The fire occurred on Dec. 8. The swap meet was completely closed until Dec. 21 and has been only partially open since. No date has been set for a full opening. An SBA official will be available to meet with ven- dors at Calexico City Hall from Jan. 29 to Feb. 7. The Disaster Loan Outreach Center has been established at the city hall clerk confer- ence room at 608 Heber Ave. It will be open week- days from 9 a.m.-5 p.m. through Feb. 7. Vendors can explain their needs and learn about assistance and loans for which they might be eligi- ble, SBA official Rigoberto Gonzalez-Nasso explained. "The important thing here is to make sure people don't self-disqualify them- selves. The SBA is here to help them with payment options and later on refer them to other agencies that can help them grow their business," he said. Loans are available for physical disasters to repair and replace disaster-dam- aged property owned by the business, including real state, inventories, supplies, machinery and equipment. Meanwhile, economic- injury disaster loans assist through the disaster recov- ery period. Application fil- ing deadlines for physical damages will be March 25 and for economic injury Oct. 23. United Domestic Workers officials in the fall had said the labor group was pursuing recalls against Luis Plancarte and Ray Castillo due to stalled negotia- tions. However, the county Election Department reported no official action being taken. "We stopped the recall efforts a little bit since the county opened its doors to negotiate and gave us an offer that we believe it's not fair to us," Isabel Serrano, a union spokesperson, said in a Jan. 28 interview. United Domestic Workers members have come to county board meetings on several occa- sions making pleas for wage and benefit increases and complain- ing of stalled talks. Union offi- cials then announced they were starting to collect signatures to initiate a recall against Plancarte and Castillo because of their lack of support and towards their group and for not helping them come to an agreement. Serrano said the county has offered a 24-cent increase for three years for their new contract. "We think that offer was not acceptable since our members deserve more for the work they do," Serrano said and added that if they don't come to an agree- ment soon they will resume the recall efforts. The union has been asking for a 50-cent per hour wage increase and 40 cents for the health, dental and vision cover- age. This offer from the UDW would increase their salary to $11.50 starting in February. Although open to the public, the event was aimed at preschool students and their parents, a demographic the center's Farm Smart outreach program doesn't typically reach. Jairo Diaz, research center director, explained the goings on as he walked around the grounds. "Today we are offering a myriad of different activities, recreational demonstrations, food preparation seminars, a garden guests can interact with," he said. "Various booths are chock full of resources that aid guests in the exploration of better health. We really want people to discover new habits for them and their families to have a consistent, healthy diet." Among the listed activities there were also reading stations where children were read stories by volunteers, vegetable washing stations where children were taught how to clean and prep vegetables for consumption, a tractor-pulled wagon giving chil- dren a tour of the fields and the chance to pick their own vegeta- bles. The 72nd Carrot Festival and StreetFair has broad public appeal through theregion but holds a special place forHoltville natives, many of whom returnfrom afar to catch up on old times withthose who slipped away across the years.

This year carrot festers focus on mem-ories of what it all means to them. Forsome, that starts with the RoyaltyCoronation Banquet, Feb. 1, 6 p.m. at theBarbara Worth Country Club & Resortwith eight contestants and, for the firsttime, a countywide competition, alongwith Citizen of the Year and the 24 CarrotAward.

For those who never lack a way to fita carrot into a favorite dish, from appetiz-

ers to desserts, there is the SoroptimistClub Cooking Contest from Feb. 4-7 atthe Civic Center with chefs catering to adifferent theme each evening starting at5:30 p.m.

Calexico High School Band Reunion WantsTo Unite Generations Of Band Alumni

The Calexico High Schoolband represents the energy andpride one has for their school,their proud march causing stu-dents, staff, alumni and commu-nity members alike to bleed thegarnet and gold school colors.

In order to repeat that experi-ence one former band member isorganizing a multi-generationalband reunion scheduled for Mayat the high school. All proceedsfrom the event will go to supportthe high school band program.

"Being a band member gaveus discipline and helped us inour careers later in life," saidAntonio Orosco, chief eventorganizer.

A 1971 graduate who now

lives in San Diego, Orosco saidhe considers being in the bandone of the best experiences of hislife.

"I don't think we were look-ing for a career in music but weall woke up early in the morningand practiced to march and par-ticipate in different events. Thatexperience made us better peo-ple," Orosco said.

Orosco said he expects 200band alumni for the reunionwhere they will be able toreunite with their fellow bandmembers and get a chance toplay with the current band.

Bulldog band alumni from asfar away as Connecticut plan toattend, including HarveyPredrosa, a member in the1970s. The event will recognizepast band directors for their sup-

port and instruction."The current band will play

and the plan is to fill some spotsso we can play and have theband directors from the past con-duct us for one last time,"Orosco said.

Orosco said he is in particu-lar looking for band membersfrom the Class of 1964.

"They were the Calexico stu-dents that went to the RoseParade and we definitely wantthem to come," Orosco said.

The reception will take placeat Calexico High School.Attendance information and dayof the event will be revealed inthe coming weeks.

Plancarte and Castillo agreeda recall won't solve anything.Castillo said the county mustfirst assess its financial statussince it could be facing a deficit.

"We cannot commit to givingsalary increases when we are in adeficit. We will have a financialreport next week and then wewill see where we stand,"Castillo said.

However, Castillo vowed ifthe recall effort is resumed hewill campaign against it.

Plancarte said the countycannot spend more than it hasbut added it's the union's right toinitiate the recall.

"Starting a recall against mewill not put more money in our

coffers and we need to knowwhere we stand before making adecision," Plancarte said.

There are more than 4,000employed in in-home care in thecounty. They serve the elderlyand disabled, allowing thosepopulations to remain in theirhomes rather than enter carefacilities.

This is not the first timedomestic workers sought a recallagainst county supervisors. In2006, the then California UnitedHomecare Workers filed a recallnotice against four of the fivesupervisors but the attempt did-n't proceed.

So far the event has proved to bereally nice outing."

A portion of the event a lot ofpeople gravitated towards werethe food preparation seminars. Ayoung man named AnthonyEspinoza stood at the micro-phone and announced the booth'spurpose: to teach families how tomake healthy foods and snacks.The effort involved a group ofCalexico High School's culinarystudents.

"We really want kids to trysomething new," said Espinoza."We're obviously emphasizingthe importance of vegetables andthe kids usually don't like thevegetables. That's why we madea concerted effort to put out ourbest recipes, such as healthysmoothies and muffins, stuff withthe sweets they usually like."

County Board Approves Cannabis Production TaxationBY MARIO CONDE

The Imperial County Boardof Supervisors at its Jan. 14meeting approved the tax ratesfor commercial cannabis activityin the county's unincorporatedareas.

While California votersapproved legalization of recre-ational cannabis in 2016, statelaw allows municipalities todetermine what, if any, commer-cial activity is allowed in theirjurisdictions and to set tax rates.The county board is responsiblefor doing so in unincorporatedareas while cities within thecounty have set their own rulesand taxes.

The tax rates for unincorpo-rated areas were placed on theballot of the June 5, 2018, elec-tion and won voter approval.

The rates are a minimum taxof eight percent on the grossreceipts received by retailers ofcannabis and cannabis products;a maximum tax of five percenton the gross receipts received byretailers and products; and amaximum of $15 per square footon the space utilized for com-mercial cultivation of cannabis.On July 1, 2020, the maximumamount of space tax willincrease to $20 per square footand in 2022 to $25 per squarefoot.

The board approved thoserates on Jan. 14 following a pub-

lic hearing. It had previouslyestablished other guidelines forcannabis activity.

Supervisor Jesus Escobarsaid he would like to see thoseguidelines expanded.

"Seeing our current econom-ic situation I would like to sug-gest the board to look at creatingthis overlay zone to see whatareas in the county are deemedappropriate for the sale ofcannabis," Escobar said.

He helped establish suchguidelines in Calexico whileserving on its city council, aposition he left earlier in Januaryafter being elected to the countyboard in November.

During the meeting, CarlosOrtiz, county agricultural com-missioner, gave a presentationon recent legislation on industri-al hemp.

Ortiz said state Senate Bill

1409 that went into effect Jan. 1no longer defines industrialhemp in the California UniformControlled Substance Act as afiber or oilseed crop. As a result,the requirement for hemp to begrown as a densely planted crophas been removed. This alsorequires established researchinstitutions before cultivatingindustrial hemp to provide spe-cific coordinates of the cultiva-tion site to the county agricultur-al commissioner.

On the federal side, Ortizsaid the newly signed farm billremoves hemp from theControlled Substances Act and isit now deemed as an agriculturalcommodity. With the passing ofthis bill, hemp producers are eli-gible for the federal crop insur-ance program and federal grants.

County officials said theyhope the cannabis industry will

help boost the local economy.For this reason, the board sent aletter to Gov. Gavin Newsomencouraging the state to movequickly to allow the cultivationof industrial hemp and the saleof hemp-derived products

"With the abundant agricul-tural opportunities here inImperial County, this new indus-try has the potential to createjobs and spur economic develop-ment in our community," statedthe letter, signed by BoardChairman Ryan Kelley.

Elderly Woman Who Caused FatalWrong-Way Crash Still Not Named

The wrong-way driver whocaused a collision that killed aCalexico woman on Jan. 7 onInterstate in El Centro remainedunidentified as of Jan. 28 pendinga forensic examination, officialssaid.

The Imperial County Sheriff'sOffice is still waiting for a finger-print match to be returned fromthe Federal Bureau ofInvestigation to positively identi-fy the elderly driver of the Fordvan, said Deputy CoronerEmmanuel Ramirez.

Until that happens the driver'sname is being withheld. She issuspected of being a 75-year oldSouth Carolina woman.

Killed in the crash wasAndrea Hernandez, 30, a motherof six from Calexico. Both driv-ers were pronounced dead at thescene of the collision in the east-bound lanes of I-8 near DogwoodRoad.

The California HighwayPatrol responded after gettingreports of a driver travelling westin the eastbound lanes of the

four-lane divided interstate.Officers frantically tried to getthe attention of the wrong-waydriver, but their efforts failed.

No alcohol was involved andboth drivers were wearing seatbelts.

Information on from wherethe wrong way driver was travel-ing, or where she began drivingon the wrong side of the inter-state, has not been reported.

The Highway Patrol hasreceived information from a per-son who may be the cousin of thewrong way driver, JavierAmezcua, an El Centro-basedCHP public information officer,stated in a Jan. 25 email. Thecousin, who asked not be identi-fied, reported the driver livedwith her briefly last year inRiverside County, had threatenedanother family member and wasasked to leave the residence.

The person also stated as faras the family knew the womandid not have a residence inCalifornia or a reason to remainin the state, Amezcua stated. CHPhad earlier disclosed the womanwas from South Carolina.

The following is a legislativereport made to the ImperialCounty Board of Supervisors atits Jan. 29 meeting.

As you may know, thePresident and CongressionalDemocrats were able to reach anagreement on Friday, January25, 2019, to reopen the govern-ment for three weeks after a his-torical 35-day shutdown of ninefederal agencies. The continu-ing resolution to fund the nineagencies expires on February 15,2019, giving Congress just overtwo weeks to reach a deal withthe President on his fundingrequest for a wall on ourSouthern border. In his remarkson Friday, he was adamant thathe would not give up hisdemands for the $5 billion and

warned Congress that the gov-ernment could shut back downor he would declare a nationalemergency if they fail to strike adeal. Members of Congress areexploring legislative proposalsthat would automatically fundthe government at existing levelsif lawmakers cannot meet statu-tory budget deadlines, but wouldinclude incentives by decreasingfunding with time until they canreach a budget deal.

Due to our funding requestof $276 million for Phase II ofthe Calexico West Port of Entryexpansion and reconfigurationproject, we would prefer thatthey are able to come to anagreement. Several fundingpackages that passed out of thehouse last week, but failed toadvance in the Senate due to thestalemate of the wall fundingdiscussions, had different fund-ing levels for the Calexico proj-ect. Therefore we are unsure atthis time what amount the proj-ect will receive in the final nego-tiated bill, but we are hopeful

that it will include some fundingfor Phase II of the project andare working diligently with ourD.C. representatives to securethe full funding.

An allegation that CalexicoCity Council members violatedstate open meetings laws inNovember apparently will not befurther pursued by the appointedcity official who said he wantedthe matter investigated.

"I called the Imperial CountyDistrict Attorney's Office and I

was told I would have to make acomplaint to the Calexico PoliceDepartment before acting on it,"said Ben Horton, a member ofthe city EconomicDevelopment/Finance AdvisoryCommission.

Horton said he then contact-ed a dispatcher at the policedepartment and left a voice mailmessage for Det. ArmandoOrozco.

"But he never called back,"said Horton. "And I never calledagain."

The matter stemmed from aNov. 19 meeting of the cityPlanning Commission attendedby three then-city council mem-bers Bill Hodge, Jesus Escobarand Armando Real. Hodge andEscobar were on the city's AdHoc Committee on CommercialCannabis Activity.

Part of the meeting discus-sion included the possibility ofexpanding permitted cannabisactivities to include retail sales, aproposal the council laterapproved. The council memberswere involved in the discussion.

Hodge and Real later saidthey did not feel their actions atthe meeting violated the openmeetings law, known as theBrown Act.

Horton originally said afterlearning of the matter he wantedit investigated.

Real and Escobar have sinceleft office with Real not seekingre-election and Escobar resign-ing after being elected District 1county supervisor. Hodgeremains on the council.

For those seeking upliftingnews amid a year that has startedwith roiling political rancor amida month-long federal govern-ment shutdown, the ImperialCounty Board of Supervisors atits Jan. 29 meeting providedsome uplifting relief: literallyuplifting.

The supervisors unanimous-ly approved seeking bids for themodernization of the elevator atthe two-story CountyAdministration Building at 940W. Main St. in El Centro.

The Department of PublicWorks has prepared the plansand specifications for the eleva-tor and the work will consist ofinstalling new controllers, doorequipment, control-operating

panels and tank units. The estimated cost is

$177,500. Funding will comefrom the county general govern-ment development fees account.The deadline for contractors tosubmit bids is Feb. 15 at 2 p.m.

"Basically it has to berepaired since it has been heresince this building opened backin 1981," said John Gay, countypublic works director.

Repairs will take about sixmonths, Gay added. In the mean-time county employees and visi-tors can take the opportunity tohonor a new year's tradition: ful-filling the common resolution toexercise more. The elevator'sclosure means the stairs to thebuilding's second floor will bebusy.

in resolving the noted deficien-cies."

In an interview Dale said heaccepted Yee's conclusions wereaccurate for the time frame indi-cated.

"The city acknowledges thefindings in the report are correctyet it is important to note therewere no issues in the report thatwere not already known by cityadministrators," he said. "Thecity has already addressed mostof these issues at the time of theaudit. And it continues to takeeffective corrective actions andcontinues to make efforts toenhance its internal control sys-tem."

Facing chronic deficits, cityofficials took several steps in2018 to mitigate them, includingraising fees for the city ambu-lance service and for water andsewer service.

Mayor Lewis Pachecoexplained in an interview that foryears of 2015 through 2017 thecity financial department wasnever fully staffed.

"We were running as best wecould and needed to have a direc-tor for those years," he said. "Thecity was functioning but thefinancial department was notmeeting reporting deadlines. Andthat's one of our priority issues tohire more staff for the financialdepartment."

The structure is in place forimprovement, Pacheco added.

"Now we have a financialdirector (Karla Lobatos and)we'll be able to update some ofthese issues,' he added. "We'remaking gains in the general fund.Currently we're pretty close tocoming into balance."

Pacheco added the financedepartment might still be short-handed but it is not nearly severeas three years ago. The city tookthe report seriously enough tohold a special meeting on Jan. 28to discuss it.

During the meeting Daleexplained despite the report he isupbeat about the city's finances.He said since he assumed officein December 2017 the deficitreduction has made progress.General fund revenues are nowat $16.3 million, while expendi-tures are $16.173 million.

There is an estimated$482,196 ending fund balancefor the 2018-19 fiscal year thatends June 30. But the generalfund balance is estimated cur-rently at a $970,545 deficit.

"It (the deficit) went from$3.5 million at the beginning of

last year (2018) to less than $1million, however, we're workingon making that closer to zerohopefully by the end of the year,"he said.

Taryn Kinney, spokespersonfor the state controller, explainedin an interview the next step is inthe hands of city administratorson whether the recommendationsof the controller's office areimplemented.

"Our goal is safeguarding thepublic dollars," she said. "Thereport brings attention toCalexico residents to take a moreactive role in participation in citygovernment to help ensure prop-er use of tax payer funds. Whatgenerated this report, it is normalprocedure for the state to do anaudit review of local govern-ments. And we do about threereports per year. But I'm not surewhat prompted this review ofCalexico at this time."

She added, Yee decided toreview Calexico's financesowing to inaccurate financialreports to the controller's office,news media coverage of thecity's budget troubles andwhistleblower concerns.

In authoring the report, JimSpano, certified public account-ant chief, division of audits,alluded to 11 separate correctivefindings spelled out in the auditreview.

The first, Calexico did notadhere to its general fund contin-gency reserve and operated witha deficit fund balance owing tosubstantial deficit spending,inaccurate budgetary data and alack of timely financial reports.

Second, the city did notimplement adequate oversight oncash flows and lacked promptbank reconciliations, treasurerreports, appropriate segregationof duties and oversight over cashreceipts. Third, the city did notkeep documentation for creditcard charges and it resulted in$26,616 inadequately document-ed credit card charges that maynot be work related.

Continuing on with a cursoryglance of the findings, fourth wasinsufficient oversight of theforensic audit (paying AhernLLP, $173,000). A fifth finding,approved two change orders(public improvements) withoutcity council approval. A sixthfinding, owing to lack of control,the California Department ofHousing and CommunityDevelopment froze Calexico'sability to apply for housinggrants, Dec. 29, 2015, and only

recently began accepting grantapplications again.

A seventh finding, Calexicostill needs to collect $53,577 indelinquent transient occupancy,or hotel, taxes. An eighth finding,the city failed to conductemployee evaluations consistent-ly. A ninth finding, the account-ing system is deficient since itdoes not restrict journal entries toonly authorized individuals,

leaving the city vulnerable tofraudulent alterations. A tenthfinding, lack of training back-upstaff in the financial department.And finally, the city failed toreview and update administrativepolicies resulting in outmodedprocedures.

The city debt of concern tothe state was due to overspend-ing and the city then borrowedmoney from its wastewater

enterprise fund. However, it wasalso in arrears for its JointPowers Insurance Authority pay-ments that provide risk manage-ment services to 300 publicwater agencies in California.Calexico pays back $700,000 forthe former and $600,000 for thelatter or $1.3 million a year, butDale said he is confident thatdebt can be retired soon.

Two funding sources used to supporteconomic development will face changesfollowing a discussion held by the CountyBoard of Supervisors at a special work-shop held on Jan. 29.

Discussion focused on the CommunityBenefit and Agricultural Benefit programsand how they might be improved.

Funds for the Community BenefitProgram are collected from solar projects,either on an annual basis during the life ofthe project or as a lump sum at the timethe project is completed. The county thenuses those funds for economic develop-ment programs submitted third-partyapplicants.

To date the amount collected in thecommunity benefit program is about $12million.

Andy Horne, deputy county chiefexecutive officer, said in his presentationthe board has approved funding for 24grants under Community Benefit for$1,232,100.

The board has also approved two addi-

tional loan applications to ARC for itsbowling alley project, StrikeZone in ElCentro, for $1 million and to PacificlandInternational Development for $2 million.In addition to funding these requests, theboard set aside $500,000 for the board dis-cretionary funding program.

The Agricultural Benefit programfunds are collected when farm land is con-verted to other commercial use. The fundsare collected at the time a project beginsconstruction based on a formula that takesinto account the crop history and the typesof farmland being converted. This pro-gram is designed to mitigate the econom-ic impact to agricultural resources due tothe use of farmland for solar.

In the Agricultural Benefit program todate six loans have been approved totalingabout $5.4 million, along with two grantsfor research and development for about$400,000. Scholarships for students pur-suing a career in agriculture or relatedfields of study have been awarded duringthe last four years in the amount$193,600.

The discussion then centered on howthe county determines the issuance of

loans to businesses, something SupervisorJesus Eduardo Escobar said needs tochange.

"When it comes to lending, this pro-gram is broken and we need a completereorganization of the lending portion ofCommunity and Agricultural Benefitgrants," Escobar said.

Escobar explained the need is properoversight and greater understanding aboutlending. He agreed with the idea of havinga third party help the county with lendingrequests to lighten the oversight burden ofthe county executive office and to helpcreate new guidelines for lending so who-ever gets a loan can guarantee creation ofjobs.

"If we continue to do the small loanswe never put a dent into our unemploy-ment rates. At the end of the day that'swhat we are trying to do," Escobar said.

"We need to re-engineer this entireprogram to be able to fully utilize theresources we have to create local jobs andpush the industrial sector (and) the agri-cultural sector in Imperial County to cre-ate the jobs that we need," he added.

Escobar also suggested having the

scholarships to other areas such asaccounting and business administration,which are areas that help the agriculturalindustry.

The board decided to create an Ad HocCommittee made up of Escobar andSupervisor Luis Plancarte. It will assesshow to improve the lending part of theAgricultural Benefit program and makemodifications to the terms of the loanagreement with the help of the lendinginstitution.

CALEXICO, Calif. - ElCentro Sector Border Patrolagents arrested a convicted sexoffender.

United States Border Patrolagents encountered the man, 30miles west of the Calexico Portof Entry and arrested him on sus-picion of illegal entry into theU.S. Later, agents were able toidentify the man as InocencioBernal-Bernal, a 32 year oldMexican national.

Records checks revealed hewas convicted of lewd and las-civious acts against a minorunder the age of 14, and served270 Days in jail for his offense.Bernal was also previouslyremoved from the United Statesin 2016.

Bernal admitted he intendedto travel to Los Angeles,California to take up residencethere.

Bernal is in federal custodypending felony immigrationcharges.

In fiscal year 2019, El CentroSector Border Patrol agents havearrested and removed six individ-uals either convicted or wantedon sexual assault chargesattempting to enter the UnitedStates illegally.

Border Patrol Arrests ChildMolester and Kidnapper

CALEXICO, Calif. - ElCentro Sector Border Patrolagents arrested a convicted sexoffender at 1:50 p.m. on Monday.

Agents assigned to the ElCentro Station, arrested a mansuspected of illegally entering theU.S. approximately 11 miles westof the Calexico Port of Entry.The man was arrested and trans-ported to the El Centro station toconfirm his identity and evaluatehis criminal and immigration his-tory.

Agents were able to identifythe man as, Jose C. Gomez, a 63-year-old Mexican national.Agents also discovered that he isa convicted sex offender.

Gomez was convicted in thestate of Georgia in 2007 forFelony Child Molestation, andwas subsequently sentenced tofive years in prison. Gomez wasdeported in February of 2011after serving his sentence.

Gomez also served two yearsin prison in the state of Virginiafor Felony Abduction &Kidnapping on August 14, 1999.

Gomez is being held inFederal custody pending prose-cution for Re-Entry afterRemoval.

In fiscal year 2019, El CentroSector Border Patrol agents havearrested and removed seven indi-viduals either convicted or want-ed on sexual assault chargesattempting to enter the UnitedStates illegally.

Gas Tank

Border Patrol agents of theIndio Station assigned to theHighway 86 checkpoint arresteda man suspected of smugglingliquid methamphetamine hiddeninside one of his pickup's gastanks yesterday.

The arrest occurred atapproximately 8:50 a.m., whenRene Elizalde, a 22-year-old manapproached the Border Patrolcheckpoint in a 1997 Ford F-250.

As the vehicle approachedthe primary inspection booth, aBorder Patrol K9 team alerted tothe vehicle. The primary agentreferred the vehicle for a second-ary inspection.

During the secondary inspec-tion, the K9 again alerted to thedriver's side of the vehicle.Agents used a fiberscope camerato search the vehicles two-gastanks. In one of the gas tanksagents saw a liquid that did notlook like gasoline. Agents testedthe substance, which yielded pos-itive for the characteristics ofmethamphetamines.

"Liquid methamphetamine isan extremely dangerous form ofthe narcotic and thankfully ouragents were able to prevent itfrom advancing further into theUnited States," said Chief Patrol

Agent Gloria I. Chavez. "Ourcommunities are much safer withthese drugs off our streets."

The narcotics weighed of 75pounds with an estimated streetvalue of $198,750.

Elizalde, a U.S. citizen, thevehicle and the narcotics wereturned over to the DrugEnforcement Administration forfurther investigation.

Agents Seize Cocaine,Meth in Single Smuggling

Attempt

SALTON CITY, Calif. - ElCentro Sector Border Patrolagents assigned to the Highway86 checkpoint arrested a mansuspected of smuggling metham-phetamine and cocaine concealedin an aftermarket floor compart-ment underneath the driver andpassenger seats Sunday after-noon.

The arrest occurred atapproximately 3:30 p.m., when a35-year-old Mexican nationalapproached the Border Patrolcheckpoint in a brown 2015Renault Duster Expression.

As the vehicle approachedthe primary inspection booth, aBorder Patrol K9 team alerted tothe vehicle. The primary agentreferred the vehicle for a second-ary inspection.

During the secondary inspec-tion, agents discovered 61wrapped packages hidden withinan aftermarket floor compart-ment underneath the driver andpassenger seats. Of the 61 pack-ages 56-tested positive for thecharacteristics of methampheta-mines. The other five packagestested positive for the character-istics of cocaine.

The 56 packages containingmethamphetamine had a com-bined weight of 109.65 poundswith an estimated street value of$284,856. The five packagescontaining cocaine weighed atotal of 13.12 pounds with astreet value of $170,560.

The vehicle and the narcoticswere turned over to the DrugEnforcement Administration forfurther investigation.

Chief among the concernsare the limited hours the swapmeet has been allowed to oper-ate. It was completely closeduntil Dec. 21 and since thensome vendors have been allowedto conduct business in a portionof the swap meet parking lotwhile the main vendor arearemains closed.

Dozens of booths weredestroyed in the blaze whilemore than 100 survived, thoughmany with smoke damage tomerchandise.

Fire Chief Diego Favila hassaid the closure is due to the fireinvestigation not being com-plete. Meanwhile, the city isworking with the swap meetoperator to rectify alleged citycode violations discovered in thewake of the blaze, he added.

The vendors said theirbiggest concern is the new regu-lations the city established as theswap meet continues to clean upfire damage and attempt torebuild.

"But it's only allowed (open)

in the daylight hours," vendorAlberto Alvizu said of whensales are allowed. "The SantoTomas office and the vendorsagreed to close no later than 4p.m., but they stop allowing newcustomers to arrive by 2 p.m.and we have to clean up soonafter."

He spoke during the meet-ing's public comment segmentand was joined by fellow ven-dors Pedro Ortiz and CesarFigueroa who explained thechallenges the swap meet faceseven though it received a tempo-rary three-month permit to keepit open beginning Dec. 21.

The city is requiring the ven-dors whose stalls burned to setup merchandise and then dis-mantle their improvised stallseach day at the close of business.This is especially burdensomefor vendors older than 60 andmore than half the vendors areolder than 50.

"We know the security of usand the public is the main rea-son," said Alvizu. "But we'd liketo have the city allow us to leaveeverything set up until Mondaythen take it down and have itnice and clean, because we starton Wednesday."

Another problem is the cityinformed vendors they want torebuild the swap meet all atonce, which may require a year'stime, explained Alvizu. But ven-dors prefer to rebuild only small

segments of the swap meet inter-mittently so business may pro-ceed almost as normal.

"But the city proposed rulesthat would discourage some ven-dors from continuing," said

Alvizu. "Some of the rulesseemed really harsh … more likeblocking you from making it."

Alvizu said after some dis-cussions with Assistant CityManager Miguel Figueroa the

city agreed to rebuild the swapmeet in small increments.However, that could not beimmediately confirmed with cityofficials.

The Ordinance repeals and readopts Chapter 5.60 in an effort to cre-ate an ordinance that provides the City with additional tools andresources to effectively and efficiently regulate recyclers in the Cityof Calexico.

The Ordinance establishes new protocols, procedures, and enforce-ment mechanisms for the businesses and parties involved in recy-cling, selling, buying, or receiving non-ferrous and ferrous metals,"junk", or scrap metals.

The current municipal code does not adequately address the problemand essentially defers to State law with regard to junk dealers andrecyclers. The Ordinance focuses on the practices, reporting require-ments, retention periods, and record collection of the referencedbusinesses.

Additionally, the Ordinance allows for inspections and complianceevaluations by City staff in addition to law enforcement officers. TheOrdinance is modeled on others throughout the State and should aidin curbing theft, receipt of stolen property, and property loss to busi-nesses and residences.

"I'll bet their gone by 1 p.m.,"he said. "But our advertisementsays, until the ribs are gone, not aset time. But some people getupset and say, 'I came out and youwere out of ribs.'

"Sharp's warning had a ring oftruth as long lines of visitors weregetting the first batch before 10a.m., the breakfast of champions.But the bigger picture of thesuperb chow down is all net pro-ceeds are donated to support youthactivities, athletic groups and edu-cation. What's more, the majorityof the 600 volunteers consist ofyouth organizations, educationalgroups and their leaders.

One early bird tearing into arib was Angel Robles who arrivedfrom San Diego (but born in ElCentro). The ribs he polished offwere pretty good but he wasqueued up at another boothalready.

"I thought I'd get on line forLos Compadres because everyoneis flocking this way, so it must begood," he said. "It's not only therib itself but the sauce, and it hasto have a smoked flavor, nice andtender."

At the Los Compadres booth,Alfredo Figueroa, the lead curlyfry cook, was getting his crewready to prepare a favorite sidedish.

"We meet just once a year andwe come out with family, but it all

goes to the kids (proceeds)," hesaid.

Next door was the City ofHoltville booth. Frank Cornejohas worked for the city for 18years and grilled ribs for 17, forwhich he also deserves a pension.

"Our secret, is (cook) slow andlow," he said.

His compatriot, AnthonyWells, called Cornejo an awesomegriller, but Wells claims he himselfjust comes up with the recipe.

"Every year we tweak it a lit-tle," he said. "This time we addeda little extra turmeric. It makesheart healthy ribs. Maybe next

year we'll add a little coffee tokeep you awake."

Comfortably perched on a haybale was Robin Avila from ElCentro, enjoying her third ribcook-off.

"This is delicious, sweet,spicy, very tasty and worth the tripout to Holtville," she said workingon a rib from Imperial County'sWorld's Greatest Ribs booth.

Praising the homemadelemonade, provided by HumbleFarmer Brewing Company,Angela Pantoja praised, "Thislemonade is delicious; I wantanother when I'm done with this.

And these ribs are just delicious,but I don't know which ones I likethe best."

With a reputation for an evenmore intense rivalry than the ribbooths were the pie makers,known to be totally serious. BrianPhilips at the Dessert Boothhelped serve cookies, cupcakesand cinnamon rolls too.

"We got it all, anything withsugar," he said. "Our strawberrypie went out faster than we couldset it up. It's the red that attractedthem like bees. They saw that redand hit it. But you know--it's alllow-cal, as long as you eat it out-

side, all part of a Paleo-diet." Wolfing down an ear of corn

was an original Athletic Clubmember Ronnie Claybrook.

"This is really good corn--andthe root beer," said Claybrook."All the ribs are excellent. Itwould be hard to get a bad rib."

After the hearty fare, the seri-ous business of awards honoredthe judge's choice. For best ribs,Big Al's took top prize of $1,000.Second was Imperial CountyPlanning Department winning$500, while third, Merry Sunshinewon $250. Best side dish was wonby Los Compadres' stuffed potato,$400, and I.C. Planning took sec-ond with coconut shrimp for $200and third was I.C. Sheriff's Officefor beans diablo, $100.

Of course, there's always roomfor dessert. Best pie went toKristen Sharp-Smail with straw-berry pie winning $100, secondwas Ellen Underwood for Swissapple pear custard for $50 whilethird was Leni Heuberger for apear custard and $25. Best boothwent to AM Desert StormConcrete for $200, second, I.C.Planning, $100 and third, city ofHoltville, $50.

The best performance waswon by Smart N Final; the Hall ofFlame award was won by RustyPain; the Pinnacle award went toLos Compadres; and SpecialRecognition honored La BrucherieIrrigation.

The 56th Annual HoltvilleRotary Invitational WrestlingTournament was held Jan. 25-26 on the Holtville HighSchool campus in the JohnKirchenbauer AthleticComplex.

Rotary, which helps raisefunds for local youth pro-grams, sponsored the eventalong with numerous localentities and individuals whovolunteered their time andresources.

"Overall, I was proud ofour team for placing ninth outof 46 teams," said CJJohnston, Holtville Highwrestling coach and tourna-ment organizer.

He congratulated seniorMichael Toten for placing sec-ond, and junior Richie Garcia

and freshman DonovanJohnston for placing fifth intheir respective weight class-es.

"This was the biggest andone of the toughest tourna-ments we have hosted.Congrats to all the (Imperial)Valley wrestlers that placed.Way to represent the Valleyand good luck at CIF (statetournament)," Johnston added.

The community ofHoltville came together onceagain to make this event hap-pen. Holtville residents put upvisiting wrestlers in theirhomes during the tournamentand showed an outpouring ofsupport for Holtville athletics.

During the finals, JohnReschert, a retired HoltvilleHigh teacher, was recognizedfor dedicating his time to workthe tournament for the past 50years.

PUBLIC NOTICE IS HEREBY GIVEN that the City of Westmorland, as CITY, invites sealedbids for the above stated project and will receive such bids in the City's offices at 355 S. CenterSt., Westmorland, California 92281 up to the hour of 2:00 P.M. Friday, March 1, 2019, at whichtime they will be publicly opened and read aloud. A bid summary will then be prepared and post-ed.

The work consists generally of the removal & replacement of Playground Park Equipment withits foundations, filling/leveling existing sand with Class II Base, installing new PlaygroundPadding surface, and, "Design - Built" New Electrical System w/ LED Lights to illuminatePlayground Area. Existing Shade Structure and Shade Canvas is to remain in place.

Any contract entered into pursuant to this notice will incorporate the provisions of Federal Davis-Bacon law and State Labor Code of the State of California. Compliance with the higher of Federalor State prevailing rates of wages and apprenticeship employment standards established by DavisBacon and the State director of Industrial Relations will be required. The goals and timetables for minority and female participation, expressed in percentage terms forthe Contractor's aggregate workforce in each trade on all construction work in the covered areasare as follows:

These goals are applicable to all contractor's construction work (whether or not it is Federallyfunded or assisted) performed in the covered area. If the Contractor performs construction workin a geographical area outside of the covered area, it shall apply to the goals established for suchgeographical area where the work is actually performed. With regard to this second area, theContractor also is subject to the goals for both its Federally involved and non-Federally involvedconstruction.

The Contractor's compliance with Executive Order 11246 and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmativeaction obligations required by the specifications set forth in 41 CFR 60-4.3(a), and its efforts tomeet the goals established for the geographical area where the contract resulting from the solici-tation is to be performed. The hours of minority and female employment and training must be sub-stantially uniform through the duration of the contract, and in each trade, and the Contractor shallmake a good faith effort to employ women and minority individuals evenly on each of its proj-ects.

The transfer of minority or female employees or trainees from contractor to contractor or fromproject to project for the sole purpose of meeting the Contractor's goals shall be a violation ofthe contract, the Executive Order, and the regulations in 41 CFR Part 60-4. Compliance withthe goals will be measured against the total work hours performed.

As used in this notice, and in the contract resulting from this solicitation, the "covered area" isin the City of Westmorland in Imperial County.

The project is subject to all applicable Federal, State, County, and local government laws andregulations, including air quality, waste recycling, and HUD/HCD/CDBG standard require-ments for public improvement projects.

The contract documents call for monthly payments based upon the engineer's estimate of thework completed. The City of Westmorland will retain 5 percent of each progress payment assecurity for completion of the balance of the work. At the request and expense of the successfulbidder, the City will pay the amounts so retained upon compliance with the requirements ofPublic Contract Code Section 22300 and the provisions of the contract documents pertaining toSubstitution of Securities.
