Definitions – AASHTO:A bridge file describes all of the bridges under the jurisdiction of the Bridge Owner.
A bridge record contains the cumulative information about an individual bridge.
A Bridge record should contain a full history of the structure, including details of any damage and all strengthening and repairs, and data on the load capacity, including computations substantiating reduced load limits.

(a) Each State or Federal agency must prepare and maintain an inventory of all bridges subject to the NBIS.

Certain Structure Inventory and Appraisal (SI&A) data must be collected and retained by the State or Federal agency for collection by the FHWA as requested.

Indiana uses a Central Database to collect the information required by National Bridge Inspection Standards (NBIS). The database allows the bridge owner to manage all inspection records electronically for the life of each structure.
The Central Database is the only official bridge file for all inventoried bridges in Indiana. This file shall include all National Bridge Inventory (NBI) data and supplemental data including the following as a minimum:

Structure Inventory and Appraisal information.
Field inspection information including sketches and photographs showing typical and deteriorated conditions. This requirement includes a brief narrative to justify a change in condition rating. A NBI item rated below 5 or condition state 3 requires a picture or sketch in additional to narrative descriptions of the deteriorated condition. A plan of action is to be included if required.

Critical Findings in accordance with Section 4.02
Waterway information in accordance with Section 3.10
Significant Correspondence, these documents will include agreements regarding inspection responsibility, ownership, or other issues that have an impact on timely inspections.

Other Inspection Procedures, these items will include other required reports, such as fracture critical and under water. These reports will be in accordance with Part 1, Section 2.05 and 2.06 of this manual.

Load Rating, a dated load rating along with identification of the analysis to determine capacity. Results must be included which clearly identify the loads and methodology used in the analysis. Identify controlling members. Include any updates that reflect changes in the condition of structural members. If calculating cannot be provided due to lack of information, provide documentation for justification of determined load rating.

Posting Documentation, in accordance with Section 3.10
Scour Assessment, document the assessment conducted to determine the scour vulnerability of the bridge.
Scour Plan of Action, for scour critical bridges, provide a copy of the plan of action.

ERMS/BIAS is the Bridge File
The data, photos, reports, documents, etc. in ERMS & BIAS make up the bridge file for each bridge.
This makes information available to all, including the FHWA, as required by: CFR 650.315 Inventory (a).

Micro-filmed As-Built Plans Coming soon on the INDOT Bridge
Inspection web site – a log of bridge structures built in Indiana that were reviewed by the State because they were either built by the State, or involved Federal Funding of some type.
The log starts with Contract #1, and runs up to contract #14265.

Micro-filmed As-Built Plans The micro-film log can be used to find bridge
plans on county structures. Some bridges may have been on former
INDOT routes that have been relinquished. Other bridges were built using Federal Funds.
The county will be identified on the micro-film log, but the structure number listed was just an arbitrary number assigned by the State to track the project. Therefore research will be required.

1. Make sure that you specify that you are requesting the Micro-filmed As-Built Plans.
2. Provide the Contract Number, the Micro-film Reel Number, and the Structure Number as shown on the Micro-film log.
3. It is best to attach a pdf of the particular sheet of the Micro-film Log, to help the person find the correct structure.
4. Note – some Micro-film reels are missing – the Design Plans for all State built structures should exist, but not for the county built structures.
