program applications are available by calling the Wellness Center at 972-941-7335

Ridership Growth Requires Changes at Parker Road Station

• High ridership has increased demand for non-reserved parking at Parker Road Station, which has been 100% full most days over the past year

• DART has been encouraging non-residents to use CityLine/Bush Station as an alternative, but we continue to see Parker Road capacity issues

• We have now made parking adjustments to better balance use at Parker Road

New Parking Configuration

• Lot 10 on the corner of Archerwood and Parker has been underutilized as a reserved parking area

• It was changed to a non-reserved parking area on February 29th
