A Letter from Lori Costantino-Brown, PresidentThis year, as is the case in most years, approximately 20,000 inmates will be released from Florida’s prisons with only

$100 and a bus ticket . This includes violent and non-violent offenders who, in all likelihood, will be returning to their

home communities .

$100 and a bus ticket . Nothing more, except for the education they got while they were inside .

My father, Frank Costantino, founded Bridges of America 30 years ago to help a small number of those offenders return

to their communities as changed people . We knew that most of the non-violent offenders we served got into trouble in

part or entirely due to alcohol or drug addiction . Since then, we have provided a holistic treatment and therapy program

that considered the inmate’s mind, body and spirit . We believed they could change . And we delivered on that belief .

Bridges of America’s programs have produced a non-recidivism rate of over 86% among inmates after one year .

The rate goes to 95% after two years . The overwhelming majority of our inmates and clients work to pay for their own

treatment, to pay restitution for their crimes, to pay child and family support, and most still leave our facilities with

enough to give them a good chance of success when they return to their home communities .

Best of all, we are able to make all of this happen at approximately 70% of the cost of keeping a non-violent offender

in prison .

This report demonstrates the proven power of our approach, the commitment of our team and the successes of our clients .

We want to thank the Florida Department of Corrections for their unqualified support, the many businesses who have

extended a job opportunity to our inmates, the entire Bridges of America team of dedicated professionals at all levels, and

those members of the faith community who open their hearts and arms to prove that people can, indeed, change .

History of Bridges of AmericaBridges of America was founded in 1972 by Frank Costantino, an ex-felon who was released from the Florida

Department of Corrections . Frank Costantino was sentenced to a 22 ½ year prison term for burglary and other related

crimes . He accepted Jesus Christ as Lord and Savior of his life two years before he was paroled . “And,” he said, “it

changed my life completely .”

Upon leaving prison, Frank heard a call to share with other prisoners his testimony of God’s transforming love . The

chaplain at Raeford Prison, Rev . Max Jones, asked if he would return and talk to the prisoners .

As Frank began to share his story he recognized that the problem was twofold: not only do inmates leaving the system

need gainful employment, they also need a place to stay with an address and telephone number . Something was needed

in between prison and society to bridge the gap .

In 1980, Frank opened up the first “after-care” resident program in Orlando, Florida to provide a “bridge” to get

returning inmates to the other side . The contract with The Florida Department of Corrections for The Orlando Bridge

began a partnership that provided a work-release program with an overlay to address drug and alcohol problems . Frank

realized that inmates needed to deal with underlying problems that contributed to their incarceration .

What started as a local ministry has turned into a worldwide vision that serves over 10,000 inmates and offenders daily .

Bishop Frank Costantino passed away in April of 2006, however his vision and legacy lives . Lori Costantino-Brown,

Frank’s daughter, was appointed by the Board of Directors to continue the vision and leadership of Bridges of America .

Lori has further enhanced the programs and continued Frank’s mission to provide evidence-based treatment in the 21st

century . Bridges of America is an International presence with programs and outreach ministries in countries on four

continents . The program was founded on the basis of a “holistic approach to recovery” predicated on the 12 Step model .

Over 30 years, Bridges of America has followed the same basis, increasing the efficiency and effectiveness of the

programs, and improving the quality of care for the person served .

Goal #1: Continue to accrue cash for future expansion

FinanceMarvel Quevedo, Vice President/Chief Financial OfficerThis fiscal year has brought many changes for our finance department . Moving forward, the CFO will be overseeing the

operations of Human Resources and Management Information Systems . We are moving Human Resources to a paperless

system; we are about 40% complete .

This year has been a struggle to maintain income at the center level due to the job market . Also during this year, The

Orlando Bridge Non-Secure contract was reduced from 80 to 69, The Polk Bridge contract was reduced from 85 to 50,

and The Sanford Bridge contract was reduced from 40 to 22 .

TRuST ACCOunTSWe finalized and sent out our bi-annual audits this year to ensure compliance with contracts . In May 2010 194 inmate

files were audited and we received 99 .99% compliance . In November 2009 173 inmate files were audited and we

received 99 .99% compliance .

Operations Sterling Staggers, Vice President, OperationsThis past year, members of the Quality Management Team attended numerous events conducted at the facilities,

including academic and culinary arts graduations, staff meetings, alumni reunions, family days, job fairs, and Employer

Appreciation Days .

The Quality Management Team continues to conduct audits and supervisory on-site visits . The results of internal and

external audits overall are above average to exceptional . This is evident by program participation, staff and community

involvement . Our facilities have far exceeded contractual requirements .

The Quality Management Team aids in the development of training curricula needed to meet contractual obligations for

mandatory standards .

The Quality Management Team continues to set new goals to improve the operation at the sites and will continue to work

together with the Facility Directors and staff to move forward to improve our operations .

In addition, the Director of Quality Management attended Florida legislative sessions on re-entry projects for inmates .

These sessions allowed Bridges of America to inform legislators on successes and how we impact the lives of others

through re-entry programs .

Goals 2010/2011

The following goals for the Vice President of Operations are for the fiscal year 2010 – 2011:

Goal #1: Annual Review of Policy and Procedures for Affiliates and Work Release .

Goal #2: Revise Non-Secure audit instrument .

Goal #3: Monitor ACA Standard Supporting Documentation with Bi-Annual Audit .

Goal #4: Ensure monitors of contract compliance through Quality Assurance Audits and

Supervisor Site Visits .

Goals and Objectives 2010/2011

Goal #1: Clinical treatment files will be accessible and operational on the Support 2020 system .

Goal #2: All BOA staff will understand the basic Therapeutic Concepts with the Goal of 100% compliance .

Goal #3: Implementation of 12 Step program will be audited for content delivery by each counselor with the goal

of 100% compliance .

Goal #4: Recruiting clinical staff .

Goal #5: Revise the client’s and inmate’s program handbook to reflect cultural, gender, and age-specific

curricula in all Bridges of America treatment programs .

General Programming Overview Brett D’Aoust, Clinical Quality Management Director The overall goal of Bridges of America programs is to provide clients with chemical dependency and criminality issues

an opportunity to experience freedom from their life-threatening problems .

The goals and corresponding objectives for these programs are aggregated to support the overall mission for Bridges of

America Treatment Service . The programs included in this report are:

Grant WriterBenjamin Thomas, Ph.D.The success of Bridges of America has never been more critical to our region and state . The goals for Development and

Public Affairs are to ensure that the communities and clients we serve are aware of the work we do to advance substance

abuse treatment and prepare our clients with life skills that will give them a chance to become productive citizens .

Focusing on Development and Public Affairs will help BOA define and deliver our messages to a variety of audiences –

funding sources, employers, treatment professionals, health care providers, media, community services, government

leaders, and the public at large . Since beginning this initiative in October, 2009, we have directed our efforts toward

grant & donation activities, communications and community relations initiatives designed to increase public awareness

and understanding of treatment outcomes, life skill training, innovations, and community services .

For over 30 years BOA has been the gold standard for Community Based Corrections . We have changed the lives of

thousands of offenders who have left our supervision and became productive citizens . Our efforts include reducing

crime, increased employment, reduced and family restoration . That story needs to be told . Our role is to get that

message out to increase our visibility across the State of Florida .

Goals 2010/2011

Our goal is to create numerous, efficient, and compelling opportunities for donors to support BOA and to make the

experience of giving both satisfying and rewarding for contributors .

Goal #1: Develop a funding needs assessment report by first quarter 2011 that aligns financial and programming

needs with upcoming grant opportunities from federal, state, and other funding sources

Goal #2: Prepare no fewer than three Grant/Funding Proposals per quarter

Goal #3: Establish Donor management procedures, adding at least 200 qualified donors

Goal #4: Increase community awareness, understanding and support of our mission, goals, and

accomplishments

Goal #5: Determine qualification requirements to provide substance abuse treatment in Reentry programs with

individuals qualified to receive Medicare payments .

Management Information Systems James Garcia, Chief Information OfficerSTRATEGIC OVERVIEW

Communication will continue to improve as we fine-tune the network backbone, which will allow for clearer internal

communication and ultimately video conferencing . We will be building on a new centralized PBX which will serve any

additional sites .

Additionally, we will continue to expand our “behind the wire” network for education and job searching to allow sites to

access shared educational resources . We will continue to expand our base of partnerships with educational institutions

for online classes and certifications .

In the coming year, we will continue our push towards the reduction of paper and the elimination of unnecessary data

entry . We will continue to move forward with our implementation of the Support2020 database . We’ll be bringing a

series of new modules out of Beta testing in Support2020 which will help to automate the movement of inmates through

the TC curricula and provide a unified database for clinical notes and documentation from which we will have the ability

to generate any of the forms required for our paper files .

The Auburndale BridgeDavid Green, Executive DirectorOVERVIEW 2009/2010

The Auburndale Bridge is a 50-bed Modified Therapeutic Community facility for adult female felony level drug

offenders . The Auburndale Bridge is located in Polk County and receives referrals and admissions from Pasco, Polk,

Brevard, Volusia, Seminole, Charlotte, Lake, and Manatee counties . The Auburndale Bridge currently has 13 full time

employees . There are also two DOC Probation Officers off-site at the Bartow office .

During this time The Auburndale Bridge had 117 discharges, of which 61 were successful graduates (a 52 .14%

success rate) .

In 2009/10, The Auburndale Bridge sustained QM oversight for each department, maintaining standards for DOC and

DCF, as well as internal compliance standards . The Bridge met budgetary requirements without sacrificing quality to

clients and their families . All clinical staff now possess FCB certification . Our team earned all mandatory hours of

training .

Goals 2010/2011

Goal #1: The continuation of Specialty Groups to include seminars offered by the Winter Haven Hospital’s

Speaker’s Bureau .

Goal #2: Continue Volunteer opportunities with Habitat for Humanity, P .E .A .R .L .S (Potential, Empowerment,

Attitude, Respect, and Leadership), Storehouse Ministries of Hope, Agape Food Bank and the Haley

Center .

Goal #3: Expand contact with the sentencing courts throughout Central Florida, once a monthly and continue to

invite them to graduation .

Goal #4: Have six women during this time frame who have passed their TABE test at the ninth grade level taking

their on-line classes for the GED test and certificate .

Goal #5: To continue to provide quality residential services for the criminal justice client as measured by a

successful completion rate of at least 60% .

Goal #6: Reduce abscond rate to below 15% through effective engagement in program activities .

Goal #7: To developed community relationship for a Holistic approach to treatment by adding two spiritual

outlets per year .

Goal #8: To stay within proposed budget while offering quality services to the clients and their families . This

will be measured by the above stated percentages and client and family questionnaires .

Goals 2010/2011 (partial list)

Goal #1: Maintain/exceed a contracted success rate of 60% through quality residential service

Goal #2: Maintain the budget through monitoring overtime, spending, achieving 100% client employment, and

maintaining a full bed count .

Goal #3: Conduct employer appreciation days at least semi-annually, and building a resume-access for clients .

Goal #4: Implement additional programs, such as OSHA certification, through Orlando Vocational Technical

School .

Goal #5: Encourage clinical staff to pursue advanced levels of certification through the Florida Certification

Board by providing CEUs for approved in-service trainings .

Goal #6: Improve staff retention through appropriate hiring, staff incentive programs, employee appreciation

events, and utilizing the Bridge’s Training Institute .

Goal #7: To implement and utilize various computerized Support 2020 programs to streamline the work loads in

each department, and to achieve a higher level of accuracy and excellence .

The Orlando and Sanford BridgeKaren Neis, Executive DirectorOVERVIEW 2009/2010

The Orlando and Sanford Bridge is a 91 bed, residential Therapeutic Community for adult male felony drug offenders

with substance abuse/dependency and/or criminal behavior issues . The Orlando Bridge has 69 beds and The Sanford

Bridge has 22 beds . The Orlando and Sanford Bridge is located in Orange County and receives referrals from Orange,

Lake, Polk, Seminole, Osceola, Indian River, and Brevard Counties . On June 1, 2010, The Orlando Bridge celebrated its

30 year anniversary .

From July 1, 2009 through June 30, 2010 The Orlando Bridge had 277 admissions and of these admissions 148

completed the program successfully . Throughout the contract period we maintained a 65% successful completion rate .

The Orlando/Sanford Bridge exceeded the contract success rate . We maintained all outside certifications, licenses and

contracts . We stayed within budget while attaining 100% client employment and full bed count . Our ABE and GED

participation increased in 2009/10 .

The Bradenton Bridge (Transitional Re-entry)Angela Ashley, Facility DirectorOVERVIEW 2009/2010

The Bradenton Bridge entered its’ fifth year of operations building on the success of prior years . In addition to the

strong core of programs already present the Bradenton Bridge expanded its’ efforts into re-entry needs of the inmate .

Programs have been expanded to include housing assistance and career planning . The Bradenton Bridge continued on

track with sound fiscal management .

The Bradenton Bridge received exemplary audit findings from the Florida Departments of Corrections and Children &

Families . We managed to positive budget variance and increased our involvement in community volunteered projects .

» 28 inmates completed Culinary Arts program and received Serv-Safe certification

» 2nd Annual Alumni Reunion attended by 50 former clients .

» 89 inmates graduated from Outpatient programming to Aftercare programming

» Toastmasters in Transition have achieved not only full chapter status, but also have achieved the highest level

possible of “President’s Distinguished Club” . This is a first in a correctional setting, and especially significant as

there are only seven (7) other clubs at this level in the world

» Establishment of “Victim Impact Panel” on site

» 8 .1% recidivism rate as compared to Department of Corrections’ 31 .4% rate for inmates completing a substance

abuse program

The Broward County Bridge provides drug and alcohol counseling in a Therapeutic Community setting . Secondly,

we assist the men through a GED and The Florida Ready to Work Program, a nationally credentialed culinary

apprenticeship program, Computer Skills Training, Forklift training through the McFatter Institute, employability

skills training and job placement to assist them with employment efforts and to develop stability in the workforce prior

to their release . Our goal is to prepare these individuals for successful re-entry and transition into their communities as

productive and law-abiding citizens .

The Orlando Bridge Transitional and Work Release Center adopted the slogan “This is the Year of Excellence” . We

understand we are here to serve and provide the highest and best level of service available in our space . We are excited about

the direction we are headed and we strive daily to be the best facility at Bridges of America as well as in the State of Florida .

PROGRAMS

We are committed to providing tools and skills that will increase the likelihood of success for our inmates when they

transition back into society . We have a vested interest in them being productive community citizens . Toward this end,

we have expanded and enhanced programs for the inmate population . We are dedicated to providing value-added

programming and activities geared at fostering growth, raising consciousness, and promoting community unity .

The Jacksonville Bridge Work Release CenterRoy Morgan, Facility DirectorOVERVIEW 2009/2010

Performed 2,018 community service man hours within the area of community park restoration and highway

beautification which saved over $20, 180 .00 to a non profit entity .

Performed 654 man hours of community service with intercity ministries saving over $6,500 .00 to a non profit entity .

The Jacksonville Bridge Work Release Center increased inmate programming by 10 .5% and we increased the inmate

average release gratuity by 9 .6% .

The Turning Point Bridge Work ReleaseIana Patterson, Facility DirectorOVERVIEW 2009/2010

The Turning Point Bridges Work Release Center is located in Pompano Beach off of Atlantic Boulevard and Dixie

Highway . The Turning Point Bridge Work Release provides aftercare and outpatient substance abuse treatment . We

have Alcoholics Anonymous and Narcotics Anonymous programs with volunteer facilitators . We provide ABE/GED

programs, which enroll and allow our inmates to receive their high school diplomas . Our goal at The Turning Point

Bridge is to assist offenders in obtaining employment, providing them with necessary tools to enhance their education

and ultimately prepare them for successful release and re-entry into our communities .

TPBWR came together during the devastation of Haiti due to the catastrophic earthquake . Staff from Turning Point

donated many comfort and non-perishable food items for the relief efforts .
