It serves the eastern regions of Mississauga, Brampton, and Bolton. The western regions of Mississauga and Brampton are serviced by the Lorne Park Water Treatment Plant, where expansion work was also completed by Kenaidan Contracting Ltd. The scope of work for this contract includes: demolition of existing structures, which began in April 2011, construction of a new 400ml/day water treatment facility, which includes the installation of pre-purchased membrane filtration equipment, ozone generation equipment, UV disinfection equipment, yard piping, and the construction of a new operations building. “The Lakeview expansion, when complete, will result in one of the largest and most technologically advanced water treatment plants in Canada,” said Andrew Farr, Manager - Treatment Capital, Water Division for the Region of Peel. “It uses the latest treatment technologies, automation and building design. It will provide water to allow growth in Mississauga and Brampton as well as York Region. Kenaidan is making great progress on this contract, one of the largest ever undertaken in the Region of Peel. We look forward to working towards a successful completion in 2014.” Upon completion, the new facilities will be tied into the existing plant. Kenaidan recently completed its second legal assessment for environmental, health and safety (EHS) compliance to all the applicable laws and regulations that apply to our business by a third party consultant. The consultant visited the Shop, Lakeview WTP, Oakville SW WWTP, and Ashbridges Bay Building D sites and completed a review of our EHS program manual. During this assessment, the consultant noted a significant improvement in the EHS awareness of staff, and in controls implemented and maintained on the sites, compared to the last assessment conducted in 2008. This assessment captures the progress that has been made over the last three years. The site teams and workers should be pleased that this continual improvement is a result of their dedication and commitment to our EHS program.

There has been a greater focus on waste management on all of our projects. Our corporate goal is a 50% diversion rate; however for LEED registered and stringent environmental

projects, such as Eglinton Crosstown LRT, the diversion goal is much higher. As of the end of July 2011, the overall combined diversion rate of landfill waste from all our sites currently in operation was approximately 73%. This mark is well above our current corporate goal. Including materials recycled from demolition operations, the diversion rate jumped to 90%. With the Erindale GO Parking Structure and First Leaside Office Headquarters (both LEED projects) just underway, we hope to exceed our current waste management numbers going forward.

In the next few months, we’ll be introducing an environmental slogan that will become a fundamental part of the Kenaidan culture and will be visible on all our sites and in various mediums throughout the company. This addition to our branding will emphasize our continual commitment to the environment and will also improve the visibility of our environmental management system.

Project Requirements

The Eglinton-Scarborough Crosstown LRT (Light Rail Transit) line will connect the West End of Toronto to its East End, in order to improve mobility in the city due to the increase in population growth and traffic congestion. The new line will be primarily constructed underneath Eglinton Avenue and will run 25.2km from Black Creek Drive in York to McCowan Road, ending at the Kennedy Station in Scarborough. Collectively, 19.5km of the line will run underground and 5.7km will be elevated.

“The Eglinton-Scarborough Crosstown is one of the largest transit expansion projects in North America today – and it’s happening right here in Toronto. Every day, more than 66,000 patrons ride the Eglinton 32 and 34 bus routes. The improved convenience and capacity that rail transit will bring to this corridor has been clearly established,” said Thomas R. Pavlick, TTC Project Manager – Launch Areas Eglinton Crosstown LRT. “Building the West Launch shaft near Black Creek as an advanced project will provide a significant schedule advantage to the overall Crosstown project, as it will enable a major component of the tunnelling operations to be in place just in time for the first bored tunnel construction.”

Kenaidan was awarded the first contract in this massive and complex expansion. The project consists of the construction of a launch shaft into the profile of a hill beneath Eglinton Avenue. Through a series of traffic stages, the project will include the widening of the bridge over Black Creek and the construction of a contiguous caisson wall to permit the excavation of a 60m long x 20m wide x 17m deep access shaft for the TBM (tunnel boring machine). TBM equipment is scheduled to arrive in July 2012.

In order to permit unhindered vehicle movements on Eglinton Avenue during the overall project, a temporary road deck, consisting of concrete deck plates and structural steel beams will be installed to allow excavation and future tunnelling operations.

This project represents the first phase of an $8.2 billion transit expansion program, which is one of the most expensive lines in the world.

Estimating is a critical component of Kenaidan’s business model. The department is responsible for bidding on new work for clients, which contributes to obtaining new contracts and maintaining our business.

Working in conjunction with other members of the estimating team and under the direction of the Chief Estimator, estimators are responsible to prepare a guaranteed price (called a tender or bid) for projects (contracts). Estimators must analyze and identify the inherent risk and opportunities that each tender presents, measure and price each element of the scope of work, schedule the work, prepare field costs (site overheads and staff), visit the site to review existing conditions, solicit subcontractor pricing for scopes that we do not perform ourselves and finally put it all together for a specified time on the closing day.

For successful tenders, the estimating department provides post-award assistance to our Preconstruction and Operations departments, as well as focusing on value engineering, green building practices, sustainable design and construction performance. Estimators also prepare preliminary estimates for clients, consultants, and architects, as well as estimates for contemplated change orders.

Over the years the role of the estimator has evolved, as has technology and building techniques. Modern tools have drastically changed how the department functions and how bids are developed. Estimators once used pencils, calculators and typewriters; then a change occurred with the introduction of fax machines, email and now electronic bid submissions. Staying current on trends, estimating techniques, innovations, and technological advancements, which represent progressive developments, are required for us to remain competitive and to provide our clients with exceptional services. The department uses new software to measure quantities on screen and also works closely with the BIM Department and their modeling expertise.

The team of estimators at Kenaidan are a venerable force to be reckoned with during a tender closing. The high energy and fast-paced environment might faze some; but

they remain calm and focused on the task at hand. Due to the construction industry’s tender closing process, the last 30 minutes before a bid is submitted is always the most challenging. The phones can be ringing off the hook, the department is full of people taking down prices and clarifying subcontractor scopes, fax machines are spitting out papers and emails are coming in at a rapid pace. The closing room resembles the floor of the stock exchange with everyone waving papers in the air.

The result of several weeks or months of bid preparation can be determined by those few minutes prior to closing time when the final price is set and submitted to the owner. We then anxiously await word of the tender results and then successful or not, we gear up to start the process over again on the next project.

Sustainability in our Construction Processes

Over the past 12 years working with Kenaidan in various roles, I’ve seen an increasing focus in our environmental awareness. Our proactive green approach is evident in our current efforts with the LEED (Leadership in Energy and Environmental Design) designated projects that we are constructing. If you asked people what they associated with the phrase “greening” of construction in the early days of Kenaidan, they might have suggested adding sod or fancy paint colours! But now, buzzwords such as “light harvesting” and “photo-voltaics” are frequently associated with the volumes of concrete and water treatment processes Kenaidan is known for.

We are currently involved in four projects that are in various stages of design and construction with applicable LEED credits: Duffin Creek WPCP Dewatering & Incineration, First Leaside Office Building, Erindale GO and Ajax GO Transit Parking Structures. With my involvement on the Erindale project, I’m excited to be learning new roles and helping to coordinate the LEED aspects of the project.

• LEED incorporates principles such as: selecting a site to utilize existing population density, allowing for alternative methods of transportation, rewarding sites that are located on bus routes, rail routes or with bike or electric car parking.

• LEED also incorporates principles such as: reducing light pollution from street lighting and parking lot lights, adding daylight and views to indoor office spaces and maximizing the availability of natural light.

• Other principles include: minimizing water use in low-flow toilets or by recycling “grey” water to use on landscaping; optimizing design for reduced energy consumption, encouraging use of renewable energy, using recycled and locally sourced materials wherever possible, using environmentally friendly and low-voc content materials; and indoor air quality programs. This will create the most energy-efficient and environmentally sound building for the occupants and long-term users.

LEED involvement for Kenaidan is the process of monitoring and maintaining the construction portions of the applicable credits and keeping accurate verification records.

For example, the Sustainable Sites Credit SS1, Erosion & Sediment Control: Kenaidan is responsible for controlling soils and sediment erosion, reducing the negative impacts on air and water quality within the regulations of the MOE and the LEED stipulations by preventing sediment from filtering into the catch basins and streams and preventing dust pollution from loose soil around the site. Control measures such as: silt fence, landscaped filter strips, diversion ditches, straw bales, temporary seeding, and settlement ponds are all established as needed, recorded, monitored, and are reported on monthly to meet the credit.

For Waste Management Credit MR 2.1: Kenaidan has to plan and maintain records for the diversion of construction waste and debris from landfill disposal by 50-75%, with onsite recycling and reusing of materials. We have an elaborate Waste Management Plan, separate recycling bins and removals to registered waste tipping sites, which weigh and record their loads to recycling facilities by product.

Kenaidan’s efforts, along with our consultants and subcontractors, with regards to specifying, purchasing, and monitoring products and systems, contributes to the overall greening of our construction projects and makes us an environmentally sustainable force in the LEED construction marketplace.
